Environmental Clearance for Mining

Will the Minister of ENVIRONMENT, FORESTS AND CLIMATE CHANGE be pleased to state: (a) the names of the mining companies to whom environmental clearances have been

granted during the last two years; (b) the names of the mining companies whose environmental clearances are pending with

the Government; and (c) the details of the process followed and criteria taken into consideration while granting

the clearances?

ANSWER

MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI PRAKASH JAVADEKAR) (a): The Ministry of Environment, Forest and Climate Change (MoEFCC) has accorded 349environmental clearances in the mining sector during last two years i.e. 01.04.2014 to 31.03.2016. Out of which 264 environmental clearances are for non-coal mining sector and 85 environmental clearances are for coal mining sector. A list of environmental clearance granted is enclosed as Annexure I & II respectively. (b): There are 141 numbers of environmental clearances proposals are pending at various levels for grant of environmental clearance in mining sector. Out of which 119 environmental clearances proposals are from non-coal mining sector and 22environmental clearance proposals are from coal mining sector. A list of pending proposals is enclosed as Annexure III & IV respectively. (c): The Ministry of Environment, Forest and Climate Change has notified the Environment Impact Assessment (EIA) Notification, 2006, as amended from time to time, under the Environment (Protection) Act, 1986 which deals with the process to grant Environmental Clearance. The projects of mining of minerals require prior environmental clearance. As per the EIA Notification 2006, all the Project Proponents needs to prepare a detailed Environmental Impact Assessment/Environmental Management Plan for obtaining Environmental Clearance. While according environmental clearance, the Expert Appraisal Committee stipulates necessary conditions for safeguarding the environment. The environmental clearance is a process which involves four stages which are Stage (1) -Screening; Stage (2) - Scoping – i.e. prescribing Terms of Reference (TOR) for undertaking

detailed Environment Impact Assessment Studies; Stage (3) -Public Consultation – to be conducted by the respective State /UT Pollution Control Board/Committee and Stage (4) - Appraisal – by the Expert Appraisal Committee (EAC) as per the provisions prescribed in the EIA Notification, 2006 notified under Environment (Protection) Act, 1986.
