VANPLAY PLANNING PROCESS The Vancouver Board of Parks and Recreation is developing Vancouver’s Playbook, a new master plan to guide the delivery of vibrant parks and recreation over the next 25 years. Vancouver’s Playbook will provide a roadmap to maximize access to high-quality parks and recreation experiences that connect people with themselves, each other and nature.

The Playbook will explore how parks and recreation are distributed citywide with focused studies of the downtown core and growth areas (Marpole Neighbourhood, Cambie Corridor, Broadway Corridor, Mount Pleasant Neighbourhood, Norquay, River District). When complete, the Playbook will provide a 100-year vision, 25-year outlook and a 10-year implementation strategy to guide the development and redevelopment of parks and recreation amenities.

The Playbook will be developed through a multi-phased process called VanPlay, a year long public conversation about the future of parks and recreation. VanPlay kicked-off publicly in May 2017 with the Playbook expected to go to the Park Board Commissioners for consideration in the Summer 2018.

Focus Groups

• Phase 1 – “Discovery” explored the community’s satisfaction with current amenities and programs, and identified the top priorities, challenges and opportunities for the future of parks and recreation.

• Phase 2 – “Direction - Citywide and Urban Core” will define goals and preferences for future access to and quality of parks and recreation citywide and in the Downtown Urban Core.

• Phase 3 – “Direction - Citywide and Growth Areas” will focus on defining goals and preferences for future access to and quality of parks and recreation citywide and in growth areas.

• Phase 4 – “Draft” will focus on testing recommendations, drafting the PlayBook, and celebrating next steps.

The Park Board has recruited a team of local and global experts to engage Vancouver’s diverse communities in VanPlay. A cross-departmental team of Park Board and City of Vancouver staff are overseeing the project, with senior management providing leadership and guidance throughout the process.

ABOUT THIS REPORT KEY THEMES FOR PHASE 1 ENGAGEMENT

In Phase 1, VanPlay honoured the previous Parks and Recreation Master Plan, while imagining the future through the lens of six themes. These themes provided a snapshot of key issues and opportunities to get the conversation started and were outlined in six topic specific papers:

Examines the impact of trends like climate change, redevelopment and sustainability initiatives on Vancouver’s parks and recreation now and into the future.

Explores recreation, such as art, music, dance, sport, fitness, hiking, cycling and play, and how they are vital activities that enliven Vancouver’s community.

Delves into the importance of place-making and building a network of parks, open space and cultural destinations and how these destinations connect to active modes of transportation, like walking and cycling.

Assesses the role of parks and recreation in sport hosting, public art, tourism, events, education and celebration of Vancouver’s diverse communities.

Expands upon how equitable access to parks and recreation make Vancouver more resilient to broad issues of social justice, social isolation and disasters.

Looks at Vancouver’s parks and natural areas, and the importance and opportunities associated with re-wilding, environmental stewardship and education, and access to nature.

The Phase 1 Engagement Report - Priorities, Issues & Opportunities summarizes key feedback gathered between May and July 2017 as part of Phase 1 of VanPlay.

Phase 1 was designed to gather the communities satisfaction with current amenities and programs and top priorities, challenges, opportunities and ideas for the future of parks and recreation.

What follows is a summary of the key findings generated in Phase 1 - gathered through multiple engagement channels including: the VanPlay Tour, External Advisory Group, stakeholder meetings, presentations, and online engagement tools (video, social media and an online survey).

The findings are presented under priorities, challenges and opportunities and the six initial key engagement themes shown to the right.

Success for VanPlay will be measured by the degree of awareness of VanPlay and the diverse opportunities to provide input across a wide range of stakeholders and members of the general public. In terms of range, we mean both geographically and demographically varied participants.

OBJECTIVES FOR PHASE 1 – DISCOVERY

• Launch VanPlay and build awareness in the community about the planning process and opportunities to get involved

• Support broad participation in VanPlay Phase 1 from Vancouver’s diverse communities

• Develop an understanding of people’s current perception and use of parks and recreation and emerging directions for the future

• Gather meaningful input on the top priorities, challenges and opportunities for Vancouver’s parks and recreation

• Provide fun, light and deep methods for the public and stakeholders to engage in the process online and in person

• Go to where people are - provide at least 10 opportunities for the public and stakeholders to engage in person across a diversity of neighborhoods so they can share and hear the opinions and ideas of others and contribute to the scope of the plan

Between May and July 2017 there were over 20 opportunities to engage in the VanPlay process, reaching over 17,150 members of the general public. This surpassed our target objectives by over 7,000 participants.

VANPLAY PROMOTIONAL VIDEOVanPlay publicly kicked off with a teaser video to introduce the planning process, build excitement, and inspire people to get involved through the TalkVancouver survey and other opportunities.

PROJECT WEBSITEA dedicated project website was launched at vancouver.ca/vanplay on the same day as the public launch of the VanPlay tour. The website introduced the process with a teaser video, background information about the project, the six engagement themes and provided an opportunity to engage through the online engagement tools.

ISSUE PAPERS To inform and stimulate discussion amongst the public on key topics and trends that will influence Vancouver’s parks and recreation over the next 25 years and help shape the Playbook, seven issue papers were developed on the Playbook and on the six phase 1 engagement themes. Hundreds of issue papers were shared with the public online and in person at the VanPlay Tour events and stakeholder meetings.

VANPLAY TOUR (MAY – JULY 2017)

The VanPlay Tour is a mobile pop-up event open-to-everyone, showcasing information about the planning process and the six key engagement themes with an opportunity to provide high-level input on top priorities, challenges, opportunities and big ideas for the future of parks and recreation.

VanPlay toured the city in a colourful van with an Imagination Playground - big blue blocks to inspire creative play - as well as interactive display boards with key questions, a survey station, and bookmark handouts to encourage people to visit the website and take the survey online.

VanPlay was present at a variety of large and small scale community events across the city. The events were chosen based on geographic spread across the city, and the diversity of likely attendees and communities. The project team and volunteer VanPlay Ambassadors were on hand to answer questions about the planning process.

Approximately 4000 people participated in the VanPlay Tour across 11 events, with roughly 50% of participants adults and 50% children and youth.

VANPLAY SURVEY To gather input on Vancouver’s diverse communities satisfaction with current amenities and programs, and top priorities, challenges, opportunities and ideas for the future of parks and recreation, an online survey in English and in Chinese was designed and deployed using the TalkVancouver platform, our online space for civic participation.

2,754 surveys were completed with respondents replying from all neighborhoods in Vancouver (see map to the right).

PREVIOUS ENGAGEMENT REVIEWThe City of Vancouver and the Vancouver Park Board has engaged thousands of people through TalkVancouver and other forms of engagement in recent years.

To take advantage of this vast collection of existing input and stay connected with the community’s latest views and ideas, the project team reviewed relevant surveys and studies from 2015, 2016 and 2017.

This analysis collected information on the community’s perception and use of parks and recreation, as well as key priorities, challenges and opportunities identified for the future. This information will continue to shape the VanPlay process to ensure we respect existing input, and focus on your key priorities as we progress towards a final plan.

Over 20 TalkVancouver studies have been reviewed that engaged thousands of people from across the city.

SOCIAL MEDIA

Social media was used to help expand our outreach, providing another platform for the public to imagine the future of parks and recreation and to share and exchange ideas and issues related to parks and recreation.

Through the hashtag #VanPlay, a photo contest, and the sharing of the VanPlay video, we have been able to review Facebook, Twitter and Instagram responses to help inform the ideas and opportunities for consideration as we develop the Playbook.

On YouTube, a total of 2,346 people viewed the VanPlay video.

On Facebook, there were 70,982 video views, 422 reactions, comments, and shares of the VanPlay video, 1,806 Interactions (link clicks) and a total reach of 530,095 accounts who viewed VanPlay posts.

On Twitter, there were 22,301 video views, 62 re-tweets, likes and comments, 56 link clicks from the VanPlay video, 411 engagements with tweets, an overall reach of 362,892 people, 783,200 Impressions, 287 link clicks from tweets and 223 users mentioning #VanPlay.

On Instagram, there were 17,076 video views, 180 video likes, 63 link likes and 114 #VanPlay mentions.

STAKEHOLDER MEETINGS

Between January and July 2017, a series of stakeholder meetings were held in order to gather input and ideas from key stakeholders on a number of topic areas. Nearly 200 stakeholder groups and organizations were communicated with.

ADVISORY COMMITTEE UPDATES

Between February and July 2017, the project team presented to the Committees of Council to update them on the VanPlay process.

VANPLAY EXTERNAL ADVISORY GROUP

In June 2017, City staff appointed the VanPlay External Advisory Group - a group of representatives from a diverse range of stakeholder groups that have an interest in Vancouver’s Playbook and who are the Park Board’s partners in the delivery of outstanding parks and recreation opportunities.

This stakeholder advisory group will bring their subject matter expertise to help guide the VanPlay and Playbook development process.

The group meets with staff to provide direction on content development and public engagement, one to two times every phase of VanPlay.

WHAT WE HEARD

From May to July 2017, over 6,700 people shared their ideas through the VanPlay Tour and online survey.

People provided input and feedback on their perception and use of Vancouver’s parks and recreation, along with their top priorities, challenges, opportunities and big ideas for the future. This input is summarized in this report and will be used to inform the next phases of the VanPlay process.

METHODOLOGYAll input was collected and analyzed. Where applicable, input was organized into the six key theme areas. Open-ended responses were read and assigned a ‘code’ or a theme to allow for grouping of similar ideas. Answers that were off-topic, vulgar or illegible were given a code of N/A and not included in the results.

The data is presented for the VanPlay Tour and then the TalkVancouver survey.

WHAT WE HEARD: VANPLAY TOUR During the VanPlay Tour, almost 1,000 comments were gathered on interactive display boards. Participants shared their ideas and input on the following four topics and focus questions:

What’s most important to you?

During the VanPlay Tour, participants were asked to vote on an interactive display board on the top three priorities most important to them and to Vancouver's parks and recreation. Over 615 votes were gathered.

While all of these topics are important and will be addressed through the VanPlay plan, the voting activity provides a greater understanding of the community's top priorities. The top three priorities respondents identified included: equity, inclusion and access (13.9%), arts and culture (12.8%), and affordability of parks and recreation (12.6%).

The bottom three priorities identified by respondents included: improving existing services, facilities and amenities (4.9%), social connections and community belonging (6.3%), and climate change reduction and adaptation (7.6%).

• Indoor swimming pools provide inclusive spaces for families

• Green spaces (including parks and urban forests) provide beneficial canopy cover, community gardens, landscaping and horticulture

• Strong environmental education and conservation programs, including those run by the Vancouver Aquarium

• Existing private and community gardens are home to a diversity of plants that attract pollinators

• Access to green spaces and wildlife in parks fosters connections to nature

4 comments were received on Celebration + Tourism. Key themes included:

• Green spaces and destination parks such as Stanley Park and Queen Elizabeth support both residents and tourists to enjoy and celebrate nature

• Access to food amenities plays a role in tourism, events and celebration of Vancouver’s diverse communities

7 comments were related to Resilience + Wellbeing. Key themes included:

• Many amenities and programs support healthy people and communities

• Vancouver’s existing cycling culture, bike infrastructure and bike access to parks and recreation supports people to live active lifestyles, that help to mitigate climate change

• Access to parks and community gardens across the city and community building events in parks support healthy, connected and food secure communities

TOPIC: CHALLENGES

What are the challenges?

During the VanPlay Tour, over 117 comments were gathered around the top challenges and issues about Vancouver’s parks and recreation today. Responses have been organized under the 6 key theme areas and shown in order from most to least comments.

44 comments were related to Places + Access. Key themes included:

• Desire for improved accessibility to parks and recreation

• Concerns about the lack of active programming in parks, including educational and adventure programs (such as Terra Nova in Richmond)

• More new play structures and active programming in parks and playgrounds

• Concerns about safety and lack of lighting in parks at night

• Need more equitable access to downtown parks where there is a higher density of people

• Community centres are not equally inclusive and accessible to people of all ages, from children and youth to seniors

• Lack of access to parks and recreation by car due to limited parking and high parking fees

• Inadequate waste management is a major challenge to maintaining parks and recreation, including inadequate garbage, recycling and composting bins

• Cleanliness in beaches and parks

• Concern over underserved and overused East Vancouver parks

55 comments were received on Recreation + Community. Key themes included:

• Generally improve recreation and sports programs

• Improve dog parks and off-leash dog areas

• More all-season covered outdoor play areas

• More active programming in parks and public spaces such as zip lines and ping-pong tables

• More local (neighbourhood-based) pools, hot tubs, spas and splash parks, especially in Mount Pleasant

• Increased outdoor pool hours and pool upgrades

• More outdoor sports and recreation areas across the City such as volleyball courts, fitness equipment, water/splash parks

• Increased recreation centre programming and hours

• More community building events

• Improved staff and resource capacity for community centers

From May to July 2017, a survey was designed and deployed (using the TalkVancouver platform) to gather input, feedback and ideas from Vancouver's diverse communities. The survey was designed as convenience-based ("opt-in") with a blend of open and closed ended questions.

WHAT WE HEARD: VANPLAY SURVEY A total of 2,754 surveys were completed with over 4,000 open-ended responses captured and 'coded' during analysis. Participants shared their ideas and input on the following four topics and focus questions. The survey also asked a number of demographic questions to get an idea of who we heard from.

• We have a large and varied parks and recreation system! Which parks and recreation amenities have you (and/or someone in your household) visited and used in the last year?

• How often did you (and/or someone in your household) visit and use these amenities in the last year?

OVERVIEW

VanPlay Survey respondents included a diverse range of people from across the City:

• The majority of respondents (58%) were female while just over one third (35%) were male; 5% preferred not to say; 1% were transgender; and 1% did not identify with any of these options

• The majority of respondents (57%) were adults between the ages of 30 and 49

• Just over half (55%) of respondents had no children, while just under a third (30%) had children under the age of 18

• Of respondents that had children under the age of 18, the majority (45%) were between the ages of 5 and 12, 32% between 0 and 4, and 23% between 13 and 17

• The majority of respondents lived in the Downtown, West End, Kitsilano, and Mount Pleasant neighbourhoods, followed by Fairview and Grandview-Woodlands neighbourhoods (see map on page 8)

FREQUENCY OF USE BY AMENITY

How often did you (and/or someone in your household), visit and use these amenities? If you’re not sure, give us your best estimate.

• Dog amenities are used most frequently. Of respondents that use dog amenities in Vancouver 42% of them use those amenities every day, with parks (28%), and playgrounds (22%) being the next most often used every day

• More then a third of respondents who use the following facilities use them every week: parks (49%), community centre programs (49%), community centre facilities (46%), outdoor sports facilities (44%), playgrounds (38%), and indoor pools (33%)

• Other amenities tended to be used only every few months such as gardens (e.g. VanDusen Botanical Garden) (47%), outdoor pools (46%), golf courses (43%), beaches (34%), and community gardens (32%)
