The National Command's Office ofthe General Secretariat made clear inits TOP SECRET (TC: foreign classification) letter # 1244 of 8/1/2002that such cases will be dealt with in the future in light of the contents ofthe letter of the Presidency of the Republic's Secretary's TOP SECRET& IMMEDIATE (TC: foreign classification) letter # 474 of 1/29/1998,ofwhich paragraph 3 states that "Through the process of training, it ispossible to select those suitable for suicide operations, and those who trulywish to volunteer for suicide operations, given that their training will take

Region. He is a Kurdish politician, lives in (London) and doesn'tbelong to a great tribe, still he is a famous erson and has a oliticalrespect in the regionHe held number ofmeetings, in which he mentioned the satisfaction ofthe British Government to the similar attitudes of the two main partiesfrom the issues of the reconciliation with the central government. Healso mentioned the reply on the invitation ofMr. President the leaderSaddam Hussein (protected and Cared by God) about the dialogue, andputting the conditions was very suitable in this period of time. Afterthat he visited Al-Aufal Center which was opened in Irbil, and said thathe collects the documents that condemn the central government in thecase ofhuman rights. Though he was undesirable person from theopinion of the two parties, he changed quickly, and it is thought thatthis was according to instructions form the British Government.

5. The staff of the security Kurdish Democratic Party distributed (30)thirty handbags on the security directors in Irbil and Duhuk, to keepthe important information that they have. The specialty of these bags isthat they are supplied with automatic digital system and a specific codeto be opened; and in case oftouching the code number by anotherperson, it gives a beam and spectrum that lead to the temporalblindness immediately. It is considered that the mentioned bags wereimported from Britain.

6. The Iraqi Communist Party has issued a statement, condemning andconvicting the attitude ofthe both parties; the Union and theDemocratic. He also objected on the usage ofthe term (sovereignty ofthe Iraqi President) in their common statement about responding thedialogue invitation. The Iraqi Communist Party also accused the twoparties ofhaving the intention ofmaking dialogue with thegovernment.

We were informed by the following information about the latest news in theAutonomous Ruling Region including the following:-

1. On 4 Aug 2001 the client (Jalal Al-Talibani) met the chairmen of the(Democratic Socialist - Conservatives - Laborious - Democratic Movement)parties in AI-Sulaymaniyyah. It was decided to form an army consisting of(7.500) seven thousand and five hundreds saboteurs, by the name of the UnionArmy for Pakistan Emancipation. The training is supposed to start in a form ofrotations; the first one is on 20 Sep 2001. The Democratic Party and the otherparties were invited to participate in this army.

2. A lot of smuggler young men who work in this profession; and most of themare fugitives from the military service; have turned to the unreal securityorganizations related to the Democratic Party. This is because of the pressuresthat were exerted on the smugglers by the governmental detachments. Till thisreport was prepared the number of the above mentioned smugglers are (150)one hundred and fifty people and they were received by the AssimilationCommission which is related to the Democratic Party. They are also are giventhe choice between staying in Irbil and departing to another place, and theresorting operation is still continues.

3. The so-called (Doctor Sa'di AI-Barzanji) the chairman of Salah-aI-DinUniversity has attended an academic seminar in Austria. The seminar wasunder the title of (Horizon and the View of the International Law to HumanRights) and it lasted from (1-8) August 2001. The above mentioned had gotwith him more than (500) five hundred documents which were found in thegovernmental security departments in Irbil in 1991. These documents areassociated with files related to people who were executed or imprisoned orlost. The participation ofthe mentioned person is according to a program thatwas prepared by the Democratic Party about raising the case of the lost peoplein AI-Anfal operation, and other cases that were raised to the legalinternational and juristic circles ...

Preliminary Investigative Report

1. I went to Sulaymaniyyah with the intention of going to Syria and meet thetreacherous opposition, I met with one of the opposition group members thealleged Azar and suggested to me to attempt to attract some officers who wouldlike to travel and join the opposition.

2. I came to Baghdad and met with a woman named Shuruk and her friend Urn'Umar the wife of Staff Briadadier Salman and she suggested to me the idea ofgoing to Syria with her husband, and after the passing of few days, her husbandcalled me up and requested to meet with me at the bank district in front of thecollege, I informed my Directorate of my role between myself and Staff BrigadierSalman and he explained to me [illegible], and he claimed that he does not haveany personal or security problem and requested from me to assist him to travel toSyria together with his family and upon his arrival to Syria, he will give me somemoney.

3. I have documented all of that, and presented it to my Directorate (Tape recorderof his conversation with me), I documented my movement with him with theknowledge ofmy directorate and with the directive of my supervisor StaffBrigadier Salah.

4. Staff Brigadier Salman informed me that his identification is not sufficient forfear that the opposition will not receive him, therefore, I suggested to him to go toone of his friends in his area to bring some disks as a proof to opposition groupsthat he wishes to assist them and benefit their cause by giving them someinformation.

5. following that, I have informed my Directorate with what took place and that thewife of Staff Brigadier Salman wants to join the ranks of traitors (The Oppositionin Syria) and I received information that the alleged Ghalib Shai' the husband ofShuruk is one of Air Force Officers (Staff Colonel) who has been sentenced todeath and he is present in Jordan under a fake passport.

6. Following the passing of a few days, I asked Brigadier Salman about the disks, hetold me that he went to his friend and was not able to meet with him, so I[illegible] him to bring those disks, and I went with him to the house of MajorGeneral Pilot 'Adil and I remained in the car of Brigadier Salman, he wentwithout [illegible] entering the home ofMajor General 'Adil and their encounterlasted few minutes, and then we left, Brigadier Salman informed me that MajorGeneral 'Adil refused to give him the disks.

7. Following the arrest of 'Adil and his escape from Jail, I was tasked by myDirectorate to document some information on the form of recorded tapes [TC:wire taps] to his Kurdish wife, it was revealed as she claims that her husbandwanted to escape through the North and that he put his house for sale two monthago and that he wanted to go to Canada or London and that he wrote a reporttitled "Scandals ofMr. President Saddam Hussein, May God Protect and Defendhim" and this file is in the possession ofShuruk's sister (Sundus) the house that'Adil hid during his escape.

3. we were notified by our source in the North with these developments, andconsequently the working group has met to study details and plans of action aswell as the surrounding circumstances, and we have concluded the following:A. The necessity ofadhering to Directives of the Honorable Director, for the

purpose of infiltrating what is called the opposition and eliminate one of itsleadership elements.

B. Continue to pursue the mission with the same cover, whether he is in Syriaand will travel to London at the next phase.

C. The maximum utilization ofour source and capitalize on his achievesuccesses in infiltrating the ranks ofwhat is called the opposition and hisjoining the traitors under a guise, also capitalize on his close relation with oneof their leaders / symbol

4. Indeed, our source has traveled to Syria undercover and through unofficial means,he stayed there for 29 days.

5. On 30/11/1999 the above source called from the Northern part of the country andbriefed that he returned to the interior as he was tasked by the traitor's office inSyria with two other traitors, and he was notified to continue to execute whateverwas asked from him.

6. On 1/12/1999, the source returned to Baghdad, a meeting was arranged with him,as he informed that he was tasked with a duty in the interior for the purpose ofaugmenting the trust in him. The summary of the task involves our source withtwo other hostile agents, each one separately to

travel to the Northern part of the country and then to Baghdad that is aftermeeting with the three in Syria and briefing them on the assignment whichincludes monitoring the Olympic Committee and the Ministers role in al­Harithiyyah, the presence in Baghdad for (4) days on the hope of returning toSyria on the grounds of receiving funds and materials to carryout sabotageoperations after 10 15 days, the agreement is that one of the agents the alleged(Salah) who resides in Baghdad, al-Kifah street, or the alleged (Abu-Hamid) whoresides in Kirkuk to contact our source in his house, except that no contact wasmade, knowing that our source was not able to reveal all other details about theabove hostile agents, and that they have instructions to return to Syria after fourdays even if they did not meet in Baghdad.

7. There was no contact with our source, and no meeting between the three tookplace, based on that, the working group met to discuss the latest development andafter interrogating the source, and after many sessions, and reliance on yourExcellency's directives in continuing following up of sources until the completionofhis established planned objective, we instructed our source to travel to Syriaand according to the established plan prepared by them [TC: Iraqi opposition /Traitors cell in Syria] on the hope ofupdating us later on.

8. A detailed plan will be established to arrest hostile agents in the event of theirreturn to the country to carry out sabotage destructive missions.

In 1993, I was living in Mudir al-Amn Street [TC: street name means security manager]in al-Ghazaliyyah district where my parents lived at the time, at the time, I was a studentat the Physical Education College and a boxer in the team. One day, there was amisunderstanding between myself and three neighbors, they were the nephews ofMr.'Abd-al-Ghani 'Abd-al-Ghafur, a party member, this resulted in a fight among us and Ihave beaten one of them and broke his nose, he was an officer at the Intelligence Serviceand the other was a Police Officer, after the break up ofthe fight, each one of them wentto his Directorate and brought reports that I have attacked them while they were carryingout their duties, I was forced to leave the house and be absent from my family for about amonth approximately, at that time, they harassed my family and imprisoned my brotherinstead of me from two days, and when I became desperate, I went to the north, to Dahukarea and I stayed there until things calmed down as I planned to return to the new schoolyear and (commence work), at the time, I met with the Director ofMedia and Relationsof Dahuk Governorate and he offered me to work with him as an escort detail and achauffeur, he explained to me what the job entails, which is basically to receivedelegations and Foreign Organizations arriving from various parts of the world and attendmeetings, conventions, conferences and parties etc.I agreed to work with him and Governor'Abd-al-'Aziz Tayib (The Governor of Dahuk)has welcomed me as I am fluent in Kurdish, and through my work at the Governorate, Iwas introduced to all heads of Foreign Organizations and got to know the alleged Leadersofthe Kurdish People, from Security Officers (Esayish) and Intelligence Officers(Parstin) and Custom Managers, members of aI-Barty party and other parties and theirlocations etc..After the passing of eight months at my work in Media and Relations, I met with one ofmy school colleagues in one of the restaurants in Dahuk market, he is Arasan and hisbrother Ahmad and after our conversation, it became evident that Arasan is a Secretary ofDoctor (Ahmad al-Chalabi) and he was his Administrative Assistant in Kurdistan andresponsible for all Offices in the northern region and his brother Ahmad is the Director ofOpposition Television Program in Kurdistan, which is located in Salah aI-Din resort inArbil Governorate, and both Arasan and Ahmad are the sons of (Habib Fili) the Editor ofTa'akhi newspaper in the seventies and Public Tax Manager in Baghdad in the eightiesand a Ba'th party member in the nineties...Arasan proposed to me to work with them with a salary of 200 dollars monthly after heheard my story and the reason ofmy arrival to Dahuk, I agreed to work with them as aSecurity Officer and as an escort to Ahmad al-Chalabi, he accompanied me to introduceme to him (Ahmad al-Chalabi) at Salah aI-Din resort as this was their main location, Imet with him and he welcomed the idea of my employment with them after he heard allthe details from Arasan and Ahmad

I started working on the same day and through my working with them, it dawned on mefor several times to come to Baghdad to report the names of elements that cooperate withthem in Baghdad and other Governorates and about their movement, phone numbers,their agents who facilitate sabotage activities within Iraq, however, I wasn't able to come[TC: to Baghdad] for two reasons, number one is that I was wanted for military serviceand I was "Absent without Leave" due to the pending case of the (fight) which resulted inme leaving the College.After a period of more than six month, Ahmad al-Chalabi left and his representative andDiplomatic Consultant Nabil al-Musawi who resides in al-Zuhur neighborhood inBaghdad assumed his place bringing with him money that Ahmad al-Chalabi has sentfrom London to settle the opposition's bills and debt at the time.One day during the settling of the opposition's debts, the alleged Kusart who is one of thecommanders of Jalal Talaban's army ofal-Yakty party (Kurdish Labor Party) as they callit came to see him at the location, he started cussing against the Arabs generally, so Ihave beaten him without hesitation which resulted in breaking ofhis nose, this has causedquite a stir in Arbil generally as Nabil, Ahmad, Arasan and others came rushing to thelocation to hide me, I ran to Ahmad al-Chalabi's car, myself, Nabil and we went to al­Sulaymaniyyah and Nabil informed me to stay that night only and then he will send oneof Ahmad al-Chalabi's accountants to escort me to Iran and then to London whereAhmad al-Chalabi was present at the time, as my situation is critical.I decided on my own to go to Dahuk following the return ofNabil from al­Sulaymaniyyah to Arbil, I went to Dahuk as Jalal's group are not permitted to stay in al­Barty area at the time, I remained there until Nabil called me from the Opposition officein Dahuk, one ofthem came to me and informed that Nabil al-Musawi and Arasan wouldlike to talk to me on the phone and both Nabil and Arasan informed me to go to Londonthrough Turkey, and they sent me funds to cover the trip and provided me with anaddress and a phone number as well as a fax number of Ahmad al-Chalabi and that he iswaiting for me. Nabil Musawi and Arasan Habib Fili gave me the sum of $5000 fivethousand dollars and I left for Turkey and decided to travel to Germany instead ofgoingto London and then I learned that Mr. President, the Commander Saddam Hussein hasissued a decree ofproviding amnesty to all escapees and draft dodgers and thank God, Iwas blessed with this generosity and returned to my country, my land and have joined themilitary service

On the first day of December 1998, I met with on the housekeepers of Ahmad al-Chalabiin al-Iskan area in Baghdad as her parents live there, her name is 'Afaf, she is of Kurdishdescent and resides in Irbil where her husband lives, the alleged Shams-aI-Din, ofKurdish descent, during my encounter with her, I inquired about Ahmad al-Chalabi andhis group, she claimed that she lost touch with them since the opposition has leftKurdistan, however, she informed me that she has met Ahmad al-Chalabi's DiplomaticConsultant by coincidence during her visit to Baghdad and that Nabil al-Musawi hasescorted her Baghdad in the same vehicle during his planned trip to visit his family inBaghdad, as they live in al-Zuhur neighborhood, so she claims, she did not see him sincethey both arrived in Baghdad, my encounter with her was two days after her arrival inBaghdad.I in tum have notified my Directorate regarding the meeting that took place with thealleged 'Afaf and it was suggested to me to go to Irbil after I learned that Nabil al­Musawi has returned to Irbil after three days to inquire about his reasons of visitingBaghdad. On Wednesday the 9th of December I went to Irbil to meet Nabil al-Musawiand upon my arrival, I went to Tariq's House, who is one of the opposition, he resides in'Ayn Kawah are and after I inquired about Nabil, it was revealed that he left for Zakhubefore my arrival by one day, because he came to Iraq this time through Turkey and notIran and I immediately followed him to Zakhu upon me hearing the news, I proceeded toNabil's special office and found him to be preparing to leave.He was stunned to see me and inquired about the years that have passed and where I wasand the reason for my return a second time to Iraq, he informed me that'Afaf hasinformed him about my meeting with her, he also informed me that 'Afafwas tasked witha mission which is to relay some information to the alleged Ma'rufwho resides in al­Sihah neighborhood in al-Sha'ab district and that he has informed her that he will call herfrom London before his arrival, he pointed out that 'Afaf came to Baghdad several timesto relay some instructions that they send through her.In the context of my conversation with him, I requested that I go to London with him, as Iwas really suffering and wish to join their ranks at the opposition this was according tothe directives from my Directorate, he welcomed the idea but he wanted me to stay inBaghdad, they will provide me with whatever I need, bearing in mind that I informed himthat I did not see my family from the time ofmy return which was six months ago, heinformed me that he will provide me with money that will enable me to buy a car and payhouse rent for two years at least, as they wanted me to be the main source in Baghdad, asthey have lost many of their agents and their sources following their departure fromKurdistan and the relocation of their offices to London, as everyone has went there tomake a living in Western countries, this has contributed to their deteriorated state as theyhave lost many of their operatives who were with them.Following to my persistence in joining them, I reached an agreement with him, that hewill send me his representative on the 26th of December, the alleged Abu-Salah (a lookalike, who resembles Mr. President May God bless and protect him), he informed me tobe prepared and not to mention this to anybody, what he really means is for me not toinform other elements that work for them [TC: the Opposition] and he requested me to bepresent in Abu-Tariq's house in Irbil on the 26th and that our departure will be after the

I departed to Irbil on Saturday the 26th of December 1998 to the alleged Abu-Tariq' shouse who resides in 'Ayn Kawah neighborhood, he is one of the ,oppositionrepresentatives who relays instructions to Baghdad on behalf the Diplomatic ConsultantofAhmad al-Chalabi (Nabil Musawi) as per the agreement that took place betweenmyself and Nabil al-Musawi which is sending Abu-Salah on the same day as above toescort me to London. Upon my arrival to Abu-Tariq's house, I met his brother Abu­Arkan, who informed me that Tariq has left for Baghdad two days ago and requested meto wait for him as he is tasked to courier a letter to one of the officials in Baghdad.I waited till the 28th of December 1998 which was a Monday, and upon Tariq's return, heinformed me that Ahmad al-Chalabi, Nabil and Abu-Salah [illegible] to come to al­Sulaymaniyyah on the 19th and 20th of December to present a speech intended for theSouthern People and particularly the Governorates of (Misan, Zi-Qar, al-Basrah), thespeech objective was to stir the masses against the revolution, to instigate chaos with theaid of some mobs and opposition elements, as they claim the Iraqi opposition with thehelp ofAmerica has formed a complete Government and Ja'fariyyah as they haverequested, and that the south will be requested to split form the government and for itspeople to carryout demonstrations, and that the opposition will enter Iraq from Iranthrough their organization present in the interior and with the help of the American andBritish hostile forces, such forces that amassed in Kuwait territories and on the red seacoast. Also, Ahmad al-Chalabi has directed oppositions officials within Iraq with sometasks which aims to instigate demonstrations within the south, Tariq informed me to go toMa'ruf, who is responsible for the internal organization ofthe opposition, he urged me tohurry up before they commence execution of their plan, Tariq has relayed Nabil'sinstructions to Ma'rufwhich points to my receiving and making me one of those whowill carryout the missions, and that I have to be present in al-Sulaymaniyyah on the 27th

of January 1999 where Nabil will be in Iraq during such time in order to accompany him.I learned from Tariq the names of elements responsible within Baghdad and outside of itsboundaries, such elements will playa pivotal role in this filthy conspiracy that the traitorsare about to execute.Ahmad al-Chalabi has emphasized in his speech that this time it will be decisive as longas America and Britain will supply them with weapons and aircraft and with the help oftheir forces, so be comforted you Citizens of the South.

Nabil informedme that he welcomes the idea of going with him to London on condition that I bring withme an empty passport and they will fill it out on their own, and he informed me that hewill be present till the 27th of September 1999, and if I prepared my documents andcaught up with him, we will leave together.

On the 28th of September 1999, I was tasked by Saddam Commandoes GeneralSecretariat to travel to al-Sulaymaniyyah for the purpose of holding an agreement withthe alleged Nabil Musawi the special Consultant of the alleged Ahmad al-Chalabi thetraitor, and upon my arrival, I discovered that he left two days ago leaving a letter statingthat he left for Turkey to arrange with smugglers for the purpose of arranging my travelto London and that he will be financially responsible, and when I presented travelapplications forms for the purpose of obtaining a visa to travel to Turkey, I purchased[illegible] to expedite my departure date and obtain approval from General Passportcontrol located in Salah aI-Din, the process took more than fifteen days, and uponcompletion of all travel paperwork and exit permit, I submitted my passport to obtain visafor Turkey, however I was denied a visa for Turkey and my passport was crossed, theyonly approve senior citizens and women. I returned to Baghdad to inform my Directorateof the latest development and what transpired between me and Nabil al-Musawi in thetelephone conversation following my denial to obtain the visa for Turkey. I receivedapproval to travel to Syria as per Nabil al-Musawi's request to remain at the treacherouslocation ofIraqi Opposition in Syria until he dispatched one ofhis followers for thepurpose of bringing me to London with him. I went to Syria, over there, I met withHassan al-Naqib who is responsible for the Opposition Office and have also met withBrigadier 'Iz-al-Din who claims that he is the private Pilot ofMr. President, May GodProtect and defend him and the nephew of the traitor Rafiq al-Samara'I, the allegedMushtaq and he is one of the Special Security Officers, so he claims

2And after the passing of ten days in Syria, Nabil al-Musawi came in with [illegible] forthe purpose of conducting a meeting regarding carrying out sabotage activities in our dearcountry, initially the agreement was to prepare a Vehicle Borne Improvised ExplosiveDevice [VBIED] at the [illegible] festival for the purpose of creating havoc among thepublic opinion and the International Security Council. They have later changed theirmind and have dispatched the alleged Salah and the alleged Abu-Hamid form Kirkuk(Fili) and they are both specialists in explosive booby traps for the purpose ofarrangingthe explosive material for this criminal act and to locate the houses ofmembers of partyleadershjp who reside in al-Hadithiyyah in Baghdad and arranging for the entry of theVehicle Borne Improvised Explosive Device [VBIED] to the location of the OlympicCommittee, this was all before the new year. The alleged Nabil al-Musawi has dispatchedthem with me so that he can verify that I have no affiliation whatsoever with any securitydepartment in Iraq, I have informed my Directorate with all the updates upon my arrivalto Mosul. It was agreed to remain in Iraq for seven days only and to return to Syria trackactivities of the alleged Abu-Hamid and Salah who were tasked with this mission. I wasable to find out the farm of the alleged Salah's cousin, it is the place where the vehiclewill be loaded with explosives, they decided to purchase the vehicle in Shahrbat.

Study ofa Liaison Pattern in the Middle Euphrates Region when Bridges are Destroyedor during any Emergency Situation

1. PUffioseTo create a study to maintain the connection between the advanced commandheadquartes (main and alternate) in Halla and the headquarters of al Quds armydivisions (Babil Karbala Najaf Qadisiya) in emergency cases when thebridges are destroyed or the communication interrupted or during cases ofvandalism on the roads.

2. Facts

A. To open headquarters for al Quds army, placed under command, in themain localities of (Babil Karbala Najaf Qadisiya) governorates.

B. There are paved and two way roads joining the city of Halla to the othermain localities of the governorates in the following manner:First. Halla Karbala Road having a length of (40) Km on

which there is a bridge in the district of al Hindiyah withone passage on the Euphrates river.

Second. Halla Al Kufa NajafRoad having a length of (60) Kmon which there are two bridges with one passage in the cityofAl Kufa and the other one in the region ofUmm Al­Abbasiyat, a region distant of(4l56) on both branches ofthe Euphrates river.

Third: Halla Al-Kafl NajafRoad (AI-Hamad Road) having alength of (65) Km on which there is one bridge with onepassage in the city ofAl-Kafl on the Euphrates river.

Fourth: Halla Diwaniyah Road with two passages having a lengthof (80) Km without any bridges.

C. There are in the area several cooperation roads linking the main localitiesof the governorates in the middle Euphrates region but they meet the samebridges abovementioned in (B), including:First: Halla Abi Ghark Sada Al-Hindiya Karbala Road. It's

an agricultural road with one passage having a length of(45) Km on which there is Sada Al-Hindiya Bridge on theEuphrates river.

Second: Halla Al-Masib Karbala Road having a length of (45)Km on which there is Al-Masib Bridge on the Euphratesriver.

Third: Halla O'ofi region AI-Kafl NajafRoad having alength of (70) Km on which there is AI-Kafl Bridge.

D. There are other roads among the governorates which are:First: Karbala NajafRoad with two passages having a length of

(70) Km without any bridges.Second: Atlamjaf - Diwaniyah Road having a length of (70) Km

with one passage in most of its sections on which there aretwo bridges, one in Ash Shamiyah and the other one in AI­Mandara on both branches of the Euphrates river.

3. Measures takenA. For the purpose ofproviding communication between our site and the site

of Qadisiya Division Command, we could rely on the liaison officerspresent at the Liaison Center opened in our site.

B. The connection between our site and the Babil Division could continuebecause it is close to both sites and in one city and we could rely on theliaison officers present at the Liaison Center opened in our site inemergency cases.

C. The connection between our site in Halla and the site of Karbala Divisioncould be interrupted when AI-Hindiya Bridge will be destroyed on theEuphrates river and the problem could be solved as follows:First: Karbala Division will put in place a liaison unit at the

eastern bank of the Euphrates river and it could be placed atthe present site ofYafa Brigade. It will place anotherliaison unit at the western bank of the river and it could bepresent at the police precinct or the site of theadministrative district office. The mail could be forwardedto them by trailers or motorcycles and two boats should beprepared to make the shuttle between both riverbanks.

Second: Halla Abi Ghark AI-Sada Karbala Road could be usedin case AI-Sada Bridge remains in good condition andHalla AI-Masib Karbala Road remains in goodcondition.

D. The liaison between our site in Halla and the site ofNajaf Division couldbe interrupted if the bridges on the main roads are destroyed and we coulddiscuss the matter as follows:First: In case AI-Kafl Bridge is destroyed and the two other

bridges remain in a good condition (Kufa Bridge UmmAI-Abbasiyat Bridge a region distant of [4156]), at thattime, there won't be any problem since Halla Al KufaNajafRoad could be used.

The mail could beforwarded to them by trailers or motorcycles and two boatsshould be prepared to make the shuttle between bothriverbanks.In case Al Kufa Bridge and Umm Al-Abbasiyat Bridge aregion distant of(4156) are destroyed and AI-Kafl Bridgeremains in a good condition, there won't be a problem sinceHalla Najaf Road will remain opened.In case Al-Kufa Bridge and Al-Kafl Bridge are destroyedand Umm Al-Abbasiyat Bridge remains in a goodcondition, NajafDivision will put in place a liaison unit onthe eastern bank of the river at the site of the party divisionand another unit at Hitteen Brigade. The mail could beforwarded to them by trailers or motorcycles and two boatsshould be prepared to make the shuttle between bothriverbanks.In case the three bridges are destroyed, NajafDivision willput in place a liaison unit on the eastern bank of the river inthe region of Al-Kafl at AI-Rashid Bank or at the site of thesub-district and another unit on the western bank at Al­Nour Elementary School. The mail could be forwarded tothem by trailers or motorcycles and two boats should beprepared to make the shuttle between both riverbanks.

4. Communication pointsAl Quds Divisions will open communication points among each other according

to the following:A. Composition

Each communication point between two divisions is composed of anofficer with a rank not lower than captain and a squad with all its weaponsand equipment along with a trailer and wireless equipment and a (180)pound tent from each benefiting division.

D. DutyThe duty of the communication points between the divisions is theexchange of information and the immediate relay oforders and newsregarding any urgent situation in the neighboring divisions.

5. General mattersA. For the purpose of continuing the communication with the liaison

officers, a wireless system is allocated between the main headquartersand the liaison officers assigned along with a HF wireless equipmentand they should be trained on using the wireless equipment.

B. The number of the liaison officers will be (2) officers from eachdivision.

C. To allocate a room to the liaison officers in each location and theyshould undergo training on their job once a month.

D. To provide motorcycles for the liaison officers wearing civilianuniform.

E. The liaison officers are selected among those who have the capabilityof assimilating and memorizing and those who meet the followingliaison officer's requirements:First: Personality: He should gain the confidence ofhis

commander, he could be relied on and should prove that heis up to this task.

Second: Intelligence and passion ofexploring: To have a strongsense ofobservation and capable of submitting accuratereports on the current incidents.

Third: Understanding and smartness: It is necessary that he getsacquainted with the incidents related to the situation takingplace and he should know the thoughts of his commander.

Fourth: Disposition of memorizing the land: He should be skilled inreading the map and capable of finding his way by day andby night.

Minutes of the Conference held at the Command of the Middle Euphrates Regionat 0900 Hour on March 9, 2002

2. First Article - Word of WelcomeThe Commander of the Middle Euphrates Region welcomed the audience andwished them success in their endeavor and the need to work as one team for thecommand of the region. He confirmed that everyone should well apply the centralinstructions as well as the field instructions so that all would have a clear notionof the general situation for the defense of Iraq which should be clear before oureyes. Besides, the picture of the great leader should be present in all our work andwe should live up to the expectations the great leader has for us.

3. Second Article - Guidelines of the Region CommanderA. To reexamine the opening of the sectors in the light of the recent threats

against the defensive positions and to perform practices supervised by thecomrade and command member (Commander of the sector), the governor,the Commander of the Border Forces and the Secretaries of the branches.

B. The divisions of al Quds Army will be checked weekly at a rate of onebrigade a week from each division.

C. The selection of the positions will be done successively and will be formore than one position and in accordance with the last instructions given.

D. The practices and training should be done seriously and with a great dealof interest.

E. The battle is the battle of the people under the command of the party.4. Third Article - Remarks of the Deputy Commander of the Military Affairs

RegionA. Practical and field practices are necessary to make us feel confident about

our capabilities and methods of implementing them. Practices and trainingshould be done seriously and with care.

B. Special detachments and commandos "Fedayeens" need to be trained, theircapabilities checked and they should receive a field training.

C. The Secretary of the division in the region acts with a competent authorityto defend the homeland and attack the enemies.

D. There should be a focus on the nightly training on ambushes and attacks.E. We should announce the facts the way they are and not exaggerate the

losses when announcing them.5. Fourth Article - Conclusion

After reviewing and discussingmany suggestions and ideas, Abu al-'Abbas has proved, throughout all the previous period,his good intentions towards Iraq especially during the first Gulf war when his organizationconducted several military operations as follows: -Burning of the Japanese Embassy inManilla-Philippines. -Burning of the American Airlines office in the Philippines. -Placing anexplosive device in near an American Army Base in Azmiir. -Placing an explosive device on~he pipe lines that carry oil to an American Base in Southern Spain. -Placing gliding airplanes(including their pilots) under the command of the Service (TC: 115) and an agreement wasreached with the Iraqi Special Work Team to use these planes. -Abu al-'Abbas has provided ateam of his organization to carry out some of the operations in the Saudi territories; this teamhas is now under the command of the Iraqi Special Work Team. ork? These lessons were authorized, directed, reviewed and updated by Saddam Husseinimself. The Minister of Culture, the Press Secretary and members of a select committee wereirected to write and re-write all of these lessons. These activities were from 1998 through000. These lessons were directed at the people of Saudi Arabia to encourage and teach themow to organize to overthrow the Saudi Royal Family. These were lessons that show the

ndividuals how to start from one, two and three people to forming larger group. It teaches andails for destructions and damaging of variety of systems to gathering the vital secret data ofhe Saudi Administration so they can be given to the operatives to use against the Royalamily. "Lessons in "Secret Organization and Jihad Work". These lessons were authorized,directed, reviewed, updated and margin-notated as well as signed by Saddam Husseinhimself. The Minister of Culture, the Press Secretary and members ofa select committeewere directed to write and re-write all of these lessons. These activities were from 1992through 2000.

These lessons were directed at the people of Saudi Arabia to encourage and teach themhow to organize to overthrow the Saudi Royal Family. These were lessons that show theindividuals how to start from one, two and three people to forming larger group. Itteaches and calls for destructions and damaging of variety of systems to gathering thevital secret data of the Saudi Administration so they can be given to the operatives to useagainst the Royal Family.

The correspondences in this document also show the communication from the majority ofthe Iraqi government leaders agreeing to write and broadcast these lessons to the Saudipopulation as well as to the "Al-Mujahiden" in other Arab countries or The IslamicWorld.

These lessons were corrected and retyped several times. The distribution of these lessonswas planned through the use of some or all ofthe following:1. Cassette Tapes2. Internet3. Radio Broadcasts4. Now there are suggestions to assign him to otheroperation.G- 'Abd-al-Fattah 'Abd-al-LatifFakhuri (Abu-Yahya): The organization's Deputy Directorlives in Amman, Jordan and he is outstanding in carrying out operations. The lIS has a goodrelationship with him and there are suggestions to make use ofhim to carry out Fedayeen operations.2- National Islamic Front: The lIS met with Shaykh Ali Uthman the Deputy Director of theorganization in Sudan and they agreed to re-establish relationships with the Egyptian IslamicOrganization (Jihad) "EIO". It mentioned that on Dec 14 1990 the lIS met with an EIOrepresentative and they agreed to carry out Fedayeen operations against the Egyptian regime, andthat the Iraqi side will grant finance, training, and all the necessary needs. Also, to communicatewith the Islamic agents spread in Sudan, Somalia, Egypt, and those who were fighting inAfghanistan.3-Asian Organizations:A-Islamic Scientists Association: Its presided by Mawlana Fadil AI-Rahman, financed byPakistan, Libya, and Iraq. The organization's secretary Mawlana Jawid Ahmad has a closerelationship with the lIS since 1981, and he is ready to carry out any Fedayeen operation.
