The community of Delft is up in arms on-ce again, after news of another youngchild being rapedandaneighbourarre-

sted. They retaliated by burning down hishouse.

This incident occured last week, Wednes-day, and is the latest in a series of abuseagainst children that has been prevalent sin-ce the start of this year.

Police have confirmed the incident sayingthat they are investigating the case but dueto the sensitive nature of the incident, arenot giving out anymore informatio, apartfrom the fact that residents indeed burntdown the suspect’s house.

They also confirmed that a 40-year-old hadbeen arrested.

Family friendA community member who did not want

to be named commented that a resident wasalso injured during the arrest of the suspecton Thursday. He also pointed out that thiswas another case where the perpertratorwas known to the family.

“We were told that these neighbours weregood friends and the victim’s family trustedhim.

“The little girl was a regular visitor to thehousehold and she was treated like familyso how could something like this have hap-pened? We are all in shock and fear for thesafety of all our children,” he said.

The incident comes in the wake of otherattacks on Delft children since January 19this year.A 9-year-oldwas left to die after shewas raped and set alight beside the R300 hig-hway.

On February 8, another girl, SiphokuhleFlephu, 11, was found dead in a shack inDelft and had allegedly been raped.

A week earlier, a six-year-old Delft girlwas raped in a communal toilet in the area.

While residents are still in shock and cal-ling for urgent action a major call to prayerwill be happening in the area on Sunday.

The Grade 11b class of Uitzig Highin Uitsig were hard at work overthe weekend when they startedredecorating their classroom.Teacher Peter Neethling says theidea was sparked when hediscussed what changes theywould like to see in their schooland they decided that sprucing uptheir classroom would be a goodidea. It all fell into place whenCosatu’s Tony Ehrenreich approached the school with a project tostart giving a facelift to localschools. Paint, brushes and otherequipment as well as refreshments for the day were providedand the group were ready totackle the task. Ehrenreich saysthat this was a pilot class forsimilar projects for other schoolsin the area. “This will no doubtinspire others to follow suit. Wenow need to raise more funds formore paint and equipment tosupport these learners to changetheir lives in more ways than one.To change their lives and futureswe must change attitudes,” hesaid. Members of the South African police areequipping themselves with how to speakMandarin in order to better assist the Chi-nese nationals now living in South Africa.A three-month course, funded by the go-

verment of the People’s Republic of China,is offered by the Confucius Institute at UCTand hosted at the Grand Cape China in Mil-nerton.WO Annacletta Mothoalo, spokesperson

for the Kleinvlei police who is attending thecourse, said the purpose of the programmeis to teach officers basic Mandarin in orderto communicate better with Chinese natio-nals in Cape Town.She said the course was also presented in

Johannesburg.According to her the police do not receive

a lot of cases from members of the Chinesecommunity in areas such as Eerste River.“But if you go to an area like Milnerton

or the airport there will be more cases to bedealt with,” Mothoalo said.“The motivation for the language course

is due to the fact that there are a lot of Chine-se businesses in South Africa.“What they discovered is that when they

open a case at the police station it is difficultfor them to communicate with the police,”Mothoalo said.

RequestShe said the Chinese nationals requested

their government’s help in this regard.“The Chinese government said they are

willing to payand to teach thepolice officerstogether with traffic officers and law enfor-cement how to speak Mandarin.

“The course is very interesting, but it isalso difficult.“You are supposed to learn the tones, and

for each tone there is a character.“The characters are verydifficult because

of their designs, but they showed us how todo it.“At the beginning it was difficult but if

you apply yourself it becomes a bit easier,”Mothoalo explained.She said an oral test is planned for later

this month.“The women will then be wearing traditi-

onal Chinese dresses and do spiritual dan-cing.“After that there is going to be a session

where we have to introduce ourselves inChinese.”According to Mothoalo they will be met

by a panel of Chinese delegates.“It’s an interesting thing really. Youmust

work hard, I really enjoy it and I am pas-sing.”The course runs from January until

March.According toMothoalo several police offi-

cers are taking the course.“Some are sector commanders, some are

communication officers.”Mothoalo said the top three students will

An innovative form of hyd-roponic urban crop far-ming in Northpine has

both the City of Cape Town, theWestern Cape provincial go-vernment and two other SouthAfrican provinces keyed up toget on the bandwagon.In his backyard in Northpine,

engineer Vernon Pretorius iscurrently growing 800 tomatoplants on a piece of land no big-ger than 63 m², yielding enoughtomatoes to sustain a financial-ly viable small farming busi-ness.What makes this crop unique

is the hydroponic techniqueused. It’s called Nutrient FilmTechnique (NFT), whereby a ve-ry shallow stream of water con-taining all the dissolved nutri-ents required for plant growthis re-circulated (into an under-ground water tank) past the ba-re roots of the plants in a water-tight gully or channel.The depth of the circulating

water is very shallow,which en-sures that the thick moist rootmat, which develops in the bot-tomof the channel, is exposed tothe air, resulting in an abun-dant supply of oxygen.Says Pretorius: “The result of

this unique combination of wa-ter, oxygen and nutrients is amuch higher, faster growingyield of high quality produce,making it very productive.It yields double the produce

than conventional hydroponicmethods and ensures an all-ye-ar round production, by heatingor chilling the water in whichthe crop grows.”Pretorius started researching

NFTeight years ago after seeingit at a small farm inOudtshoorn.After intense research he set

up the infrastructure and hassince grown lettuce, strawber-ries and tomatoes.Although the initial infra-

structure cost him R90 000, thissmall scale crop can generate amonthly income of R20 000.Pretorius now envisions a

community project in Northpi-ne, creating an urban vegetable“farm”, to empower the unem-ployed and impart skills.After approaching the city

and the provincial departmentof agriculture, both parties visi-ted Pretorius’s yard to look atthe initiative before vouchingtheir support.“The idea is to rent a hectare

of land from the city and applyto the province to fund the infra-structure to set up a NFT smallfarm on the land.“It will be a community pro-

ject whereby I will train unem-ployed men in Northpine tofarm the crops of tomatoes, cu-cumbers and lettuce. A markethas already been establishedand the plan is to repay thefunds within three seasons.”Twigg said the city is makingwork of processes to make theland available to Pretorius.

Residents complaining about the conditionof some blocks of flats in Avonwood Estatein Elsies River, have reached breakingpoint, as the flats are literally falling apartaround them.Residents in the flats near the Avonwood

SportsGround, have beenunhappywith thestate of their dwellings for a number of ye-ars, and promises to improve their lot havecome to nought over the years.They have once again drawn up a petition

detailing some of the problems and sent itto local authorities, but have not receivedany feedback as yet.Community activitist Aletta Lottering,

who is originally from the area, has onceagain taken up the plight of the community.She feels that too many promises have beenmade to this community, and none of themhave been kept.“Nothing has changed,” she said.“There are problems in almost every flat

in this area and range from broken windowframes where the cement is just rottingaround it to mould in many of the houseswhere painting just does not help. The big-gest problem however, is threatening thehealth of these residents where the sewera-ge system is not working properly.“Most of the pipes in the walls are dama-

ged and this results in major problems forpeople living on the bottom floors.“The water just seeps into the walls and

gathers at the bottom, then these toilets atthe bottom block-up and don’t work so theycan’t be flushed properly. This poses a con-stant health hazard attracting lots of fliesand other bugs.”

Only promisesBerenice Saaiman who lives in Hendrina

Court, said that they had been promised up-grades many times but it never happens.“Everytime its an election year we are

promised many things, but nothing gets do-ne,” she said. “We’ve gone to complain to thecouncil many times but they just tell us thatthey will look into it. Meanwhile, the suffe-ring continues for all and we don’t knowwhere we must go next.”Lottering also added that some of the ba-

sic services were not delivered in the area.“The people have complained that the dirt

is sometimes not collected in the area, andmost of thewashing lines that should be pro-vided have all broken.“People have put up their own but it is not

enough for everybody, which leads to pro-blems when everybody tries to use the exis-ting lines at the same time.”Lottering added that while drug-abuse

and crimewere also amajor dilemma in thearea the people feel that they are neglected

insofar the repairs and upgrading of theseflats are concerned.“They need something to be proud of but

they can’ be proud of these flats that are justfalling apart - it leads to other problems.This time around we don’t want promises- we want action!”

ticing andpackinghis bags to travel toNewYork to be part of the Behre Piano Associa-tes Adamant Music School AnniversaryConcert that will be taking place on Sun-day.Eben was very excited about his trip

pointing out that he was glad to be invitedto play at this concert.“Last year I was part of the Adamant

‘Traditional Session’ programme for aboutthreeweeks and itwas an enriching experi-ence to meet so many musicians from allover the world who share this love for mu-sic,” he says.“There are nine participants who will be

taking part in the performance this year,all being selected from the 30 artists whotook part in the programme last year.”This young maestro from Elsies River is

no stranger to the stage at Carnegie Hall.During his matric year at Tygerberg

High School he also played there, sharingthe stagewithhismentor, ProfessorFrank-lin Larey.Larey will once again be accompanying

him on this trip and during their stay therewill take up the opportunity to visit theprestigious Julliard and Manhattan musicschools.The Behre Piano Associates is recogni-

Celebrations are the order of the dayatEls-wood High in Leonsdale.They’re not only gearing up for their

50th Anniversary celebrations this yearbut they proved a point at the recent athle-tics meet when they won their section.The school participated in the D-Section

of the Northern Zone at Bellville Stadiumand came tops from 11 participatingschools.Coaches Marius Fourie, Harry Nomdoe,

Wilfred Le Cordeur and Tony Herbert arevery proud of their charges and said thatit was the first time in a long time that theyhad done so well.“Amazingly our girls played a big part

in our victory on the day,” says MariusFourie. Our under-14’s and Under-15’s we-re stars bringing in the most points whileanother notable achievement was our un-der-19 boyswinning themedley . Theathle-tes will be taking part in the semi-finals oftheNorthernZone championships andmo-re celebrations and activities are plannedfor their anniversary.

1.5 Enige eiendom wat aan die maatstawwe vir ’n openbare voordeelorganisasiein die gewysigde munisipale eiendomsbelastingregulasies voldoen, dog nie virdie 100%-korting ingevolge die Raad se konsepbelastingbeleid in aanmerkingkom nie, sal teen 25% van die residensiële koers belas word - R0,001564.

1.7 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, inwerking gestel word. Aansoeke met die inwerkingstelling van ’n nuwealgemene waardasie moet die Stad bereik teen 31 Augustus van dieboekjaar waarin die waardasie in werking gestel sal word. Aansoeke met dieinwerkingstelling van ’n aanvullende waardasie moet die Stad bereik teendie laaste dag van die derde maand na die inwerkingstellingsdatum vandie waardasie. Indien nie, kan geen sodanige korting vir daardie boekjaretoegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie, elektrisiteiten vaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe word voorgestel (10%-verminderingstarief, 20%-

verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die vlakvan watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Ditkan egter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 8% in waterverbruikstariewe word voorgestel.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.

Hoogtepunte van voorgestelde wysigings

• Die persentasie stygings in blok 2 van die volledig huishoudelike kategorieoorskry die standaardstyging weens die verlaging in die subsidievlak in hierdieblok, wat op sy beurt deur verbruikspatrone en die watervraagstrategiegenoodsaak word.

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte.Verdere stappe is gedoen om dié kategorie verder in lyn met die volledigehuishoudelike kategorie te bring.

• Veranderinge in diverse tariewe en prosedures, onder meer die voortgesettestygings met betrekking tot behandelde afvalwater (bepaald vir gholfbane),uitroeptariewe van watervraagbestuurtoestelspanne vir kliënte wat niédeernisgevalle is nie, sowel as voorafbetaalde brandkrane, word in bylae 4 bydie begrotingsdokument uiteengesit.

• ’n Nuwe tarief vir die toepassing van serwitute van deurgang met betrekkingtot water sowel as die vereistes vir deposito’s/waarborge wat in geval vaninfrastruktuurskade aangewend moet word.

• Staking van verbruikersdeposito’s vir huishoudelike kliënte met ingang van1 Julie 2014.

2.2. SANITASIE

Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, sal dít dietarief wees wat geld. Dit kan egter later na gelang van verdere vereiste beperkingshersien word.

’n Verhoging van 8% in sanitasieverbruikstariewe word voorgestel.

• RESIDENSIËLE TARIEWE: Algehele styging in inkomste uit die groep is 7,63%,maar individuele kliënte sal waarskynlik verskillende stygings waarneem opgrond van werklike verbruik. Die verskil tussen die gemiddelde en werklikestyging spruit uit die verhaling van die tekort aan inkomste uit die hulptarief virblok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWh permaand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wattussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van25 kWh per maand sal kry.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Tydspesifieke tariewe is herstruktureer om minimum pariteit met Eskom Megaflexte verseker.

LET WEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

I am the average South Africanand therefore enjoy a decentbraai at least once a week.

However, nowadays it isbecoming a costly exercise withthe prices of everything rising,but being a good South Africanit is not negotiable whether tobraai or not.

So to beat rising costs, Idecided to braai just once aweek and to buy my wood inbulk which will cost me less.Something I never consideredwas the slyness of the “woodpeople” – specifically referringto the people selling wood nextto Kenridge Primary School onweekends. About two weeks agoI had replenished my wood andwent to them and ordered 1 000pieces at R1 per piece – equat-ing to R1 000. It was to bedelivered at my home. In duetime they arrived and deliveredthe ordered wood. After theyleft, I was looking at theamount of wood and it seemedas if I was done in. Whencounting the wood, I discoveredthey delivered only 600 pieces,crooking me of R400. I am sodisappointed, because previous-ly I offered the same guys acold beer for their effort – thiswhile they were cheating meblind!

rige dogter by die huis toe sy uit ver-veeldheid besluit het om met haarma se naaimasjien kussingslope, ’nduvet vir haar baba en ’n sak vir ba-badoeke te maak. “Dit was die eerstegoed wat ek gemaak het. Van daar af

toe lyk dit of ek dit regkry,” het syvertel. Kort voor lank het sy ookswembroeke begin maak. Vandagmaak sy matriekafskeids- en aand-rokke, waarvoor daar ’n groot aan-vraag is. “Toe ek begin het, het myma materiaal van die werk af ge-bring. Ek het toe later die twee ma-sjiene byhaar gekoop ennog eenaan-geskaf,” het sy vertel.“Ek het voor dit nog nooit belang-

gestel in naaldwerk nie. Vandag ge-niet ek dit,” het Karin verder vertel.Na haar eerste poging om swem-

broeke en kussingslope te maak, hetmense mettertyd aan haar deur be-gin klop. Karin het haarself leernaaldwerk doen met behulp van tyd-

skrifte. “My ma het meer materiaalgebring en ek het kussings en lakensbeginmaak. Die besigheid het toe be-gin afskop.”Karin het vir agt jaar in Delft ge-

werk voordat die gesin vier jaar gele-de na Blackheath verhuis het. Hierhet sy haar eerste matriekafskeids-rokke gemaak.“Ek het vir die persoon gesê ek het
