The second course of Phase-Il MCT programme for the IFS officers of 2000, 2001 & 2002 batches and backlog list of officers of senior batches who missed the course in the past on various reasons is proposed to be organized by IGNF A in the current year as per the schedule given as under:- Complete Management Line Ministries Overseas Forestry duration Module at IGNFA Attachment at Delhi Module Module at IGNFA 27th March to 2ih March to 02nd 03'd to 10th to I ih to 22nd 22nd April, 2017 April, 2017 09th April, 2017 16th April, 2017 April,2017 (4 weeks) (1 week) (1 week) (1 week) (1 week) 2. IGNFA has finalized the list for nominations to the aforesaid 02nd Course of Phase-Il programme excluding those who has less than three years of service left after the year in which he/she is supposed to undergo MCT as well as those who have not completed PSUC on promotion from SFS. Accordingly, names of 111 officers have been finalized for the course, in which the officers at SI. no. 61 - 111 would be kept in waiting list and would be invited to attend the course, only if any of the first sixty officers drops out or shows his/her unavailability. Otherwise, these officers would be invited in the next course of Phase II. The complete list of officers for whom the online registration has been opened as first offer and second offer is shown in the Annexure - 'A' against SI.No. 06 to 111. In case of officers who have missed earlier two offers to participate in the MCT program, they may approach the MoEF&CC through the State Government for seeking approval to extend the third offer to them. The list of such officers is shown in the Annexure - 'A' against SI.No. 01 to 05. While preparing the list, the latest IFS Civil List available in the MoEF&CC website has been used. It is, however, likely, that some names especially of those officers inducted into IFS and allotted the relevant Year of Allotment (YoA), subsequent to preparation of the said Civil List, might have not been indicated in the list. In view of this, the concerned administrative department and Cadre Controlling Authority may kindly go through the Annexure-'A' and arrange to nominate those eligible officers pertaining to YoA and meeting the criteria for nom ination to MCT program also. Academy shall incorporate these names in subsequent list of nominations after getting confirmation from the MoEF&CC. Sir, This is to inform you that as a part of civil services reforms approved by the Hon'ble Prime Minister

for the three All India Services, viz., lAS, IPS & IFS, the Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of India has approved conduct of Phase-II Mid Career Training programmes for IFS officers of 14-16 years of service seniority in accordance with the recent DoPT Guidelines.

2. IGNFA has finalized the list for nominations to the aforesaid 02nd Course of Phase-Il programme excluding those who has less than three years of service left after the year in which he/she is supposed to undergo MCT as well as those who have not completed PSUC on promotion from SFS.

Accordingly, names of 111 officers have been finalized for the course, in which the officers at SI. no. 61 - 111 would be kept in waiting list and would be invited to attend the course, only if any of the first sixty officers drops out or shows his/her unavailability. 3. As the above training programmes are being organized in association with NationallInternational institutions and also involve one week foreign visit as well as training through reputed management institutions, the participation of individual officer needs to be confirmed well in advance both by the concerned states as well as by the participants themselves. This may kindly be done latest by 22.02.2017. It is also mentioned that keeping in view the international commitments involved in the conduct of the training programme, it would not be possible to change a confirmed nomination to the training programme.

4. You are requested to direct the concerned officers about the programme details and ask them to be in complete readiness. As the Academy has enabled the facility of online registration at its website (www.ignfa.gov.in), the officers may also be directed to register online latest by 22.02.2017. The most important requirement for all the participating officers would be to get their official passports ready from the Regional Passport Officers located in your State. The officer can either use authority of this letter or respective State Govt. letters for issuance of official passport from Regional Passport Office or approach the IGNF A on an urgent basis to make available the political clearance issued by MEA. The visa formalities has to be completed subsequently for which information will be sent in due course of time. The participating officers may kindly be directed to follow the above requirements well in time.

Further, the States are also requested to take advance action to ensure release of the nominated officers in time to enable them to join the training programme on 27.03.2017, 08.30 am at IGNF A, Dehradun. During the programme, the participants will be provided single accommodation and under no circumstances the family members would be allowed to accompany during the entire training programme including study visit to abroad. This may clearly be brought to the notice of officers so that they do not face embarrassment of return of their families from places of training including foreign countries.

Since the MeT program is a no leave training; the officers may be advised to not carry any liability during the period of 27th March to 22th April, 2017 for absenting from the training.

5. Further, it is worth mentioning that the Indian Forest Service (Pay) Rules have been revised vide notification no. 20011/1I2006-AIS-II dated 21.02.2008 and its amendment through IFS (Pay) Second Amendment Rules, 2008 vide notification no. 1402113/2008-AIS-II dated 27.09.2008, to make successful completion of these MCT programmes compulsory for award of Junior Administrative grade, lInd Super time scale and further increments to the concerned officers. Therefore, it would be the responsibility of the concerned State Government and the officers themselves to be in a position to attend the programme on first offer only as per the schedule. Failure to attend the said training, without express approval of MoEF&CC, would mandatorily attract the consequences laid down in the IFS (Pay) Rules, for which this Academy or the MoEF&CC shall not be responsible.
