FROM THE SECRETARYSECRETARY COLIN L. POWELL

Along with the snows of the new year in Washington comes the new budget season.This is my third year testifying before Congress on behalf of the State Departmentbudget. I take great pride in going before the relevant committees to represent our

Department’s needs in a world that requires the very best people and policies we can put onthe front lines of diplomacy.

During the first two years of the Bush Administration, Congress has given our Departmentstrong support. Clearly, Congress is firmly behind what the men and women of the StateDepartment are doing on the front lines of diplomacy as we take our message, our value sys-tem and our beliefs to the rest of the world.

In the old days of the Cold War, we could view our role through the simple lens of superpowerrivalry. That is no longer the case. In today’s world, we have to address poverty and disease,including HIV/AIDS. We have to deal with nations that are no longer behind iron or bamboocurtains, but are trying to find their way forward to democracy in the free enterprise system.

To succeed, we need a world-class State Department. President Bush’s budget request rec-ognizes that fact and asks for approximately $8.5 billion for the people, places and tools weneed to promote American foreign policy around the world.

Let me highlight what these funds are for. First, after two successful years reinforcing ourdiplomatic force, we intend to bring 399 more professionals on board. This hiring will bring usto the 1,100-plus new Foreign Service and Civil Service officers we set out to hire over the firstthree years of my tenure to bring the State Department’s personnel back in line with its diplo-matic workload.

Second, people who can’t communicate rapidly and effectively in today’s globalizing worldcan’t conduct our foreign policy. So we have worked to bring state-of-the-art telecommunica-tions, computer and Internet capability to the Department.

We have to make sure that we give all of our people in every embassy the real time capa-bility to know what is going on and to convey that message to our audiences around theworld. In both unclassified and classified communications capability, including desktop accessto the Internet, every man and woman in the State Department must be connected. ThePresident’s FY 2004 budget will move us well along in that direction.

Finally, I have wanted to sweep the slate clean and completely revamp the way we constructour embassies and other overseas buildings. Our facilities must be better places to work andthey must be more secure. That is a long-term task, particularly in this time of heightened ter-rorist activity. But we are well on the way to implementing both the construction and the secu-rity tasks in a better way and creating a firm foundation for subsequent State Department lead-ers to continue and improve upon.

Our Overseas Buildings Operations, under the leadership of retired Gen. “Chuck” Williams,has done a great job in bringing down the costs of our embassy facilities around the world anddoing it in a way that makes maximum use of modern technology, modern construction tech-niques and modern construction management techniques.

We work in challenging times. But I believe there is even more opportunity in the daysahead. American leadership is essential in times of peril and promise.

Together, with the support of President Bush, Congress and the American people, we canmeet the dangers, capture the opportunities and build a better world. ■

Art for an Ambassador’sResidence?

Accompanying your January fea-ture on the Art in Embassies programis a photo of a ceramic tile work,Freedom of Speech, destined for theambassador’s residence in Caracas,that includes a group belonging toCampus Women for Peace.

The Internet describes the group asa 1960s campus organization at Berk-eley opposed to military action, civildefense and U.S. policy in Vietnam.The group also met with women’sgroups active in the former SovietUnion. The only women’s groupsleaving the U.S.S.R. then were com-munist party organizations, so one canonly guess at the Berkeley group’ssympathies.

strikes me as inappropriate and tonedeaf to the mood in Washington andthe rest of the country.

Yes, freedom of speech includesprotecting speech that we disagreewith, including speech by organiza-tions that oppose U.S. policiesabroad and that associate with com-munist organizations. The U.S.government, including the Depart-ment of State, promotes these rightsat home and abroad.

In recording a controversial mo-ment from U.S. history, Freedom ofSpeech exemplifies that Americans

debate difficult issues in public.According to the artist, “All I reallyknow as the truth is what I ob-serve…this is where our country isstrong, we are a democracy.”

A ClarificationSeveral readers expressed concern

Bureau Previews Corridor Project

The Bureau of Administration is designing a new lookfor the corridors of the Harry S Truman Building.

The project will create an identification scheme thatsimplifies navigating the building, clarifies and cele-brates the Department, uses global images to remindemployees of the scope of the Department’s work andincorporates color and unique design elements withgraphic themes to serve as useful landmarks.

The concept will form a comprehensive design thatwill be incorporated into all future renovations.

The bureau unveiled a prototype of the corridor-improvement project on the sixth floor recently toSecretary Powell.

The new signage concept ultimately will be used atprimary corridor intersections and in elevator lobbies

throughout the Truman Building. The theme for thisfirst intersection is “transportation.” Individualizedgraphic themes will differ at each building intersection,although with similar color palettes to identify each cor-ridor. Color-coded directories and room signs will alsobe displayed.

The mock-up is only part of the larger system. Thebureaus and offices along each corridor will also receivenew identification and mission-related display areas toidentify their offices, add visual interest along the hallsand provide office information.

The project is part of the bureau’s goal to enhance thework environment in domestic facilities. Other majorimprovements scheduled this year include the cafeteriaand the Delegates’ Lounge.

USAID Official Honored in Amman

Ambassador Edward W. “Skip” Gnehm Jr., left, and USAID Mission Director ToniChristiansen-Wagner unveil a plaque commemorating the life of Laurence Foley.

Laurence Foley, the U.S. Agency for InternationalDevelopment employee shot and killed in Ammanlast October as he was getting into his car outside hishome, was honored with a plaque commemoratinga lifetime of public service.

Ambassador Edward W. “Skip” Gnehm Jr. andToni Christiansen-Wagner, USAID mission director,unveiled the plaque Dec. 22 at the U.S. Embassy inAmman before more than 100 employees. Theambassador said Mr. Foley, 60, devoted his life topublic service, improved living conditions for peo-ple in several parts of the world and was known forhis sense of humor even under the most trying cir-cumstances.

A tree was also planted in remembrance of Mr.Foley.

Following the ceremony, a video of a memorialservice held in Washington was shown to missionstaff.

Military Call-Ups Outpace Releases

Thirty-seven employees who are in the guard and

reserve are serving on active duty, up from 20 employeesmore than a year ago. During that time, 23 employeeswere also released and returned to work.

The steady call-ups—although limited, consideringthere are 1,010 reserve and guard members in theDepartment—have outpaced the releases. In all, 60employees have been affected by the war on terrorism,better known as Operation Enduring Freedom.

employee military reservists being called up for activeduty,” Ruth A. Davis, director general of the ForeignService and director of Human Resources, stated in amemo to Under Secretary for Management Grant Green.

TunisDedicatesNew Embassy

Tunisia, the site of Carthage and home to Phoenician,Roman and Islamic architecture, recently welcomed anew monument—the U.S. Embassy in Tunis. The combi-nation of Islamic architectural principles with modernAmerican materials and security elements symbolizesmore than two centuries of friendship and cooperationbetween the two countries.

The architecture recalls the old city in capturing thespirit of classical Tunisian design and incorporates localmotifs into a U.S.-style workplace. The vision of a man-sion in a park includes a main chancery surrounded by 11auxiliary buildings, four guardhouses and seven acres oflandscaped lawns and fountains.

The chancery’s interior is built around a series of courtsthat evoke traditional houses of the market. Local stoneand tile work pay homage to popular Tunisian colors andstyles, while the design itself employs traditional strategiesfor natural lighting and sun protection. Behind the mainchancery, a series of olive tree groves have been planted totake advantage of the water retention ponds, a system ofirrigation designed to maximize natural water collection.

The new embassy symbolizes the very best of theTunisian/American cooperative spirit, involving morethan 3,400 local workers. The construction and occupa-tion of the $82 million embassy were accomplished on

schedule, with the dedication on Dec. 10, two years aftergroundbreaking.

This is “homecoming” day atthe Department of State, a day forreminiscing, reconnecting and dis-cussion with our retired CivilService and Foreign Service col-leagues. Just because you haveretired does not mean you are for-gotten. Retirement is just anotherphase of your State Departmentcareer. Though we may demandless of your time, we want to seeyou at Foggy Bottom, to tell youwe miss you, to find out how youare doing and to let you know howthings have been with us since youleft. We also want to give you a chance to catch up, swapstories and trade e-mail addresses with other retired col-leagues.

Attendance has been unprecedented at the last twoForeign Affairs events. I have a hunch attendees came notjust for the varied and stimulating programs we offeredbut for our ever popular keynote speaker, SecretaryPowell. He plans to give the keynote address and presideat the AFSA memorial plaque ceremony again this year,and I hope we’ll have a standing-room-only crowd.

Secretary Powell has breathed new life into the tradi-tion that is Foreign Affairs Day. He has made it a daywhen we honor all State retirees. He has made the HarryS Truman Building more accessible to retirees. In turn, heappealed to you all to take the message of U.S. diploma-cy to the American people, to help direct talented recruitsour way and to mentor those who are coming after you.Retired employees are some of our best recruiters.

During Foreign Affairs Day, we also honor and remem-ber those who have lost their lives in the line of duty.Sadly, this year we will add six more colleagues’ namesto the AFSA memorial plaque at the C Street entrance.

The ceremony will once againremind us that the State family ison the front lines, protectingAmerican interests under circum-stances rendered dangerous simplybecause of whom we are.

We are working constantly toimprove Foreign Affairs Day. Wehave heeded your feedback andscheduled seminars on everythingfrom the latest on the Secretary’sDiplomatic Readiness Initiativeand refugee issues to the situationin the Middle East and NorthKorea. We know many of you wantto interact with your formerbureaus and our small-group semi-nars will permit that.

Let me give you a snapshot of theschedule. The day will begin in theDelegates’ Lounge over coffee and

pastries, with an opportunity to reminisce, followed by aforeign policy speech. The AFSA memorial plaque cere-mony and the Secretary’s keynote address will follow.Before breaking for lunch, we will have two rounds ofsmall-group seminars led by assistant secretaries. Thiswill be an occasion for dialogue and exchange—when wecan hear your thoughts and benefit from your expertise.

The day will conclude with the traditional luncheon inthe historic Benjamin Franklin Room, where I will pres-ent the Director General’s and the Foreign Service Cups.

It is amazing how far people travel for this reunion. Itis only February as I write this column, but already wehave received calls from California asking, “When isForeign Affairs Day?” and “How do I make sure to get aninvitation?”

About the size of Portugal, Azerbaijan sits on the westernedge of the Caspian Sea. The country is a land of contrasts—from high mountains and flat plains to deserts and subtrop-ical lushness. The capital, Baku, is home to about one-thirdof the country’s eight million people. The city sprawls alongthe northern shore of the Bay of Baku on the ApsheronPeninsula, which juts into the Caspian Sea. Azerbaijan bor-ders Russia, Iran, Georgia, Armenia and Turkey.

Humans have inhabited the Caucasus region for atleast 200,000 years. Newcomers to the area in the last1,300 years include Arabs, Turks, Mongols, Persians andRussians. Briefly independent during the turmoil afterWorld War I, Azerbaijan celebrated the 10th year of itssecond independence in October 2001.

Azerbaijan has a long, complex history. But thesedays it’s looking forward to a potentially bright future.The country rests on an estimated 31 billion barrels ofoil and 4 trillion cubic meters of gas. The signing of theContract of the Century in 1994 marked a turning pointfor Azerbaijan. This contract granted developmentrights to foreign oil companies over three large oilfields. Since then, other production-sharing agreementshave been signed, and projects have been developed forpipelines to take the region’s oil and gas to internation-al markets, pumping billions of dollars of investmentinto the country. The Caspian Oil and Gas Show is themajor business event of the year, attracting attendeesfrom around the world.

But the oil boom has not reached everyone. At least halfof the country’s population still lives below the poverty lineand most rural inhabitants engage in subsistence agricul-ture. Following the breakup of the Soviet Union, agricul-tural land was privatized. The government has made com-mitments to other key reforms, but the business climateremains challenging and corruption is still pervasive.

Azerbaijan gave the United States its unqualified sup-port in the wake of Sept. 11 and offered assistance to U.S.

efforts against international ter-rorism. In January 2002, PresidentBush waived section 907 of theFreedom Support Act that hadrestricted most forms of assis-tance to the government. Thewaiver has allowed the embassyto expand its cooperation withthe Azerbaijani government—promoting regional stability,developing a market economyand fostering democratic reformand civil society.

The embassy is also strengthen-ing its bilateral military-to-mili-tary ties, reinforcing Azerbaijan’smaritime boundaries and work-ing with Azerbaijani customs andborder guards to monitor andstop the transit of dangerous peo-ple and materials. The mission is

also working with Russia and France to reach a negotiatedsettlement of the Nagorno-Karabakh conflict betweenAzerbaijan and Armenia.

To meet all these challenges, the embassy has morethan doubled its staff in the last two years to approxi-mately 50 Americans and 230 local employees. Theembassy is located in central Baku. The chancery, built in1908 as the home of a famous Baku architect, is one ofmany ornate buildings that sprang up during the firstAzerbaijani oil boom at the beginning of the 20th centu-ry. The chancery boasts one of the most beautiful gardensin town and employees enjoy their lunch there year-round in Azerbaijan’s temperate climate.

For leisure, employees hike in the mountains, ridehorses in Baku’s new indoor stables and shop forantiques. Shopping for food in the open bazaars is fun,too. There are always fresh fruits and vegetables, but inseason there are pyramids of pomegranates, strawber-ries, raspberries, lemons, melons and quince, surroundedby mounds of olives, dried apricots,almonds, hazelnuts and fragrant spices.And then there’s the famous caviar. Thesefish eggs harvested from the mythic stur-geon that inhabit the Caspian Sea are cov-eted by connoisseurs the world over. InBaku, you can find beluga, sevruga andosetra caviar. These would cost a smallfortune in the United States, but they arereadily available and most affordablehere. A growing number of western-stylegrocery stores also offer a variety ofimported goods.

Azerbaijan is a hardship assignment andit’s true that living here has its challenges.But Baku is an attractive and cosmopolitancity with a multitude of restaurants, pubs,museums and cultural activities. It is alsofascinating and ancient. The heart of Bakuis the old walled city, recently declared a

UNESCO World Heritage site. Inside the maze of narrowcobblestone streets is the medieval Caravansarai, a tradi-tional inn where weary travelers on the fabled Silk Roadonce stayed overnight with their horses and camels. Todayit is a restaurant with musicians playing traditional instru-ments and diners enjoying traditional foods.

If you’re looking for great bargains, there’s no betterplace than the arts and crafts shops of the old city. Azericarpets, known for their multicolored designs and variedmotifs, are indeed bargains as are kilim pillows, camelsaddlebags and woven door hangings. Beautiful goldand silver filigree jewelry, copperware and antiquesabound. If your taste runs to the more modern, there aremany art galleries displaying the work of talentedAzerbaijani artists.

Beyond Baku are all sorts of intriguing destinations thatcan be reached easily by car and offer good accommoda-tions. Others require four-wheel drive and an adventurousspirit. For example, Quba, several hours north of Baku, isnestled in a wooded, hilly area with pleasant scenery andwildlife. Along the coast of the Caspian Sea near the Iranianborder lies the city of Lenkoran, surrounded by cypress trees,vineyards, orange groves and tea plantations. Then there arethe historic cities of Sheki and Lahij, as well as Zoroastrianfire temples and bizarre mud volcanoes. Azerbaijan hasmore of these than any other country in the world.

Azerbaijan is a multifaceted country with a rich and sto-ried past and a bright, beckoning future. Doubtless, thissmall Caucasus nation will play an important role in thecoming century. ■

At the State Department, the names ofoffices usually say it all. Hear “BrazilDesk” or “nonproliferation”—or the suf-fix “ex” attached to anything—and you

pretty much know what the office does. Not so with “e-Diplomacy.” Most react with

raised eyebrows. When one former ambassa-dor was told that the Department had justformed an Office of e-Diplomacy, he respond-ed: “e-Gad.” So, quickly defining e-Diplomacybecame the first order of business.

“The first thing we did when we started lastJuly,” recounts Ambassador James Holmes,office director, “was to clarify our role. Andthat is to put the business practitioner of theDepartment—whether a political officer inEurope or a consular officer in Africa—at theforefront of our decisions on new technology.”

The Office of e-Diplomacy reflects three strong commit-ments by Secretary Powell and Under Secretary forManagement Green. The first is to give Department person-nel the best technology possible—smart, simple andsecure—to exploit the pace and scope of diplomacy in thenew century. The second is to ensure that this technologytruly reflects the needs of individual users and advances theDepartment’s business practices. The third is to make muchbetter use of the knowledge and experience of theDepartment and its superb work force.

“With these commitments behind us, we know ourmission,” Mr. Holmes said. “It is to enhance theDepartment’s leadership in diplomacy by fostering aknowledge-sharing culture and by putting innovativenew technologies in the hands of those who need them.We’ve made progress in both areas.”

The 10-person office has moved ahead on several fronts:■ It has negotiated State’s participation in the OpenSource Information System, a communications networkof nearly 50 federal agencies. This will give State users arich menu of information sources in the sensitive-but-unclassified environment and the means to collaborate

and exchange information with other agencies.■ It was the driving force in the pilot project with theU.S. Embassy in Budapest, which has produced the new“web in a box” software that will give posts and bureausan easy-to-use, self-service capability for posting contenton the unclassified and classified (SIPRNet) networks(see sidebar).■ It is overseeing the collection and representation of usercontributions to the development of the new SMART mes-saging system to be deployed by the end of FY04.■ It is working with other offices to develop the strate-gies for two major programs: knowledge-managementand e-Government. They are among the five main ele-ments of the President’s Management Agenda.

“By the time the new messaging system comes online,”Mr. Holmes said, “we think State users should benefitfrom three programs well within our technologicalgrasp—a portal page that will integrate a lot of capabili-ties right on their desktops, a global directory that will letthem easily access services and other people and aportable personal ID that will let them tap into theDepartment globally.”

The goal of e-Diplomacy is not to “revolutionizediplomacy,” the official said. Rather, it seeks “evolution-

he web-based technology introduced into the Department’s classified systems offersgreat potential for improving the way itreports information. Since the spring of 2001,the embassy in Budapest has been engaged

in a project to take advantage of this technology.The system developed in Budapest has three

“legs.” One is a daily report, delivered by e-mail,that highlights key information on Hungary thatWashington and other consumers need to know.The second consists of “non-cables,” similar in con-tent to cables but sent as Microsoft Word attach-ments to e-mail messages. These non-cables aremore readable than cables and can include picturesand graphs as well as text. The final leg is a web sitethat uses “cold fusion” web technology. It lets us beour own webmasters without the complexity ofnormal web publishing software.

The IRM business center ande-Diplomacy have provided thesoftware and tailored it to theembassy’s needs. The site can beaccessed on SIPRNET at http://budapest.state.sgov.gov/.

This is a different communica-tion system that doesn’t usecables to transmit information,but it requires two things: a dra-matic change in the way anembassy does business and frontoffice support. From the begin-ning, two successive deputychiefs of mission have given theproject their full support, engag-ing the whole embassy. Several

sections and many officers contribute to the dailyreports. Non-cables are produced on political, eco-nomic, military, scientific and other topics.Background information, biographies and key issuespapers are posted to the web site by different sectionsof the embassy. Hence, there is no greater onlinerepository of information on Hungary in the U.S.government than our site. Slowly, it is becoming aone-stop shopping center for those who need infor-mation on Hungary.

This system of reporting has involved a change inbusiness practices by producers and consumers. It isnot only an IT issue. Producing a daily report requiresconstant focus and collaboration among sections onwhat is important for information consumers toknow. The embassy must decide what types of infor-mation are transmitted via each reporting format.These are management decisions about substantiveissues. Finally, the system needs a day-to-day manag-er, who sees that it works. Without such a manager,

the whole system could stall.Any embassy wishing to imple-ment a similar reporting systemwill need to appoint a substan-tive manager whose primaryresponsibility is managing thisflow of information.

While these steps represent asignificant investment of anembassy’s time and resources,the increase in the quality ofinformation flowing to con-sumers and the impact on poli-cy make it worth the effort. ■

Use Your Government

The Transportation and Travel Reform Act of1998 requires employees to use the govern-ment travel charge card to pay for officialtravel. The card streamlines how employees’official travel is funded and replaces cashadvances.

Officials discourage the use of personal credit cards forofficial travel, citing both the 1998 legislation and theForeign Affairs Handbook, which states that employeeswho travel more than once a year must use the travelcard. Employees who decline to apply for and use thegovernment credit card for official travel are ineligible forcash advances.

The Office of Financial Over-sight and Coordination in theBureau of Resource Managementprovides central guidance for theDepartment’s travelcard program,relying on coordinators to admin-ister the approximately 7,600 trav-el cards issued to employees inmore than 150 locations statesideand overseas. The coordinatorstell employees about the program;maintain an up-to-date list of allaccounts; process account mainte-nance forms; answer cardholder questions; review month-ly reports and follow up with delinquent cardholders.

The FOC is the liaison between the coordinators, card-holders and the bank. The office maintains regulations anddepartment procedures; communicates program informa-tion; keeps a list of all coordinators and cardholders; andmonitors delinquency and travel card abuse.

A letter notifies cardholders when their accounts are 90days past due. The employing bureau is also notified andis asked to counsel the employee to pay the travel cardbalance in a timely manner. If the cardholder’s accountremains unpaid after 120 days, past due wages are gar-nisheed. The employee’s executive officer is notified ofthe continued outstanding balance and the employee is

referred to the Office of Employee Relations in theBureau of Human Resources for administrative action.

To date, the wages of 11 employees have been gar-nisheed.

The FOC monitors misuse of the travel card. Misuse isdefined as any charges that are not authorized in a travelauthorization. Each month, travelcard transaction reportsare reviewed for questionable charges. In addition, asearch is performed for transactions of employees withspotty payment histories, cash advances and purchasesexceeding a predetermined amount. Once potential mis-use is identified, a misuse assessment form is e-mailed tothe bureau program coordinator. Misuse is determinedfrom the information on the form. After two instances of

misuse, the employee is referredto the employing bureau for coun-seling. If misuse continues, theemployee is referred to the Officeof Employee Relations.

Cardholder and bureau pro-gram coordinator informationshould be updated when employ-ees change locations. Cardholdersshould notify the bank of theircurrent address. Cardholdersshould immediately tell theircoordinators if payments areexpected to be late. Coordinators

should ensure that cardholders are transferred to the cor-rect reporting office when changing locations. This alsoapplies to coordinators when they change locations.

In the coming months, cardholders with Internet accesswill be able to view and pay their travel card accounts on-line. This should eliminate delayed payments due fromoverseas cardholders. Also, new computer programs willbe installed to help coordinators process requests. Therewill likely be more oversight by the General ServicesAdministration, Office of Management and Budget andthe Congress. ■

Employees gave kids from area elementary and highschools an opportunity to see what they do throughthe Groundhog Job Shadow Day program.

On Jan. 31, the Department joined with more than100,000 businesses and organizations such as Marriott,Home Depot, Wal-Mart and NBC to provide young peo-ple with career awareness and mentoring opportunities.

The youngsters got a close look at the workplace andhow to apply skills learned at school.

Although the 80 youngsters the State Department host-ed may not have seen their shadow in commemoratingthe mid-winter groundhog myth, they did become shad-ows for a variety of people and positions, includingSecretary Colin L. Powell.

“This is our third year in the program,” MaryPensabene, a public affairs specialist who manages theDepartment’s shadowing program, said. “It’s a full day.”

The region was well represented by elementary, mid-dle and high school students from the District, Marylandand Virginia’s Fairfax, Fauquier, Rappahannock andCulpeper counties, she added.

About 50 pupils from Northeast Washington’s MinerElementary School were among those invited. In additionto a Department tour, they saw a demonstration by dogstrained to sniff out drugs andexplosives.

“We brought out the entire fifth-grade class,” said John Arbogast,an attorney with the UnitedNations Affairs Office who over-sees a tutoring program at Minerwhere employees work one-on-one with the elementary pupilsthroughout the year.

Secretary Powell, who men-tored a student from Booker T.Washington High School, met thegroup at the end of their day andpitched the virtues of hard work,self-discipline, commitment andeven failure.

“The simple solution that I’vefound to deal with somethinggoing wrong, a failure, is to findout what you did wrong,” he toldthe students. “And then learn from

We heard the stories. We knew about the harshTaliban decrees against women. I was deeplymoved by the hardships these women facedand wished there were something I could doto help. I was eager to get to Afghanistan butour embassy in Kabul was still closed.

Then came Sept. 11. The events that followed cata-pulted Afghanistan onto the front page of the news.With swift military action by a U.S.-led coalition, theTaliban soon fell. A new era was dawning forAfghanistan. It was clear that things would change, butwe were faced with the question of how best to helpAfghanistan’s women.

Hamid Karzai visited Washington last January. In ajoint public announcement with President Bush, theheads of state launched the U.S.-Afghan Women’sCouncil to ensure that Afghan women receive the train-ing and educationthey were deniedunder the Taliban.The council receivedfunding from Con-gress and the legalmandate to promotepartnerships betweenU.S. and Afghan insti-tutions and mobilizedprivate resources tosupport these goals.

The council held itsfirst meeting in Wash-ington last April. Itsfirst major goal was totrain women workingin the new Afghangovernment, and lastSeptember a group of

young women working in various ministries came to theUnited States for one month of training in computerskills, grant writing and leadership.

The council’s second meeting was held in earlyJanuary in Kabul. State’s Paula Dobriansky, co-chair-woman of the council, led a delegation of 10 Americans,including Presidential Advisor Karen Hughes and othergovernment and nongovernment representatives.

I went to Kabul in advance of the delegation to makelogistical arrangements. The last time I saw Kabul was in1976, a time of relative calm when no one envisioned the23 years of warfare and civil strife that lay ahead. Thoughthe bazaar in the center of town is now bustling withstores and restaurants that sprang up like wildflowersafter the fall of the Taliban, western Kabul is destroyed,with only an occasional family camped out among therubble, living in windowless rooms, with little protectionfrom the elements.

Though some women feel free to wear head scarves, themajority still don thehead-to-toe chadri orburqa when on thestreets. The eerie sil-houette of theirchadris billowing inthe wind as womenwalk is one of Afghan-istan’s most typical,haunting scenes. Whydo they still wear theirchadris? Some of theiranswers surprised me.

“If I didn’t wear thechadri, people wouldthink I am commu-nist,” said a womanworking as a securityguard at the ministryof education. “This is

part of my religion, I will always wear it and no one canmake me stop,” said another. Others spoke of securityconcerns.

The Afghan delegation to the Kabul meeting included10 women of ministerial rank and two deputy ministers,as well as a range of nongovernment representatives,including those working outside government, in U.N.agencies, humanitarian activities and the private sector.The key topics discussed included education, politicalparticipation of women, human rights, the new constitu-tion, economic development and small-business oppor-tunities for women.

One of the key priorities of the Afghan Ministry ofWomen’s Affairs is its plan to create a network ofwomen’s development centers operating in each ofAfghanistan’s 32 provinces. A signing ceremony tookplace at the end of the meeting, where the U.S. Agency

for International Development committed $2.5 millionfor the construction of women’s centers in 14 provinces.

In addition, the council announced its plans to issue $1million in grants to support educational programs at thecenters. The council will provide money for programssupporting literacy, human rights, political participation,small-business development and managing nongovern-ment organizations. The council will fund projects byAfghan organizations and their U.S. nongovernment

partners, with priority given to programs that reachbeyond the provincial capitals to train women in ruraland remote areas who would not otherwise have access

to such training. Besides the formal meetings, the U.S. delega-

tion also visited a number of sites, including awomen’s resource center run by the Ministry ofWomen’s Affairs. We saw classes in sewing,embroidery and literacy. It was impressive howeager these women were to learn and how goodthey felt about being able to read. Four monthsbefore they had been illiterate. Now they canread simple texts and they talked about theirdreams of being teachers, writers and doctors.

Education is the key to development inAfghanistan and its prospects now are betterthan they have been for a quarter of a century.Our visit to Afghanistan renewed our faith inthe resilience of the human spirit, demonstrat-ing the determination and courage of Afghansand especially Afghan women. ■

Having spent the last nine years of my ForeignService career at a series of African posts, Iwas hesitant about working in Washingtonas a Congressional Fellow. After a while, Iadjusted to taking the Metro, driving oninterstate highways, choosing from hun-

When I received my assignment as a Pearson Fellow,finding a congressional office to work in was my job. So Icontacted Rep. Donald M. Payne (D-N.J.), who had visit-ed my post in Bamako, Mali, in 1997 as the ranking mem-

ber of the Subcommittee on Africa. I looked forward toworking with someone with an abiding interest in Africaand was delighted when the congressman agreed to haveme join his staff for my fellowship year.

Previous fellows advised me that this job would beunlike any I had ever held. They were right. The job islargely what you make of it, a combination of your ownexperience and the interests of the member of Congress.As a foreign affairs adviser, most of my work has focusedon what I call the “I” countries: Iraq, Iran, Ireland, India,Israel and Indonesia.

I have found researching the Iraq issue stimulating. Ireview news from the New York Times, the WashingtonPost, CNN and other sources and summarize the infor-mation in abstracts I share with other members of theIraq working group. As a member of the group, I’ve

learned a lot from attending debates in closed sessionsthat sometimes last into the early hours of the morning.

Some days, I attend meetings featuring people likeScott Ritter, Jessica Matthews, Jonathan Tucker, RichardPerle and leaders of the Iraqi National Congress. I wasfortunate to be with Congressman Payne during a hear-ing of the House International Relations Committee,where Secretary Powell testified. I listened with pride ascommittee members posed questions to the Secretary. Iwas impressed by the transparency of the process and byChairman Henry Hyde’s skillful management of the dis-cussion with so many divergent opinions. It was a greatopportunity to witness history in the making.

My day typically starts with compiling a news briefingon Africa. I attend briefings, host office visitors or pre-pare letters of commendation for the many groups thatcount Rep. Payne an ally. Luncheons are frequent andoften feature fascinating people. For example, authorIvan Hall, who wrote “How America Lost the IntellectualGame with Japan and Its Implications for our Future inAsia,” spoke recently.

I draft letters for the congressman’s approval, respondingto constituents from northern New Jersey who are express-ing their views on foreign affairs issues. Work sometimesinvolves attending off-site meetings or conferences, such as

a recent seminar called, “Is There a Crisis in U.S.Foreign Relations?” at George WashingtonUniversity’s Elliot School of InternationalAffairs. Staff from other U.S. government agen-cies often brief on the Ivory Coast, Angola, theSouthern African food crisis or women’s issues,which rounds out my busy day.

Some days are spent writing speeches onpeacekeeping, Iraq and debt relief for Africa.Others end with receptions hosted by industrygroups. Conferences and seminars offer insightinto a wide variety of topics. The only limitationis time and energy, so you have to be selective.

One of my favorite roles as a Pearson Fellow isrepresenting the Foreign Service on the Hill. I’malways proud to introduce myself as a ForeignService officer and share my experiences withcongressional staffers. I enjoy inviting them toevents hosted by the Department and to ambas-sadorial swearing-ins in the Benjamin FranklinRoom. I see these as recruiting opportunities andhave even arranged for a panel of ForeignService officers to hold a career session for Hillstaff. During the recent Congressional BlackCaucus conference, I joined other ForeignService colleagues at a Department of Statebooth to show participants the face of America.

Although I’m midway through my tour, it’salready clear that this experience has enrichedmy perspective as a Foreign Service officer.And things sure look different from the Hill! ■

Aron Sobel, 25, died—along with 30 others—when the bus he was riding in went out of controland careened down an embankment nearBodrum, a Turkish beach resort.

The 1995 tragedy energized his mother,Rochelle Sobel, with whom he spoke the nightbefore the crash, to cajole Turkish officials and cit-izens into improving their traffic system androads.

Mrs. Sobel was furious at the bus driver, thebus company and the Turkish government for itsindifference to traffic safety. She picketed theTurkish embassy and considered suing.

In the spring of 2001 she formed theAssociation for Safe International RoadTravel and took her cause directly toTurkey, her first visit ever to the country.Paving the way, the U.S. Embassy putMrs. Sobel in touch with Turkish trafficofficials, politicians and journalists.

The Turkish media rallied behindher and the U.S. Embassy introducedher to the leaders of Turkey’s 25,000-member Rotary International who alsoembraced her cause. In February 2002,she and Turkey’s Rotary district gover-nor barnstormed the country for threedays, bringing their message of trafficsafety to police, educators, traffic plan-ners, insurance companies and auto-mobile manufacturers.

“Turks have long known that theirroads are unsafe,” said Stu Jones,deputy director of regional, political

and military affairs in the Bureau ofEuropean and Eurasian Affairs.“Virtually everyone knows someone whohas been killed in an automobile crash.The issue has great public resonance.”

While getting a driver’s license is actu-ally tougher in Turkey than in the UnitedStates, the country is sorely lacking inroads, traffic lights and signs. Further-more, Mr. Jones said, civil war in south-east Turkey has diverted law enforcementaway from traffic duties. “People havebecome impatient and they drive withimpunity,” he added.

Through a grant, the embassy inAnkara brought Mary Russell, a commu-nity organizer from Palm Beach, Fla., toTurkey to spend 10 days rallying the sup-port of citizens, public officials and com-munity groups. In response, Turkey’sRotary Club made traffic safety one oftheir highest priorities

Last month, the now veteran organiz-er traveled to Nairobi to take her organ-ization and traffic safety message tomore than 700 Rotarians in that Africannation. ■

Driving Hazards

Vehicle accidents are among the most difficult cas-es consular officers handle. Since accidents can hap-pen to U.S. citizens at any time and frequently inremote areas, they require immediate action, espe-cially when there’s a death or serious injury. It’s con-sular officers who visit hospitalized Americans, or,worse, call families about the death of loved ones.

The State Department helps protect U.S. citizensdriving overseas by flagging hazardous conditions.Since 1998, thanks to Rochelle Sobel and the Asso-ciation for Safe International Road Travel, based inMaryland, driving conditions have been part of theBureau of Consular Affairs’ Consular InformationProgram.

Road conditions, public transportation and avail-ability of roadside assistance are included in theconsular information sheets prepared for everycountry in the world. The sheets highlight haz-ardous local conditions and may contain warningsof dangerous local driving habits, information onroad rules that differ from those in the United Statesand tips on obtaining international and foreigndriving permits.

This information is available on the bureau’s website at travel.state.gov. There are links to the associa-

tion’s web site as well as to other government andinternational organizations concerned with roadsafety.

Congress requires the Department to list U.S. citi-zens killed in overseas traffic accidents and of othernon-natural causes. The first report was posted Dec.30, 2002, and it will be updated every six months.

Because most U.S. citizens who die abroad are res-idents of the host country, it doesn’t occur to theirfamilies to inform the nearest U.S. Embassy orConsulate. Also, the report doesn’t include deaths ofU.S. military or government officials. For these rea-sons, the report can’t be considered a completeaccount of U.S. deaths in foreign countries.

What it shows, however, is this: From Oct. 1 to Dec.31, 2002, 5.5 percent or 62 of the 1,130 Americans whodied abroad were killed in traffic accidents. But whencompared to the 246 Americans who died overseasfrom other non-natural causes, traffic deaths jump to25.2 percent. Also during this time, 31 Americansabroad were murdered, 20 drowned, nine were killedin aviation accidents and eight died from terroristactions.

Observing History in Kenya

For only the third time since independence in 1963,Kenyans went to the polls Dec. 27, 2002, to elect apresident, parliamentary representatives and localleaders.

Since independence, only two presidents have gov-erned Kenya: Jomo Kenyatta and, for the past 24 years,Daniel arap Moi. Both represented the Kenyan AfricanNational Union party. Discontented with pervasive cor-ruption and minimal economic growth, Kenyans over-whelmingly elected Mwai Kibaki of the oppositionNational Rainbow Coalition over Mr. Moi’s designatedheir, Uhuru Kenyatta, the son of Mr. Kenyatta.

Several international organizations, including theCommonwealth, European Union, Carter Center andU.S. Embassy, were accredited through the Kenyan gov-ernment to observe the elections. About 100 embassy

employees participated, including Foreign Service offi-cers, family members and Foreign Service Nationalemployees.

We were divided into groups of four or five andobserved in different constituencies or regions through-out the country. There were also several thousandKenyan observers representing various nongovernmentorganizations. By being present, the observers were ableto show their interest in fair and free elections and toreport their findings to the international community.

I participated, along with my dad and three FSNs, inrural Rongai constituency in the Great Rift Valley aboutthree hours north of Nairobi. We arrived at our firstpolling station a little after six in the morning. A line ofabout 20 people anxiously waited to cast their votes. Weentered the social hall where the voting was to be con-ducted. The room held about 20 people, including sixclerks, a presiding officer, agents from the various politi-

cal parties and observers. A small kerosene lamp in themiddle of the room was the only light as the presidingofficer, a clergyman, attempted to make final prepara-tions. Finally, at about 6:50 a.m., the first person voted.

Throughout the day, we visited eight polling siteslocated throughout the constituency. Almost all werelocated in small, primary school rooms, many with bro-ken windows, dirt floors and no desks. Ironically, one ofKibaki’s chief campaign promises was to provide freeprimary school education, a luxury unavailable inKenya today. In all the sites, a table seating six clerkswas located close to the entrance. All the clerks had dif-ferent roles, ranging from making sure the voter wasregistered and stamping and handing out ballots to dip-ping the voter’s finger in indelible ink to prevent multi-ple voting.

The actual voting process was fairly simple. The voterwould register by showing a valid ID and voter registra-tion card before receiving three ballots: the presidentialballot, the parliamentary ballot and the civic ballot for alocal position. The voter would then proceed to amakeshift voting booth to ensure secrecy. Voters put an“X“ by the candidate of their choice and then placed thevote in one of the designated ballot boxes. Many of thepeople who voted, however, were illiterate. For thesepeople, two options were available. They were entitled tohave a close friend or relative vote for them or have thepresiding officer read out the names of the candidatesand mark that person’s choice.

The stations closed at six at night to count the ballots.The votes were counted one by one, with agents from themajor political parties looking on. It took about one hourto count a box of 600 votes.

There were some isolated incidents of voters beingthreatened or bribed to vote for certain candidates and atseveral stations voters not on registration rolls could notvote. Overall, the election went smoothly. Westernerstake fair and democratic elections for granted and it wasremarkable to see how much Kenyans tried to make theirelections as fair as possible.

After two long days of counting, the electoral commis-sion of Kenya finally announced a winner: Mwai Kibaki.The announcement left Kenya in jubilation, with people onthe streets giving the victory sign and smiling wheneverthey passed. “It’s the best Christmas present we’ve gottenin a long time,” said one Kenyan. Mr. Kibaki’s inaugura-tion was held in Nairobi’s Uhuru Park (Uhuru means free-dom in Swahili) and attended by some 250,000 people. Thestreets were empty and everybody not attending the cere-mony gathered around televisions and radios.

The occasion marked one of the few times in post-colonial Africa that a ruling party has democraticallyhanded over power to the opposition. The coming yearswill tell if Kenya really will change for the better, but I feelprivileged to have been part of such a historic election. ■

Twenty days in Bali changed my life. I am now con-nected to the families, the victims and to Bali forever.

Shortly after midnight on Sunday, Oct. 13, I learned of thehorrific bombing at a Bali nightclub that killed 183 peopleand injured 326 others. More would die from theirinjuries during the next few days. Among the deadwould be seven Americans.

Monday, I left for Bali on the first flight out ofSurabaya, accompanied by a dedicated Foreign Service

National consular assistant who was just as wet behindthe ears as I was. I packed a small bag expecting a four-or five-day trip. It turned into three weeks.

We checked into the hotel, rented a car and drovestraight to the consular agency where I began organizingthe search for missing Americans.

Tuesday morning I issued the first death report for ayoung American woman who was a Bali resident. It wasthe first of my career and I never expected I would bedoing this just six weeks out of consular training.

hospital. I was suddenly struck by the bomb-ing’s destruction. There were no cold-storagecontainers. Most of the dead were lined up inbody bags on the grass and on the sidewalkbehind the morgue. It was impossible tocount them all. Body fluids drained out of allthe bags as they languished in the tropicalsun. The stench was pervasive. Inside themorgue, bodies were in various conditions—from those who were incinerated to thosewho died from injuries but were not badlyburned. Although, as a soldier, I had seenbodies in the “zone of separation” in Bosnia,nothing had prepared me for this.

With passports and photos in hand, Ibegan the search for more American dead.

By the end of the first week we had identi-fied another American victim. I had spentdozens of hours looking for her, identifyingthe body, processing her release from themorgue and staying with her father while shewas cremated. I grew very close to him in those few daysas I watched the pain of a grieving father. The week alsobrought me close to five other families. I grew to know andlove them. Nearly every day I talked to one or more ofthem to get more information that would help identifytheir loved ones who were presumed dead. Did they haveany tattoos, piercings, jewelry or other identifiers? Finally,dental records began to arrive.

Thursday, the first of the Australian odontologistsarrived. I developed a close working relationship withthe Australian dentists and police officers. Because Ispoke Indonesian, I helped them procure depletedsupplies on the local economy. In exchange for my per-sonal time and expense, I gained unimpeded access totheir labs, offices and information. Throughout the

next two weeks I spent countless hours with theAustralian team as we identified the five remainingAmerican casualties.

During my second week in Bali, State Department psy-chiatrists began calling me regularly. I guess they were con-cerned about my being surrounded by so much blood andcarnage. In reality, I was working so hard that by the time Iretired each night I was too tired to dream. Psychosiswould have to wait. There were more pressing matters.

My last three days in Bali were spent supporting the visitof the ambassador, the counselor for public affairs and myconsul general, who came to Bali to participate in several cer-emonies. We placed a wreath at the bombing site and held atown hall meeting for the Americans in Bali. And while theambassador visited Balinese government officials, I stayed at

the morgue to identify one more American vic-tim. She was officially released from the morgueon Saturday, 20 days after I arrived in Bali. OnNov. 2, I flew back to Surabaya. Visa interviewsbegan again on Monday, Nov. 4, and life in adrawn-down post continued.

Despite the long hours and the sense of vul-nerability to terrorism, this is why I joined theForeign Service—to make a difference. As anattorney, I could be filing divorces and bank-ruptcies, but not everyone can really make adifference in the world without being willing tosacrifice.

Those 20 days in Bali were as formative tome as the year I spent in Bosnia with theArmy. But, in Bosnia, I was just another ser-geant. In Bali, I was the U.S. diplomat on thescene. I was the person to whom the desperateturned for help. ■

The bard, of course, was a no-show. But his wordsspoke to the gathering last October in Londonorganized by entry-level generalists and special-ists from the U.S. Embassy in London. More than150 participants from 53 Bureau of European andEurasian Affairs posts in 42 countries and senior-level officials from Washington convened in thecity on the Thames to promote the future of theForeign Service.

It was evident from the breadth and scope of seniorofficials who participated in the conference, beginningwith Secretary Powell, that entry-level employees andtheir concerns are important to Department manage-ment. In post-conference questionnaires, participants

said they appreciated the commitment ofsenior officials. One respondent wrote, “Iwould have flown to London just to hearSecretary Powell speak for 30 minutes.”Another said, “Biggest win was the per-sonal contact with the senior levels of theDepartment. I had no idea our top Stateleaders were so dynamic, smart andapproachable.”

Conference participants had the oppor-tunity to assemble at one of the largestembassies in the world to learn from sen-ior managers and to exchange ideas andshare experiences with colleagues fromother posts. Rather than reinvent thewheel, participants learned how their col-leagues had solved problems facing them.

One respondent found the exchange particularly helpfulin consular work because so much had changed over thelast year.

The London meeting sought to move beyond the tradi-tional junior officer conference to embrace the wide spec-trum of people who comprise today’s Foreign Service.There were generalists from all five cones as well as alarge number of specialists. London organizers experi-enced in hosting junior officer conferences found thedynamics of the entry-level event more complex. Themajority of responses suggested the conference was suc-cessful. Equally important, however, were a number ofthoughtful specific comments that will aid organizers ofthe next entry-level conference.

The success of the specialist-generalist fusion at theLondon conference varied greatly. Several participantssuggested the gathering was “heavily geared toward jun-ior officers.” Clearly, the transition to an all-inclusive con-ference was not without some snares. At least as manyrespondents, however, applauded the organizers forincluding generalists and specialists. A Foreign Serviceofficer who had worked as a specialist and Civil Serviceemployee was delighted to have had a private meetingwith the director general. Most specialists agreed that theDepartment had come a long way by including special-ists in the conference but that more balance was neededin the future.

No conference about the future of the Foreign Servicewould be complete without suggestions from partici-pants as to its future. Several themes emerged. Familymatters were high on the list of priorities for improvingthe Foreign Service, especially employment for familymembers. “My wife desperately wants to work and can’tbecause of where we live and the limited jobs at post,” arespondent said.

Comments about abolishing the conal system stronglyresonated with the participants. “If we’re all supposed tobe generalists, then let’s put our money (or our system)where our rhetoric is,” said one participant. Another hottopic was the tenuring and promotion system. Said oneattendee: “It was clear from the discussions at the confer-ence that many of us are still disillusioned with the not-so-transparent tenure and promotion policies.”

Nomenclature also matters. As one participant wrote,“The feeling that specialists have of being snubbed by theDepartment and by generalists will never go away with-out some real work being done. A person’s work shouldnever be called substantive or nonsubstantive!”

Office management specialists asked for more promo-tion opportunities within their ranks and in professionaljobs elsewhere in the Foreign Service. Consular associatesalso had questions about what role they would play afterrecently announced changes in consular processing.

The general sense from the conference was that man-agement is definitely on the right track and is takingemployees’ concerns seriously, but there is still a longway to go. ■

Conference Offers Tips For New Officers

J unior diplomats from 22 posts came to Seoul, Korea, togive their careers a push.For newcomers, the 2002 East Asia Pacific conference

last October was a unique opportunity to learn from theDepartment’s top management how to cultivate a careerand avoid pitfalls.

A video link during the fall conference gave the newofficers a two-way channel to directly question State’ssenior leadership and learn about their vision for theForeign Service.

Conference speakers talked specifics.Competing on promotion boards and how to bid for

jobs prompted lively discussions. In both cases, speakersemphasized presenting the “whole person” package, notjust accomplishments within one’s career.

Learning the language and culture of an assignedregion, according to Michael Lemmon, dean of the Schoolof Language Studies at the Foreign Service Institute, isvital to being an effective officer. He urged the posts toimprove their language programs.

On the other hand, security violations are certaincareer killers, according to another speaker.

Russell Ross, a diplomatic security officer, briefed theparticipants on the region’s dangers, including gangs inFiji and al Qaeda cells in Indonesia.

Korean diplomat Kim Won Su briefed the officers onhow Americans can better understand Asian sentimentstoward U.S. policy in the region. The officers also visitedthe demilitarized zone. ■

O U R T O W NChapel Hill Area Attracts Retirees

In 1980, Betty and Ron Sher retired, temporarily, tosouthwestern Minnesota.

After a couple of rough winters, they began search-ing for a permanent retirement spot. Browsingthrough New Yorker magazine, they saw an ad for aretirement community near Chapel Hill, N.C., anddecided to check it out. They did, several times in fact,before moving there permanently in the late ‘80s.

The entrance to Fearrington Village, eight milessouth of Chapel Hill, is a pastoral setting of Englishand French themes. Cows graze in a nearby pastureand flower beds, shrubbery and trees abound. Theplanned community of townhouses and single fami-ly homes is now home to some 1,500 residents of allages from across the United States and a dozen othercountries.

While it’s not a golfing community, there is a golfassociation with access to some 200 in-state courses.There are swimming and tennis, boating and picnick-ing. The village center has several specialty shops, aninn, a restaurant and a gourmet market café. The book-store hosts frequent readings by well-known authors.

There are volunteer activities and opportunities tocontinue learning and enjoying cultural events at theUniversity of North Carolina and Duke University.Both have medical facilities within easy reach of thevillage. The seasons are moderate, the cost of livingreasonable and real estate taxes low. What’s moreimportant, the state does not tax pensions.

Ron, who retired from USIA, is now deceased. Betty,a former State employee, continues to find their retire-ment choice ideal.

Your Medical Clearance

Medical Report

It’s early in the year, but now is the time for ForeignService families to think about preparing for theironward assignments. Obtaining a medical clearance isessential. Valid for two years or until the end of a tour,

a medical clearance is required of everyone in the Officeof Medical Services program who will reside overseas.You do not need your orders to begin this process.

You have a choice of the traditional full physicalexam or a streamlined approach that includes healthmaintenance specific for your age and personal healthhistory. You and your health care provider will reviewyour health to determine whether there are any con-cerns that might require further tests or treatment.Recommendations for additional tests may be madeafter discussions at post or after Medical Clearancesreviews your file.

This streamlined medical clearance is available to allemployees and eligible family members in all agenciesregardless of age or previous medical clearance. The formmay be used for any in-service clearance exam—exceptfor pre-employment—for a new eligible family memberor for separation.

Employees and eligible family members who choose touse the medical clearance update form may still wantadditional studies later to maintain their health. MEDwill continue to pay for these evaluations, from the med-ical clearance update form to home leave. Once homeleave is complete and families are medically cleared andhave returned to post, funding ceases.

Routine testing might include any examination ordiagnostic testing normally done as part of the tradition-al complete history and physical exam, such as a Papsmear, mammogram, prostate screen, colon screen andother age-related routine tests. The post will authorizethe examinations or tests.

This is a newly created position to help individualswho have almost completed their exams or updates in

one location and wish to complete their clearance examin Washington. Your post health unit, Foreign Servicehealth practitioner or regional medical officer can helpprepare a cable requesting an appointment with a healthpromotion clinician. Those needing additional clinicalprocedures in Washington should bring all their docu-ments including summaries of care and the health main-tenance sheet received at post. The health promotion cli-nician will help you complete your exam or medicalclearance form.

Employees need an updated medical clearance beforebeginning long-term language training. When assignedto language training, employees should update theirmedical clearances immediately after being officiallynotified of the assignment.

There are 10 ways to expedite your medical clearance:■ Contact your health care provider at post six months

before departing to discuss your clearance exam.■ Sign and date the form. ■ Give good contact information so, if necessary, you

can be contacted. ■ Attach any medical reports about conditions that

require follow-up or for which you have been issueda Class 2 clearance.

■ Have the examiner complete all the laboratory workrequired.

■ Have the examiner attach all the laboratory results tothe form.

■ Keep a copy of your completed exam and give it tothe health unit at your new post.

■ Ensure that a copy of your completed exam is mailedin to the address on the form.

■ Check with Medical Clearances to ensure that youare medically cleared for your onward overseasassignment.

■ Use the opportunity to discuss your health mainte-nance with your provider.All employees and their eligible family members must

have an updated medical clearance before arriving at

MED began the DNARepository Program inJanuary 2002 for the pur-pose of collecting and pre-

serving blood samples from missionemployees. This is a voluntary pro-gram. The blood sample could beused for DNA analysis to identifyhuman remains. The opportunity tohave a sample of blood preservedfor this purpose is offered to peoplecoming to the exam clinic in MEDfor clearance physicals. Elsewhere,regional medical technologists col-lect blood samples at their homeposts and train health unit staff onthe collection process at theirregional posts. Everyone is asked toeither accept or decline the offer.Those who decline can choose todonate a sample the next time theoffer is available. Bloodstain cardswill be kept for 50 years unless thedonor requests that the card bedestroyed.

Accurate information is vital sincethese cards are used for identifica-tion purposes. Social security num-bers of all eligible family membersare needed on the bloodstain card. Kelli Davis leads thePrincess Club in an activity.

“When you volunteer, you discover talents you neverknew you had,” says Kelli Davis, a secretary in theBureau of Educational and Cultural Affairs.

She joined the booster club at her children’s elementaryschool four years ago, and one of the club’s officers askedif she would handle fund raising andplanning for the chorus’s trip to Italy.It was unlike anything she had everdone, but she gave it a try.

Since then, she has organized count-less silent auctions, school fairs, cook-ie, doughnut and candy sales andplanned successful trips of more than100 parents and children to Italy,France and Spain. Ms. Davis is nowpresident of the school’s ParentTeacher Association and investingtime and effort in other worthy proj-ects at school and church.

“It’s gratifying to see what happensto kids on these trips,” she says.“Many have never traveled very farbeyond their own neighborhoods.

Every Sunday evening, you can find Kelli Davis at theWoodlawn Baptist Church in Bowie, Md., leading thePrincess Club. The club encourages girls ages 5 to 11 togather back at church for arts, crafts and activities thatbuild their self-confidence. Inspired by the theme of eachsession—snow or Valentine’s Day, for example—theyfashion artful gifts for their family members. The pro-gram has been so successful with the church’s girl mem-bers that a group of men in the church has established a

similar group for young boys. Ms. Davis’s older daughter, a

Princess Club graduate, is now a buscaptain, giving back to the churchwhat she gained from participating inthe club. She rides on one of thechurch’s 11 school buses, monitoringyounger passengers as the bus travelsfrom Laurel to the District line pickingup parishioners who need transporta-tion to attend church.

“Volunteering and being active arecontagious,” Ms. Davis says. “I enjoythe company of the core group of peo-ple who work with me on these proj-ects, especially those committed toenriching the lives of children.”

Performance ProcessCore Precepts Guide

To the outsider, the procedures governing ForeignService promotion and tenure may seem mysterious.

Even those intimately involved in the process agree thatthe system of performance eval-uation for State DepartmentForeign Service employees iscomplicated. It involves a num-ber of selection boards that makerecommendations on tenure,promotion, low ranking andother decisions that affect notonly employees as individualsbut also the Foreign Service asan institution.

Although the criteria fortenure, promotion and lowrank-ing are different, they do shareone common element: the deci-sion criteria for tenure and pro-motion in the Foreign Service,commonly known as the coreprecepts, that guide these differ-ent boards in their work.

As the 2002–2003 rating cycledraws to a close and reports arebeing prepared for the Office ofPerformance Evaluation, ratingand reviewing officers should review the core preceptsbefore they begin writing their sections of the employeeevaluation report—or EER. The core precepts are availableboth on e-forms (DS-1829cp) and on the HR/PE Intranetsite, under “Regulations.”

The core precepts describe six major competencies—leadership skills, managerial skills, interpersonal skills,communication and foreign language skills, intellectualskills and substantive knowledge. They are essential to asuccessful Foreign Service career.

Each of the six competencies includes four to six specificsubcompetencies or skills. For example, the competency forleadership covers problem solving and decisionmaking,innovation, representational skills, openness to dissent andcommunity service and institution building.

Each skill set is arranged as a grid with a brief descrip-tion of the level of accomplishment expected from employ-ees of junior, middle and senior rank. The skill levels arecumulative. Under the interpersonal skill of teamwork, for

example, junior officers should be collaborative and pro-ductive team members; mid-level officers should be inclu-sive and supportive team leaders and senior officersshould motivate teams under their direction and encour-age the resolution of conflict through cooperation.

In effect, the core preceptselaborate on the six competen-cies that must be addressed inthe section of the employee eval-uation report entitled “Evalu-ation of Potential.” There is, ofcourse, no requirement for everysub-competency to be men-tioned, but board members andother readers expect to find eachmajor competency addressedthrough specific examples ofperformance.

Recommendations for pro-motion essentially are based ondemonstrated potential to servewell at the next level of respon-sibility. Recommendations fortenure are based on demon-strated potential to serve effec-tively through FS-01 (for gener-alists) or at higher levels in theappropriate occupational cate-gory (for specialists) over the

span of a normal career. Consequently, this section of theEER and the core precepts that inform it are important.Although not a requirement, the narratives in other EERsections will benefit from being prepared with the coreprecepts in mind.

The Office of Performance Evaluation prepares andissues the core precepts on a three-year cycle. Those nowin effect for the 2002–2003, 2003–2004 and 2004–2005 rat-ing cycles were prepared last year in consultation withthe American Foreign Service Association. They wereannounced by cable and Department Notice (02 State85291 and Department Notice of May 7, 2002). Althoughit does not differ radically from the earlier version, thecurrent edition incorporates important changes andintroduces new sections on leadership and managementtraining and customer service and institution building.As always, new material is in italics. ■

Kenney ofWashington, D.C., a career memberof the Senior Foreign Service, classof Minister-Counselor, is the newU.S. Ambassador to the Republic ofEcuador. She was senior adviser tothe assistant secretary forInternational Narcotics and LawEnforcement from 2001 to 2002 and

executive secretary of the State Department from 1998 to2001, when she led the Department’s transition from theClinton to the Bush Administrations. Pat Hughes, a retired State Department employee, died ofcancer July 29, 2002, at her home in Washington, D.C. Thewidow of Foreign Service officer Paul Hughes Sr., Mrs.Hughes accompanied her husband on tours to London,Helsinki and Cape Town. Except for stints with theBureau of European and Eurasian Affairs, she servedmost of her time in Washington, D.C., with the oldBureau of Personnel. She is the mother of former ForeignService officer Paul Hughes Jr.

Margaret E. “Margie” Lampe, 78, wife of retired ForeignService reserve officer Herbert R. Lampe, died June 30,2002, of emphysema at a hospice in Port Orange, Fla.,near Daytona Beach, their home. She lived with her hus-band in Bowie, Md., during his career with theDepartment’s Office of Security (now the Bureau ofDiplomatic Security) from 1952 to 1976. He had previ-ously worked for the FBI and served with the U.S. Armyin the Philippines. She is buried in Arlington NationalCemetery.

Aileen S. Miles, 87, a retired ForeignService officer, died Jan. 14 of can-cer at her home in Washington,D.C. The former U.S. InformationAgency employee served inGermany, Italy, Austria andAfghanistan. She retired in 1976. Asa reporter with the U.S. Army afterWorld War II, she covered theNuremberg trials.
