РОССИЙСКАЯ НЕДЕЛЯ ГЧПИнфраструктурный конгресс «Российская неделя ГЧП» является крупнейшим мероприятием в сфере развития инфраструктуры и государствен-но-частного партнерства в России и странах СНГ. Организатором конгресса выступает Центр развития государственно-частного партнерства при участии профильных федеральных министерств и поддержке Торгово-промышленной палаты Российской Федерации, Агентства стратеги-ческих инициатив и «Деловой России».В 2017 году в центре внимания деловой программы конгресса – формирование эффективной системы управления сферой ГЧП, развитие механизмов привлечения внебюджетного финансирования и инструментов стимулирования инвестиционной активности, распределение и рисков и поиск баланса интересов между участниками проектов, а также вопросы, связанные со стратегическим планированием развития общественной инфраструктуры в регионах России. Тематика конгресса охватывает основные отрасли, и будет сосре-доточена на выявлении наиболее острых проблем, с которыми сталкиваются участники рынка ГЧП при реализации проектов в транспортной, коммунальной и социальной сферах. В целях аккумулирования наиболее успешных практик, анализа опыта и профессиональных достижений проектных команд, участвующих в инфраструктурных проектах, традиционно будут презентованы итоги Рейтинга регионов по уровню развития ГЧП: о том, как в сжатые сроки выстроить наиболее эффективную систему управления сферой ГЧП и улучшить свои позиции в Рейтинге рас-скажут представители регионов, совершивших за прошедший период наибольший прорыв в формировании условий для реализации проектов ГЧП.

Ежегодно участие в конгрессе принимают более 1500 человек: представители органов федеральной и региональной власти, руководители ин-фраструктурных компаний, финансовых институтов, малого и среднего бизнеса, а также ведущие российские и зарубежные эксперты в сфере ГЧП и представители ключевых федеральных СМИ.

ABOUT WEEKRussian PPP WeekInfrastructure Congress «Russian PPP Week» is the largest event in Russia and the CIS dedicated to the issues of investment attraction for infrastructure development and implementation of PPP projects. The event is organized by the National Center for PPP and the Roscongress Foundation with participation of relevant federal ministries and support of the Chamber of Commerce and Industry, «Business Russia» public organization and the Agency for Strategic Initiatives.

The agenda of the Russian PPP Week consists of three conference days and one education day. Topics discussed at the congress cover a broad range of issues pertaining to the attraction of non-budgetary investments into the development of social and industrial infrastructure – construction of roads and railways, bridges and overhead roads, modernization of housing and communal services, provision of urban amenities, infrastructure development in the spheres of healthcare, education and social services, development of agricultural and defense complexes.

Over 70 Russian regions annually delegate their representatives to the congress. The overall number of Russian PPP Week’s participants exceeds 1 500 people. There are representatives of federal and regional authorities, CEOs of banks and commercial enterprises, financial and legal consultants, leading Russian and foreign investment and PPP experts. Media coverage at the event is provided by approximately 150 journalists from federal and regional media outlets.

Within the framework of the business program, roundtables and discussions are accompanied by a number of practice-oriented events. In particular, promising projects and those already being implemented are showcased to the participants – this helps to improve the quality of project preparation and potential investors and partners.

The congress is the official presentation venue of the Russian Regional Rating of PPP Development.


ORGANIZERS

The National Center for PPP was created for the purpose of assisting in attraction of private investments, of effective management solutions and modern technologies into projects aimed at development of the public infrastructure with application of public-private partnership mechanisms. The National center for public private partnership is recognized by the World Bank as an official institute of PPP development in Russia. The Center is also acting as the operator of the Regional Rating of PPP Development. At the Eastern Economic Forum 2017 it has been decided that the Chamber of Commerce and Industry of the Russian Federation, the Russian Union of Industrialists and Entrepreneurs, “Business Russia” All-Russia public organization and the Federal Center for Project Finance (VEB Group) will join the ranks of the Center’s founding members.
