Structure, Governance and Management

Governing Document The Church is administered in accordance with the terms of the Deed of Constitution (Unitary Form).

Recruitment and Appointment of Trustees Members of the Kirk Session are the charity trustees. The Kirk Session members are the elders of the church and are chosen from those members of the church who are considered to have the appropriate gifts and skills. The minister, who is a member of the Kirk Session, is elected by the congregation and inducted by Presbytery. During the year, following the death of our Minister in 2015, we have had no elected Minister with Locum Ministers performing the pastoral duties of the Minister and an Interim Moderator appointed by Perth Presbytery taking the Moderator role.

Organisational Structure The Kirk Session is responsible for the spiritual affairs within the church and, ordinarily, meets approximately ten times in a year and on as many other occasions as may be necessary to fulfil its responsibilities. Certain responsibilities are delegated to the Fabric Committee.

Objectives and Activities The Church of Scotland is Trinitarian in doctrine, Reformed in tradition and Presbyterian in polity. It exists to glorify God and to work for the advancement of Christ’s Kingdom throughout the world. As a national Church, it acknowledges a distinctive call and duty to bring the ordinances of religion to the people in every parish of Scotland through a territorial ministry. It co-operates with other Churches in various ecumenical bodies in Scotland and beyond.

Abernethy and Dron and Arngask Church of Scotland was formed from the union of the former Abernethy and Dron Parish Church and Arngask Parish Church. The pastoral work of the Congregation was undertaken by the Locum Ministers Rev. Douglas Main.

The Church utilises three buildings, all of which are owned by the Church of Scotland Trustees: -

• Abernethy and Dron Church (known as the Kirk of St Bride) in Abernethy and its Session House – used for weekly worship, pastoral services, including weddings and funerals, meetings, Church organisational activities and hire to the external community;

• Arngask Church in Glenfarg and its Hall – used for weekly worship, pastoral services, including weddings and funerals, meetings, Church organisational activities and occasional hire to the external community;

• The Manse in Abernethy – to be available as the home of the Minister.

At 31 December 2017 the Congregation roll of full communicant members totalled 275 (2016 – 285).

During the year ended 31 December 2017, the Locum Ministers conducted 1 Baptisms, 0 Thanksgiving and Blessing of Child service, 0 Professions of Faith and 9 Funerals.

Worship and Pastoral Support Worship took place each Sunday at 9:30 am at Arngask and 11:00 am at Abernethy. These timings alternate each year.

The Sacrament of Holy Communion was celebrated three times during the year, twice at both locations at the morning service and once during a united service. The Communions were preceded by a full Congregational Visit to the homes of members at which an invitation to the Communion celebration is extended.

The Parish has a significant ageing population, of whom some are resident in care homes in neighbouring parishes. These people are visited regularly by the Locum Minister as are those residents of the Parish who are hospitalised in Dunfermline, Perth and Dundee. Regular pastoral visits are made to the housebound and those who have particular pastoral or bereavement care needs.

Youth Activity Sunday School (known as Sunday Club) is held during morning services in both churches throughout term time. The number attending both groups is small but it is consistent.

Sunday Clubs in both churches put on a Nativity play during Sunday service closest to Christmas. Both Primary Schools held Christmas Services in the respective churches. All these services were well-attended by parents and friends.

Arngask has seen a welcome increase in parents being prepared to help run the Sunday Club.

The Locum Minister regularly visits both Abernethy and Arngask Primary Schools and the schools use their respective Churches for end of term services.

Church Flowers Both Churches have a committee whose members take responsibility for ensuring that flowers are placed in the churches each week. They are also responsible for the subsequent distribution of these to folk in the Parish.

Achievements and Performance We are very grateful for the support given during this year by our Interim Moderator, the Rev. Allan Wilson as we continue in our search for a new Minister. He has remained with us and is continuing to support us even though the time required is far longer than was envisaged at the start.

The Rev. Douglas Main supported us tirelessly over the past year. We greatly appreciate his dedicated support to the congregation and parish over this period especially at a time when personal circumstances has made this more difficult.

The Parish web site continues to be maintained on a weekly basis. The web site holds the Order of Service from a Friday to the following Friday. This is to enable those unable to attend Sunday service to follow the Readings and Hymns and those attending the Service to re-read the Scripture Readings when

back in their own home. It also has information on the history of the church buildings, the Parish Profile, a copy of the Church Notices and Parish Calendar, a list of Elder and Reader duties, booking calendars for the church facilities and a complete contact list with e-mail addresses and telephone numbers of the officers. With the changes required by changing personnel it has been especially useful in maintaining up-to-date contact information for the congregation.

We were delighted to welcome five new members to the Session, four being ordained and the fifth having been an Elder at his previous Church.

Following the closure of Glenfarg Hotel, both Arngask Church Hall and the sanctuary have been used as venues for local clubs and public meetings. The congregation always welcomes opportunities to build community and this has enabled many people to visit the church buildings who have never visited before. It has also provided additional income to the congregation, which is always welcome.

The Fabric Committee continues to operate very well and has been extremely busy during the year. Problems became apparent due to water ingress in the fabric of the vestibule and sanctuary of Arngask Church during a very wet late summer and autumn in 2016. Remedial work has been carried out and was completed during the year. This has been at considerable expense requiring the Parish to dip into its reserves. As well as the major works, the committee has continued to ensure that all our facilities are safe and fit-for-purpose.

During the year we became members of Scotland’s Churches Trust. The trust is a charity promoting information about Scotland’s Churches and history both on a web site and in publications. It also provides support with information about maintaining the fabric of church buildings and arranges an Annual Organ Recital.

We hosted a family ‘welcome back to Church’ Sundays in both churches, choosing to do so during a monthly united service so the whole congregation was present to welcome people who decided to come back. The aim was to encourage those who have been meaning to get back to Church, or maybe even those have never been to our Church and would just like to see what it’s like, to come in and join us. The services were for all the family to come together, so people were encouraged to bring the children too or just come on their own. A few people did take us up on the offer.

In response to the “Presbytery Appraisal Paper” A special Session conference was held to discuss and decided the parish’s response. As well as responding to the call for a report, the conference decided on a number of initiatives. A standard item now on all Kirk Session agendas is a review of progress.

The new Presbytery Mission Partners are Rev. David and Mary Sinclair. The Kirk Session has agreed to support Rev. David Sinclair and his wife Mary as a congregation during their mission in the Czech Republic.

As the Manse lay vacant due to the lack of Minister, the Kirk Session decided to let it out. By doing so it not only ensured its continued security and good repair, but also provided a welcome income stream to help cover some of the costs with the various fabric problems we have faced. A commercial letting agency based in Perth was chosen to supervise the let and an ideal tenant was secured. The tenant left the Manse at the end of September. Following a short period to gauge the likelihood of a new Minister being appointed, the decision was taken to re-let and the property was once again put in the hands of the same agent.

The Lower Earn Churches Together (LECT) Guild has had several successful meetings during the year.

Spring Coffee Morning in Glenfarg and Annual Church Sale in Abernethy were held. The events were well-attended by members of both communities covered by the Parish, and provided further useful income to Church Funds.

A regular opportunity to socialise is afforded by the “Tea and a Blether” in Arngask and “Open Doors” in Abernethy.

The Nominating Committee formed during 2016 has been working hard during the past year. An advertisement was included in Life and Work. It is hoped their efforts will be rewarded with a new Minister being called.

The Remembrance Service in Abernethy was started earlier than usual so the Minister and congregation could join others from the village at an Act of Remembrance at the War Memorial. The Remembrance Service at Arngask was held in the afternoon in the Church followed by attendance at an Act of Remembrance at the War Memorial at ‘the going down of the sun’ from where all repaired to the Village Hall where the Scouts had organized an afternoon tea.

At the beginning of December the annual Christmas Fayre was held in Glenfarg Village Hall. As usual, this event was well-attended by members across the entire parish. As well as being an important part of community life, It also provided further useful income to Church Funds. The annual Christingle service at Arngask was a very well-attended event. The monthly united service was moved from the last Sunday of the month to Christmas Eve to allow the whole congregation to come together at this joyous time. For the fifth year running, carol singing for all ages was organized on Christmas Eve, in Abernethy Church and Glenfarg Village Hall. This was attended by some 80 people in each location.

The one big disappointment this year has been the inability to fill Treasurer and Fabric Convenor posts. Both incumbents indicated their wish to retire from their posts, but in spite of much effort replacements were not forthcoming. We have been very fortunate that the incumbents have been prepared to continue in their roles until such time as replacements are found

Strategy Our overarching strategy is caring for all members of the congregation and Parish and to maintain the buildings. A major aspect of the strategy is trying to encourage younger people to attend church for worship, and also to take an active part in the wider life of the congregation. This includes social activities which are often good fund raisers, but also the many and varied duties that arise on a week to week basis. One very important part of that is of course the provision of activities/teaching for the children. Other ways of engaging time and imagination are reading scripture lessons during services, coffee rota, flower gifts/arranging. Such things are relatively simple but enhance the life and outreach of the church. In other words, keeping the church alive within its surrounding community for the benefit of all.

Financial Review With regard to our general unrestricted funds, 2017 returned a small profit of £164 after expenditure of £44,304 against an income of £44,468. Fabric expenditure exceeded a budget of £2,660 by £14,463 requiring £12,163 of our restricted funds to be used mostly against the necessary repairs to Arngask roof and tower.

Looking at our total funds, there was an overall loss of £9,633 before a transfer of £5,532 from our Church of Scotland Income Fund No. 2 which reduced the loss to £4,101.

A total of £24,496 was spent on Arngask roof and tower repairs in 2017. We were able to claim a refund of VAT of £4,731 against part of this expenditure in August and will submit another claim once redecoration at Arngask is complete in 2018. The project was partly funded with £2,105 of manse let income, £3,754.67 from our Consolidated Fabric revenue Fund, £6,650 of funds in our savings bank

account, and by the sale of units from our Church of Scotland GP Bequest Income Fund. A total of 449 units were sold to pay for Arngask repairs and to purchase new chairs for the session house in Abernethy.

Donations continue to be the main source of income and are down compared with the previous year. Gift Aided donations are claimed twice per year but only one claim £1,816 was received in 2017, the second claim arriving early in 2018. This claim would have reduced the fall in donations to £1,018. As a Parish we continue to increase the pay of those who work for us in line with the recommendations of the Living Wage Foundation.

Two fellowships donations of £100 were received from the Orwell and Portmoak Guild and the LECT Guild. Open Doors in Abernethy donated £250. We received a further £653 one-off donations. Perth Presbytery granted us a reduction of £6,201 in our Ministry and Mission contribution due to major expenditure at Arngask to resolve water ingress damage. Around the same time it was discovered that we had been overcharged £2,869 vacancy allowance and more in locum costs. As a result of these we were reimbursed part of the overpayment by cheque and the rest in the amended Ministry and Mission figures as shown in Note 4 to the accounts.

The Church is very much indebted to all those who worked hard to organise a variety of fundraising activities throughout the year and who produced an income of £3,578. Supporters of Easy Fundraising raised £70 before gift aid was collected. Letting the manse gave a welcome addition to income of £2,105 to our current account. Since April 2017 income from letting the manse has been paid into the Consolidated Fabric Revenue Fund from where £3,755 was withdrawn against the roof and tower repairs at Arngask. No legacies were received.

Special collections were well supported and donations of £1,237 in total were made to the Children’s Society, CHAS, Christian Aid, Poppy Scotland, the Syria Appeal and a collection for Rev. Douglas Main.

Heating costs for the two churches were £109 up on the previous year. As a result of recalculating their costs of installing the higher load power cable at Arngask in 2015 SSE refunded £403.52 which was set against actual heating costs of £2,543.

The Finance Committee met in March to set the budget, discuss funding for Arngask Roof project and to revise the weekly offering sheet. The financial standing of the Church continues to be secure due to the reserves which we hold. With significant expenditure anticipated in 2018 in order to preserve the structure of our buildings these reserves will be depleted further.

Reserves Policy It is the policy of the Trustees to maintain a reserve in the general account of at least 9 months expenditure. Our general reserves at 31/12/2017 total about £29,031. Based upon the average monthly spend of £3,692 this equates to nearly 8 months general expenditure.

The congregation has various holdings with the Church of Scotland General Trustees. The Consolidated Fabric Fund Capital account market value stands at £87,617 and is available for large projects as approved by Presbytery.

Approximately £33,198 of non-recurring expenditure on Fabric is scheduled for 2018 to complete the repairs at Arngask and for Painting and plastering in the Kirk of St Bride. It is necessary to maintain our buildings due to their age and condition but will result in depletion of our reserves.

Statement of Trustees’ Responsibilities The members of the Kirk Session must prepare financial statements which give sufficient detail to enable an appreciation of the transactions of the Church during the financial year. The members of the Kirk Session are responsible for keeping proper accounting records which, on request, must reflect the financial position of the Church at that time. This must be done to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006 and the Regulations Anent Congregational Finance approved by the General Assembly of the Church of Scotland in 2007. They are also responsible for safeguarding the assets of the Church and must take reasonable steps for the prevention and/or detection of fraud and other irregularities.

I report on the accounts of the charity for the year ended 31st December 2017 which are set out on pages 9 to 16.

Respective responsibilities of trustees and examiner The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006.

The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of independent examiner’s statement An examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner’s statement In the course of my examination, no matter has come to my attention

1. which gives me reasonable cause to believe that in any material respect the requirements:

a. to keep accounting records in accordance with Section 44 (1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and

b. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations have not been met, or,

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1. Trustee Remuneration and Related Party Transactions Two members of the Kirk Session received remuneration during the year: Mr George Gardner received £425.75 for providing his services as Church officer during the year and Mrs Elizabeth Taylor received £1,753.60 for services in keeping the church clean. A total of £1,260.90 of expenditure was incurred relating to ministerial expenses (Travel). Locum costs were £8,751.26.

Purposes of Restricted Funds These are a number of funds referring to various purposes such as Sunday School, graveyard maintenance, general purpose and fabric. In 2016 all bequest funds held in the RBS Bequest Account and the Church of Scotland Investors Trust Deposit Fund were used to purchase 5,069 units for our CoSIT No. 2 Income Fund. 5. Minister’s Stipend All Church of Scotland congregations contribute to the National Stipend Fund which bears the costs of all ministers' stipends and employer's contributions for national insurance, pension and housing and loan fund. Ministers' stipends are paid in accordance with the national stipend scale, which is related to years of service. For the year under review the minimum stipend was £26,644 and the maximum stipend in 5th and subsequent years was £32,743.

7. Investments at Market Cost The figure of £98,548.50 represents the market value of units held in the Church of Scotland Investors

Trust Growth Funds and Income Fund No. 2 for Bequests and General Congregational purposes.

The figure of £4,105.20 represents the market value of units held in The Church of Scotland Investors

Trust Income Fund No. 1 for Fabric purposes.

Dividends from the Growth Funds and the Fabric Income Fund are paid into the RBS General Account.

Dividend from the GP Bequest Income Fund is paid into the RBS Saving Account.

449 units of our GP Bequest Income Fund were sold to raise £5,531.53 for fabric repairs.
