Principle defined in Constitution of the CMS experiment, Section 6.7:
"Before launching the construction (or modification) of major parts of any CMS sub-detector or sub-system, or engaging in major related expenditures, the Technical Coordinator, with the agreement of the relevant sub-project manager, organizes reviews to confirm the soundness and completeness of the chosen design including the coherence of all interfaces with respect to neighbouring sub-detectors or other parts of CMS; the aim being to minimize risks in cost and schedule". review types: PRR, ECR, ESR, EDR : (follow-ups usually needed)In addition:“Each subdetector will undergo one or more MPRs (Manufacturing Progress Reviews) at strategic moment(s) of the production process. The Technical Coordinator will decide which production processes merit MPR's. The MPR committee will ascertain whether the manufacture is going as planned, whether the quality requirements and milestones are likely to be met and whether the resources (financial and human) required to complete the production are available.”
And in practice we also introduced “installation EDR’s”, prior to installation of items in CMS.
The same review process is being applied to consolidation and upgrade

Redundant Helium compressor pair
- critical single point failure : 7 mo recovery!
- replacements now only built to order, but provision for redundant pair foreseen
- identified pre-purchases (effectively compressor spares: rotors, bearings etc) to reduce downtime to 1 mo.

LHCC Milestone Level definitions
Level 1 milestones: are derived from the overall planning for CMS assembly & usually represent changes of dominant activity on the critical path
towards readiness for beam operation.
Level 2 milestones: are defined by sub-system managers and represent keybenchmarks in sub-detector progress towards the relevant level 1 milestones.Level 3 milestones: are defined by sub-system managers to complement the level 1 and 2 milestones by providing a more detailed breakdown of objectives and a mechanism for intermediate monitoring of major tasks in progress.
L2 “ready for installation” milestones and “schedule float”- L2 “ready for installation” milestones mark the date from which a major section of the detector is intended to be ready be used in the master assembly sequence.- They allow flexibility in tuning the master assembly sequence without impacting subdetector planning.
- The target float from the critical path is 3 months (usable as contingency during last year of construction, by agreement with Technical Coordination).

TC CONSIDERS THIS THE DOMINANT KNOWN RISK TO 2012 OPERATION
YETS 2011-12 planning is therefore being re-designed to give priority to:
• Radiography of both ends around this region and survey check from 13m to 50m.
• Bakeout –z end beampipe for 18 3 m ( same for +z end if radiography reveals no fault)
• Activate a so far unused NEG cartridge to double the pumping speed (increased threshold for desorption instability)• Install additional instrumentation in the 18 3 m region.
THIS ACTIVITY IS INCOMPATIBLE WITH OPENING THE YOKEbut the planned programme with yoke closed can still be done – with added difficulty
