VICALP Visualising Differently VICALP Visionaries of Creative Action for Liberation and Progress VICALP is an Odisha based NGO registered as a Society in 1995; under FCRA in 2002 and Accredited by Credibility Alliance under the desirable norms in 2010. VICALP is working with the poor, excluded and vulnerable communities in Ganjam, Gajapati, Kandhamal, Jajpur, Balasore and Jharsuguda districts and has indirect operation in 12 districts of Odisha through networks and alliances. VICALP is directly working in around 600 villages on a regular basis with 30,000 plus direct beneficiary households. VISION: VICALP seeks for the liberation and progress of Adivasis, Dalits and the poor people by addressing the structural basis of poverty, inequality and oppression, thereby promoting social justice, equality, cooperation, human rights and communal harmony. Partnership with Funding/Donor Agencies: To implement socio-economic development projects for the beneficiary communities VICALP has so far collaborated with 1. HELP, Canada, 2. Christian Aid, UK, 3. PACS-India (DFID), 4. Netherland Embassy, 5. Irish Aid, 6. PTF - Washington, 7. IPE- Global/Govt. Of Odisha Project; and also received EIDHR and ECHO project support from EU through Christian Aid. Some Significant and Continuing Project at a Glance Poorest Areas Civil Society (PACS) Programme: VICALP is implementing PACS programme for ensuring rights, entitlements and basic services of socially excluded groups in Kandhmal and Jharsuguda districts of Orissa. Being implemented since 2011, the programme includes 21,362 rural poor households in 394 villages covering 3 blocks in Kandhmal and 3 blocks in Jharsuguda districts. The basic thrust of the project is to achieve the MDG in its operational villages through ensuring livelihood rights (Land, Forest Right Act, MGNREGS, Health, Education and IGP including ensuring entitlement) and ensuring basic service provision to the target beneficiaries.

Inclusive Economic Development (IED): This Project is being supported by Scottish Government through Christian Aid since 2010. It involves 5500 smallholding turmeric and vegetable farmers from 51 tribal and Dalit villages of Daringibadi block in Kandhaml, Odisha. The project aims at organising the turmeric and vegetable farmers to improve/enhance their production by adopting scientific and organic farming practices. It also promotes producers’ groups called Common Interest Groups (CIG) at village level and collectivize their produces for value addition and collective marketing. The project has also helped in organizing and registering a producers company called Jaiva Jeevan Producers Company Ltd (JJPCL). It promotes advanced agricultural practices through capacity building and input support to increase productivity and link with end market to ensure optimum product price so that the smallholding farmers have better income and improved living conditions.

System of Rice Intensification (SRI): VICALP in collaboration with SDTT took up SRI intervention with the vulnerable tribal and Dalit communities in the operational area in a view to promote more eco-friendly, productive and efficient method of cultivation of paddy and other millet crops took the initiative of SRI with 5000 smallholding farmers covering 6250 acres of cultivable land. The SRI has over the period proved to be user-friendly, labour friendly and above all resulting with enhanced productivity. Besides this the SRI also ensures replacement of chemical fertilizers and pesticides with organic manure and herbal measures for pest control which not only increases the productivity but also wealth in the process.

Promoting network of rural entrepreneurship: The TATA Global Beverages Ltd. has partnered VICALP to promote its “Gaon Challo Project”. The objective of this project is to promote rural business entrepreneurship among the youth from the marginalized communities. VICALP took up this challenge since 20th April 2011, which has resulted in the development of business entrepreneurship among 96 youth covering 84 blocks in 11 districts across the State Odisha. The important aspect of this initiative has been the development of a marketing chain which creates multiple business possibilities for producer groups to market their products using the same channel.

Humanitarian Response: VICALP also positions itself as a humanitarian Organization taking up relief and response work during natural disasters since 2011. During the recent cyclonic storm Phailin in Odisha VICALP responded with relief and early recovery work. Besides relief provision to 1000 households, it implemented early recovery projects in 24 village directly benefiting 1500 households. The project implemented Cash For Work (CFW) for 1300 families for 50 days, Unconditional Cash Transfer (UCT) to 200 physically challenged equivalent to 50 days’ wages and livelihood recovery and repair programme for 1500 families. 252 shelters which partially damaged were renovated and 50 fully damaged shelters were constructed. The project ensured safe drinking water for the most vulnerable and affected communities and families by repairing 50 hand pumps and newly installing 3 hand pumps in 24 villages.

Conclusion: VICALP seeks cooperation and collaboration from civil society groups, corporate houses and funding agencies for strengthening its development work as well as scale up for maximization of benefits for the poor . We are always a collaborator in the process of socio-economic development of the poor , vulnerable and excluded sections of the society. VICALP has adequate human resource with required qualifications, expertise and experience to initiate, carry out and manage development related tasks at any point of time in any part of the State of Odisha. VICALP has got adequate infra-structure at its central level at Gopalpur on sea in Ganjam-Odisha, and 3 regional offices at Mohana-Gajapati, Daringbadi-Kandhmal and Jharsuguda in Odisha. We seek and solicit the support of corporate/CSR donors to reach out to the sections of the communities who need development support.
