Montgomery County Chamber of Commerce – National Center for Veteran Institute for
Procurement once again announces VIP. VIP Grow is a 3-day, 27-hour comprehensive
certification program designed for veteran businesses to increase their ability to win government
contracts by establishing best business practices. Classes are instructed by industry experts,

SMALL BUSINESS EXPERTISE SOUGHT TO HELP SOLVE HOMELAND
SECURITY CHALLENGES. Washington D.C. — The Department of Homeland Security
(DHS) has announced it is seeking proposals from small businesses to address technical
challenges in homeland security. Beginning December 16, 2015, DHS will accept proposals for
its upcoming Small Business Innovation Research (SBIR) Program FY 16.1 joint solicitation
which covers 13 technical areas from two DHS organizations, the Science and Technology
Directorate (S&T) and the Domestic Nuclear Detection Office (DNDO).
“It is vitally important that we cast a wide net to find highly innovative solutions to the Nation’s
homeland security challenges,” said DHS Under Secretary for Science and Technology Dr.
Reginald Brothers. “We know that America’s small businesses are creative problem solvers and
engines of innovation and we want to hear from them. We encourage eligible, U.S. small
businesses to explore the topic areas presented in this funding opportunity and submit proposals
that capture their best thinking. We are particularly interested in receiving proposals from under-
represented groups, such as women-owned small businesses and socially and economically
disadvantaged small businesses.” The Pre-Solicitation notice for DHS SBIR FY 16.1, is
published in FedBizOpps.gov (Solicitation Number: HSHQDC-16-R-00012)and details topics,
descriptions and technical contacts for the pending full solicitation.
S&T is seeking technical solutions in 10 topic areas while DNDO is focusing on three topic

Defense News US Senate Ends Defense Department Nominee Freeze. The US Senate
confirmed one of the lead investigators into the CIA's interrogation program to become Army
general counsel Monday, one of four confirmations to Pentagon posts since Sen. John McCain
ended a hold on some defense nominations.
National Defense Prospects for Defense Reforms in 2016 Fading Fast. The business reforms
proposed by every defense secretary during the Obama administration will continue to be
debated but there is little to no chance that significant actions will happen until after the nation
elects a new president, defense industry experts said.
Defense News Dunford: It's Time To Shrink, Reform Joint Chiefs Staff. Gen.
Joe Dunford told an audience hosted by the Center for a New American Security that he was
keeping an open mind and gathering information about how the joint staff is organized, which
could lead to big changes - including the Unified Command Plan, which governs the
responsibilities of the combatant commands.
Federal Times 5 policies that shaped the Pentagon. From culture to operations, the Pentagon
is an institution unto itself.
Stars and Stripes Pentagon says violence is on rise in Afghanistan. Violence in Afghanistan
is on the rise, according to a new Pentagon report to Congress that says the Taliban was
emboldened by the reduced U.S. military role and can be expected to build momentum from
their 2015 attack strategy.

Army Times Sergeant's time' is making a comeback in the Army. "Sergeant's time" is
making a comeback.
Marine Corps Times Locks and twists authorized for female Marines' hair. Attention
female Marines: Lock and twist hairstyles are now authorized.
Navy Times Great Green Fleet readies to sail in January. More than six years after it was
first announced, the Great Green Fleet will makes its maiden voyage in late January.
Air Force Times For Air Force women, it will be a long road to battlefield. Despite the
Pentagon's historic move to open combat jobs to women, Air Force women aren't likely to be on
the battlefield any time soon.
Stars and Stripes Basic Allowance for Housing rate to rise for 2016. Housing allowances
across the United States will increase an average of $54 monthly for enlisted and officers when
the new rates take effect Jan. 1, the Pentagon announced Tuesday.
The Times Argus: VA receives national award. The VA Medical Center in White River
Junction recently received the “Leader in LGBT Healthcare Equality” award from the Human
Rights Campaign. This award represents the medical center’s efforts to support equal access to
the highest level of care for lesbian, gay, bisexual and transgender veterans, or LGBT. The award
represents accomplishments in four specific areas: patient non-discrimination, equal visitation,
employment non-discrimination and training in LGBT patient-centered care.
The Miami Herald: Congress tries to clear the air between states, feds over legal pot. On
Capitol Hill, four amendments would legislate the federal government’s hands-off approach on
state marijuana policies. One would give physicians at the U.S. Department of Veterans Affairs
in states with pot programs the ability to make medical marijuana referrals for people
like Porras and another Vietnam vet, Jerrel Thompson. Current VA policy follows the federal
prohibition on all medical marijuana treatment, even in states with approved programs.
The Wichita Eagle: Congressional panel investigating Wichita VA allegations. A
congressional subcommittee is investigating allegations made by surgical trainees involving a
surgeon at the Robert J. Dole VA Medical Center in Wichita. In a letter Tuesday, U.S. Rep. Mike
Coffman asked U.S. Department of Veterans Affairs Secretary Robert McDonald for a list of
information including the specific allegations and a copy of the personnel file of the surgeon
under investigation.
The Clarion-Ledger: Miss. Delegation: Send new VA network head
elsewhere. Mississippi’s congressional delegation told Veterans Administration Secretary
Robert McDonald that the new VA network head, Skye McDougall, belongs somewhere else.
“Mississippi veterans deserve more,” U.S. Sens. Thad Cochran and Roger Wicker and U.S.
Reps. Bennie Thompson, Gregg Harper, Steven Palazzo and Trent Kelly wrote in a joint letter to
McDonald. McDougall, accused of giving false testimony to Congress, is slated to be the new
head of the South Central VA Health Care Network…

The St. Augustine Record: VA plans to negotiate with county for permanent
clinic. Negotiations could begin soon between St. Johns County and the U.S. Department of
Veterans Affairs to bring a permanent VA clinic to San Sebastian View at the site of the county’s
Health and Human Services building. The VA announced plans via a notice of intent on the
Federal Business Opportunities website to negotiate and possibly award a sole source contract to
the county for design and construction of the St. Augustine Community-Based Outpatient
Clinic…
Chicago Tribune (Naperville Sun): Vets’ medical bus set to roll into town. Former military
service members who have earned medical care through the Veterans Administration will soon
have a local alternative to making the 45-mile round trip to Edward Hines Jr. Veterans
Administration Hospital near Berwyn to use that benefit. Operating out of a large bus, the Hines
VA Mobile Medical Unit will begin coming to Judd Kendall VFW Post 3873 from 9 a.m. to 2
p.m.on the first Tuesday of every month…
WJON-AM (AM-1240): Local Veterans Share Experiences with American Legion
Leaders. Area veterans met with leaders from the American Legion headquarters Tuesday night
at Post 621 in St. Augusta to discuss the positives and negatives experienced at the St. Cloud
VA. “We’ll see what comes out, I’m sure there are veterans with issues out there with the
hospital or maybe with VA in general,” says Barry Venable of the St. Cloud VA.
Military Times: Next step for TAP: More civilian employers. Federal administrators spent
the last four years reworking military transition programs to better prepare departing troops for
jobs in the civilian workforce. The next step is to actually get veterans into those jobs. Officials
say the upcoming focus for military transition assistance programs will be creating connections
to civilian employers, in an effort to more quickly link separating service members with eager
employers.
The Boston Globe: A fresh start for homeless women Veterans in Northampton. Jane
Geary struggled up two flights of stairs with full shopping bags and clothes hangers dangling
from her overloaded fingers. It was moving day, a wonderful day, a day unlike any Geary had
known. The 55-year-old Navy veteran does not have a home of her own. ButTuesday, Geary and
11 other women embarked on a bright, promising chapter in their lives as they moved into a new
residence for homeless women veterans.
WWLP-TV (NBC-22, Video): Homeless women Veterans get a new lease on life. A home
for the holidays. Homeless women veterans living in Western Massachusetts got the help they
need to heal from serious trauma. “We should not have any veteran living on the street,” said
homeless women veteran Kathy Copeland. But about 50,000 veterans do live on the street, each
night. According to the National Coalition for Homeless Veterans, 1.4 million veterans and their
families are at risk of becoming homeless. It’s enough to make Copeland cry.
HealthIT Security: VA Reports PHI Healthcare Data Breaches Up 36% in November. The
Department of Veterans Affairs (VA) experienced approximately a 36 percent increase in PHI
healthcare data breach incidents during the month of November, according to the agency’s most

recent report to Congress. Although the VA saw an increase in PHI-related incidents, the
difference in the total number of healthcare data breaches was negligible, with 648 reported in
October and 693 reported in November.
The Advocate: Prairieville woman pleads guilty to accepting VA benefits intended for her
mother who died four years ago. A 45-year-old Prairieville woman pleaded guilty Tuesday to
the theft of more than $77,000 Veterans’ Affairs benefits that were intended for her mother, who
died four years ago, U.S. Attorney Walt Green reportedTuesday. Michelle Akridge admitted to
U.S. District Judge James J. Brady that she stole the Veterans’ Affairs Dependency and
Indemnity Compensation. Green said that Akridge failed to report her mother’s death and
illegally collected the benefit checks for four years.
Stars and Stripes Stone Mountain’s Civil War museum to tell story of black soldiers. “I
think it is a great idea,” said board chairwoman Carolyn Meadows. “We thought that it was
appropriate to honor African-Americans who fought, regardless of which side they were on.”
Stars and Stripes Legal battle continues over Revolutionary War battlefield . Historical
activists are refusing to surrender in their efforts to prevent the development of a privately owned
portion of a Revolutionary War battlefield in New Jersey.
Stars and Stripes Bergdahl will face desertion charge in general court-martial. Sgt.
Bowe Bergdahl will face a general court-martial for the desertion and misbehavior charges
levied against him after he was freed from Taliban imprisonment last year, the Army
announced Monday.
Stars and Stripes Obama says military hitting Islamic State group 'harder than
ever'. President Barack Obamaon Monday touted the gains of an expanded air and ground
campaign against Islamic State militants but said “progress needs to keep coming faster” after
meeting with his National Security Council at the Pentagon.
Federal Times House averts shutdown...again, passes short-term CR. Congress again
averted a government shutdown on Dec. 11 with the House voting to keep the government open
until Dec. 16 while budget negotiations continue.
Defense News As Congress Pushes Defense Department Reform, So Does Carter. As
Congress presses ahead with potentially historic and overarching bureaucratic reforms at the
Defense Department, the Pentagon - which recently had acquisitions and retirement system
overhauls foisted on it - is working to get ahead of the wave, and plans to introduce its own slate
of proposals by early next year.
Marine Corps Times Report: Integration depends on more than capability. Integration of
women in combat units, if done well, will not have a detrimental effect on combat readiness,
according to a new study, but its success - or failure - will largely depend not on the women, but

The Huffington Post (The Blog): VA Secretary: Ending Veteran Homelessness. What do
Virginia, New Orleans and Houston all have in common? They are among the growing list of
localities that have ended Veteran homelessness and are proof that, community by community,
it's possible to make sure every Veteran has a place to call home. In 2009, when President
Obama challenged the nation to solve this important problem, few thought it would be easy.
The Washington Times: VA whistleblower: Phoenix hospital still troubled after wait-list
scandal. The Phoenix VA remains mired in problems, a whistleblower told Congress on
Monday, more than a year after she ignited a national scandal by revealing that some 40 veterans
died while stuck on secret waitlists at the health care facility. Dr. Katherine Mitchell, a former
emergency room physician, said she would not seek care at her former hospital, which she said
still fails to adequately train triage nurses to determine which patients need to be seen
immediately.
The Arizona Republic: ‘Not much has changed’ at Phoenix VA, doctor testifies at Senate
panel’s hearing. Arizona Republican Sens. John McCain and Jeff Flake used a Senate
Committee on Veterans’ Affairs field hearingMonday to promote a “universal Choice Card” that
would allow all military veterans to get subsidized health care outside the VA system. The
hearing at Gilbert Town Hall reviewed a nearly two-year saga of mismanagement and delayed
medical care in the Department of Veterans Affairs, with testimony from embittered patients and
a Phoenix whistleblower who helped expose the nationwide problem.
KJZZ-FM (NPR-91.5): VA Officials Report Progress, Acknowledge Shortfalls at Gilbert
Hearing. Members of the Senate Veterans Affairs Committee were in Gilbert Monday for a
field hearing on accountability at the Phoenix VA hospital. While VA officials and stakeholders
reported progress at the facility, they acknowledged they’re still a long way from where they

should be. Emergency department performance and whistle blower retaliation remained serious
concerns for hearing panelist Katherine Mitchell. Mitchell is a former Phoenix VA employee and
