FUNCTIONS AND DUTIES OF THE WATER RESOURCES DEPARTMENT
The Water Resources Department is a line department under the
Ministry of Water Resources, Government of Karnataka. The functions
and duties of the department are:
The Secretariat assists the Minister of Water Resources by providing
with data concerning the department;
It holds the administrative control of the Water Resources Department.
It is concerned with the creation of the targeted irrigation potential, planning of new projects, implementation of on-going projects and
maintenance of completed projects.
It gives administrative approval to all works, tender and estimates
coming under the purview of the department.
It passes orders concerning recruitment, posting and transfer of officials and employees under the Water Resources Department.
It prepares the budget of the department to be presented in the
legislature.
During sessions, the Secretariat performs the duty of furnishing details
to the Legislative Assembly/Legislative Council as also to the Lok sabha/Rajya sabha.
It presents papers to the cabinet and helps in the decision-making process.
It prepares draft bills, issues Government order, passes amendments,
acts and rules.

B. THE SECRETARY:
The Secretary is the head of the Water Resources Department at the
Secretariat level. The functions and duties of the Secretary are:
To look into the affairs of the Department at the State level;
To represent the Water Resources Department at the central level as a
member of NWDA, CBIP;
To supervise the work of the Department by formulating rules and
regulations in co-operation with the Principal Secretary;
To function as the Director of the three Nigams established under the
Water Resources Department;
To be in-charge of project preparation, implementation and monitoring
of all Major and Medium Irrigation projects;
To regularly review the physical and financial progress of all Major and Medium Irrigation projects at the monthly meetings held at Government
level in co-ordination with the Principal Secretary;
To participate and act as a active member of TAC, MIPC and other
Technical Advisory committee; and
To undertake visit to project sites, as and when required, to look into
the status of progress.

(3). THE DECISION MAKING PROCESS, CHANNELS OF SUPERVISION AND ACCOUNTABILITY
The Principal Secretary and the Secretary in co-operation and co-
ordination with the Minister of Water Resources Department are concerned with the decision making process of the Water Resources Department.
As per the organisation chart there is Unity of Command. The Under
Secretaries and the Officers-on-special duty receive command from the
concerned Deputy Secretaries and Joint Secretary who in-turn are accountable to the Secretary. The Principal Secretary and the Secretary are
accountable to the Minister of Water Resources Department.

(4). NORMS ADOPTED BY THE DEPARTMENT FOR DISCHARGE OF FUNCTIONS
The Water Resources Department has the Secretariat Manual as a Guide
in order to perform the day to day activities. The Secretariat Manual has an elaborate list of Norms, which are to be followed by the staff of Water
Resources Department while discharging their functions and duties. The secretariat staffs also refers to the provisions available in other existing codes and rules, in addition to the Secretariat Manual.

ANNUAL REPORT: It is document published annually by the Secretariat, Water Resources Department. It contains the financial and
physical programme and progress of the Department as a whole, for the coming year as well as the Programme for the coming year. It also contains the status of the work under progress of each project

INDEX PERFORMANCE BUDGET: This document was introduced during in
1977-78 as per the recommendations of the administrative reforms commission, GOI. It presents the purposes and the objectives for which funds are required, the estimates cost of the various programmes &
activities, the quantity of work executed by each zone and the services rendered under each programme & activity. Briefly, It is a work plan conceived in terms of the functions, programmes and activities concerning

the overall irrigation facilities rendered by the Water Resources Department. It is being published annually by the Secretariat. It
provides details regarding the irrigation potential created in Karnataka so far, and the ultimate potential to be created, the No of Major and Medium, lift Irrigation Schemes as well as Minor irrigation projects in
the state; the yield of the 7 river system of the state; the various programmes undertaken by the Department for completing the projects,
the brief discussion of each project, the stage of work at the end of financial year and the programme for the coming year.

ANNUAL ADMINISTRATIVE REPORT: This document is published annually. It consists of details regarding the organization set up of each zone. The duration of the post held by the Head of the Department of

regarding the project-wise and head-wise allocation of funds required by
the Department. The Water Resources Department assists the Planning Department in preparation of the Annual plan of the Department. It is a document that provides complete details regarding allocation of funds

after the Annual Plan of the Department is released by the Planning

(7). ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION AND IMPLEMENTATION OF POLICY.
Under the Water Resources Department, three Special purpose vehicles
namely Krishna Bhagya Jala Nigam Limited, Karnataka Neeravari Nigam Limited & Cauvery Neeravari Nigam Limited have been established for speedy completion of On-going projects & for creation of the targeted
irrigation potential. The Secretary, Water Resources Department, is the Director of the 3 Nigams. The suggestions rendered by the Nigams are
considered while formulating & implementation of policies. During meetings or as otherwise, the Nigams are consulted regarding technical aspects.

(8). BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES CONSTITUTED BY THE WATER RESOURCES DEPARTMENT.
The Water Resources Department has set up various boards, councils,
committees and bodies consisting of both Officials and Non-Official as
Members. The various boards, councils, committees and bodies set-up under the Water Resources Department are:
Irrigation Consultative Committee (ICC) Technical Advisory Committee (TAC).
Master Plan Committee (MPC). Major Irrigation Project Control Board (MIPC).
IRRIGATION CONSULTATIVE COMMITTEE (ICC):
T he Irrigation Consultative Committee is established under each Major
and Medium Irrigation project. The Superintendent Engineer of the concerned project acts as the Member-Secretary. It consists of both Officials and Non-Officials. The Non-Officials members also include the
representative of farmers. The function of the ICC is to give recommendations & directions regarding watershed management during

TECHNICAL ADVISORY COMMITTEE (TAC):
The Secretary is one of the members of TAC. It consists of 7 members, of
which 2 are Officials and 5 are Non-Official Members. The Non-Official members
are retired technical experts who have rendered valuable service under the Water Resources Department. The Government accords Administrative approval
on the basis of the recommendation and suggestions offered during the Meetings of the TAC.
The functions of Technical Advisory Committee are:
Planning and monitoring of all major and Medium Irrigation Projects
Scrutiny of estimates of all Major and Medium Irrigation schemes, before
according administrative approval and technical sanction.
Tenders and claims of contractors in respect of all Major and Medium
Irrigation works costing Rs. 2.50 Crores and above..
The Technical Committee shall make suitable recommendations to the
Major Irrigation Projects Control (MIPC) Board in the above matter.

The Hon‟ble Chief Minister is the President and the Hon‟ble Minister for
Water Resources Department, Government of Karnataka is the Vice President of MIPC. It consists of 14 members, of which 4 are Officials and 9 are Non-Official Members.

The functions of the major irrigation projects control (MIPC) board are:
The MIPC Board shall review the recommendations of Technical Committee
in all the matters of planning, monitoring, estimates, tenders and claims in respect of Major and Medium Irrigation.
The Board shall have the powers to deliberate any other subject pertaining to the irrigation sector and also direct the reference of any files to the
Chairman of the Technical Committee, for advice.
Necessary Government Orders shall be directly issued by the Water
Resources Department immediately after clearance by the Board, excepting cases which have to be taken to Cabinet as per the Rules of Business.
In respect of cases requiring Cabinet approval, the Water Resources
Department shall put up all such cases directly to the Cabinet, Immediately after clearance by the Board.

(10). BUDGET ALLOCATION TO THE WATER RESOURCES DEPARTMENT:
The budget allocated to each project is indicated in the annual plan. This
allocated fund will be spread across the 12 months, which will be reviewed
every month at the State Level KDP & MMR meeting. At the monthly KDP meet, the progress achieved by each department concerning financial &
physical, Programme and progress, will be reviewed by the Chief Secretary. At MMR meeting, progress achieved by each project, under Zones & Nigams are reviewed by the Principal Secretary and Secretary.

(11). SUBSIDY PROGRAMME AND DETAILS OF BENEFICIARY:
The Water Resources Department does not have any direct subsidy
programme.
But, the water rate collected, when compared to the huge amount of
investment made on the projects, is very meagre. This may be considered as a bulk subsidy programme benefiting the people of Karnataka.

(12). CONCESSIONS, PERMITS OR AUTHORISATIONS GRANTED BY THE DEPARTMENT.
The Secretariat has the powers to issue orders permitting the setting up
of Mini-Hydel Schemes under its projects, the use of water from dams, rivers & streams for industrial purposes (depending upon the availability),
the use of water for municipal cities & Corporations and for domestic purposes, as well as private purposes.
During Drought, Famine and heavy Flood like situation, the Department
gives concession to farmers, as a policy matter.
