Training and recruitment activities

Action in high schools (jointly run with GFE and often in collaboration with local branches of AEDE), aimed at educating students to federalism and

European citizenship and at recruiting new GFE (Italian branch of JEF) members, are articulated in a fairly complex way:

— action is proposed to most of the high schools of the town; — single teachers and headmasters are contacted in order to insert into their teaching program a couple of debates on subjects defined each

year by federalists, introduced by MFE/GFE speakers;

— debates involve a maximum of two classes (35-45 students attending the last two years of high school) at a time for two hours and take place during teaching hours; in many cases also a member of GFE participates in the debate; in large towns this part of the work implies 30 to 40 debates between November of a year and March of the following;

— students are invited to participate in additional debates organized by MFE/GFE at their offices on European and world topics; these debates take place between December and March;

— particularly interested students are invited to take part in a town Students’ forum often organized in collaboration with the town administration (generally in April)

— the best students are offered the free participation to 3 days regional federalist seminars. This kind of action has taken place in Bologna, Milan, Turin, Pavia, Florence, Verona, and is the main instrument for recruiting new members.

For example, in 2013-2014, in Milan and Pavia, more 1900 students have been contacted.

Publication of journals written by students and diffused among students both in high schools and universities of several cities, dealing with problems of European

unification and world situation from a federalist point of view. Such journals are published four to six times a year, and distributed in schools or universities.

The core of the editorial boards is composed by students which are members of GFE and MFE, helped by sympathizers. In spite of the fact that these boards

undergo a fairly rapid turnover as a consequence of students moving from a education level to another, some of these journals have by now been published

for several years, since they continue to catalyse the approach to federalism by new interested students.

Regional training seminars for students, are addressed to students contacted during the action in high schools, which appeared particularly interested and

attended additional debates at the MFE/GFE offices. In some cases, regional seminars are supported by grants from local authorities or Foundations (as the

Mario and Valeria Albertini Foundation) and are free of charge for the participants.

— normally a seminar lasts 3-7 days and is located in a reasonably attractive place — activities involve:

— a couple of one hour morning lectures (generally given by a MFE and a GFE speaker), followed by a debate in plenary — two hours working groups (ten participants) on the topics of the lectures, chaired by GFE members — report in plenary by the working groups and general debate — in some instances, a “practical” is included in the form of a collection of signatures and/or of the distribution of leaflets in the street for a couple of

hours — different social activities

Regional seminars are organized in Piedmont, Liguria, Lombardy, Emilia.Romagna, Veneto, Tuscany, Lazio. The Lombardy seminar took place on the 9-11 May

2014, the others will be organized in June-August.

Regional school of federalism, is a cycle of 9 bimonthly lectures/debates organized by the Regional Centre of Emilia-Romagna, addressed to activists and MFE

members and aimed at offering a continuous cultural training path strengthening their capacity of action on their social surroundings. The 2014 cycle took

place from the end of January to mid-May and was divided in two sections:

1) The federalist perspective in history: — Hamilton and Kant the invention of federalism (Lucio Levi) — The idea of federalism between the XIX and XX century (Francesco Violi) — Altiero Spinelli and Jean Monnet: federalism and functionalism (Sergio PIstone) — Mario Albertini: federalism as an ideology (Guido Montani) — MFE and UEF: the political action for European unity (Luisa Trumellini)

2) Topicality of the federalist perspective: — To federate in order to democratize. EU and the democratic deficit (Giorgio Anselmi) — Europe, economic development and employment (Jacopo Di Cocco) — Europe and the world. For a European foreign and defence policy (Sante Granelli) — European unity and the United States of Europe. Institutions must be changed

– to present to candidates the federalists’ proposals contained in UEF’s Manifesto and federalist pledge – to obtain the engagement to support federalist proposals if elected – to spread among citizens the awareness of the importance of 2014 European elections and to stop euroskepticism and populism
