Sub: Three-day Conference on Innovation (NAAVONMESH) in School Education from April
18-20, 2017 at NCERTNew Delhi.
Enclosed herewith is a letter and concept paper from NCERT regarding organising of a three-dayConference on Innovation (NAAVONMESH) in School Education during April 18-20, 2017. TheConference will be attended by the participants from the SCERTsof all the states and Union Territoriesand National level institutions. In addition to the presentations by the participants, the State and theNational level institutions will display the innovative materials developed by them on stalls provided forthe purpose which will be visited by all the participants.
SCERT in collaboration with DoE will be showcasing Innovations on behalf of Delhi State at theConference. A paper containing the details of the innovations carried out in school education is to besubmitted before the 31't of March, 2017 as per guidelines in the letter. All HaS of DoE Schools arerequested to send in the write up of their respective innovative practices by mail or hard copy to SchoolBranch who will compile the paper and send it to SCERTby 29/03/17. DIET and SCERTfaculty shouldsend the write ups to SCERTby the same date.
Further, each Department of DIET, SCERT, SSA and School Branch is requested to collect and sharematerial for Display (Audio Visual or static and video clippings/movies} available with them to be put upat the stall. NCERT is going to allot 2 stalls for display-one for School Education and one for TeacherEducation. School Branch will look after the Stall on School Education and SCERTwill look after teacherEducation
Care taking Branch of DoE is required to coordinate with SCERTfor setting up of the Display regardingthe Innovations of Delhi State at the 2 stalls and observing of all Codal formalities etc.

Dear Sir / Madam,
The nation is committed to bring improvement in the quality of teaching-learning process and ensureprogress in the learning levels of the students. This is reflected in the goals of access, equity, quality andgovernance as enlisted in various education policy documents, curriculum frameworks and also schemes andprogrammes of the Government of India. To achieve these goals, the education functionaries right from theschool to state levels undertake different kinds of activities and explore new ways of transacting the curriculumto address the diverse needs of students. Such practices enhance the efficiency of the system and are oftenpragmatic, creative and ingenious. These practices are called innovations. By and large, the innovationsremain invisible to the school and the larger teaching communities, and are usually not valued by teachersthemselves. There is a need for providing opportunities for sharing of innovative practices and experiences atthe state and national level. This will help to develop an academic discourse within the school educationsystem as the stakeholders concerned will interact with and learn from each others.
In view of the above backdrop, it is proposed to organise a three-day Conference on Innovalion(NAAVONMESH) in School Education during April 18-20, 2017 in Room No.202, CIET, NCERT, New Delhi. TheConference will be attended by the participants from the SCERTs of all the states and Union Territories andNational level institutions. In addition to the presentations by the participants, the State and the National levelinstitutions will display the innovative materials developed by them on stalls provided for the purpose whichwill be visited by all the participants. Your paper may focus on the followings: Title of the Innovation, agenciesinvolved, objectives, duration, target group, how it is benefiting the systems (outcomes), evaluation of theinnovations (if conducted), initiatives to share this with other states (if any), plan for its up scaling andchallenges faced during the innovation implementation. Please send your paper (soft or hard copy) so as toreach us by 31 March 2017. Also, a stall will be allocated to you for the display of innovative material in printor audio-video form. The faculty member will be expected to remain present on the stall for interaction withvisitors.

The concept of innovation generally refers 10 change which brings out transformation in the
system. In the context of education, innovation aims towards improvement in the quality a!
the teaching-learning process, bringing out equity and equality and enhancing the efficiency
of the system. The changes in the social, political, and economic conditions in a society
create need for bringing out innovations and reforms in the system of education. As
Durkheim (1938) argued, "Educational transformations are always the result and the
symptom of social transformations in terms of which they are to be explained. In order for
people to feel at any particular moment in time the need to change its educational system, it is
necessary that new ideas and needs have emerged in which the former system is no longer
adequate" (Durkheim,1938, p.l67).
Deciding a change as innovation depends on the context and situation 10 which
innovation happens. For example, creating resources of learning in a system which lacks
basic learning facilities with locally available material may also be termed as innovation, if it
has an impact on the learning of the students. Thus, innovation is the core of continuation of a
process or a system.
Emphasising the importance. of innovations in education, the National Cur riculum
Framework-2005 stated that "individual teachers often explore new ways of transacting the
curriculum in addressing the needs of students within their specific classroom context
(including constraints of space, large numbers, absence of teaching aids, diversity in the
student body, the compulsion of examination, and so on). These efforts, often pragmatic but,also creative end ingenious, by ami large, remain invisible to the school and the larger
teaching communities, and arc usually not valued by teachers themselves". It was felt thai the

other's. This will also encourage new ideas and facilitate innovation and experimentation.

It was argued thai, fur a start, there is a need to create structured Sp3Cl:S within schools, and at
the level of the cluster and block where teachers are encouraged 1O share and discuss
classroom practices and experiences. If seen as worthwhile, some of these ideas and practice"
can be systemically followed up. It is also important to bring together groups or teachers
within and across schools and provide support to them in terms of resources as well as lime 10
work together. There is also, a need for documentation and dissemination of identified 'good
practices".
In India, there are several examples in the area of schoo! education, where innovations
at small or large levels had benefitted the system. Among them Nalli Kali in Kamataka,
Activity Based Learning (AOL) in Tamil Nadu, Multilingual Education Programme in
Odisha, Children's Learning Acceleration Programme for Sustainability in Andhra Pradesh,
B.Se.Ed. (e-year integrated pre-service teacher education programme offered by NCERT),
etc., are some of the examples of innovations which have not only been appreciated in the
states where they originated but have also been replicated by other stakeholders. There are
many more need-based innovations undertaken by the district and state level educational
institutions in the stateslUTs. These innovations arc seldom shared with other stakeholders,
and are, thus, limited to small area and population benefitting them without being getting
recognition. Due to lack of mutual sharing of innovations (genesis, challenges, modalities for
upscaling, portability from one context/situation to another) being done by various
individuals and institutions, often innovations in education do not automatically travel from
one part of the country to another part. This makes innovations restricted to its place of origin
only. Although NCER'f attempts to recognise and award innovations at the institutional level
by conducting' All India Competition on Innovative Practices and Experiments in Education
for Schools and Teachers Education Institutions', yet this forum is not designed to reach 10
di verse stakeholders.
Given {he huge expansion ill school education and increasing focus on quality. mutual
sharing of innovations in education being done across the country by institutions
(g ovcrumcnt or non-government organisations or by international agencies) is required, Thi.,
wi!l help in inducing motivation umong students, teachers and parents towards achieving the
goal or qu;,lity education. In view of this, to start with, :1 three-day National Conference

It is proposed to organise a three-day Conference at NCERT, New Delhi in the month
of April, 2017. Members from the SCERTs from all the states/U'Ts and National level
educational institutions will be invited to share their innovative/best practices in the area of
school education and teacher education. The following activities will be performed during the
Conference.
I. States will display innovative materials prepared by them on stalls provided 10 them
for visit by nil the participants.
2. Time will be allotted to present tile inncvarions made by them. which will be followed
by discussion.
3. Panel discussion on the importance of innovation in education based on research.
4 Scaling up of various innovations hascd on thcu· features und benefits.
