More and more Kenyans are consuming value-added services over

their mobile devices as data charges and smartphones become cheaper. With the festive season that just passed – most of us could do with advice on spending less

money on our mobile devices.In an effort to assist consumers

in better managing their mobile spending, to curb the potential for unwanted costs, and to promote responsible mobile phone usage, the following are 10 tips that could save Kenyan consumers from receiving exceptionally

high mobile phone bills.

1. Restrict access to your phone - Ensure that only you know what your SIM code or device password is. If you do not have a password to unlock your device, it might well be in your interest to install one.

Seeing the undeniable evidence of your spending can help to curb unnecessary expenses across the board, as well as zoning in on content services being charged to your mobile

account.5. Double check cost and terms – If you are signing up to a service offered by a content service provider or the mobile network operator – double

check the costs and terms and conditions – they are there for a

reason.6. Check Content Service– All reputable content services are carried over VAS aggregators or content providers registered with WASPA. VAS aggregators are the technical backbone over which some of these services are carried and not the content provider itself. They act as the technological intermediary between subscribers, the networks and the content service providers. However,

If you have an uncapped package on your device this may not be an issue; however, if your service provider only issues you 1GB of data monthly you may end up with a sky high phone bill. While streaming videos you will have to take into consideration how long the video is, and a what quality the video is being streamed at. Some videos can be streamed at a resolution of as low as 140P and as high as 1080P. While streaming at lower level of quality may not use an exceptional amount of data, streaming at 1080P will use far

more data than you realise.

thority of Kenya is seeking a consul-tant to identify re-gions facing chal-lenges in access to ICT services as it prepares to imple-ment the Univer-sal Service Fund’s functions.

According to the report, the CA

received the first contribution of $1 million towards the Fund in August last year, setting the stage for initiating access p r o g r a m m e s to bridge the c o m m u n i c a t i o n

gap in the country.

“The authority is required to ensure provision of universal services to all parts of the country including rural and other high cost areas,” said CA in a published notice. “Towards

this, the authority is seeking services of a consultant to carry out an ICT access gaps study to identify gaps/high cost areas and establish the subsidy amount required from the

U n i v e r s a l Service Fund to facilitate closing the voice and data services gaps.”

M o b i l e t e l e p h o n e c o m p a n i e s ,

radio and te l ev i s i on s t a t i o n s and other ICT related firms are expected to contr ibute 0.5 per cent of their gross r e v e n u e towards the U n i v e r s a l

Service Fund.

According to CA’s latest data, mobile phone service subscriptions stood at 32.8

million for the period July to September 2014 being the first quarter of financial year 2014/2015; t r a n s l a t i n g to a mobile penetration rate of 80.5 per cent.

During the quarter under review, there were 14.8 million internet s u b s c r i p t i o n s while the postal and courier sub-sector grew by 17.9 per cent.

The number of postal outlets r e m a i n e d u n c h a n g e d over the last four quarters. However, the number of courier outlets, which had stagnated for more than a year, improved

s i g n i f i c a n t l y during the quarter to 788 outlets, from 707 outlets recorded in the previous quarter.

Communicat ions Authority of Kenya said in the notice, that the consultant will be expected to propose a strategy to address the identified c o m m u n i c a t i o n gaps and the time it will take to do so.

The state agency faced various challenges for over two years prior to receiving the first contribution last year, the biggest being a disagreement with telecom operators over composition of the USF board.
