In a desperate move to get something doneabout lawlessness in Parow, PeopleAgainst Gangsterism and Drugs (Pagad)

joined with residents to put somemuscle be-hind eradicating drug dealers and gangstersin the area.In true Pagad style, there was no beating

around the bush when a group of over 20 ve-hicles convened in frontof Vasco mosque inGoodwood on Saturdaynight, leading amotorca-de through the troubledstreets of Parow West.Cries of: “One mer-

chant, one bullet!” and“Down with drug dea-lers, down!” echoedthrough the streets whi-le people peeped throughdrawn curtains.Residents, the home-

less and passersby alikeclapped, cheered andheld their fists in the airas the hooting convoymade their way past some of the well knowndrug dens, all of which are nestled betweenresidences where families stay in what wasonce a peaceful community.A group of homeless people huddled toge-

ther against a wall in Van Eyssen Road (anarea well known to drug users) and wavedat the convoy.“No! One merchant, TWO bullets!”,one of

them shouted.“We are ready!” a woman hollered from

her front door further down the road and aman with a hoodie pulled down low over hisface, said“I’ve been waiting for this day for a very,

very long time.”Pagad had decided beforehand that no-one

was to alight from their vehicles, “as this isa very volatile area”. And so it proved to be,as an altercation broke out between one ofthe Pagad convoy and a pedestrian outsidea house in Bedford Street.

The man did not appe-arhesitant to aggressive-ly approach the car andraise his fists in a defiantgesture.This is the first time

that Pagad has joinedforces with the commu-nity of Parow to maketheir anti-drug messageloud and clear in thearea. But it certainlywillnot be the last.A Parow resident

(known under the pseu-donym of “Rudy”) hadinitially contactedPagadon behalf of the distres-

sed community. He says this motorcade was“just a warning” as Pagad will continuetheir involvement through communicatingwith residents who have put their faith inthem.“We want Pagad’s help to get the commu-

nity together, says Rudy. “In Parow Westthere are 54 drug houses that we know of,there could be even more. But all the policedo is lock up and threaten the residents. Andthis is getting worse every day.”

min in die omgewing wat geen grensmuurhet nie, het welig gestaan en langs die inry-pad, versteek in die plante, het ’n half papsilwerballon met die woorde “Happy 70thbirthday” daarop gedruk gelê.Tonja Ellman, ’n huisagent, ry elke dag

byhierdie huis verby omkliënte na eenvanhaar skouhuise te neem. En die laaste tydhet sy gehoor dat die honde in hierdie huishisteries blaf.“Eendagmoes ekhier stop omopdie foon

mekaar.Ellman is terug kantoor toe om haar kol-

lega te gaan haal en die twee van hulle hetdie polisie en die Dierebeskermingsvereni-ging (DBV) gekontak.“Toe ek en my kollega weer deur die ven-

ster kyk, sien ons ’n hond en ’n kat aan diebeen vreet,” sê sy.Die Parow-polisie was kort daarna op die

toneel en het die voordeur oopgebreek. Opdie vloer van die huis het die naakte, ont-bindende lyk van ’n bejaarde man gelê.Die meubels in die huis was omgestamp

en die vloer vol hondemis.Die liggaam is geëien as dié van die 74-ja-

rige Eben Muntingh, wat moontlik so lankas drie weke dood in sy huis gelê het.Muntingh het in die vroeë 1980’s die huis

gebou enhet sedertdien alleenhier gewoon.Voor sy aftrede het hy by Northlink-kolle-ge, wat toe nog die Tygerberg-kollege was,gewerk.Volgens Muntingh se buurman, Neil van

Tonder, was hy ’n baie stil man en baie ergoor sy drie honde.“Ons het die honde hoor blaf, maar nie

gedink dit is ongewoon nie. Hulle het maaraltyd baie geblaf,” het hy gesê.Lt. Kevin Williams, woordvoerder van

die Parow-polisie, sê deeglike speurwerkhet aan die lig gebring dat daar geen gefor-seerde toegang tot die huis was nie en diepolisie vermoed geen misdaad nie.“Dit is absoluut afgryslik. Hoe lank het

daardie armeman daar in pyn gelê?” sê Ell-man.Muntingh, wat naby Prieska op ’n plaas

’n Bejaarde Parow-inwoner is op 7 Ju-lie aan ’n hartaanval dood nadat sytwee dae vantevore uit die Tyger-

berg-hospitaal ontslaan is vir die behande-ling van ’n kopwond.

Anne Orr, ’n afgetrede onderwyser vandie Hoërskool Elswood in Elsiesrivier, islaataand op 30 Junie bewusteloos deur burein ’n plas bloed in haar huis op die hoek vanDe la Rey- en Markstraat in Parowvallei ge-vind.

Volgens lt. Kevin Williams van die Pa-row-polisie, het ’n buurman gesien dat haaragterdeur oop is en hy het haar toe op dievloer gekry. Die buurman het die polisie ge-bel en sy is na die Elsiesrivier-daghospitaalgeneem met ’n sny aan haar kop. Sy is laterin die Tygerberg-hospitaal opgeneem.

BuurvrouAlhoewel die polisie sê Orr het waarskyn-

lik net geval en haar kop gestamp, sê diebuurvrou wat oorkant haar in Markstraatwoon, dat sy die aand van die voorval eenharde gil uit Orr se huis gehoor het. Sy sêsy was te bang om te gaan kyk.

Orr het blykbaar ook aan hospitaalperso-neel by Tygerberg gesê dat “tikkoppe” haaraangeval het.

Sy het nooit ’n polisieverklaring afgelênie.

Een van die inwoners van die omgewingwat anoniem wil bly, sê daar is by hom geentwyfel dat Orr aangerand is nie. Die seker-heidshek was volgens hom afgeskroef endie agterdeur oopgeskop.

“Die tikkoppe het haar gebreek,” sê hy.

AlleenOrr was bekend as ’n stil vrou wat alleen

gewoon het, maar baie lief was vir kinders.Sy het steeds van tyd tot tyd as onderwyseruitgehelp by verskillende skole. Sy was ookbetrokke by verskillende gemeenskapspro-jekte, onder andere ’n naaldwerkgroep virdie vroue van die omgewing.

Na haar ontslag is sy na haar seun in dieStrand waar sy oorlede is. Die begrafniswas op 11 Julie.

Orr se seun, David, is in Mei voor sy huisin Parowvallei doodgeskiet in wat vermoe-delik ’n bendeverwante insident kon wees.Hy was verhoorafwagtend vir die vervaar-diging van mandrax.

Bridgingthe gapto tackleTBTuberculosis is showing signs of stabi-

lising in the Western Cape, althoughthere are several obstacles yet to

overcome. This has been revealed by rese-arch conducted by the Desmond Tutu TBCentre at Stellenbosch University.Director of the DTTC, Professor Nulda

Beyers, says that the estimated incidenceof TB is rising in South Africa, with morethan 55 000 people dying from TB every ye-ar. But in theWesternCape, there has beena steady increase in the cure rate of newsmear positive TB cases.The research was published in the Wes-

tern Cape’s provincial research newslet-ter, which is a first for the province andthe country. It aims to link people workingon the ground in public healthwith resear-chers in institutions and universities.“There are welcome trends in the TB

field. The provincial and local governmentTB control programmes should be applau-ded for the downward trend in cases andhigh cure rates of new smear positive TBcases,” Beyers wrote in the editorial.However, she cautioned that there were

still challenges ahead. Routinely collecteddata from theWCTBprogramme shows an“unacceptably high” proportion of TB pa-tients being retreated for TB, while moremulti-drug resistant and extreme drug-re-sistant TB caseswere being diagnosed eve-ry year.Research has shown that a quarter of

South Africans who are diagnosed withTB, never start treatment. In early studies,the Western Cape has shown similar highinitial default rates. Beyers said this posesa serious challenge to TB control.One of the problems is poor integration

between TB and HIV services, while rese-arch has shown that patients diagnosedwithTB inhospitals arenot adequately lin-ked to primary health care clinics afterthey have been discharged.“We would like to see the Western Cape

government health department lead theway and set an example to other provincesby responding rapidly to such operationalresearch findings,” says Beyers. She con-cedes that this may not be an easy task, gi-ven the shortage of resources and skills, aswell as competing demands on staff.However, the Western Cape health de-

partment has been forging ahead by colla-borating with research institutions withthe goal of improving the health of the peo-ple of the province.Dr Sabela Petros, the deputy director of

health research for the Western Cape De-partment of Health,says: “Information cansave money and change lives.”“There’s a big push at the moment for

knowledge translation.Weneed tounearththe information rather than keeping it ina database. Research can be used in policybriefs, influencegovernmentpolicyandul-timately be used as guidelines in hospitalsand clinics.”The Provincial Health Research Com-

mittee (PHRC) plays a vital role in ensu-ring that research is directed towards thegreatest health needs in the province. Itlobbies the research community and po-tential research funders to support rese-arch that is aligned to these priorities, es-pecially HIV/Aids, TB, chronic diseasesand trauma.Petros says it’s important to involve all

players in the health sector in operationalresearch.“It’s important for people working in cli-

nics and hospitals to be engaged in rese-arch.Weneed to take their input seriously.In that way, they will be more receptive toputting research into action.” Public He-alth Registrar, Dr Grant Ward says:“Get-ting research output to a level of policybriefs, to writing guidelines, to making su-re there’s sustained use of the guidelines– is a big task. We need to bridge the gapbetween research and what’s happeningon the ground.”

Three property owners fromParow, Belharand Langa are the first to be summoned tocourt since the enactment of the City of Ca-pe Town’s Problem Building By-law of 2010at the end of July.

Their properties were declared problembuildings more than a year ago, but the ow-ners have ignored all compliance noticesand efforts to help rehabilitate the proper-ties.

Problem buildings are properties thatcontravene national building regulations,are overcrowded or in a deplorable state,are the subject of numerous complaintsfrom the public, are invaded by illegalsquatters or pose a serious health or safetyrisk in terms of national building regulati-ons.

“We have a responsibility to those affec-tedby theactionsof errant propertyownersand so where we have exhausted all otheravenues, wewill seek relief from the courtsand I hope that this watershed moment isa wake-up call to other property owners totoe the line,” said the City’s Mayoral Com-mittee Member for Safety and Security, JPSmith.

Currently, the Problem Building Unithas 1 330 active cases in various stages ofinvestigation and 159 properties have beendeclared problem buildings.

If found guilty of an offence in terms ofthe provisions of the Problem Building By-law, property owners are liable to a fine ofup to R300 000 or a jail term not exceedingthree years, or both.

Baie het vir my gesê dierondtrek sal die kinders seopvoeding benadeel. Ek ver-staan nie waarom nie, wantalle skole het dieselfde leer-planne. Al wat ons as ouersmoet doen, is om tyd af teknyp om ons kinders te helpmet skoolwerk.

Ons kan nie verwag onskinders moet konsentreer indie skool terwyl hulle hulbekommer oor ouers se proble-me tuis nie.

Soms weet ek nie waar dievolgende brood of vanaand sebord kos vandaan sal kom nie,maar dit is my probleem ennie my kinders s’n nie.

Al bekommernis wat ’n kindmoet hê, is om goed te presteerop skool om ’n beter toekomsvir homself te bou.

the Fine Car categories, was the highlight ofSaturday’s fifth round of the Wingfield Mo-tors Power Series at Killarney.

Carruthers performed beautifully, as hisJuno SS3 swiftly dealt with a Porsche thathad been strengthened by top Gautenger An-

drew Culbert and Durban’s Sun Moodley,who is also the Big Foot Express category’ssponsor. Blaauwberg’s Craig Jarvis andMoodley finished second and third in thefirst race, with Jarvis (again), and Culbertfilling the second positions.

Despite not setting the quickest qualifyingtime, Drotshie was also in a destructivemood in the Charl Electrical Eng. Fine Carevents. His bulky Chev Commodore GS fi-nished well ahead of Eric van der Merwe

(Porsche 944 turbo) and Jaco Lambert (VWFox) in the first race, with a Porsche powe-red Lourens Bester and Van der Merwe fil-ling these positions in the second.

The Mutlu Battery Classic Car categoryprovided a platform for another double vic-tory, this time for veteran Richard Quixley.But the Datsun 240Z driver was overshado-wed by Trevor Momberg’s V6 Ford Capri inboth races, with Vance Kearney (Ford CapriPerana) taking third in the first race.

The second Classic shootout was red flag-ged when Johan Swart’s VW Scirocco cras-hed into the barrier wall at the exit of theEngen corner. Luckily, with the results jud-ged from their positions on the final comple-ted lap, Swart was awarded third place.Overall class victories went to Dave Alha-deff (B: Alfa), Herman de Kock (C: Ford Es-cort), and Jan-Willem de la Port (D: Chev Ca-nAm).

The quality of Masters V8 events easilycompensated for their lack of quantity asCraig Jarvis and Franco Donadio fought itout in the last two events. After sharing firstand second places, they were followed acrossthe line by Richard Schreuder in the firstand Paolo Cavalieri in the second.

The Makita Supercar events were possi-bly even closer, as Steve McCarthy was nomore than a hair’s breadth ahead of Nick Ad-cock when the flag came out at the end oftheir first race. They switched positions inthe final, with Adcock having just enough ofan advantage to clinch the overall verdict.

The third places were claimed by Brad Wa-deley and Gareth Easom, who was also ad-judged the overall winner of the Silver class,despite starting from the back of the grid af-ter missing the qualifying sessions. TheBronze class went to Carl Nel.

Sean le Riche’s 1.7 litre Formula Renaultwas unchallenged in the single seater For-mula Libre events. He was followed by theB and C class winners, Rassie Erasmus (For-mula Ford Ray) and Stephen Schemel (For-mula Vee Rhema), in both races.

nal rugby match. This year’s action took pla-ce at Tshwane University of Technology onThursday.

“We are all very excited with the win, butI have to say it has been a stressful twodays,” said WP manager, Frikkie Coetzer.“Our game against the Golden Lions wasperhaps the hardest game of the tournamentas they are physically strong and came at uswith no mercy. But we managed to beatthem. Today’s game was perhaps not asphysically challenging, but the Blue Bulls

play a good tactical game. We had to changeour game plan to introduce a combinationof both strength and tactics, which workedin our favour in the end.”

This win means that WP has completed aCoca-Cola Youth Rugby Week treble follo-wing the WP u-13’s successfully defendingtheir u-13 Coca-Cola Craven Week title lastweek. The u-18 Coca-Cola Academy Week isdrawing to a close in Worcester this week.

WP were the first to get on the score sheetas flyhalf Damian Willemse scored a try inthe 17th minute. Gianni Lombard convertedthe try, bringing the lead to the 2013 GrantKhomo title holders at 7-0.

WP wing Benjamin Momberg scored ano-ther try for his team two minutes later. Lom-bard converted and the score moved up anotch to 14-0.

The Blue Bulls entred the fray through apenalty from Ruan de Swardt,but at the bre-ak WP was in the lead 14-3.

It looked like the Blue Bulls were comingback into the game when WP conceded a pen-alty which Ruan De Swardt slotted to bringProvince’s lead down to 8 points.

But WP was tight on defense and counte-red well off the Blue Bulls’ kicks. Lombardand the Western Province backline wereslick and fluid in their play and they con-

stantly kept the ball in their possession,making it difficult for the Bulls to attack.The Western Province 8th man delivered

a try for his team in the 37th minute, therebyextending his team’s lead to 15 points, follo-wed by Lombard’s conversion.

Western Province continued to press onrelentlessly and were awarded with a try asJade Fortune dotted down.

Then, the match heated up as the Bulls’Gerald Lowe was sin-binned, and DamianWillemse of WP followed hot on his heels.The Bulls were finally awarded a try as LukeFortuin scored, with only one minute left onthe clock.
