More recently, Mr Finlay and his wife Trish Clark have been central to humanitarian and education initiatives in Asia including building a primary school in a rural village in Laos with funds partly raised in the Tweed. “Anyone who has travelled in Asia, Africa and South America and has seen poverty and the lack of opportunity there realises we have so much going for us in this country, and Australia Day is a chance to reflect on that,” Mr Finlay said. “Donald Horne’s description of Australia as ‘the lucky country’ could not be more apt; for the most part we are truly amongst the most fortunate people in the world. However, for those Australians at the bottom of the barrel, in particular many in our own indigenous communities, the phrase still rings very hollow. “Those of us who have a roof over our heads, a job and a bit of affluence and security, have an obligation to at least think about and perhaps do something for those people in our own country, and elsewhere, who are not as lucky as we are.” Mr Finlay will deliver the Australia Day address on 26 January at the Tweed Shire event to be held at Twin Towns in Tweed Heads. Library services continue at alternative sitesTwo temporary library sites opened at the Tweed Heads Civic and Cultural Centre on Monday, to ensure services and resources continued to be available to the community during the Tweed Heads Library upgrade.

A temporary site is now operating next to the auditorium for pick-ups of reservations, returns and to browse part of the Tweed Heads Library collection.

The reservations service continues to be available, including online and phone bookings.

In addition, the library is now operating in Council’s Tweed Heads Administration Office in Brett Street to continue access to computers and newspapers, and to provide a casual reading area.

Regional Museum reopenedTweed Regional Museum Murwillumbah reopened today (Tuesday) after a temporarily closure as a safety precaution during repairs to the building’s air conditioning system.

The Queensland Road facility was closed last week after a piece of the air conditioner ceiling ducting became loose, prompting concerns about public safety.

A solution to secure the ducting, to protect the safety of visitors and staff, has been put in place as an interim measure until full repairs to the air conditioning system can be completed.

“Council is conscious of the inconvenience to residents and visitors caused by the temporary closure, particularly during the school holiday period, and was keen to ensure the Museum could be safely reopened as soon as possible,” Council’s Director of Community and Natural Resources, Tracey Stinson, said.

In the meantime, Council is liaising with suppliers who installed the air conditioning system during the Museum’s major upgrade.

Only a few days remain to see one of the Museum’s most significant and thought-provoking exhibitions – breastplates given to Aboriginal people associated with the Northern Rivers in the late 1800s and early 1900s – before the display ends this Saturday.

Current exhibitions also include some of the most beautiful butterflies from Australia, Asia and South America, featured in the Collector’s Cabinet until 25 February.

Let’s continue the conversationThe team from Council’s Community Engagement Network will be out and about at Tweed events and locations over the next six weeks continuing the conversation about ‘Living and Loving the Tweed’, Council’s Draft Community Strategic Plan 2017–2027.

The 10-year plan aims to document the community’s priorities for the next decade and to define Council’s related goals, strategies, actions and targets. It went on public exhibition earlier this month.

“This plan has been already been shaped by thousands of survey contributions and input from community members across the Tweed, but the conversation doesn’t end there,” Council’s Director Corporate Services, Liz Collyer said.

Tweed River mouth dredging set to improve boating safetyDredging of the Tweed River mouth is scheduled to begin this week, as part of the ongoing Tweed Sand Bypassing Project.

The dredging barge is expected to take about two weeks, if weather conditions are conducive, to remove 20,000 cubic metres of sand to make the river mouth more safe and accessible for boats. The sand will be deposited offshore from Point Danger.

The dredging is a component of the Tweed Sand Bypassing Project to

prevent the natural northerly migration of sand from blocking the river mouth.The project typically pipes sand from the sand collection jetty south of the

Tweed River to outlets on South Queensland beaches to maintain the natural sand flow around the Tweed River training walls. Almost 42,000 cubic metres of sand was moved when the river mouth was previously dredged in April 2016.

Flush new upgrade for plantCouncil has completed an $850,000 upgrade of a major sewerage pump station near the Banora Point Wastewater Treatment Plant.

The condition of the concrete of the pump station was deteriorating due to it receiving large volumes of septic sewage.

After investigations, Council found it could divert the flows from this long-detention pump station direct to the wastewater treatment plant, thereby reducing the size of the pumps required and the release of odour.

The upgrade works included lining the pump station well with a special epoxy coating to protect the concrete and extend the life of the station.

The pumps were more than 20 years old and were replaced with new and more efficient pumps, along with new electrical control equipment.

Council has more than 180 sewerage pump stations throughout the shire that require ongoing maintenance and regular upgrades to ensure they can be relied on to work properly and efficiently.

User-friendly recycling centre for problem wasteThe new Tweed Community Recycling Centre (CRC) was officially opened last week, allowing householders to drop off problem wastes such as paints, oils, gas bottles and batteries for free.

North East Waste received a $70,250 grant to help Tweed Shire Council establish the new centre under the NSW Government’s Waste Less, Recycle More initiative, to encourage communities to recycle problem wastes to stop contaminants from entering the environment.

The Tweed CRC, located at the Stotts Creek Resource Recovery Centre, is one of eight being established across the region through funding secured by North East Waste. The CRC and the centre’s Hazardous Waste Stores give Tweed residents a free, safe and environmentally sound way of disposing of household problem wastes.

Waste Less, Recycle More is a NSW Government initiative to keep waste out of landfill, increase food and garden waste collections, boost business recycling and invest in new infrastructure.

Tweed Shire Council contributed $33,000 towards establishing the CRC, as well as the facility’s ongoing management. It is one of a number of ongoing initiatives by Council to reduce the amount of waste going to landfill.

Residents can drop off household quantities – up to 20 litres or 20 kilograms – of paints, batteries, light bulbs, oils, smoke detectors, gas bottles and e-waste such as computers and TVs at the CRC for free. In addition, household chemicals including pesticides and herbicides can be dropped at the Hazardous Waste Store.

The Tweed Community Recycling Centre is located at the Stotts Creeks Resource Recovery Centre at Leddays Road, Stotts Creek. They are open Monday–Friday 7am to 3.45pm, weekends and public holidays 9am to 3.45pm.

Proposed ModificationModify condition 3 of Schedule B of the consent, relating to the ‘average number of trucks departing the quarry’ per day. The consent currently permits an average of 40 trucks to depart the quarry per day. This equates to a total of 14,600 trucks departing the quarry per year. It is anticipated that the total number of trucks to depart the quarry for the 2016/2017 consent year will increase by 1400 to a total of 16,000 trucks being an average of 44 trucks per day. That is an increase in the order of 4 trucks per day which could equate to 1 additional truck every 2 hours. This increase in truck departures is a direct result of increased demand from local projects and businesses which utilise smaller than average trucks for haulage of material. It should be noted that this modification application does not seek to increase the maximum annual extraction volume (200,000 cubic metres/550,000 tonnes). Furthermore, no change is proposed to the extraction boundaries, hours of operation or any other aspect of the consent.

It is proposed that Condition 3 of Schedule B would read as follows:

“The average number of trucks departing the quarry is to be 40 vehicles per day, and all trucks are to be fitted with airbag suspension and residential grade mufflers. With the exception of the 2016/2017 consent year where the total number of trucks departing the quarry shall not exceed 16,000, being an average of 44 vehicles per day.”

Any person may, during the period specified above, make a submission in writing to Council in relation to the Modification Application. Where a submission is in the form of an objection, then the grounds of objection are required to be specified.

In accordance with Clause 117 of the Environmental Planning and Assessment Regulations 2000, there is no right of appeal under Section 98 of the Act by an objector.

Any person may, during the above period, make a written submission to the General Manager of Council. It should also be noted that Council has adopted a policy whereby, on request, any submission including identifying particulars will be made public. Council will give consideration to the “Public Interest” and requests for confidentiality by submitters in determining access to submission letters.
