    1. Internet access; Public safety subscribers shall have access to the global Internet

    2. VPN access to any authorized site and to home networks; The regional PS operator shall be required to allow establishment and useof VPN connections by roaming users on their networks to other networks

    5. Field-based server applications The regional PS network systems shall support the use of field-deployedserver applications. This requirement includes the need for client devices toconsistently and continuously reach these server-based systems from anyother location on the Internet.
