[AftertheapprovalthroughtheSubstantiveChangeprocessandinstitutionalimplementationoftheBaccalaureateDegree,evaluatorswillexaminetheevidencetosupporttheEligibilityRequirementandStandardslistedanddeterminethattheCollegemeetstheStandardwithrespecttotheBaccalaureateDegree.]EligibilityRequirements1. theinstitutionalmission.College:ProvideadescriptionandsupportingdocumentationdemonstratinghowtheCollegemeetsthisStandardandtheassociatedcriteria.“BakersfieldCollegerevisedtheMissionStatementin2015toreflectitsparticipationinthepilotprogramtoofferaBachelorofScienceDegreeinIndustrialAutomation.Ithadbeenrevisedin2014toreflecttheupdatedInstitutionalLearningOutcomesandinresponsetothe2014ACCJCStandards.TheKernCommunityCollegeDistrictBoardofTrusteesadoptedthenewlyrevisedMissionStatementonMay7,2015.TheCollegepublishestheMissionStatementinavarietyofcollegedocuments,includingthecatalog,andpostsitonthePanoramaandDelanocampusesandonthecollegewebsite.”(BC-6)

BakersfieldCollegeprovidesopportunitiesforstudentsfromdiverseeconomic,cultural,andeducationalbackgroundstoattainAssociateandBaccalaureatedegreesandcertificates,workplaceskills,andpreparationfortransfer.Ourrigorousandsupportivelearningenvironmentfostersstudents’abilitiestothinkcritically,communicateeffectively,anddemonstratecompetenciesandskillsinordertoengageproductivelyintheircommunitiesandtheworld.

Inaddition,thebaccalaureateprogramdisciplinefacultydevelopedamissionstatementfortheIndustrialAutomationprogramwhichalignswiththeCollegemission.

IndustrialAutomationBaccalaureateProgramMissionStatement:TheBaccalaureatePrograminIndustrialAutomationisdesignedtoprepareindividualsfortechnicalmanagementcareersinindustrieswhichutilizeautomation,includingthepetroleum,manufacturing,logisticsandagricultureindustrysectors,inordertoimprovetheregionaleconomy.Thisupdatedcollegemissionstatementisdisplayedonthecollegewebsiteandincludedinthecollegecatalog(BC-7,BC-8,p.11).TheIndustrialAutomationBaccalaureateProgramMissionStatementisincludedinanaddendumtothe2016-2017collegecatalog(BC-9).ThestudentpopulationBakersfieldCollegeservesislargelyHispanicat61.6%with81%underprepared,enteringtheCollegeattheremedialMathorEnglishlevel.Sixyearcompletionratesofstudentswhoobtainadegree,certificate,orfouryearcollegetransferstatusislowat37.7%,whilestudentscompletinginCareerTechnicalEducationdisciplinesishigherat42.2%.TheBaccalaureateprogramprovidesaclearlydefinedpathwayforstudentsinourcommunityseekingsuchdegreecompletion.StudentdemandforthecareersdescribedintheIndustrialAutomationprogrammissionstatementisreflectedinthegrowthofthenumberofstudentsenrollinginthelowerdivisionElectronicsTechnologycoursesthatareprerequisitetotheupperdivisionIndustrialAutomationprogram.From2011to2015,enrollmentinElectronicsTechnologycoursesincreased110%andstudentsdeclaringElectronicsTechnologyasamajorincreased55%(BC-10).ThelearningoutcomesofthecoursesofferedintheBachelorofSciencedegreeinIndustrialAutomationandtheresultinglearningoutcomesoftheprogramwereintentionallydesignedtoalignwiththeinstitutionallearningoutcomesdescribedinthecollegemissionstatement(BC-11,p.12,BC-12).Evidence:BC-6BakersfieldCollegeMidtermReport2015BC-7BakersfieldCollegeMissionStatementBC-8BakersfieldCollege2016-2017CatalogBC-9BakersfieldCollege2016-2017CatalogBaccalaureateDegreeAddendumBC-10ElectronicsTechnologyProgramReviewDataBC-112015BakersfieldCollegeSubstantiveChangeProposalBC-12BaccalaureateDegreeLearningOutcomeMappingExcelWorkbook

StudentswhowishtoreceiveBakersfieldCollegecreditsforworkcompletedatothercollegesshouldhaveofficialcopiesoftranscriptsfromsuchcollegessenttotheOfficeofAdmissionsandRecords.UponstudentcompletionofaRequestforEvaluationintheOfficeofAdmissionsandRecords,thosetranscriptswillbereviewedandcreditgivenwhereappropriate.BakersfieldCollegeonlyacceptstransfercreditsfromschoolsthatareaccreditedbyregionalaccreditingcommissionsofschoolsandcolleges.Transcriptsfromforeigninstitutionsmustbeevaluatedbyanapprovedinternationalacademiccredentialevaluationservice.

Inordertomeetchangingstudentneeds,BakersfieldCollegeoffersdistanceeducationcoursesinavarietyofmodalities,bothsynchronousandasynchronous.BakersfieldCollegedoesnotofferanycoursesinthecorrespondenceeducationmodality.TheBaccalaureateDegreeProgramplanstooffercoursesintheface-to-face,hybrid,andonlineformatsandfollowsthesameprocessfordeveloping,approving,andevaluatingthecourses.
