With regard to the attached telegram from Bullitt

and with reference to our conversation ot May 18 , ques­

tions two and tour mentioned in Bullitt 1 s telegram have

already been answered. After my talk with you on Satur­

day I sent word immediately to Maokenr.ie King and a tele­

gram informing Bullitt ot that taot has been sent to him.

Our telegram sent to Bullitt relating to the question ot

destroyers was aoproved by you on May 17 and was sent out

immediately thereafter,

With regard to questions one and three, I am not in

a position to DISks any reply to Bu.llitt until you let me

know what your wishes and decisions may be.

With regard to point five, it would be my own impres­

sion that it might be better tor you t o make no reply to

this communication from the French Prime Minister and mere-

ly inform Bill Bullitt that you approve ot the statements

he made to Monsieur Paul Reynaud indicating the undesira-

PERSONAL AND CONFIDENTIAL.

Dear Mr . President:

I am glnd you approved my Jeanne d'Arc speech .

I sha ll make it Sunday, the Lord willing, and it will

hel p .

The French troops heve held again magni ficently

today, and only in the r egi on of the l ower Somme where

the Br iti sh collapsed have they had to retreat . Every­

one is f ull of f i ghting spiri t and hope .

While the French sol diers end civili ans are d i e-

playing a courage and character beyond praise , strange

things are still goi ng on at the top . Paul Reynaud,

who has g r eat personal qualities, is completely dominated

by hi s mistress, the Comtesse de Fortes, who bas the

virtue of being sincerely fond of him.

The changes in the French Cabinet yesterday were

d i ctated by her . She hates Del adier ; therefore Daladier

has di sappeared in disgrace, and Baudoin, of whom she

is/

is food , becomes Undersecretary of the Foreign Office .

He is the official of the Banque de l ' Indo-Chine who

conducted, with i nvariable success and without a s i ngle

loss, speculations agai nst the franc on information re­

ceived from various Ministers of Finance whose duty it

was to support the franc with tbe money of the French

taxpayer. Henry Morgentbau has fu ll information with

regard t o this matter.

Bouthillier, whom the Comteeee de Portee bee bad

appointed Minister of Finance , i s a stupid functionary

who will do anything that he is told to do . Tbe dcy of

his appointment Reynaud s~id to me, "He is intolerable~,

but the Comtesse de Fortes said to me that ni ght: "He

i s s<> fond ot Fault" Tbst was decisive :

Incidentally, the Comtesee de Portee has compelled

Reynaud not only to give di plomati c passports to her

tether, mother and children (U . and v~e . Rebuffel cod

Herve end Ann de Portee) but also to g ive them a Mission

Speciale, which means thet the French taxpayer pays their

way, and ot the request of the Prime Uioieter we have

given them diplo=st t c visas.

Thi s i s, of course, dirty graft and , at this

moment when every Frenchman i s bei ng aeked to give his

last drop or bl ood , a flagrant indecency.

I can conceive of no other di plomatic mi ssion tha t

could be entrusted to those people other than the

remo val of valuables from France illegally - probably

valuables belonging to the Comtesse de Portee and

Reynaud .

I see no reason why our customs officials should

not examine their baggage and make a careful note for

Henry Morgenthau or their contents .

Since Reynaud is as completely under the control

of bls Countess as the Duke of »l ndsor is under the

control of his Duchess, I do not consider it inconceivable

that after considerabl~ resis tance, Reynaud will be driven

into making the most iMproper appointments from the shady

groups that sur round the Countess . I doubt, however,

that even the Countess will be able to drive him into

giving an important appointment to de lo Orange, although

she will undoubtedly ask for one because the Baroness

de la Grange i nvites her for dinner, whereas no other

lady does . Reynaud can't very well after what he said

to mo .

The people of Fr~nce who are fighting with en

absolute selflessness deserve better at this moment th~

to be ruled by a Prime l:inister's mistress - not even a

King' e ! In the end she will be shot . Meanwh 1le , she

will rule the roost .

As I telegraphed you through the Navy, Reynaud

forbade/

forbade her to come in the room when he went to talk

to you on the telephone; but she came right in end when

be ordered her out of the room, refused to po . As I

suggested , I think you should avoid such conversations

i n the future s ince t he lady in question will repent

them ell over town in exaggerated for m.

Aside from his subservience to the Countess, Reynaud

is doing good wor k, and i ndeed, it mey not be at the

moment a bad thing to have a number of smart crooks in

public office . At least they e re used to getting r esults

even though they aay be crooked results .

Needless to say, Offie enjoys the most i nt i mate re­

l ations with the Comtesse de Portee , as with everyone

else. She summons him for i nt i mate conver sati ons to her

"'love nest·• almost daily; end he keeps her within rea­

sonabl e bounds . I have less pat i ence than he wi th lack

of character so that more than ever, Offie is the power

behind the throne . Indeed, he has almost become the

power in front of the throne . A few days ago , the

Comtesse de Fortes said to htm that i f the Ame r ican

Embassy had any difficulty with any department of t he

French Government or the French Army, he bad only to

l et her know end the matter would be set tled to our

to send their pursuit planes to join in the battle now

in progress . I ass\llile that this is because you were

As you will ht.ve learned from the telegrams , the

Minister of J,rmmnent personally brougbt to me the secret

plans , specifictttions end working drawings for the pro­

duction of the French 47 millimeter anti-tank gun which

is e wonder; end I received from him fifteen minutes ago

the same documents for the production of the Saumur

thirty-ton tank which has proved to be definitely superior

in battle to the German tanks.

If th~re is enythin£ that you went ror either our

army, navy, or air force , I will guere.nte~ to get it at

once and bring it home with mo .
