ELIGIBILITY CRITERIA FOR ADMISSION:

The eligibility criteria for admission, is as per the Bar Council of India Regulations-2009 and State Government Norms. The eligibility norms as prescribed by the University and approved by the Syndicate are as follows:

(a) Educational Qualification: Candidates should have passed Higher Secondary (10+2) (or) equivalent examinations and should have secured not less than 45% of marks (in aggregate). Candidates belonging to SC/ST communities should have secured 40% of marks (in aggregate).

(b) As per G.O.(Ms.) No.418, Law (LS) Department, dated 03.07.2012, on the basis of merit list 4% of the total seats have been allotted to the Higher Secondary Course (+2) Vocational Stream candidates.

(c) Age limit for admission: No age limit.

(d) Employed candidates are not eligible to apply.

Note: (1) Candidates should have obtained (+2) Mark Statements in the qualifying examination on the date of counselling. Otherwise, their candidature will not be considered.

(2) The applicants who have obtained 10+2 directly without having any basic qualification are not eligible for admission to the law courses.

IMPORTANT INSTRUCTIONS TO CANDIDATES

The application consists of an OMR Coding Sheet and Information Bulletin 2017-2018.

Before filling the OMR Coding Sheet Application, read the Information Bulletin carefully.

All the relevant columns in the OMR Coding Sheet must be filled and shaded without fail.

The shaded information in the Coding Sheet will be scanned by machine to capture data. Unclear shading and mistakes in shading may lead to incorrect data. Hence, shade the appropriate open boxes carefully, correctly and neatly.

Do not punch or staple the OMR Coding Sheet.

Candidates applying for Law Course should send the application along with attested copies of necessary Certificates.

Original Certificates should not be enclosed along with the application.

The filled in applications with relevant enclosures as per Check List should be sent by post or submitted in person addressed to “The Chairman, Law Admissions – 2017-2018, The Tamil Nadu Dr.Ambedkar Law University, Chennai – 600 028”.

Applications submitted/received after the prescribed last date will be summarily rejected.

The Tamil Nadu Dr.Ambedkar Law University will not be responsible for postal or any other delay.

The admission given at the time of Counselling will be only provisional. If any candidate is found ineligible on actual verification of original certificates, the admission may stand cancelled.

The Tamil Nadu Dr. Ambedkar Law University has the right to cancel the admission of any candidate who gets admission by suppressing needed information.

The Chairman, Law Admissions – 2017– 2018, reserves the right to accept or reject any application on valid reasons.

Canvassing in any form will invalidate one’s candidature for admission.

The Tamil Nadu Dr. Ambedkar Law University, Chennai the first fullfledged sui generis Law University in Asia, offering Legal Education, was established by the Tamil Nadu Dr.Ambedkar Law University Act of 1996. It was inaugurated by His Excellency Shri. K.R.Narayanan, the then President of India, on September 9, 1997. The School of Excellence in Law of this University, offers 5 year B.A.LL.B. (Hons.), 5 year B.Com.LL.B.(Hons.), 5 year B.B.A.LL.B.(Hons.), 5 year B.C.A.LL.B.(Hons.) and 3 year LL.B.(Hons.) Degree Courses and is modelled on the lines of other National Law Schools in the country. The Post-Graduate and Research Centre of this University offers Master of Law (LL.M. Degree Courses) under CBCS pattern in nine different specializations and provides opportunity to pursue research in diverse areas of Law. One Master’s Degree Course and twelve Post Graduate Diploma Courses and one Certificate Course are offered through Distance Education Mode.

The Law University is located at “Poompozhil” Raja Annamalaipuram, Chennai on the banks of Adyar River. The Government of Tamil Nadu have allotted 25 acres of land with the financial grant of Rs.59.27 crores to the Tamil Nadu Dr.Ambedkar Law University for construction of a new campus with technologically advanced, well-equipped and modern infrastructural facilities. The new campus has Administrative Block, U.G. and P.G. Blocks, Library, Women’s Hostel etc. While the administrative affairs of the University has been functioning in the Poompozhil campus, the academic activities offered in the School of Excellence in Law has started functioning from the new campus from 22.02.2016. The University is recognized by the UGC, under Section 2(f) and 12(b) of the UGC Act and is also a member of the Association of Indian Universities and the Indian Institute of Public Administration, New Delhi. III. APPLICATION FORM FOR ADMISSION:

The candidates desirous of applying for 5 year B.A.LL.B. Degree Course offered in the affiliated Government Law Colleges can obtain the application form in-person by paying the prescribed fee, from “The Registrar, The Tamil Nadu Dr. Ambedkar Law University, ‘Poompozhil’, No.5,

Dr. D.G.S. Dhinakaran Salai, Chennai – 600 028”. Application forms can also be obtained in-

person from the respective Principals of the affiliated Government Law Colleges and for the Government Law Colleges of Villupuram, Dharmapuri and Ramanathapuram the applications can be obtained in person from the respective Collector Office by paying the prescribed fee.

The candidates desirous to get application by post can obtain the application form by submitting a requisition letter, mentioning the course to which they wish to apply, along with the requisite fee addressed to the “The Registrar, The Tamil Nadu Dr. Ambedkar Law University, ‘Poompozhil’, No.5, Dr. D.G.S. Dhinakaran Salai, Chennai – 600 028”.

MODE OF PAYMENT OF APPLICATION FEE:

The candidates shall remit the prescribed application processing fee in any branch of Indian Bank through remittance challan which may be downloaded from the University website or obtained from any one of the affiliated Government Law Colleges. Note: 1. The candidates may obtain the application form on submission of the remittance challan only.

2. Applicaion processing fee paid through Cash/Demand Draft/Money Orders/Cheque/Bank Pay

Orders etc., will not be accepted. FEE CONCESSION:

The candidates belonging to SC/ST are exempted from paying the Application and Registration Fee. They are required to pay the Processing Fee of Rs.250/-(Rupees Two hundred and fifty only).

Such candidates shall produce a photocopy of recently obtained Community Certificate [duly attested by Gazetted Officer], along with Rs.250/-by way of remittance challan (University copy).

The concession in application and registration fee is applicable to the candidates belonging to SC/ST community only from Tamil Nadu and not for those from other States.

The application forms obtained on concession and submitted by candidates, who do not belong to SC/ST category will be summarily rejected.

IV. SUBMISSION OF DULY FILLED-IN APPLICATION FORM:

(i) Duly filled in application form along with the requisite attested enclosures may be submitted either in person or by post, to this University on or before the last date, addressed to:

on or before the last date.

(ii) Application forms received after the last date prescribed will not be entertained, under any

circumstances. The University will not be responsible for late submission of application or for any postal delay. Hence, the candidates are advised to send the applications well in time, so as to ensure that it reaches the University before the last date prescribed for submission of applications.

(iii) ENCLOSURES: The photocopies of the following certificates (duly self-attested) should be enclosed along with the application form for admission:

(a) Mark Statements of H.S.C. (10 + 2) or equivalent examination, Transfer Certificate and Conduct Certificate.

(b) Copy of the Birth Certificate (or) S.S.L.C. mark sheet (proof of date of birth).

(c) Recently obtained Community Certificate [for ST, SC(Arunthathiar), SC(Others), BC (including BC Muslims) and MBC/DNC candidates only].

(d) Special Category Certificate (if applicable): ‘Children of Ex-Servicemen’ and ‘Differently Abled Persons’ shall obtain the certificate from the appropriate authorities in the prescribed format annexed herewith in the information booklet viz., Annexure-V, VI(1), VI(2) & VI(3) respectively.

‘Eminent Sports Persons’ shall submit details of sports certificates enclosed as in Annexure VII-(3) along with their application.

Note: Original certificates should not be enclosed with the application form. Only self-attested photocopies need be enclosed.

V. MODE OF SELECTION: (i) Candidates applying for admission to the above mentioned Government Law Colleges will be

ranked according to the marks obtained by them in the qualifying examinations and on the basis of communal and special reservations.

(ii) Selection will be based on “the percentage of marks obtained by the candidates in the +2

examinations or its equivalent, in aggregate of all the subjects excluding languages”. The marks obtained by the student in the 10+2 examinations in the first attempt alone will be taken into account for ranking purpose and the marks obtained by the candidate by way of improvement examinations shall not be taken into account. (G.O.Ms.No.83 Law (LS) Department dt.19.04.2007).

RESOLVING TIE:

In case of a “TIE” (where more than one candidate score same marks in the qualifying examination) the following order of priority shall be followed to determine the rank of the candidates. (G.O.Ms.No.83 Law (LS) Department dated 19.04.2007).

Note: Canvassing in any form is strictly prohibited. Anybody who tries to bring influence on the members of the faculty or Professors in-charge of the admission or other officers of the University will lose the chance of getting admission.

(iii) Application Number printed on the OMR sheet will be considered as Registration Number for Law Admission 2017. Please mark the registration number at the top right hand corner of all the enclosure attached with the application. The Registration Number should be quoted in all future correspondence.

NORMALISATION PROCESS:

Since, the marks obtained by the candidates in the qualifying examination excluding languages being taken into account and since the qualifying examinations are being conducted by various Boards or Authority, the marks obtained by the candidates of various Boards or Authority shall be equated by the marks obtained by the candidates in the same subjects in the qualifying examination conducted by the State Board by adopting the method of normalization. In this process the highest mark obtained by the students of various Boards in each subject shall be equated to the highest marks obtained by the students of State Board in that subject and the relative marks obtained by other students in the subject shall be determined accordingly.

Illustration: If the highest marks secured by the student of State Board in Physics is 100 and the highest mark secured by a student of any other Board in the same subject is 90, both the highest marks will be considered to be equal to 100. If a student of the other Board secures 60 marks in Physics when the first mark in Physics in the same Board is 90, the 60 marks will be considered to be equal to 66.66 marks as arrived at below:

100 x 60 ---------- = 66.66% 90 VI. COMMUNAL RESERVATION AND ALLOCATION OF SEATS:

Communal reservation and reservation for special categories as prescribed by the Government of Tamil Nadu from time to time will be followed for selection of candidates. (Refer Annexure – I for List of Community and Codes; & Annexure– II for Special Category and its Codes).

Community Certificate:

Candidates seeking admission against communal reservation should obtain the certificates of their social status issued by the competent authority in the prescribed Permanent Community Card in Tamil Nadu and enclose a self-attested photocopy of the same along with the application form.

The candidates shall submit the original community certificate issued by the competent authority as per G.O. Ms.No.781 (Revenue Department), dated 02.05.1988, during the counselling session for verification.

Candidates belonging to Konda Reddy community shall submit their community certificate, obtained from the competent Revenue Divisional Officers of their respective Districts.

In case of ST candidates, the community certificate should have been issued by the Revenue Divisional Officer/P.A.(General) to the Collector of Chennai/Sub-Collector of the District concerned (except Chennai) vide Govt. Lr.No.32061/ADWII/89-2, dt:27.12.1989 and Lr.No.21424/ADWII/94-4, dt: 15.11.1994 from the Secretary to Government, Adi Dravidar and Tribal Welfare Department, Chennai–9. The Permanent Community Certificate Card for ST candidates must have been issued by Tahsildars.

In the case of Thottia Naicker including Thozhuva Naicker, Thockalavar, Silavar, Gollavar, and Rajakambalam, the Community Certificate should have been issued by the Taluk Headquarters Deputy Tahsildars, vide G.O.Ms.No.26, Backward Classes and Most Backward Classes Welfare Department, dated 07.06.1996.

In respect of MBC candidates whose family migrated from one district to another in the State of Tamil Nadu, the community certificate shall be in accordance with the G.O. issued by the Government in G.O. Ms. No. 95 BC, MBC/DNC Welfare Dept. dated 28.10.2009.

Candidates who have given/submitted the application under communal reservation shall furnish a self-attested photocopy of Permanent Community Card Certificate. Candidates who have not furnished a self-attested photocopy of the Permanent Community Card Certificate at the time of submission of the application will be treated as belonging to “General Category” (OC). They are further informed that in the event of such a decision being taken, the eligibility conditions and rules applicable for candidates under General Category will be applicable and if such candidates do not satisfy the rules of ‘General Category’ (OC), their applications are liable to be rejected. No correspondence in this connection will be entertained.

SC(O)/SC(A)/ST/MBC & DNC/BC(O)/BC(M) candidates are eligible for selection under Open Competition in addition to the respective reservations provided for them.

The community recorded in the certificate of Tamil Nadu native candidate should figure in the list of communities approved by the Government of Tamil Nadu mentioned in Annexure – I.

VII. RESERVATION FOR SPECIAL CATEGORY:

Criteria for allotment of candidates claiming reservation categories are as follows:

Medical Board of the district concerned certifying the nature and extent of disability in percentage. The certificates obtained from an independent practitioner will not be considered.

VIII. ADMISSION FOR OTHER STATE CANDIDATES:

The candidates from other states will be considered under Open Category.

IX. PUBLICATION OF RANK LIST:

The applications will be scrutinized and the Rank List will be published in the notice boards of the University and its affiliated Government Law Colleges. It can also be browsed on the University’s website www.tndalu.ac.in.

X. COUNSELLING, ALLOTMENT AND ADMISSION:

(1) Counselling: Counselling Sessions will be held in the premises of the Tamil Nadu

Dr. Ambedkar Law University, Chennai. The dates for counselling session will be notified in the leading newspapers/media/University website.

Candidates will have to attend the Counselling Session, with all the original certificates, on the date and time given for them without fail.

The candidates who have passed +2 or equivalent examination and obtained the mark statements and submitted the same along with the requisite original certificates (Community Certificate, Transfer Certificate, Conduct Certificate and Special Category Certificate) shall alone be permitted to attend the counselling session.

The candidate, who fails to produce the requisite certificates in original, will not be permitted to take part in the counselling and will lose the right of admission.

(2) Allotment:

Allotment of seats to the affiliated Government Law Colleges will be made only through counselling session, conducted at the Tamil Nadu Dr. Ambedkar Law University.

Allotment of seats will be based on their marks secured in the qualifying examinations.

Candidates selected will be admitted only after due verification of all the original certificates. All such certificates shall be surrendered at the time of counselling.

If any information furnished in the application turns to be incorrect, the application will be rejected.

Candidates provisionally selected and allotted seat to any one of the Government Law Colleges shall remit a sum of Rs.1,620/-(Rupees One Thousand Six Hundred and Twenty Only), payable

to the University by cash at the bank cash counter to be arranged by the University in its premises at the time of counselling.

All the candidates who claim to belong to SC (Arunthathiar), SC (Others), ST, BC (Muslims), BC (Others), MBC/DNC community, but fail to produce the original community certificate recently issued by the competent authority during the counselling will not be considered for allotment.

(3) Admission:

Only those candidates who have attended the counselling session conducted by the Tamil Nadu Dr.Ambedkar Law University and got allotment will be permitted to join for admission in the affiliated Government Law Colleges.

Those candidates should pay the fee on the date of counselling. Extension of time for payment of fees will not be granted.

Tamil Medium of instruction also has been made available at the affiliated Government Law Colleges located at Chennai and Madurai. Candidates who have got their allotment in these colleges may contact the Principal in this regard.

Admission to the Law Course will be strictly provisional and subject to the approval of the Tamil Nadu Dr. Ambedkar Law University, Chennai.

XI. RE-ALLOTMENT:

Candidates who are allotted seat to a Law College in the course of the counselling session based on his/her rank, communal/special reservation, his/her choice and availability of seats in the Law Colleges, cannot seek re-allotment to any other Law College.

XII. FEES:

The selected candidates shall pay the requisite fee at the time of counselling. After counselling, on allotment, the candidate has to pay the I year Admission Fee of Rs. 1,205/- (Rupees One Thousand Two Hundred and Five Only) at the respective Government Law Colleges wherein he/she gets his/her allotment.

Note: (1) Fees once paid will not be refunded.

(2) Candidates belonging to SC/ST community and Differently Abled category are eligible for Tuition & Special fee concession subject to the conditions prescribed by the Government of Tamil Nadu.

Eligibility Certificate:

Candidates who have passed the +2 or equivalent examinations under CBSC/ISE or from States other than Tamil Nadu, if selected and allotted to any Government Law Colleges will be admitted to the course only on production of Eligibility Certificate obtained from the Registrar, The Tamil Nadu Dr. Ambedkar Law University, Chennai by making a request along with payment of fee by way of (i) a requisition letter addressed to the Registrar, (ii) copy of selection & allotment letter and (iii) Demand

Draft for Rs. 500/- (Rupees Five Hundred only) drawn in favour of “The Registrar, The Tamil Nadu

Dr. Ambedkar Law University”, payable at Chennai.

XIII. PROHIBITION OF RAGGING:

As per the directions of the Hon’ble Supreme Court of India, UGC and Tamil Nadu Prohibition of Ragging Act 1997, ragging is an offence and is banned in all the Colleges. Anyone indulging in ragging is liable to be punished with rigorous imprisonment upto 3 years, and/or fine upto Rs.25,000/-. Further, they may also be expelled from the College. Anti-Ragging Committees are functioning in all the Law Colleges to monitor the situation.

XIV. IMPORTANT INSTRUCTIONS:

Applications received after the due date, not in the prescribed form, not correctly filled up, or the prescribed certificates and documents are not enclosed or do not otherwise fulfill the terms of the instructions will be considered as defective and are liable for rejection without notice. This University is not responsible for any delay in post or otherwise in respect of the receipt of the application after due date.

All the relevant columns in the OMR sheet must be filled and shaded without fail.

Candidate should ensure that correct marks are furnished by him/her in the application.

The shaded information in the coding sheet is scanned by a machine to capture data. Unclear shading and mistakes in shading may prejudice your selection. Hence, shade the appropriate small open boxes carefully, correctly and neatly.

Do not punch or staple the coding sheet. Do not fold, smudge or scribble on the coding sheet.

All enclosures can be stapled together, The coding sheet should be kept separately as a loose sheet in the same cover along with the application.

The candidates need to join the colleges to which they are allotted at the time of counselling within the stipulated time notified in the provisional allotment order and must pay the requisite fees, failing which the seats will be deemed to have fallen vacant. No request for reconsideration of admission shall be entertained.

Selected candidates and their Parents/Guardians will have to sign a Joint Declaration in the form to be given. The declaration must be submitted at the respective College during the time of admission.

The candidates are informed that the admission given at the time of counselling is only provisional. On actual verification of original Degree certificate/Mark sheets or other particulars by the Principal/Director of Legal Studies/University, if they are found ineligible, they cannot claim any right of admission or continuation of study at any stage. If any candidate furnished bogus/forged certificates, legal action will be taken against them and their allotment will stand cancelled.

The Law University has the right to cancel the admission of any student who suppressed any information relating to their employment, at any stage of study.

The Chairman of the Law admission reserves the right to accept or reject any application on valid reasons.

SELECTION OF CANDIDATES UNDER QUOTA FOR EMINENT SPORTS PERSONS

1. The purpose of this quota is to recognize and give weightage to the eminence in sports of the candidates and hence marks for sports achievements alone will be considered in ranking the candidates. The candidates are expected to continue with their good performance in sports, even after selection.

2. The highest achievement of the candidate in only one annual tournament in the sports disciplines in a year will be considered for awarding marks.

1. For consideration of candidates seeking admission under the category of eminent sports person, he/she should enclose attested photocopies of participation certificates and the forms issued by the relevant sports authorities, along with the application.

2. 4. Open/Invitational tournaments of any kind will not be considered.

For Tennis, the achievements of top three players by his/her position in the ranking list published by AITA/TNTA based on the ranking rules and the final rankings of previous four years, will be awarded marks for achievements & participation (necessary forms from the associations are to be enclosed).

6. For Cricket, the annual official championship tournaments conducted within the country under the auspices of TNCA/BCCI at District / State / National Level alone will be taken into consideration for that year.

7. The participation/achievements of candidates with nativity in Tamil Nadu who represented Tamil Nadu alone are eligible for marks under National Category.

8. Only Tamil Nadu candidates are eligible to apply for admission under Sports Quota and only the candidates who have studied KVS / CBSE schools within Tamil Nadu will be eligible for marks.

9. A Committee for Selection of Candidates under Sports extra constituted for this purpose by the Government will rank the candidates based on the marks assigned to the certificates enclosed alongwith the application.

10. All the achievement certificates are to be supported necessarily by the relevant participation certificates and appropriate Forms.

11. No further enclosures or certificates under any circumstances will be entertained after the last date for submission of completed application.

12. Required number of candidates will be called to appear for an interview before the Committee for verification of the originals, followed by counselling after ranking.

6. That in case of my son’s/daughter’s/ward’s progress in studies is uniformly poor in the Institution his/her studies are liable to be terminated by the issue of Transfer Certificate.

7. That in case my son/daughter/ward becomes a scholarship holder or comes to enjoy educational concessions like half-fee, or full-fee etc., and does not show special progress, the scholarships or educational concessions are liable to be cancelled and that if my son’s/daughter’s/ward’s conduct and character are not good these will be cancelled.

8. That my son/daughter/ward is aware that breach of discipline and rules or bad conduct in the NCC or extra-curricular activities will also entail summarily forfeiture of seat in the Institution, in addition to such other proceedings that may be taken against him/her.

9. That I am aware that if my son/daughter/ward is admitted into the hostel he/she will strictly abide by the rules and regulations in force in the hostel and that any breach of discipline or rules or any unruly conduct or undesirable activities will be summarily dealt with by forfeiture of seat both in the hostel and in the institution in addition to such other proceedings that may be taken against him/her.

That I am fully aware, as per the directions of the Hon’ble Supreme Court of India and Tamil Nadu Prohibition of Ragging Act 1997, Ragging is an offence, as is banned in the Institutions and anyone indulging in ragging is liable to be punished such as expulsion from the Institution and/or rigorous imprisonment upto 3 years, and / or fine upto Rs.25,000/-.
