State and local emergency planners need to g y pdetermine the numbers and locations of the Points of Distribution (PODs) before the pandemic eventpandemic event.

PODs are required to provide prophylaxis to th ti l ti ithi 48 hthe entire population within 48 hours.

The biggest challenge facing planners is gg g g pdetermining how to allocate their limited PODs staff.
