Since my appointment in October 2016,I have had the pleasure of meeting withmany business people face to face. I havelistened to your views and, importantly,understand what is considered a priorityfor a third BID term in Truro.

The quantity and quality of feedback receivedduring our consultation period earlier this year has been vital to the formation of thisbusiness plan. Thank you to the hundreds ofbusinesses for your valued time andcontribution; it is wonderful to work in an area with a passionate business community at its heart.

Following the consultation and otherfeedback, it is evident that the persistent anti-social behaviour issues are high on manybusinesses’ concerns. A top priority for thenext BID term is to get back to basics andmake sure this City is clean, safe andwelcoming for visitors and employees.

Some great examples of this focus havealready begun. We have increased ourinvolvement in the Truro Safe Partnership,working with statutory authorities to resolverecent issues through the implementation of apublic awareness campaign regarding streetbegging. The BID team have also played a keyrole in re-energising the Truro Shopwatchgroup, helping retailers to be aware andprepared to tackle retail crime.

Whilst working to combat this recognisedissue, we are passionate about promotingTruro to increase visitors and visitor spend andto help revitalise the evening economy; thiswill be implemented through marketinginitiatives and business support detailed in thisdocument. We will also be working closelywith Cornwall Council to drive forward theEuropean Capital of Culture bid for Truro. Thisis a great little City with loads to offer!

The Christmas season is the City’s highlightand we want to ensure Truro offers a premierfestive experience. If the BID is renewed, wewill be looking to redesign the City’s Christmasexperience, including commercial opportunitiesfor levy payers, utilise more of the City’s openspaces and continue to increase the lightingdisplay year on year.

We are also encouraged to see the ConnectedTruro Signage Project now up and running andthe £154k additional funding secured by theBID ensures this project will be completed bythe end of this year.

Looking forward, if the BID is successfullyrenewed, the 2017 revaluations will result in areduction of the levy income so the BID willwork hard to bridge this gap throughsponsorship and grant funding without theneed to raise the current 1% levy. This meansthat 70% of businesses will be paying less in a third BID term than they currently do.

Communication with businesses will be key toBID 3, giving you the opportunity to give yourpositive input telling us what we are doingright and how we could improve. We welcomeyour participation and will provideopportunities for you to be involved if youwish. Please keep on talking to us and weshall keep on listening and acting whereverpossible.

Please consider the new and existingprojects that the Truro businesscommunity has suggested for the next 5 years, detailed in this plan. We urge youto have your say and that you use yourright to vote ‘Yes’ for the BID in June2017. A ‘no’ vote will mean all of theprojects will stop on the 30th September2017 - no-one will pick up the shortfall.

Truro BID is a business ledinitiative supported bygovernment legislation whichgives businesses the power toraise funds locally to be spentlocally on improving a definedcommercial area. A BID is createdwhen the majority of businessratepayers within that area voteto invest collectively in localimprovements as outlined in thisFinal Business Plan.

Truro's BID first becameoperational in October 2007 andreturned with another successful‘yes’ ballot result for a second 5 year term in October 2012.

The BID represents circa 400businesses and over the past 10years has invested £3.4millioninto the City centre.

The BID is independent from localauthorities and other statutoryagencies and delivers projectsover and above the baselineservice provided by them.

In the heart of the UK’s most stunningcounty lies our great little City of Truroand we tell as many people as possibleabout it.

� Delivered an annual ‘Great little festiveChristmas’ marketing campaign featuring40,000 printed event guides, public realm advertising, print advertising and radioadvertising - all focusing on the magic ofChristmas in Truro, it’s unique shoppingexperience, late night shopping and the keyevents.

� Delivered the new ‘Truro Brand’. Inconjunction with Visit Truro, the BID created anew visual brand identity aimed at making theCity of Truro more appealing to Cornwall’svisitors and residents, as well as those wholive and work in the City, by emphasising itsculture and position as a thriving creative hub.The new brand identity carries the strapline‘Our Great Little City’, reflecting Cornish pridein Truro’s status as the county’s only City, andas a great place to live, work and visit.

� Created the new ‘Truro Guide'; workingclosely with Visit Truro, the BID contributed tothe new official tourism guide for the City.Editions included BID funded shopping anddrink supplements and in 2016 the guidebecame an amalgamation of our much lovedChristmas Shopping and Events guide with anextended reach of 40,000 copies distributedthroughout Cornwall.

� Provided marketing campaigns toaccompany Truro Trend fashion week and GetActive Truro. Each including printedpublications, print and online advertising, withan audience reach of 250,000 respectively.

� Amassed 9,000 social media followersthrough Facebook, Twitter and Instagramproviding a platform for promotion ofbusinesses, events, special offers andinteresting observations about Truro.

� Published a series of ‘Street Features' inconjunction with the West Briton, highlightingthe secondary areas of Truro including - NewBridge St, Little Castle St, Nalders Court, PydarMews and Kenwyn Street.

� Promoted Truro and its offer, includingprofiles on all levy payers to 350,000 visitorsannually through www.enjoytruro.co.uk

CELEBRATING OUR CITY’S SUCCESS…What the Truro BID has achieved: 2012 - 2017

Our annual programme of activities havedrawn people into the area, encouragingvisitors to explore all corners throughfocused activities in-store as well aspublic spaces, adding additional benefitto retailers and enhancing the culturalenvironment of our City.

� Funded, installed and maintained Truro'sspectacular Christmas lighting scheme. Thescheme has been updated throughout each yearof the BID with new streets and designs.

� Organised street carollers, brass bands,choirs and entertainersthroughout each 6 week peak

festive trading period.

� Enhanced the late nightshopping evenings by pedestrianizing

the main retail areas through managingand funding road closures.

� Contributor to the annual City of Lights parade, andin 2016 contributing resource in order to sustain anevent that attracts 30,000 visitors to our City.

� Delivered an annual fashion week every October,highlighting and celebrating the unique retail offer inTruro, culminating in a sell-out fashion show at TruroCathedral. Truro Trend was shortlisted for a nationalBritish BID award in 2016.

� Hosted the Get Active Truro sports event every Mayand August in conjunction with Truro City Council anddelivered all marketing and PR to support the activities.

� Paved the way for the Man Engine to visit Truroduring his epic tour of the County in 2016, with Truroreceiving the highest number of visitors to this event.

� Supported the London Philharmonia with the 2 week iOrchestra event on Lemon Quay in 2014 and2015.

Improving the appearance andpresentation of the City centre throughinitiatives that include signage, floraldisplays and partnership working tomake the city a safe place for itsresidents, employees and visitors.

� Delivering the ‘Connected Truro' Signageand interpretation project which includeswelcome and information points anddirectional signs to encourage an even footfallto all parts of the City centre. This project hascommenced and is due to be completed withinyear one if the BID is renewed. This projectattracted £154K of external funding which theBID team were instrumental in securing.

� Funded over 1,300 additional floraldisplays that have been supplied, installed andmaintained around the City centre to date. Thiscontribution made a significant influence toTruro securing its third consecutive GoldAward and regaining the prestigious PortmanCup at the South West in Bloom awards.

� Enhanced the summer experience byinstalling colourful bunting, bringing a brightand lively canopy to the City centre.

� Provided funding support to the City’sShopmobility scheme.

� Reenergised the City’s Shopwatch scheme,increasing connectivity between retailers andgrowing the meeting attendance from anaverage of four to over 30 representativesevery month.

� Spearheaded the Truro Safe project formedin 2013, set up to respond to the need toimprove safety in the evening and at nighttime within the City. This project has gonefrom strength to strength now ensuring aclose partnership between City centremanagement, local authorities and the police.

Helping businesses and their staff makesavings through car parking offers and givingbusinesses in the BID area a voice to lobby.

� Lobbied local government and other statutoryagencies on major issues such as planning, transport,car parking and crime ensuring that the local businessvoice was represented. The BID played an influentialpart in stopping the proposed on-street parkingapplication for the City centre and more recentlyfacilitated the implementation of the public awarenesscampaign regarding street begging in conjunction withCornwall Council.

� Intervened on a major Southwest WaterRegeneration scheme which affected Kenwyn Street,Victoria Square, Little Castle Street and River Street in2013. The initial project was programmed to take 60weeks but the intervention of the BID resulted in theproject taking 37 weeks, which included a gap inworks during the peak festive period. The constantintervention, business liaison, PR and marketingcampaigns helped to support the businesses in thisarea and maintain the businesses profiles.

� Facilitated free defibrillator training to businesses.

YOU’VE ASKED, WE’VE LISTENED…

We believe the BID has potential to enhance Truro even further over a third BID term.

In order to deliver a business plan that truly reflects the opinions and ambitions of the Trurobusinesses, the BID team undertook a comprehensive consultation process.

We undertook multiple methods to engage with businesses and ensure we gained fair and truefeedback; this included:

� One-to-one meetings with businesses, managers, leaders and decision makers

� Attained feedback from established groups including Shopwatch, Truro Civic Society and the Truro Retail group

� A questionnaire, entitled ‘Tell us what you think’ was published and sent to all 401voters locally and to HQ addresses

� Phone calls and emails with businesses

� The engagement campaign included visits to every street within the BID boundaryand to every business type

This campaign resulted in the BID team engaging withover 267 levy paying businesses out of 401 businesses,66% of prospective BID voters. 135 levy payerscompleted our full survey and of these anoverwhelming majority said they would vote ‘yes’to a third term.

The core priorities and projects identified by Truro businesses include:

� Expand the Christmas offer through increased lighting displays, events and marketing.

� Lobby the council on parking tariffs and other issues with a stronger, collective ‘business voice’

� Collaborate with Visit Truro to create a marketing plan for Truro

� Ensure Truro’s safety by leading on Truro Safe, Shopwatch and other related City centre safety initiatives

� Embrace evolving technology through implementing free City centre Wi-Fi

� Maintain a highly attractive City centre through seasonal and permanent floral planting

PROPOSED BID PROJECTS The Christmas offer is still a top priority formany businesses so the BID will work toimprove and manage the ‘all-round’Christmas offer including the developmentof more traditional markets and influence acoordinated event programme.

The BID will facilitate the integration ofestablished and new events that visit theCity each year to ensure they are betterintegrated into the City geographically andculturally, representing further benefit to theCity’s traders

Fund, maintain and install the Christmaslighting scheme whilst enhancing thespectacle with new schemes and integrateddigital projections.

Support the City of Lights event team todeliver this annual event that attracts circa30,000 visitors and kick-starts Christmas inTruro.

Deliver an event programme on the themesof fashion, family and calendar events.

MONITORINGThe BID will monitor its events targets through:

� Regular post-event surveys to businesses � Visitor feedback and surveys

� Footfall counts � Annual report to businesses on Christmas activity and impact

Following our consultation, it was clear that businesses would like tosee a greater emphasis on the Christmas offer in Truro. We alsoreceived specific feedback that the BID should focus on enhancingother calendar events using a collaborative business approach in orderto increase footfall into business premises rather than organisinglarger events in public spaces.

PROPOSED BID PROJECTSMaintain our position as a key partner in TruroSafe and include an additional BID funded CityCentre Police Constable. This project will initiallybe undertaken as a trial to measure theeffectiveness with a view to potentiallyprogressing to late afternoons and Saturdaysthroughout the year. This project is designed totackle anti-social behaviour issues and to providea safe environment for visitors an employees.

Orchestrate a twice yearly ‘City Clean-up day’.The BID team, other organisations and

businesses will join forces to clean/tidy/litter pick,encouraging a strong sense of community andpride within our City.

Enhance the beauty of the City with funded floralhanging baskets each summer, but also toexplore possibilities of permanent planting suchas trees and wildlife havens in the City centre.

Complete the current signage project. Oncecompleted, the BID will work to further extendthe scheme through heritage trails and riversideroutes (subject to additional funding).

MONITORINGThe BID will monitor its environment targets through:

� Monthly Truro Safe update reports

� Measurement of Police Constable trial period progressing to regular reporting if project continues

� Police incident reports

� Pubwatch and Shopwatch meetings and reports

� Biannual report of City clean-up days

� Awarding level of Britain in Bloom and South West in Bloom entries

A growing area of interest is the feeling of safety in the City centre andhow this affects visitor perceptions. It was highlighted by businessesthat the increased level of anti-social behaviour is one of their topconcerns for Truro. In conjunction with this, there was increased concernregarding the general appearance and cleanliness of the City’s streets.We propose to address these business concerns in the following ways:

The BID team will work to keep the new VisitTruro website updated with information andoffers, promoting levy payers, ensuringbusinesses get the most out of Truro’s onlinepresence.

Truro is proud of its vibrant local independentshops and market traders rubbing shoulderswith the popular and well respected nationalretailers; this strong and diverse mix is uniqueand one to be celebrated! The BID will establishengaging marketing campaigns designed toenhance the public visibility of various sectorsincluding a shop local campaign to drive footfallinto both independent and national stores and‘Alive after Five’ – a bespoke project supportingthe evening economy through marketinginitiatives and business support.

Building on the ‘Our great little festiveChristmas’ campaign, the BID will deliver anincreased marketing plan specifically for thispeak trading time, with increased promotion ofwhat the City offers through local, regional andnational PR, a festive publication, advertising inprint, public-realm, digital and radio.

Increase the level ofcommunication betweenthe BID team and levypayers through a dedicatedB2B website for use as anonline resource forbusinesses. This will beaccompanied by a specificTruro BID social mediacampaign designed toprovide real-time updateson activities, incidents andinformation regarding theCity centre.

A key area that became evident when collating our feedback surveys was theimportance of marketing the City as a top destination to live, work and visit. Ahigh quality, cohesive online presence is a key component for the success ofthe City centre. The BID will work inconjunction with Truro Chamber of Commerce toorchestrate a stronger voice for Truro.

Supply a free Citywide Wi-Fi system encouragingincreased dwell time and greater accessibility forvisitors. The system will also provide quantifiableresults regarding footfall and visitordemographics allowing businesses to capitaliseon the potential for unique and targetedmarketing campaigns (subject to additional funding).

Continue to lead on the Shopwatch initiative,ensuring a vibrant network between retailers inthe City, collectively working together to combattheft and crime in our businesses.

Investigate opportunities for additional grantsand funding for projects which could deliver newprojects including an annual schedule of trainingcourses and seminars for businesses on topicssuch as retail, sales training and visualmerchandising.

The BID is well placed to represent the interests of the businesscommunity, and has taken the lead on many issues challengingour City centre in the past. Many businesses recognised this asa vital tool during the consultation and we pledge to continuelobbying on major issues. Another area of opportunityidentified was to consider how Truro’s offer is positioned withinthe emergence of the digital high street. We propose toimplement solutions in the following ways:

THE COST TO YOUR BUSINESS AND HOW THE MONEY WOULD BE SPENT Truro BID is projected to raise circa £242K per annum based on 1% of the rateable value for all premises over£12,500 rateable value, approximately 400 ratepayers. Whilst the majority (84%) of rateable values for Truro BIDlevy payers have decreased or stayed the same, some premises have seen an increase and therefore inrecognition of this and of a tough and uncertain economic climate, the levy will remain at 1%. This means that70% of businesses will be paying less in BID 3 than the current term, and 14% will be paying the same.

Voluntary or additional contributionsTruro BID’s funding will come primarily from the BID levy. However, Truro BIDwill seek to secure sponsorship, grants and voluntary contributions tosupplement the levy - enabling increased delivery and an enhancement ofprojects throughout the five-year term. However, these contributions cannotbe guaranteed and may be less or more than the outline budget. Truro BIDhas already secured Section 106 funds of £154,800 allocated towards thesignage project, Connected Truro which started its delivery during the BID’ssecond term and will continue into the third term.

Alterations policyThe BID projects, costs, time-scales and budgets can be altered subject toCommittee approval providing the changes fall within the income of theBID and meet BID objectives. This enables the BID to operate flexibly torespond to changing demands of levy payers, the economic landscapeand potential opportunities. Any change to the BID boundary or to thelevy rate would require an alteration ballot.

GOVERNING AND MANAGING THE BIDTHE BID PROPOSER The BID proposer is Totally Truro, a not for profit company limited byguarantee set up in 2007 (registered in England and Wales companynumber 6070111) to deliver Truro BID, Cornwall’s first BusinessImprovement District Scheme. Totally Truro is the company thatoversees both Truro BID and Newham BID. Truro BID will deliver therenewed business plan should the BID be voted in for a third term.

The Local Authority, Cornwall Council, is in full support of therenewed Truro BID proposal and has formally approved this businessplan in line with the legislation. The Secretary of State forCommunities and Local Government was formally notified of TotallyTruro’s intention to hold a renewal ballot on 10th February 2017.If the BID vote is positive, Truro BID will be responsible for deliveringthe projects within this business plan, as they have done during thefirst and second terms.

Totally Truro has positions on its Board for up to 12 elected Directorswho voluntarily support Truro BID and Newham BID; there arecurrently 7 Directors drawn from organisations within both BID areas.Totally Truro delegates decisions on operational delivery to the TruroBID Committee made up of businesses and organisations, themajority of whom pay the BID levy.

Truro BID employs a BID manager and part time staff who areresponsible to the Board and who will deliver the projects in thisbusiness plan. Truro BID operates under the terms of Totally Truro’sArticles of Association which has recently been revised and will beratified at an Extraordinary General Meeting in autumn 2017.

The BID is business-led for business benefit and all levy contributorswill automatically become members of the company. All memberswill be invited to Annual General Meetings where past andprospective BID activities will be presented. The first AGM of the newterm will be held by spring 2018 to appoint new Directors andpresent the accounts. Accounts are independently audited each yearand copies are available on request.

HOW DO WE MEASURETHE IMPACT OF TRURO BID?We are keen to ensure that Truro BID makesa positive difference to your City and bringsbenefits to your business. We will continuallyreview and monitor performance as outlinedin this business plan to ensure sure we aremeeting the objectives, delivering on ourpledges, making sure members are gettingvalue for money and meeting the businesses’needs.

We will introduce an annual survey of BIDlevy-payers and undertake a mid-term review,the results of which we will share with alllevy payers. We will utilise any other thirdparty information we are able to obtain suchas footfall research, occupancy rates and carpark usage figures.

BID AREACOMMUNICATIONSWe will issue a weekly e-newsletter to keepyou abreast of news and we will also print andhand deliver a hard copy newsletter to allbusinesses quarterly. We will alsocommunicate via social media includingFacebook.

Every levy-payer will be invited to attend theAnnual General Meeting and entitled to benominated to become a Board Director and/orCommittee Member when places are available.Interest in attending our bi-monthly Truro BIDCommittee Meetings is encouraged, as isfeedback from all our levy-paying businesses.Our Truro BID team currently work out of theBID Office on Fairmantle Street and can becontacted by either phone or email.

THE BID BALLOT1) The person, organisation or registered company that is listed on the non-domestic ratings list as being responsible for payment of therates of a property (also referred to in BID regulations as ahereditament) within the BID boundary on the day of the notice ofthe ballot (18th May 2017) will receive a ballot paper and ballotletter and will be entitled to vote in a secret ballot.

For the BID to be approved, two tests need to be met:

a) More than 50% of those voting must vote in favourb) Of the ‘yes’ votes, they must represent more than 50% of the total rateable value of all votes cast

Under the legislation, if these conditions are fulfilled, payment of alevy of 1% of rateable value each year for five years until 30thSeptember 2022 becomes mandatory for all eligible businesses (those with a rateable value of £12,500 or more within the BIDboundary) regardless of how they voted.

2) The ballot will be conducted independently by Cornwall Counciland will be a confidential postal vote. Voters will have until 5pm onthe close of the ballot (Thursday 6th July 2017) to return their ballotpaper. A proxy vote is available and details will be sent out with theballot papers.

3) If a business has more than one rateable property it will receive aballot paper for each property. Each returned paper counts as onevote.

4) If the BID is approved through both tests being met, it will operatefor five years from 1st October 2017 to 30th September 2022,delivering the projects outlined in this business plan.

5) The number of hereditaments liable for the levy is 400 (at the time of writing - April 2017).

6) The results of the ballot will be announced on Friday 7th July 2017.

THE BID LEVY1) The levy rate to be paid by each hereditament orrateable premises over a rateable value of £12,500 willbe calculated at 1% of its rateable value using the2017 non-domestic ratings list. The first BID levy underthe renewed BID will be due on 1 October 2017 withsubsequent levies due each year until 30th September2022. A 3% inflationary increase will be applied to thelevy from 1 April 2018. If you would like to know therateable value of your premises, please refer to yourrates bill or check www.voa.gov.uk

2) Under the BID regulations, Cornwall Council will beresponsible for collection of the levy on behalf of TruroBID and these arrangements will be formalised in anoperating agreement that both parties sign. The levyincome will be collected in a single instalment, kept ina separate ring-fenced account and transferred to TruroBID on a regular basis. Cornwall Council will charge acollection fee for this service of 1.25% of the total levydue. The average collection rate during 2016/2017 was97%. Truro BID is also charged summons and liabilitiescosts that are incurred when chasing non-payers. Thisis included in the outline budget.

3) Collection of the BID levy carries the sameenforcement weight as collection of the non-domesticrates.

4) Where a hereditament is untenanted, tenanted, part-occupied or vacant and is undergoing refurbishment orbeing demolished, the property owner or personresponsible for payment of the non-domestic rates willbe entitled to vote and is obliged to pay the BID levywith no void period. Hereditaments that are let for non-commercial purposes are also liable for the levy whilstthey remain listed on the non-domestic ratings list.

5) Charities and non-profit making organisations willbe liable to pay the full levy; the discretionary reliefthat charities can apply for aligned to their non-domestic rates payment will not apply.

6) The BID levy will also not be affected by the smallbusiness rate relief scheme and businesses who alreadypay service charges to landlords will not receive anydiscount.

7) Exemptions, reliefs or discounts prescribed in theNon-Domestic Rating (Collection and Enforcement)(Local Lists) Regulations 1989 made under the LocalGovernment Act 1988, will not apply.

8) The BID levy will be calculated using the 2017 Non-Domestic Ratings list for the duration of the BID.The exception to this will be any change of use orphysical change to a property including newconstruction, merger, sub division, extensions andrefurbishment where the hereditament has no entry inthe 2017 list.

9) The BID levy will have to be paid by a new rate-payer occupying an existing or new rateableproperty within the BID area up until the end of thefive-year term on 30th September 2022, even if theydid not vote on the business plan. Likewise, any newrateable property created during the lifetime of the BIDwill obliged to pay the levy.

10) The ratings list will be updated for any changes inrate-payer, appeals, additions or removals and liabilitywill be adjusted accordingly. There will be no refundsgiven for retrospective years as a result of successfulappeals but changes in values will be reflected by acorresponding change to the levy for the year in whichnotification is received and for subsequent years.

11) If a business rate-payer occupies premises for lessthan one year, the amount of BID levy payable will becalculated on the number of days they occupy theproperty, known as ‘daily charging’.

12) Services provided by statutory organisations withinTruro BID that have a correlation to the projects thatthe BID will deliver have been documented and can beseen at www.enjoytruro.co.uk/info. The purpose of thisis to ensure that Truro BID is adding value to currentservice provision and supporting businesses rather thanreplacing or duplicating existing services. An agreementin principle, subject to a successful ‘yes’ vote, has beenreached with Cornwall Council, Devon and CornwallPolice and Truro City Council that these baselines willbe reviewed each year and that issues will be reportedthrough the localism team at Cornwall Council as andwhen they occur.
