1 U-Thant Walkway Repair U.S. Embassy Kuala Lumpur, Malaysia Scope of Work May 2019 1. BACKGROUND 1.1. The U.S. American Embassy in Kuala Lumpur [Embassy] is seeking services to repair US Embassy’s walkway along Jalan U-Thant. The contractor is expected to provide all materials, labor and oversight to complete the work in a timely, safe, and professional manner. The Embassy will designate a Contracting Officer’s Representative (COR) to oversee the work. 2. GENERAL REQUIREMENTS 2.1. Work Schedule: The Contractor shall provide a detailed project schedule that allows if needed to work Monday through Sunday between 7:00AM and 7:00PM. It is preferred that loud work tasks be scheduled either after 4:30PM weekdays or weekends. 2.2. Safe Work: The Contractor shall train its employees on safe work practices for tasks they perform. The Contractor shall monitor their employees to assure they work safely. Workers found to be performing their work in an unsafe manner shall be retrained or coached as needed. If the Contractor’s employee continues to work unsafely they shall be removed from the contract. 2.3. Use of Personal Protective Equipment (PPE): The Contractor shall provide to and require that their employees wear Personal Protective Equipment appropriate for the task they are performing. This may include, but not be limited to proper footwear, respiration protection, hearing protection, eye protection, hand protection, and sun protection. If the equipment is damaged or worn out, it must be properly disposed of and replaced. PPE shall be approved by the COR and the COR will stop work until employees have proper PPE. 2.4. Material Safety: The Contractor shall ensure the safe handling, application, removal and environmentally sound disposal of all hazardous or potentially hazardous materials and chemicals. Scope of Work May 2019

2.7. Protecting Work Areas and Equipment: The Contractor shall cover and protect existing fittings,

work areas, and flooring with special consideration to covering and protecting smoke detectors and sprinklers to prevent inadvertent activation of these systems. The Contractor is responsible for repairing damage caused by their negligence at their cost.

2.8. Trash Disposal: The Contractor shall be responsible for disposing of all debris. They may not use the

embassy dumpsters and must provide their own dumpster or vehicles to dispose of debris. The Contractor shall recycle old materials where possible and feasible.

2.9. Cleaning: The Contractor shall maintain a neat and clean work area throughout the duration of the

project. The Contractor shall, at the completion of the project, clean all areas affected by the project. All surfaces shall be clear of dust, marks, or stains.

2.10. Product Samples: The Contractor shall submit a physical material sample or product spec sheets

for all materials to the COR for approval before ordering and installation. Failure to do so may result in the material or installation being rejected at the Contractor’s cost.

3. Walkway Extension Works

3.1. Demolition Work

3.1.1. Demolish existing internal planter boxes along U-Thant security perimeter wall including

removal of existing planter boxes footings, make good of turf and replant cow grass at the removed planter boxes areas. Total: 25nos old planter boxes on the lower ground level.

3.1.2. Demolish existing walkway along Jalan U-Thant to prepare the area for new walkway and

planter boxes.

3.1.3. Demolish existing external planter boxes to allow for extension of existing Jalan U-Thant walkway. Total: 17nos existing planter boxes along the walkway.

3.1.4. Demolish existing inner walkway railing along Jalan U-Thant to prepare the site for new

walkway installation. 3.2. Walkway Extension Work 3.2.1. Contractor shall remove existing tiles and asphalt finishes at affected walkway extension

area.

3.2.2. Sub-base for all flooring shall be prepared by doing excavation or back filling in the proposed walkway extension.

3.2.3. Back filling shall be with the selected earth in layer of 100 mm to 150 mm maximum and well-compacted to achieve 95% compaction at optimum moisture content.

3.2.4. In case of excavation, the base shall be well-dressed to the desired level and inspected. All loose spots shall be excavated till the hard surface is reached and then filled to ensure the site is level and ready for concrete work.

3.2.5. Surface shall be watered with just sufficient water and rolled and compacted with vibratory compactor, mechanical plate compactor.

3.2.6. Good quality 25 mm to 50 mm thick granite stones shall be laid and compacted depending upon the grade of soil. Stone shall be hand packed as close as possible and bedded firmly with the broadest face downwards and the greatest length across, voids filled with chips and small stones. These shall be hammered down to achieve packing and the complete filling of interstices. To achieve the desired levels and slopes, pegs at suitable intervals (about 5 m) shall be fixed.

3.2.7. Soling shall be watered and again packed with sand or murrum to fill interstices created by watering. Then it shall be rolled with vibratory compactor. Filling sand or murrum, watering and rolling shall continue till full compactness is achieved to satisfaction of the Supervising Officer.

3.2.8. Leveling shall be true and checked with 3 m straight edge. Any raised areas or depressions of more than 12.5 mm shall be corrected. This shall be rolled with compactor as required.

3.2.9. Rolling shall continue till aggregate is thoroughly keyed and the creeping of the aggregate ahead of the roller is no longer visible. The rolled surface shall be checked and all irregularities corrected by loosening the surface, adding or removing necessary amounts aggregate and re-compacting until the complete area conforms to the required datum.

3.2.10. Walkway floor shall be regular reinforced concrete floor or cement concrete floor of specified mix. Its thickness shall vary from 100 mm to 150 mm as the case may be. This may nominally reinforced with reinforcement bar or mesh. It will be provided with 8 mm tor @ 300 mm c/c both ways.

3.2.11. Contractor shall replace all existing drainage pipes starting from DBKL’s new manholes to

the drainage point connection along the walkway work site with new 12” dia. concrete pipes. All new concrete pipes shall be secured with cementitious joints around the joints and covered by concrete around the concrete pipes to protect the new concrete drainage pipes.

3.2.12. The scope of the walkway work shall be up to the base concrete work. DBKL’s

contractor shall supply and install granite tiles to match DBKL’s contractor’s walkway granite tiles finishes as installed earlier.

3.2.13. Replace railing along the extended U-Thant road to match existing Jalan Tun Razak railing.

The railing shall be similar in finishes to the dismantled railing in dimensions and color. New metal railing shall be painted with 2 layers of ICI Dulux green anti-rust primer and 2 layers of ICI Dulux weatherbond metal gloss paint.

3.2.14. All curbs shall have a 12mm pre-molded rubber expansion joint no further than every 10m.

This joint is to be integral to the curb and included at the time of pouring the concrete. Permanently installed pre-molded rubber expansion strips shall be used.

3.2.15. When sidewalks abut curbs, a 12mm pre-molded rubber expansion strip shall be used to

separate the structures.

3.2.16. Each 5 to 6 meter length of sidewalk, depending on proposed scoring of control joints, shall be separated by a 12mm pre-molded rubber expansion strip. New construction abutting existing work is to be separated by a 12mm pre-molded expansion strip. Expansion joints shall be placed around all vent boxes, utility poles, street poles, valves, utility connections and fire hydrants.

3.2.17. All expansion joints shall be constructed to fully separate the adjoining pieces of concrete. No

expansion joints shall be greater than 12mm in thickness.

3.2.18. All expansion joints in sidewalk or driveway aprons (i.e., “flat work”) shall be full-depth premolded rubber, or have a removable top or “zip-strip” that is removed and subsequently caulked with Sikaflex 1A “Limestone” or approved equal. In cases where a removable strip is provided and the joint is caulked, asphalt or fiber expansion joints shall be acceptable.

3.2.19. At no times shall foam, wood, PVC, or other materials serve as an expansion material in any

concrete application. All such approvals shall be on a case-by-case basis and not constitute a permanent, ongoing approval. Expansion joints are to be straight with minimal deformation. Joints that are not straight and/or square shall be subject to corrective action

3.2.20. Contractor shall be responsible to coordinate with DBKL (Dewan Bandaraya Kuala Lumpur)

for the work permit to do the works in the affected area if there is a need to close part of the U-Thant Road for machineries and heavy vehicle.

3.2.21. Contractor shall be responsible to provide all safety and warning signs as well as to provide a safe route for pedestrians to ensure safety of pedestrians accessing the road during the works.

3.3. New Security Reinforced Concrete Planter Boxes 3.3.1. To fabricate and install on site 26nos of steel reinforced concrete planter box as per attached

detailed specification on the existing city council’s walkway.

3.3.2. The planter boxes external surface shall be finish in shanghai plaster to match existing embassy chancery building shanghai plaster finish.

3.3.3. Each new planter box shall have a drainage point of 1”dia. underground HDPE pipe to be

connected back into nearest drain.

3.3.4. To supply and plant 78nos of Bougainville plants (3nos in each planter box) of 3feet high.

3.3.5. To supply and install 2 layers of permeable layers at the bottom of the planter box, 300mm deep of hardcore granite stone, 400mm of course sand and 200mm of top soil in each planter box.

3.3.6. Contractor shall be responsible to coordinate with DBKL (Dewan Bandaraya Kuala Lumpur) for the work permit to do the works in the affected area if there is a need to close part of the U-Thant Road for machineries and heavy vehicle.

3.3.7. Contractor shall be responsible to provide all safety and warning signs as well as to provide a

safe route for pedestrians to ensure safety of pedestrians accessing the road during the works.

3.3.8. Contractor shall make good and repair all damages to site in the affected work area to comply to standards and specifications by DBKL.

3.3.9. Contractor shall consult DBKL representative and get their approval on the proposed

walkway materials for making good and repairs of damages to site.

3.3.10. Contractor to provide all labor, materials and tools to complete this work.

3.3.11. To provide a dimensioned sketch for consideration of the US Embassy Kuala Lumpur project team in the bid reply if there is any change in the proposed sketch dimensions.
