CLSA East Bay November Meeting Minutes

CLSA East Bay Chapter Meeting November 14, 2012 Location: Grand Oaks Restaurant, Oakland, CA

MEETING MINUTES (Submitted by Jan Gill, Secretary)

1. Called to Order: 7:10 PM by Frank Borges, President

2. Introductions. There were 26 attendees.

3. October 2012 Meeting Minutes: Approved.

4. Committee/Director Reports State Directors’ Report:

The CLSA Board of Directors meeting was held on November 3, 2012. Gwen Gee reported on the following highlights from the meeting:

NSPS continues to promote 100% membership in NSPS by State association members. Requiring CLSA members to join NSPS will require a State dues increase and bylaw amendment. CSLA is seeking a vote from all chapters to see if they support a requirement of a $40 increase to the State membership which will automatically pay for the NSPS membership. (A vote was taken and as a result East Bay Chapter agreed to support the increase. It was mentioned that the NSPS has turned around and is a better and more efficient organization.)

Marti Ikehara, NGS Geodetic Advisor, will be retiring and there is no plan yet to find a replacement. Proposed legislation is moving forward to require PE’s to take the LSIT exam. Proposed legislation is moving forward to require tag numbers be included on public agency monuments. Michael Butcher was elected to fill the vacant position of President-Elect for the remainder of 2012 and President for 2013.

5. New Business John May suggested the Chapter purchase the box set of CLSA LS Instructional DVD’s for $149 for the Chapter. A vote was taken and

approved to purchase the DVD’s.

6. Announcements Frank Borges announced the following upcoming events: CLSA East Bay Chapter LS Review Class – Jan. 5 through Apr. 13, 2013.

Contact John May ([email protected]) or Tom Finnigan ([email protected]) The review class will be held on Sat-urdays at Union Hall in Alameda, the same place as last time. John May mentioned they are still looking for a speaker on Con-struction.

Dec. 12, 2012 – CLSA East Bay Holiday Dinner Dave Murtha said the Holiday Dinner will be held at Scott’s in Walnut Creek this year. The menu there is more expensive. The cost will be approximately $40 per person. The chapter will add $10 to $15 per person to cover the full cost. Significant others are welcome to the event.

7. Business Meeting Adjourned: The business meeting was followed by the guest speaker.

8. Guest Speaker The guest speaker was Carlos Cochran, Caltrans District 4 Party Chief, Transportation Surveyors. His presentation was on “The Caldecott Tunnel Fourth Bore Project. He gave a very interesting talk on the surveying challenges and technical aspects of this pro-ject – a long-awaited improvement to CA Highway 24.

9. Raffle Following the speaker, a raffle for several prizes was held. Proceeds from the raffle go to support the Chapter Scholarship Fund.

Northern Counties Chapter, CLSA presents “Global Positioning System Surveying” Workshop

Date: Friday December 14th, 2012 Location: Contra Costa Public Works Office on Glacier Drive in Martinez, CA. Time: 9AM - Noon. Dr. Ronni Grapenthin, currently a post-doctoral fellow at UC Berkeley, will discuss:

“Earthquake Early Warning Efforts from the Geodetic Side”. He will speak on how they are integrating real time GPS into this as well as their attempts to use GPS to sense volcanic plumes.

Marti Ikehara (NGS) will have a report.

Also, the NGS has announced the release of the draft National Height Modernization Program strategic plan, which was devel-oped to help achieve the program's goals and priorities. This plan is closely aligned with the updated NGS Ten-Year Plan, to be formally released in January 2013. Users are encouraged to review this draft plan:
