City Hall Goes intoBanking Business
Backstory: Hey, you everhear of Chapter 380? Its an
Economic Development
policy, which means its yet
another way to transfer public
money to large, private businesses
and other entities that have plenty to begin
with. You might think we have a 4-B Board for
this kind of assault on free-market values, and
youd be right, but they can only handout so
much cabbage. Under 380, City Council candistribute corporate welfare through grants or
loans directly from the Citys General Fund.
Not content to settle for the 2013/2014
budgeted income of over $5.6 million the City
and Chamber of Commerce conspire to offer
as corporate welfare through the 4-B Board,
the usual fingers are about to dip into the Citys
general fund for even more cash. Remember,
4-B makes a very big deal that the money theyspread around to favored companies, like The
Scooter Store and Silver State Helicopters,
comes from a special, three-eighths-of-a-cent
sales tax addendum but this 380 money will
come directly out of the general fund. In other
words, from those other taxes you pay. Which
means they can now raise your property
taxes, either outright or through revaluing
your property, specifically for the purpose ofhanding cash over to their pals. They would
probably take a shot at raising sales taxes as
well, but those are capped.
It wont look like a property tax hike, of
course. City Council might even say that they
absolutely wont do that. Heres how theyll do it:
Theyve got a finite number of dollars to
work with. Lets keep the math easy, and say
one million of them. Before 380 becomes an
everyday thing, it might be split up like this:
$500,000 for Roads
$400,000 for Parks
$100,000 to Keep Commoners Off The
Forbidden Island of Booneville Avenue
Then, after the City decides it wants to
give a bunch of money to a company for
snacks or whatever (Unlike 4-B, 380 cashdoesnt come with the strings of job creation).
The General Fund might now look like this:
$100,000 for Roads
$100,000 for Parks
$100,000 to Keep
Commoners Off The Forbidden
Island of Booneville Avenue
$700,000 for Corporate
Snacks
Now weve got a shortfall
in two other departments because
the pie got all cut up and whatnot. City Hall
will certainly not raise property taxes to pay
for those snacks - but they wont have any
problem doing it for roads. The slack will betaken up. You like paying off bond debt? Here
comes some more. Enjoy.
By the way, you know why local roads
and drainage remain in a constant state of
less-than-acceptable? Because anytime the City
wants more money, they can point at roads
and drainage and say, We need it for roads
and drainage, thats why. Listen to every
candidate running locally. Its always at the top
of their list, and yet things seldom change. Imean, Walnut Avenue isnt even finished and
theyre already making repairs on it.
That Horse Already Left the BarnThe 4-B Board and Chamber of Commerce
President Michael Meek have been running
these deals for years, outside of 4-Bs stated
purpose, and, according to City Development
Coordinator Jeff Jewell, will continue to have ahand in these arrangements, which raises the
question of why theres any need to formalize the
situation. Could be that theres scrutiny coming
down from the State (doubtful) or theres a deal
so big on the horizon that City Staff wants to
officially and publicly put Council on the hook
for it. Or, it could be that theres another City
contract in it for Meek. After all, Jewell made
it very clear at Mondays Council meeting
that the Chamber of Commerce (a private
business club of which Meek is President, and
which is already on the Citys payroll) will be
heavily involved with the administration of this
government policy. Hooray.
Note:There is no question that Meek is the
smartest and, arguably, the most powerful guy in
New Braunfels. He has proven it time and time
again with not only all-pro political savvy, but an
almost super-human administrative ability.

gently, invisibly intimidate public officials
and employees with his prowess. He
inspires the confidence that hes the only
person that can get the job, whatever it is,
done. More importantly, he can convince
those same people that they need a jobdone, perhaps one they hadnt even
considered necessary. Selling ice-makers
to Alaskimos, for example.
Where this column goes in with Jesus-in-
the-Temple style brute force, Meek brilliantly
seduces. A man would be a fool to mock,
criticize, or otherwise set himself against the
Chamber President. I mean oh. Dear. Well,
its too late to turn back now.
You got apples? Lets comparethem to these oranges.Jewell sold El Paso, Arlington and Plano as
examples of Texas cities that have dreamy
results with their respective Chapter 380
Policies. Of course, he didnt mention that none
of the three have 4-A or 4-B boards, whichmakes the comparison less than legitimate.
Remember our motto: An act of omission is an
act of intent.
This whole thing is a foregone conclusion.
Council will most definitely bite. The only
question left to answer is: How much are we
going to pay Michael Meek to run this?
As for Those NumbersWe dug through the Citys budget online, only
to find that those millions in 4-B/Economic
Development income do not appear as
revenue in the budget. Its in the system, but
you have to click a special link to get to it. Par
for the course in Texas Most Corrupt City.
Then we started thinking, since the 4-B
budget reflects income of over $5.6 millionand expenditures of over $18.5 million, that
4-B must be sitting on A LOT of scratch. So
we went ahead and checked 4-Bs meeting
minutes to see if we could nail down the
amount, and found that their minutes, while
detailing the monthly Treasurers Report,
specifically failed, over and over again, to
mention a super-critical piece of information:
How much money theyve got. Those numbersare in the Boards info packets. So we found
the info packets.
Turns out, they ve got over $22 million.
Thats enough to pay every dime of property
tax in this city for nearly two years. Or we could
resurface all the streets. Whichever. Anyway,
they are hording some heap big wampum over
there. Nearly half of the General Funds value
of just under $46 million. But by all means,
lets give them more.
We told you Meek was smart.

Out in the world, you sometimes feel like
youre outside of everyone else, Larry Jasinski
said. Its nice to come here because you feel
part of the group.
Larry has been going to River City
Advocacy for seven years, an organization
that has helped people combat their mental
health issues since the early 1990s.
The keystone to RCA is its peer-support
network, in which people with personal
experience with mental illness help othersalong. The process is successful and well loved
by those who go to RCA.
The benefit is that you can speak with
people who understand because theyve been
there, Larry said.
There is a sense of community here
and we are some peoples family because
they dont have anyone else, said Merideth
Erickson, RCAs director. There is a huge
support network within the organization.
Having someone within the peer group that
you can call on when you need help enhances
recovery, not just for the person asking for help,
but also for the person giving help. When those
who are helping someone else realize that they
can help someone, they feel stronger.
At RCA, community is the linchpin that
holds the entire enterprise together. This
is because many people with mental oremotional issues have trouble seeking help.
One reason is because many people who
need help find it difficult to admit that need out
of fear of being stigmatized. The other reason
is because a variety of mental health problems
can develop into a crippling anxiety, which
makes seeking help from others very difficult.
River City Advocacys focus on community
strives to alleviate those fears.
We are really big on not treating thediagnosis, but the person, said Hannah
Nelson, one of the counselors at the center.
We dont want to treat people as if they are
a label. We are not hammering into them that
they have a mental disorder. We dont talk
about their disorder, but about their life and
where they are right now.
River City Advocacy refers to those who
seek their mental health services as consumers,
stepping away from such loaded terms as
patients that can have negative connotations.
For their consumers, the organizations
goal is to help them establish their own roadto recovery. Part of this process is to have
both staff and other RCA participants help
newcomers feel at ease.
Those who are regulars here do a really
great job of welcoming new people, said
counselor Sean Hannon. Also, staff welcomes
people with a positive and relaxed approach. We
dont try to pressure people into doing something
particular, and just welcome people and try to do
what they think is important for them.
While mental illness is spoken about more
openly, there are still those who will hang
labels onto people who need emotional help,
a cruel practice that is akin to standing over an
asthmatic and yelling at them to breathe.
A part of what were all about is alleviating
the stigma of mental health and mental health
concerns, and I do think there has been
significant progress in that, both culturally andsocially, but theres a long way to go Sean said.
There are several options to choose from at
River City Advocacy: Counseling (both individual
and family), peer-support groups, workshops,
art lessons and much more. But, as the staff at
RCA likes to point out, those who come in dont
actually have to do anything. If someone just
wants to sit and drink coffee, they can do so.
I stopped going to group because I got
tired of hearing my voice talk about the samethings, Larry said. Now, I like to come in
here just to hang out with everyone.
We dont use cookie cutters to treat people,
Meredith said. Our people dont feel like theyre
in a clinic. We dont tell people what to do
and how theyre going to do it. If someone, for
example, has an anxiety about being in groups,
they dont have to go to group counseling.
For those who are unsure whether they
can handle counseling, its important to note
that counseling is not about sitting in a room
while someone lists whats wrong with you.
Counseling allows you to talk to a non-biased person who understands what youre
going through and is not going to tell you
to get over it, Hannah said. Counseling
allows people to purge. Whatever youre
going through, you can benefit.
A lot of the people we see here had
families who really didnt support them and
criticized them, or told them to just get over their
problems, she said. Its really heartbreaking.
I find the biggest challenge for a counselor is
wanting to do more.
One of the main themes of RCA is to not
pass judgment, which is important for people
who may have been judged their entire
lives. This is one of the many benefits of a
peer-support system. People who have been
through or who are going through problems
will unlikely judge others with the same issues.
Were just about helping people wherethey are, Merideth said. What they need is
someone to just listen and let them be who they
are and not to pass judgment.
There are so many people out there
walking around with schizophrenia or bi-polar
or anxiety, and they feel so judged, she said.
Were the judgment-free zone. We accept
people for who they are and where they are.
You are more than your diagnosis, she said.
However, it is important to note that youdont need to have a mental health diagnosis
to seek help from RCA. There are many among
us who may not have had a lifetime of chronic
depression, but are still feeling bad and having
a hard time dealing with life.
If someone is afraid to come in, I would
reassure them that they are free to come in and
do nothing, Sean said. That is perfectly OK.
There is no pressure. I would almost guarantee
that they will find someone they can relate to.
The peer support structure is an invaluable
aspect to treatment by providing a group of
people who know exactly where you are, howit feels and what may work. In fact, Merideth
points out that RCAs entire board is staffed
with people who have battled mental issues.
Because those at RCA well understand
mental illness and the anxiety that comes with
it, the organizations duties dont stop with
providing emotional help. River City Advocacy
will also help their consumers with outside
issues, such as filling out forms, building
resumes or dealing with landlords, steps that
could be insurmountable for some.
Certainly the greatest testament to RCAs
success is the number of people they help.
We have 2,500 individuals on our
roster, Merideth said. Weve grown quite
a bit. When I first came onboard three years
ago, we only had two support groups a week,
and now we have a full schedule. We were
only serving 18 and up when I got there, andweve expanded to serve children and teens.
Most of the resources RCA provides are
free, and counseling is only charged on a
sliding scale. There is some minor paperwork
involved, but the staff is more than willing to
help those who need it.

AK-47. And who can forget rock gods El Tri

(The Wall of Shame)?But those days are long-gone; nowadays,
youre lucky if the latest pop chanteuse even
gives a shout-out to the 43 disappeared
students of Ayotzinapa. Answer is simple:

Dear Mexican: My wife and I chose
to adopt children instead of having
our own. We were living in Costa Mesa
at the time so we put down white or
Latino as a preference, but were open
to any ethnicity. We ended up adopting
six, all Latino. It wasnt until after we
brought home a seven-year-old boy(now 15) that we were told that he was
a Mexican citizen, abandoned here in
the U.S. for years.
When we started the adoption
process, the Mexican government
fought hard to get him back. I did a little
research and discovered that Mexico
does not seem to want Americans to
adopt Mexican children. I can totally
understand why a country would want
to keep its children, but in that same
year Mexico allowed only 73 American
adoptions, tiny Guatemala allowed
thousands. It pains us when we go with
our church to help out at orphanagesright across the border knowing that
those children want families and
Americans just a few miles away are
willing to adopt them.

Dear Gabacho: One of the reasons
Guatemala had such high adoption figures
last decadenumbering into the miles, as
you put it; over 4,000 in 2007 alonewas
because Guatemala is a poorer country
than Mexico, and the government was more
than willing to unload poor kids abroad;
things got so crazy that the U.S. Embassy in
Guatemala is no longer allowing adoptionsfrom the country, period.
Mexico, on the other hand, has always
been more tight-fisted with its chamacos
getting into gabacho handsa 2011 El
Paso Times investigation found virtually no
new adoption requests from Mexico to the
U.S. were processed between 2008 and
late 2009 due to American, Mexican, and
international bylaws. I feel how frustrated
ustedes are about the situation, but Mexico
and other countries need to guard against
child exploitation. On the other hand, them
fighting ustedes over a kid already in los
Estados Unidos reeks of jingoism its every
Mexicans mandate to fuck with gabachos at
all time, after all. Just pay off those officials
with pesos or something and tell them to
vayanse a la chingada.

On MonopoliesIf you leave aside the idea that most of our
politicians treat the Constitution as a hindrance
and not a treasure, perhaps the greatest
problem our country faces is something that
libertarians actually accept as axiomatic: that
government should have a monopoly on the
use of force. We assume that the alternative
is anarchy, and it is, but, as Ive often tried to
point out, anarchy isnt necessarily a bad thing.
If you carefully consider how things work, you
will find that the very way we approach the
idea of monopoly is wrongheaded.
Lets begin by looking at businessmonopolies, something that we have
been taught to assume are a bad thing. A
monopoly in business is when only one
business is supplying the full demand for
some product or service. It means that there
is no competition in this area and because
there is no competition, we assume that this
will lead to problems for the consumer.
While this is an interesting thought, theresno particular reason to believe its true. In a
system where competition is allowed freely, the
only way to effectively maintain a monopoly
is to keep the consumers happy enough that
no competitors can take them away from
you. Some new product or service may allow
for a brief monopoly while others learn the
process or develop a business plan capable of
competing, but eventually, if there is money to
be made competition will happen.
Likewise, once one has a monopoly or near
monopoly, economies of scale can be used to
drive others out of business by lowering prices.
Of course, this only lasts as long as the prices
stay low, or some other competitor decides to
compete on that scale regardless of the initial
cost, convinced of future profits. In neither of
these cases is the consumer hurt. In the first,
the consumer has a new product that simplywasnt available before, and in the second, the
consumer has the benefit of lower prices.
The only way that monopolies can avoid
this truth is by combining their power with
another monopoly: government.
When government gets involved, the
dynamics change. Government can provide
legislation that favors one company over
another (creating fuel efficiency standards that
benefit producers of higher mileage or hybrid
cars). Government can insist on standards that
keep competition out (licensing requirements or
product safety standards). Government can tax
imports to keep global competition at bay (steel
and sugar tariffs). Government can even work
directly against certain companies while makingexceptions for others (preventing mergers and
breaking up monopolies). All of these things can
be used skew the free market and pick winners
and losers, and none of this would be possible
without the government monopoly on force.
We tend to think of the governments
monopoly on force only as it applies to the
military or police, but that monopoly includes
the courts, legislation, regulation, taxingauthority, education, and to a great degree,
cultural shaping. The government uses this
monopoly to control what we can and cant
do, what we know, and what we think.
Are too many people smoking? Tax
cigarettes. Pass laws limiting where a person
can smoke. Fund studies that illustrate the
dangers of smoking. Teach children these
dangers. Use shaming and peer pressure to
alter behavior and public opinion in public
service announcements.
Look at how this same method has been
used in creating Obamacare. Create a problem
through ham-handed regulation. Promote
concerns over the problem with carefully
worded studies and media saturation. Develop
a legislative solution. Use the legislation to
pick new winners and losers. When the people
complain about the unintended consequences,
bribe them or badger them with propaganda
and peer pressure (lather, rinse, repeat).
Its important to recognize that all of these
governmental powers are predicated on force;
lethal force if necessary. Dont think so? Ask
yourself what would happen if you refused to
send your children to school? What if you then
refused to provide any proof that they were
being educated? What if you then refused toacknowledge the governments court orders?
Finally, what would happen if you refused to let
the government take your children from you? Be
sure that the government would resort to force.
How much force they used would depend
on how much force you used to resist, but lethal
force is always an option in the end. Under no
circumstances does the government walk away
shaking their head because youre more troublethan your worth. Defiance is a threat to their
monopoly on force and cannot be tolerated.
In fact, it is the governments monopoly on
force that allows any number of the problems
we currently experience. The government
spends like a drunken sailor because there is
no one to stop them. They have the ability totake what money they need from you because
they have a monopoly on force. They can tax
you; borrow the money in your name; or simply
print more money, devaluing what you have.
Politicians make politics their lifes work
because once they are in office, its nearly
impossible to remove them. They can use their
legislative abilities to make powerful and well-
financed friends that can help keep them inoffice, and they can also use their power to
attack their enemies and opponents. Politicians
are immoral and corrupt because there is no
one to stop them. They recognize no authority
but their own, and why should they? We accept
that they must have a monopoly on force.
These are, of course, only the political
issues. Cultural issues are part of this as
well. Just one example of this is when the
government maintains a monopoly on force
with regards to enforcing the law. Criminals
react appropriately. Gun free zones are
refuges for criminals. They know they are safe
from interference except from the police.
Criminals often know exactly how the
police will react in a given situation. They
know when they are actually endangering
their lives and when they are only in danger
of being cited with more violations. Criminalsknow what they will be charged with in various
circumstances, and when they can expect
police to use lethal force. Most importantly,
they know when you are not allowed to react
in your own defense and what type of trouble
you can expect if you do.
All of this is brought on by accepting
that government must have a monopoly on
force. What if instead we retained our ownright to use force as well? Im not suggesting
revolution here, just contemplation. How
does the dynamic of our society change
when individual retains their right to use
force when they deem it necessary? Can
a society be devised that doesnt require
anyone to have a monopoly on force? You
might be surprised.
