TRANS MOUNTAIN PIPELINE ULC 1-1
Introduction Trans Mountain Pipeline ULC (Trans Mountain) submitted a Facilities Application to the National Energy Board (NEB) in December 2013 for the Trans Mountain Expansion Project (the Project or TMEP). On November 29, 2016 the Government of Canada concluded the Project was in the public interest of Canada. A Certificate of Public Convenience and Necessity and other authorizations allowing the Project to proceed, subject to 157 conditions, was issued and became effective on December 1, 2016.
As part of the Project, the Westridge Marine Terminal (WMT) will require expansion, including construction of three new loading berths within an expanded water lot and infilling along the existing shoreline to accommodate new onshore infrastructure.
This report covers the information requirements listed by Vancouver Fraser Port Authority (VFPA) for a Project Energy Study Report. Trans Mountain believes in energy efficiency and supports VFPA’s requirement for energy efficiency when building new facilities.
Trans Mountain requires new power services from BC Hydro to serve its current load requirement and possible future loads expansions at this site. Trans Mountain will assess the best equipment for installation, with energy efficiency influencing decisions for the selection during its design process and in its equipment specifications.
The scope of this study involves the process and equipment that are supplied by electrical power via the BC Hydro grid. The study, as outlined in this proposal, will show the difference between standard energy consumption for baseline design conditions and energy savings attributed to the TMEP design choice for energy efficient equipment and processes.
A process will be developed to a) analyze the energy saving from process design choices using process modeling and b) selection of high efficiency equipment rather than standard efficiency equipment and/or processes.

TRANS MOUNTAIN PIPELINE ULC 2-1
Energy Impact Trans Mountain will provide an assessment of how the proposed development (buildings, motorized equipment, and lights) will affect electrical energy consumption levels. Included will be energy modeling, demonstrate selection of BANTEC (Best Available Technology Not Entailing Excessive Cost) energy efficient equipment
Total load for this plant is estimated at about 4 MW.
The operation will be 24 x 7 x 365 with expected plant life of over 30 years.

Baseline Criteria The following baseline criteria will be applied in assessing the energy savings:
Process control: Different control systems will apply for different motors sizes and supply voltages.
– For medium voltage motors with capacities greater than 600hp, a soft start mechanism and control values will be utilized for control.
– For low voltage motors with capacities less than 600hp motor operation will be across-the-line.
High efficiency motors: The EPACT rating of 95% efficient will be the baseline.
Based on these criteria, preliminary engineering estimates for the total energy savings for all parts of the study is about 5- 10% or about 1.5 GWh/ yr +/- 20%. The energy efficiency study and system modeling must be completed to provide a more detailed and accurate estimate of the energy savings of the above project design choices.
An overview of each part of the study is described in the following.

Potential Energy Conservation Measures Trans Mountain will identify all locations within the system where significant potential energy savings may exist.
It is proposed that the site be served via BC Hydro distribution service power service. Trans Mountain has identified the following energy saving design choices that will reduce the energy consumption.
Selection of Variable Frequency Drives (VFD) instead of Control Valves (CV) for the larger pump motors.
Use of VFD for startup of motors that do not have a dedicated soft-start module.
Pump upgrades from standard efficiency to higher efficiency operation.
Selection of Premium NEMA High Efficiency Motors (HEM) and other high efficiency equipment where feasible. The baseline will be the EPACT motor efficiency (about 95% at full load).
Using the annual energy consumption determined for each station from the hydraulic model, the energy savings from TMEP’s selection of high efficiency equipment will be applied.
The area of focus will be primarily motors, compressor upgrades and variable frequency drives for the motors in the range 200 to 600HP. The load lists and single line diagrams are attached for reference as Appendix A.
Smaller potential energy saving equipment such as high efficiency lighting and motion detectors will also be included in the scope of this study.
The report will provide the key technical and commercial analysis with key outputs listed below.

Upon completion of the study, Trans Mountain will produce a comprehensive report on the results from the Equipment Selection. The report will include the detailed results from the VFD model, and the overall summary of all locations.
Each stage of the study will determine the percentage of energy savings from the installation of applicable equipment and/ or process. These baseline percentages can then be applied separately for future equipment choices or totaled to determine the overall energy savings for the Project.
The report will also provide direction on measurement and verification of the energy savings identified in the study for when the Project is operational. An important aspect of the Measurement and Verification plan will be the actual operating conditions of the plant relative to those used in the energy study. Trans Mountain will include in the report, where possible, energy savings estimations in a form that can be used for a range of realistic operating conditions.
Trans Mountain will formulate theoretical energy conservation measures that have the potential to save energy while meeting critical operation requirements.
