Please find attached instructions, operator training and a training powerpoint. 1) How many DrugWipe kits does the force have Approximate total: 1148 2) How many officers are trained to carry out DrugWipe roadside tests. Aurora shows a total of 472 staff trained in Drugswipe, of those 18 are trainers. 3) Total number of roadside tests conducted in 2018 4) Total number roadside tests that gave a false positive (where someone tested positive at the scene but subsequent lab testing failed to support the original result) in 2018. 5) Total number roadside tests that gave a false positive for cocaine (where someone tested positive at the scene but subsequent lab testing failed to support the original result) in 2018. The drug swipe kits used by North Wales Police only indicate the presence of cannabis and/or cocaine, not the level present. The roadside drug swipe could return one of three results; 1: indication for both cannabis and cocaine, 2: indication for cannabis only and 3: indication for cocaine only. In some cases the other drug detectable by the swipe was present in the blood sample. These cases were accounted for in the below findings. Analysis of the data was conducted to determine if the drug indicated by the swipe was not detected in the blood at all, below the legal limit or above the legal limit. 316 drivers/riders provided a negative roadside drug swipe result. Of the remaining 705 requested roadside drug swipes, 3 failed to provide a roadside swipe therefore no blood sample taken. One driver/rider was unable to provide a roadside drug swipe due to being conveyed to hospital. These individuals have been excluded from this analysis, as both samples were not provided. 84 drivers/riders that provided a roadside drug swipe that indicated cannabis and/or cocaine did not provide a blood sample, reasons include nurse unable to draw blood and subject failed to provide a blood sample. It could not be determined in 2 occurrences whether a blood sample had been taken. These combined 86 records have been excluded from the analysis as there is no blood sample data. 5 instances occurred where the result of the roadside drug swipe could not be determined whilst the blood sample was taken; these occurrences have been excluded, as the drug indicated from the swipe is unknown.

There were 610 occurrences during 2018 where both a roadside drug swipe and a blood sample were provided. Only these occurrences were used in this analysis, as both samples had been provided.

There were a total of 1,021 roadside drug swipes carried out in 2018.

Cannabis Only Swipe There were a total of 81 occurrences where cannabis was either not present in the blood sample (n=5) or was detected in the blood sample but below the specified legal limit (n=76). It should be noted there were 2 occurrences where the blood sample detected cocaine, not cannabis and have been included in the “Drug Not Detected” column aboved (a false positive for cannabis). Cannabis and Cocaine Swipe There were 10 occurrences where either cannabis or cocaine were not detected in the blood sample, 6 being cannabis only (5 above limit and 1 below limit) and 4 being cocaine only (all above limit). Since the roadside drug swipe indicated the presence of both cannabis and cocaine, these occurrences have been classed as false positive. Cocaine Only Swipe There were a total of 24 occurrences where cocaine was not detected in the blood sample (n=13) or cocaine was present in the blood sample but below the legal limit (n=11). 6) The total number of times the force has recorded that your officers failed to follow procedures fully on the recording of information about or from a roadside DrugWipe test at the scene This information is not recorded.

Test Principle

• 5 second saliva swab & see swab colour change

Quality Control

• Control Line on each strip – Goes from light blue to red and “validates” correct use

Test Preparation

• 1. Supervise or check that the subject has an empty mouth and has not eaten or drunk anything for 10 minutes prior to the test (Likely post breathalyser).

• 2. Don sterile single use gloves if you personally require as correct handling prevents cross contamination.

• 3. Check the expiry date on the foil pack. Discard the test after this date. Check the foil pack for damage and discard the test if any damage is seen.

• 4. Only open the foil pack directly before use. Tear open from the marked cut.

• 5. If the lines in the read out window are not blue but stained red, discard the test.

Test Implementation

• 6. Move the grey cap in the direction of the arrow, until

the word PRESS is visible. Remove the blue sample

collector from the white test cassette with a twist.

• Caution:

• Do not touch the sampling pads.

• Do not place “pads down”.

• 7. Advise the test person to move their tongue around

the bottom of each cheek approximately 3 times.

NB. Repeat tongue circulation until you see wet saliva.

• With the sample collector, take a full 5 seconds to wipe

the saliva from the left, middle and right tip of the tongue

or interior cheek

• 8. Check the sampling pads go from red to yellow to

indicate sufficient volume.

• If the pads have not gone yellow, Repeat Step 7.

• 9. Place the blue sample collector back onto the white

test cassette and press home firmly.

Both sampling pads must lock in with an audible double

click.

• Check again with a gentle squeeze.

• 10. Hold the test cassette

vertically with the ampoule at

the bottom. Slide grey cover

down and squeeze thoroughly

on the word PRESS with the tip

of the thumb several times until

the ampoule breaks completely.

• Hold the test cassette with the

ampoule vertical for a full 10

seconds.

• Slide grey cover back up.

Test Implementation

• 11. Lay the test flat on a horizontal surface and

commence timing of 8 minutes.

• Do not move it. Read the test result at 8 minutes. Ignore

results before and anything more than 15 minutes after

this time

Test Interpretation

• The result window shows for each drug substance,

• Evaluate exactly 8 minutes after breaking the ampoule and finishing counting the 10 seconds.

• Each strip should have a clearly visible red Control Line.

Result Invalid

Invalid Result:

If no red Control Lines appear, the test is invalid.

So if the lines are still blue, or

No lines at all.

Action:

Discard and start again with a fresh DrugWipe.

Follow instructions to the letter.

“No Specified Drug Detected”

• No Specified Drug Detected above analytical cut off.

The test is valid when all control lines (CL), one on each

strip, turn red.

The test is “No Specified Drug Detected” when no other

red lines (TL) appear.

• Action: Consider the subject may have taken other

drugs not tested for.

“Specified Drug Detected”

• Lab Test Required The test is valid when all control lines (CL) one on each strip, turn red. The test is “Specified Drug Detected” when one or more red test lines (TL) appear.

• Note: Incomplete or faint red test lines (TL) also indicate “Specified Drug Detected”.

• Action: Prepare subject for blood sample.

Notes

• In the case of highly positive samples, you may observe

visible test lines developing within two to three minutes, how ever, wait the full 8 minutes of test development and check for the Control Lines, then read all the test lines.

• Test lines appearing 15 minutes after the lapse of the 8 minutes process time are should be ignored.

• Caution: Red-Green colour blindness may affect correct test interpretation. Confirm result with a colleague.

Do’s • Do treat each sample as potentially infectious so during

analysis wear single-use gloves if you require.

• Do check date, packet condition; then when open, there are only faint blue lines in the read out window.

• Do watch the subject place tongue in bottom of each cheek

• Do check sample pads go from red to yellow for sufficient sample volume. Repeat above if necessary.

• Do reassmble correctly,crack fully & hold vertical for 10sec‘s.

• Do place flat and horizontal for proper test development, for example on the instruction sheet.

• Do wait 8 minutes exactly and then read the test under sufficient light, inside the car, with a torch or the headlamp.

• Do check for all control lines have gone red to validate test before declaring a result.

• Do consider presence of drugs other than those tested for.

• Do store properly in short term and long term stock.

Don’ts • Do not use out side specified ambient conditions

• Do not use if the DrugWipe is opened and found damp or if there are red lines in read out window.

• Do not touch the sampling pads, or contaminate them by placing pads down.

• Do not apply excess pressure when sampling on the tongue.

• Do not short cut the 10 seconds. One Mississippi, Two Mississippi... is fine.

• Do not hold up or waive DrugWipe around during 8 minute test development.

• Do not read final result before 8 mins even if a result line appears to develop before then.

• Do not interpret result if you have a problem distinguishing between red and green.

from the following commonly encountered substances at a level of 3000 ng/ml.

• Substances that show cross reactions with DrugWipe® S have been analysed and a complete list is available from the manufacturer upon request.

Health & Safety Briefing

• The principal aim is to ensure the safety of both the operator and the subject being tested. The system is designed to ensure that device operators and subjects are not exposed to any potential hazards.

• The DrugWipe® S is intrinsically safe to store, use and dispose of, how ever the attached Material Safety Data Sheet carries further detailed information.

• The DrugWipe® S is individually packaged to remain sterile and the manufacturer recommends use of gloves for hygienic operation as any saliva sample should be considered as potentially hazardous.

• The sample collection device requires an absorbent material to be wiped on the subjects tongue therefore placed in or near the mouth. The sample collector it self is too large to swallow and there are no component parts to it that can become detached and cause a choking hazard.

• The sample collection device does not incorporate any sharp points or edges that could cause damage to the inside of the mouth or that could be used a weapon to harm the device operator. The sample collector does not contain any substance which may cause a common allergic reaction, nor does it contain any artificial stimulants to increase the production of saliva.(it is just a polyester cloth)

• The sample collector once used remains attached to the DrugWipe® S and is disposed of as one piece. Disposal can be in general waste or clinical waste if available.

• Why does everyone else need 2 to 4

minutes and 20 times the saliva volume?
