Mr. Obama opened the door to more sweeping measures against core parts of the Russian economy, including the oil and natural gas industries, which
account for much of Russia’s exports.
In Russia, officials reacted to the sanctions with a mix of indignation
and contempt. Russia’s foreign minister, Sergey V. Lavrov, said:
“They are illegitimate. They have no international legal grounds
under them.”

The Russian Federation’s representative said, however, that the referendum had reunified Crimea with Russia, wording “We call on everyone to respect that voluntary choice.” The Russian Government could not refuse Crimeans their right to self-determination.
MOTOHIDE YOSHIKAWA ( Japan) emphasized that the Russian Federation’s recognition of autonomous Crimea’s independence and its illegal attempt to annex the region infringed on Ukraine’s unity, sovereignty and territorial integrity, in violation of the Charter.
LIU JIEYI ( China), emphasizing the importance of a balanced approach, said all parties should refrain from actions that could exacerbate the situation and work through diplomatic means to resolve the situation. China had always opposed intervention in the internal affairs of States, and respected the sovereignty and territorial integrity of all countries.
UN, General Assembly called on States to “desist and refrain” from actions aimed at disrupting Ukraine’s national unity and territorial
integrity, including by modifying its borders through the threat or use of force. It urged all parties immediately to pursue a peaceful
resolution of the situation through direct political dialogue, to exercise restraint, and to refrain from unilateral actions and inflammatory
rhetoric that could raise tensions.

While some small Russian banks will have to stop taking Visa or MasterCard, the sanctions have not stopped major transactions or projects by those targeted. Most investors are staying away from Russia for now.

There was little clarity about what was allowed under the current sanctions, and some executives concluded that they
would err on the side of caution, an attitude that could effectively enhance the impact of sanctions. One
participant said American officials recommended that chief executives not attend an economic forum in St. Petersburg
this month that is important to Mr. Putin.
The Moscow government shifted from a stimulus spending strategy to a money supply strategy to try to reduce
borrowing rates as a way to increase business activity.

SOME RESULT
By the time Mr. Obama imposed his first sanctions on March 17, the fall of the ruble and markets had
stabilized. The ruble, trading at 36.57 to the dollar before the sanctions, improved to 35.64 to the dollar on Thursday. The Micex stock market index closed at 1,237.43 the Friday before the first sanctions and was up to 1,306.01 on Thursday. Goldman Sachs estimated
capital flight out of Russia at $50 billion before Mr. Obama’s sanctions.
