As we are all aware, it's ridiculously easy to get caught up in and focus on the negatives, problems, and issues. It is so easy to do. I do it myself from time to time. An effective antidote to the difficulties, negativity, and suffering presented to us on a continual basis is to wake up each day with a mindset of gratitude because life can change in a second...your life can end in a second. I know that might sound harsh, but it is true. If we have learned anything from this pandemic, we have learned the value of having a mindset of gratitude and being thankful for all that we have. The only certainty in life is uncertainty, and the only constant in life is change. I would ask our students, families, and staff to keep those sentiments fresh in your minds each and every day as we progress through this unique and challenging school year. Staff will be utilizing the days at the beginning of the year to prepare for a safe reopening of schools and for potential online instruction. Please know that our plan is subject to change at a moment's notice and will include measures to address partial school closures with a hybrid type of schedule for students and/or full school closures necessitating 100% online instruction. The method of delivery of instruction will be determined at the discretion of the superintendent while considering guidance from the governor, the Ohio Department of Health, Ross County Health Department, Ohio Public Health Advisory System (Alert Level Indicators), the health of staff and students, and virus outbreaks. Please note that the Health Advisory System will not be the only factor considered when determining our method of the delivery of instruction.

Our plan will include our actions, strategies, and expectations to meet the health goals established in the health and safety guidance for Ohio K-12 Schools to the highest degree possible. We encourage anyone with questions or concerns to contact us directly with the expectation of transparency, understanding, and cooperation. The following principles guided the development of our reopening plan:

● Plan aligns with the recommendations and requirements for reopening schools set by the governor and the Ross County Health Department. The school district will consult with the health department to support efforts to minimize community spread.

● COVID-19 safety precautions can minimize risk enabling school to remain open and maximize student learning. The district will minimize the spread of infection by promoting proper hygiene, increased cleaning, and additional safety procedures. However, please note that being in a public place has a certain level of risk that cannot be eliminated.

● We recognize the need for consistency in building operations; however, we acknowledge the individual differences in classroom sizes, school facilities, and building operations may lead to varied procedures in each building.

● Students, staff, and parents will need to understand that our plans are subject to change due to the unpredictable conditions of COVID-19.

General Overview of Safety Protocols at Unioto

Student/Staff Member with COVID-19 Positive Test Results School health officials will immediately contact the Ross County Health Department. The school district will cooperate with the health department in contact tracing to identify close contacts of the COVID-19 case. A fourteen (14) day quarantine will be required of any student or staff member who is determined to have close contact with the COVID-19 case by the health department. If a student is diagnosed as having COVID-19, he or she must meet the following criteria to return to school:

Ten (10) school days since symptoms first appeared and Three (3) days with no fever (without using fever-reducing medication) and Other symptoms improved.

Communication with the school community will be in conjunction with the health department. Any decision related to school closure, additional mitigating strategies, and return to school will be in coordination with the health department.

Daily Self-Monitoring

Student/staff wellness check, including temperature check, should be completed daily at home before coming to school. Students with temperatures above 100.4 degrees Fahrenheit should stay home. Preschool staff/students will be given a temperature check daily upon arrival according to preschool guidelines.

Returning to School After Illness

Students that only have a fever and no other symptoms and have not had any contact with an individual that has had COVID-19 may return to school after they are fever-free for 24 hours without using any fever-reducing medications. Any other illnesses should be handled in the routine manner according to district policy.

Health Clinic

Each building will create a separate room for students who may exhibit symptoms of COVID-19 to prevent exposure to students with other health needs. Please ensure your emergency contacts are kept current throughout the school year in case your child needs to be picked up immediately. No student experiencing symptoms of COVID-19 can ride a bus home from school.

Face Mask Policy

All students and staff will be required to wear masks when on campus or while riding on a school bus. All visitors, parents, and guardians are required to wear a face mask when entering a school facility. The district will provide one reusable face mask and a breakaway lanyard for staff and students at the beginning of the school year. Please remind your child to bring his/her mask on the bus and/or school on a daily basis. Parents/guardians have the responsibility to supply masks for their child beyond the one time issue. Take some time before school starts to have your child practice wearing a mask. Exceptions for masks are permitted with appropriate documentation from a medical professional provided to the building principal. There will be an appeal process for mask exemptions. Face shields and other measures are to be approved through the appeals process. Appeal process information and forms will be available August 14, 2020, on our district webpage.

Transportation Masks are required for students while riding the bus. Bus drivers will wear a mask/shield while operating a district-owned vehicle. Seating charts will be utilized on all busses. We will attempt to seat siblings together and minimize students per seat as much as possible. Busses will be sanitized on all common areas and surfaces each time students are transported. Sanitizer dispensers have been installed on each bus. Bus windows will be opened for ventilation as weather permits. All field trips are on hold until further notice. Transportation by personal vehicle is encouraged. In the event that a confirmed COVID-19 case is determined and that person was on a bus, it will be taken out of service until disinfected.

Classrooms

All students and staff are expected to practice social distancing when possible. Each building will reinforce distancing with visual cues and/or signage. Students attending choir, band, theater, and other similar classes must do their best to social distance during class. Classroom furnishings and miscellaneous items will be minimized to allow for maximum social distancing. All classrooms and high-traffic areas will be provided with disinfectant spray and hand sanitizer. Classroom windows and doors will be open as much as possible to allow for increased ventilation. Face mask breaks will be offered throughout the school day.

Sanitation

All classrooms and high-traffic areas will have disinfectant spray and hand sanitizer. High-traffic areas and key locations will have hand sanitizer dispensers available for use. Signage will be visible to increase awareness of the proper procedures for maintaining good hygiene. Students, staff, and volunteers will practice frequent hand washing when hands are dirty, before and after eating, and after using the restroom. Opportunities for handwashing will be provided throughout the school day. Staff will have increased access to cleaning supplies for classrooms and offices.

Food Service/Cafeteria

All cafeteria staff will be provided with personal protective equipment (PPE) to minimize potential exposure. Barriers will be provided in all areas of payment transactions. Protective food barriers have already been installed. Lunches will be served on a single tray with limited options. Each building will have specific plans to address social distancing during lunch. Students will have assigned seating and sharing of food will not be permitted. Tables will be cleaned and disinfected after each use. Hand sanitizer will be available for students prior to entering the serving area and masks will be required except when eating and drinking.

Social Distancing

Each building will have a plan for practicing social distancing unique to its situation and reinforce with visual cues and/or signage. Congregating in hallways or common areas is prohibited when preventable. Each building will attempt to reduce the number of students eating lunch by utilizing other spaces within the building. Student desks in classrooms will be arranged to maximize social distancing and to avoid small group seating. A seating chart will be maintained for each class to facilitate contact tracing. Items to be shared by students will be limited. Each student should have his/her own designated supplies when possible. Students will go to recess in small groups and will avoid physical contact activities. Social distancing during recess will be encouraged and monitored as much as possible.

Water Fountains

Water fountains will be closed. Students should bring a water bottle to school. Visitors In the interest of student and staff safety, all buildings are closed to nonessential visitors. All visitors, parents, and guardians are required to wear a face mask when entering a school facility. Parents/guardians picking up a student may call the office upon arrival and receive assistance to minimize contact during this time. Visitors will be permitted into the school for authorized events and predetermined meetings arranged with school personnel.

Deliveries Buildings are closed to nonessential visitors and deliveries as determined by the principal. This includes personal deliveries such as flowers and outside food (DoorDash, fast food, catered food, special occasion food, etc).

Back-to-School Events/Extracurricular Activities

Plans for back-to-school events are still being evaluated. More information on these events will be coming at a later date. Latchkey We recognize the necessity for child care for our families and are thankful that at this time we will be able to provide latchkey services for families. Please understand all safety protocols for regular school applies to our latchkey program. Latchkey will have a staggered start as follows:

Patience, Understanding, and Positive Attitude Please ensure to take the recommended daily dose of patience and understanding, along with an extra dose of positive attitude. Research has shown this promotes empathy, happiness, and joy. Known side effects are helping others, being a positive force for good, reducing the suffering of others, and increasing chances for success and overall well-being for you and others. In closing, I would like to remind our school community given the nature of the pandemic, it will be important to recognize that even within our own district, buildings will face unique needs and challenges with regard to reopening. Please keep in mind that, once a plan is in place, procedures may continue to change given the fluidity of the situation and the possibility of resurgence. We cannot predict the future, nor can we plan for every possibility. We can’t protect everyone from everything, and we do not have all of the answers. There is an inherent risk in everything we do or don’t do. What we can do is in our circle of control, and I believe it is laid before us. It is the opportunity of choice...the choice to meet this challenge head-on together. Let’s be the Unioto community that recognizes not only the complexity of the problems but also the complexity of the solutions. Parents/Caregivers ● Students showing COVID-19 symptoms should remain at home.

Symptoms include fever (100.4° F or above), cough, shortness of breath, difficulty breathing, fatigue, muscle or body aches, headache, loss of taste or smell, sore throat, congestion/runny nose, nausea/vomiting, or diarrhea.

● Ensure that student’s contact information and medical information are up-to-date.

● Ensure that emergency contacts have been designated and pre-arranged methods of getting a student home from school should he/she become ill or exhibit symptoms.

● Pick up student immediately from school once you have been contacted.

● No student experiencing symptoms of COVID-19 can ride a bus home from school.

● Students who are sent home with symptoms of potential COVID-19 or other illness must remain out of school for 24 hours and be fever/symptom-free before returning to school or as directed by the child’s physician (physician documentation required).

● Encourage and utilize proper handwashing techniques. Students

COVID-19 Positive Case

Parents/Caregivers ● Communication will be made with families, as appropriate, and

in accordance with all HIPAA regulations by the administration in collaboration with the local health department when there is a confirmed case.

● A 14-day quarantine will be required of any student that tests positive for COVID-19.

● Students determined to have “exposure” as determined by the health department will follow the 14-day quarantine requirements.

● Parents are required to transport the student to school when he/she completes the quarantine and is symptom-free. The student will be checked by the school nurse or health clinic staff to verify that he/she is not showing any COVID-19 symptoms.

Students

● Follow 14-day quarantine requirements as directed if diagnosed or “exposed”.

*Quarantine: 14-day period after exposure to a positive case to self quarantine and assess for symptoms of COVID. Isolation: for those who test positive and are confirmed cases. Length of time for isolation will vary as determined by the health department depending upon each case and severity of illness.

Teachers/Staff ● Follow 14-day quarantine requirements if diagnosed or

“exposed” as determined by the health department. ● Assist district nurse with determining “exposure risk” of students

as necessary for social contact tracing purposes as directed by the health department in accordance with all HIPAA regulations.

District School Nurse

● Provide information to the health department for contact tracing purposes.

● Notify the building principal and other necessary stakeholders. Administrators

Overview of Hybrid Learning Model: A hybrid approach to learning is a combination of traditional face-to-face learning that occurs alongside online learning. A hybrid approach would reduce the number of students who are physically present in the building by moving some of the instruction online. Students would receive instruction five days a week. Every student would be in school two days each week and work virtually three days a week.
