I t i s a w i t ness t o t h e grandeur o f Wheeling t h a t came w i t h t h e 1849 complet ion o f t h e nearby Suspension Br idge . Whi le a l t e r e d by an I t a l i a n a t e facade and s i d e bay window and removal o f two i n t e r i o r p a r t i t i o n s i n t h e main b l ock , t h i s b u i l d i n g s t i l l r e t a i n s much o f i t s o r i g i n a l i n t e r i o r and e x t e r i o r d e t a i l . The s i t e has been a l t e r e d w i t h a p a r k i n g l o t i n t h e r e a r and ne ighbo r i ng b u i l d i n g s t o t h e sou th have been removed. I t i s l o c a t e d between two Na t i ona l Reg i s t e r d i s t r i c t s i n an area t h a t does no t o u a l i f y as a d i s t r i c t (pho to 3 ) . The b u i l d i n g i s p r e s e n t l y home o f a p r i v a t e d r i n k i n g c l ub , The * -ake Club.

    The two and one -ha l f - s t o r y , t h i r t e e n room res i dence faces a mixed commerc ia l / res i - d e n t i a l s t r e e t t h a t once was l i n e d w i t h f i n e res idences o f t h e mid- t o l a t e 1800s. T h i s b u i l d i n g i s s e t d i r e c t l y on t h e s idewalk edge as a re i t s ne ighbors . There i s a conc re te s t r e e t cu rb and s idewalk about 8' wide. I n t h e r e a r , t h e l o t s lopes s t e e p l y t o a former r a i l r o a d grade and t h e Ohio R ive r . On t h e south t h e r e is an easement and dr iveway access t o t h e back o f t h e l o t (photo 2 ) . Host windows and t h e r e a r door access t h i s s i d e o f t h e house. The n o r t h s i d e has had t h r e e e x t e r i o r openings and faces t h e ne ighbo r i ng Second Empire res idence, t h e Robert W . H a z l e t t house. The r e a r o f t h e house r e c e n t l y has had a porch removed. The 1901 Sanborn map no tes a r e a r bay window w i t h wooden s h i n g l e r o o f where t h e recen t porch was loca ted . The map a l s o shows an octagonal b u i l d i n g i n t h e r e a r , cen te r o f t h e l o t . The l a t t e r may have been a c a r r i a g e house o r garden p a v i l i o n .

    The house i s 32 f e e t x 90 f e e t , t h r e e bays wide, w l t h a f r o n t b l ock o f 45' and wing o f 4 5 ' . The f r o n t b l ock o f t h e house shows i t r i d g e t o t h e s t r e e t and has parapet end w a l l s w i t h sandstone caps. There a re two chimneys i n t h e south end w a l l . Th i s b l ock o r i g i n a l l y had a n o r t h s t a i r h a l l and two south p a r l o r s . The r e a r wing i s a shed w i t h s tone capped parapet on t h e n o r t h . I t has a f r o n t room, sou th h a l l , m idd le room and two back rooms. The house has a f u l l basement. E x t e r i o r founda t ion w a l l s a re ash la r sandstone w l t h bushhammered faces and c h i s e l - c u t edge dress ing. The i n t e r i o r basement

    w a l l s a r e c u t , coursed sandstone w i t h s tone chimney p i e r s . The f r o n t o f t h e house has 9'-6" c e i l i n g s on t h e f i r s t two f l o o r s ; 8'-6" c e l l i ngs a r e i n t h e two f l o o r s o f t h e wing.     State significance of property, and justify criteria, criteria considerations, and areas and periods of significance noted above.

    This imposing, single family dwelling fulfills National Register criteria A and C. As the home of two of Wheeling's many expansionist businessmen, this building illustrates the historic context of Wheeling as residence of successful merchants. It is elligible under criterum B for its association with three prominent Wheeling businessmen. It also is a rare early surviving structure built before the opening of the Wheeling Susoension Bridge ti8491 along the original route of the National Road.

    Along the Ohio River, Wheeling was known as a major port and supply center during the nineteenth century. First as the western terminus of the National Road, in 1818, Wheeling became a major outfitting center for persons continuing down the Ohio- Rississippi River system or traveling over-land into Ohio. The National Road followed Plain Street from North Wheeling, passing the site of this building, lot 13, part of the original 112 lots of Wheeling, With the opening of the Wheeling Suspension Bridge, this block just north of the bridge became very prominent in community social affairs.

    Buildings dating from before the construct ion of the suspension bridge are few in Wheeling. This house was constructed sometime between 1839 and 1845. This large and exDensive brick building, sited on the National Road and just north of the Susoension bridge, gives a clear understanding of how the importance of both transportation elements enhanced the orestige of Wheeliny and encouraged major residential development. It was built all of a piece, with thirteen rooms, with Greek revival detailing in the front rooms and late federal, s i m ~ l e details in the wing and third floor. flany hints of this grandeur survive in the ceiling heights, oak and poplar floors, stone window sills and lintels, iron-fire~laces, two- ane el doors and restrained Greek revival door and window architraves on the sides and wing.

    This lot, the south half of lot 13, Old Town of Wheeling, was deeded to Robert C. Woods by his father's will, probated in 1831 [Probate 3/53]. Robert Woods, the father, was one of three brothers prominent as Ohio County residents who came west from Botetourt County, Virginia, about 1790. Each bought extensive lands east of Wheeling and in the village. At the time of his death, Robert Woods owned a farm, town house, summer house

The son, t h e Ohio County surveyor who e s t a b l i s h e d t h e f l a r s h a l l County/Ohio County l i n e i n 1835, inves ted i n l o c a l r e a l e s t a t e , becoming i n c r e a s i n g l y prominent i n Wheeling through h i s bus iness successes. The development o f t h i s house and l o t 13 i s an examole o f one o f h i s e a r l i e s t investments. He had t h e l a t e federa l /Greek r e v i v a l house cons t ruc ted between t h e t ime o f h i s i nhe r i t ance , 1831, and t h e o l d e s t s u r v i v i n g t a x record , 1845. Th i s e a r l y t a x r e c o r d eva lua tes t he house a t 83000 and l o t a t 82000. When t he house was s o l d t o Jacob Rhodes i n November, 1848, f o r 82900, t h e deed no ted i t as " t he r es i due o f s a i d l o t 13." Woods s o l d t h e n o r t h s i d e o f t h e l o t e a r l i e r t h a t year , i n August, f o r 83000, a p r i c e l a r g e enough t o i nc l ude b u i l d i n g s on t h a t l o t , too . Woods s o l d t h e p r o p e r t i e s a t a p r o f i t , 8900 above t a x a p p r a i s a l [Deeds 31/209 and 31/4791. There is no r e c o r d t h a t Robert C . Woods occupied t h e house.

    The f i r s t known r e s i d e n t o f t h e house, Jacob S . Rhodes, e s t a b l i s h e d h i s s t o r e on t h e corner o f Main S t r e e t a t t h e ent rance t o t h e b r i d g e about t h e t ime he bought Woods' house, i n 1808. H i s d ry goods business, J. S . Rhodes 8 Co., was one o f t h e l a r g e s t i n Wheel i n g from i t found ing u n t i l t h e t u r n o f t h e cen tu ry . He he lped f inance t h e c o n s t r u c t i o n o f severa l o f t h e commercial b u i l d i n g s o f t h e c i t y and was an o rgan i ze r o f t h e F i r s t Na t i ona l Bank o f Wheeling. He was on t h e founding board o f Greenwood Cemetery CBrant 8 F u l l e r ] . Rhodes s o l d t h e house t o f l rs. Mary Wi lson i n 1854 f o r 85000 CDeeds 40/521 . I n 1865, Morgan O t t bouqht t h e house, s t i l l a prominent res idence, f o r B6OOO [Deeds 48/4351. O t t added 8600 i n improvements t o t h e house i n 1868 [Taxes 18681. florgan O t t and h i s b r o t h e r Henry were t h e second qenera t ion o f hardware merchants i n t h e i r f am i l y . The f i r m , S. O t t , Son 8 Co. was t h e p r i n c ~ o a l hardware dealer i n t h e c i t y [ W i l d e l . O t t s o l d t h e house i n 1898 [Deeds 100/1881.
