KRATAK UVOD/SHORT RESUME
- Ova prezentacija će se odnositi na stanje o higijenskoj ispravnosti vode za piće na teritoriju Crne Gore za 2011. godinu, jer za to postoje sistematizovani podaci.
- Za sve podatke koji budu prezentovani korišćeni su sljedeći propisi:
1. Pravilnik o načinu uzimanja uzoraka i metodama za laboratorijsku analizu vode za piće (“Sl. List SFRJ”, br. 33/87) 2. Pravilnik o higijenskoj ispravnosti vode za piće (“Sl. List SRJ”, br. 42/98 i44/99) 3. Program sistematskog ispitivanja kvaliteta vode na vodozahvatima ijavnim kupalištima (“ Sl. List RCG”, br. 13 /2000).
-This presentation will refer to the state of hygienic safety of drinking water on the territory of Montenegro in 2011, considering that there is systematized data.- The following regulation has been
used for all presented data:1. Rules on sample collection and
methods for laboratory analysis of drinking water (“Off. Gazette SFRJ”, br. 33/87)
2. Rules on hygienic safety of drinking water (“Off.GazetteSRJ”, br. 42/98 and 44/99)
3. Systemic testing of drinking water safety at sampling sites and public bathing sites (“ Off. Gazette RCG”, br. 13 /2000)
- Voda koja se koristi za piće, pripremanje hrane i održavanje lične i opšte higijene mora zadovoljavati osnovne zdrastvene i higijenske zahtjeve.
- Sistem vodosnabdjevanja stanovništva treba da doprinese zaštiti zdravlja ljudi, na način što će obezbijediti zdravstveno ispravnu vodu za piće i u dovoljnoj količini.
- Zdravstveno ispravna voda za piće smatra se ona voda koja je mikrobiološki i fizičko-hemijski ispravna u skladu sa važećim propisima.
- Water used for drinking, food preparation and keeping personal and general hygiene has to meet basic health and hygienic requirements
- Water supply system for the population needs to contribute to the protection of public health, ensuring sanitary safedrinking water and enough quantities of drinking water
- Sanitary safe drinking water is the one which complies with micro-biological and physical-chemical standards in line with existing rules

automatsko sa gasnim hlorinatorom Bunari Ćemovsko polje, hlorisanje je
automatsko sa gasnim hlorinatorom Bunari Tuzi i Milješ, postoje uređaji
za automatsko gasno hlorisanje Bunar Dinoši, postoje uređaji za

Milojevića vrelo – Tunjevo, hlorisanje se vrši sa gasnim hlorom

CETINJE
Cetinje na svojoj teritoriji ima sljedeća vodoizvorišta:
Tri vodoizvorišta koja snabdjevaju grad
Tri rezervoara Hlorisanje se vrši na jednoj hlornoj
stanici (Lašor), sa gasnim hlorinatorom, kojoj je neophodna tehnička rekonstrukcija
Postoji jedno vodoizvorište u Mjesnoj Zajednici Rijeka Crnojevića, gdje se hlorisanje vrši gasnim hlorinatorom
Takođe postoj i rezervoar u Mjesnoj Zajednici Njeguši, gdje se hlorisanje vrši povremeno.
Ovo vodoizvorište “radi” samo zimi, jer ljeti presuši.

There is one water supply source in the Local Community Rijeka Crnojevića, where chlorination is conducted with gas chlorinator
There is also a reservoir in the Local Community Njeguši, where chlorination is conducted occasionally
This water supply source ‘works’ only at winter, since it dries out during the summer
BUDVA
Gradski Vodovod Budva, je
priključen u ljeto 2010. g. na
vodoizvorište Bolje Sestre, tj.
Regionalni Vodovod, koji koristi
vodu iz Skadarskog jezera.
Hlorisanje je sa automatskim
gasnim hlorinatorom.
U ljetnim uslovima se koriste i još
dva vodoizvorišta: Rijeka Reževića i
Buljarica.

BAR
Bar na svojoj teritoriji ima sljedeća vodoizvorišta:
Postoje dva veća vodoizvorišta, šest manjih i jedno za Mjesnu Zajednicu Virpazar, ukupno 9 (devet).
Vodovodna mreža je veoma razuđena i prilično zastarjela, sa velikim brojem rezervoara.
Dezinfekcija se vrši sa automatskim gasnim hlorinatorom.
Bar has the following water supply sources on its territory:
There are two major sources, six smaller and one for the Local Community Virpazar, in total 9 (nine).
Water supply network is dispersed a lot and largely outdated, with large number of reservoirs.
Disinfection is conducted with gas chlorinator.
KOTOR
Gradski Vodovod Kotor, tj. uži dio grada, priključen je na vodoizvorište Bolje Sestre, tj. Regionalni vodovod, koji koristi vodu iz Skadarskog jezera.
Postoje još dva manje izdašna vodoizvorišta: Orahovac i na Tabačini - Škudra
Hlorisanje je sa automatskim gasnim hlorinatorom.
Water supply system Kotor, i.e. in the inner city circle, is connected to the water supply source BoljeSestre, regional water supply system, which uses water from the Skadar Lake.
There are two more water supply sources, which are not so rich in water: Orahovac and at Tabačina -Škudra
Chlorination is conducted with automatic gas chlorinator.
ULCINJ
Ulcinj na svojoj teritoriji ima sljedeća vodoizvorišta:Lisna Bori, koja u stavari ima 11 bunara, od kojih su u funkciji samo 3 – 4. Samo je na jednom automatsko hlorisanje sa gasnim hlorinatorom , dok je na ostalima ručno (sa tečnim preparatima hlora ).
Vodoizvorište Gač gdje je hlorisanje sa gasnim hlorinatorom iautomatsko.
Postoje i tri manja vodoizvorišta gdje je dezinfekcija ručna (sa tečnim preparatima hlora).
Ulcinj has the following water supply sources on its territory:Lisna Bori, which actually consists of 11 wells, out of which only 3-4 are functional. Automatic chlorinator is conducted with gas chlorinator only at one of them, while manual (with liquid chlorine products) is conducted on others.
Water supply source Gač - chlorinator is conducted with gas chlorinator.
There are also three minor water supply sources where the chlorination is conducted manually (with liquid chlorine products).
TIVAT
Gradski Vodovod Tivat, tj. uži dio grada, zatim naselja: Radovići, Đuraševići i Gradiošnica supriključeni na vodoizvorište Bolje Sestre, tj. Regionalni vodovod, koji koristi vodu iz Skadarskog jezera.
Postoji i vodoizvorište Plavda
Vodovod posjeduje i jedan veliki rezervoar.
Hlorisanje je sa automatskim gasnim hlorinatorom.
City water supply system Tivat, i.e. in the inner city circle. The suburban settlements: Radovići, Đuraševićiand Gradiošnica are connected to the water supply source BoljeSestre, regional water supply system, which uses water from the Skadar Lake.
There is also Plavda water supply source.Water supply system also contains one large reservoir.
Chlorination is conducted with automatic gas chlorinator.
PLJEVLJA
Pljevlja na svojoj teritoriji ima sljedeća vodoizvorišta:
Dva vodoizvorišta su taložna, a zatim se vrši hlorisanje sa automastskim gasnim hlorinatorom.
Treći sistem vodoizvorišta je sabirni tj. nezavisan je i u njemu se ulivaju tri izvora ivoda iz akumulacionog jezera Otilovići.Ova voda nije dobrog kvaliteta pa se vrše sljedeći tretmani prije nego što se transpotuje na korišćenje građanima:

Hlorisanje sa automatskim gasnim hlorinatorom
Pljevlja has the following water supply sources on its territory:
Two water supply sources are sedimental, chlorination is conducted subsequently with automatic gas chlorinator.
Third water supply systems is central, i.e. it is independent and three other springs and water from the accumulation lake Otilovićiflow into it. This water is not safe; therefore the following procedures are conducted before it is being transported for public consumption:
1. Sedimentation2. Filtration3. Coagulation
Chlorination is conducted with automatic gas chlorinator.
ŽABLJAK
U Žabljaku ima jedno bunarsko vodoizvorište čija se voda prvo podvrgne tretmanu taloženja a zatim hlorisanju sa automatskim gasnim hlorinatorom.
There is one well water supply source in Žabljak, where the water is subjected to sedimentation first, then to chlorination with automatic gas chlorinator.
PLUŽINE/KOLAŠIN
PLUŽINEGrad se snadbjeva sa vodom iz izvora Sutulija. Postoji sistem za hlorisanje gasnimhlorinatorom, ali ne cijelom dužinom cjevovoda.
KOLAŠINGrad se snabdjeva sa vodom iz izvora na Mušovića Rijeci.
Voda se ne prečišćava, već se nakon hlorisanja direktno uključujeu distributivnu mrežu.
PLUŽINECity is supplied with water from Sutulija water supply source.There is a system for gas chlorination, though not through the whole pipeline.
KOLAŠINCity is supplied with water from Mušovića Rijeka water supply source.
Water is not put through purification treatment, and it’s put in the distribution network after chlorination.
MOJKOVAC
Grad se snabdjeva sa tri vodoizvorišta:
Gojakovići Dva manja lokalna izvora za
Gornji Mojkovac i Tutići.
Dezinfekcija se vrši sa natrijum-hipohloritom.
The city is supplied with water from three water supply sources:
Gojakovići Two small local water supply
sources Gornji Mojkovac and Tutići.
Disinfection is conducted with Natrium-hypochlorite.
BIJELO POLJE
Grad se snabdjeva vodom za piće sa vodoizvorišta Glava Bistrice.
Hlorisanje se vrši sa gasnimhlorinatorom, međutim, čestoje hlorisanje pojačano kada sepojavi velika mutnoća, zbog većih padavina i otapanja snijega.
The city is supplied with drinking water from water supply source Glava Bistrice.
Chlorination is conducted with chlorinator, however chlorination is often increased upon appearance of major turbidity , due to rainfalls and melting of the snow.
BERANE
Grad se snadbjeva sa tri vodoizvorišta:
Merića vrelo Manastirsko vrelo Dapsića vrelo
Hlorisanje se vrši automatski sa gasnim hlorinatorom.
The city is supplied with water from three water supply source:
Merića vrelo Manastirsko vrelo Dapsića vrelo
Chlorination is conducted with automatic gas chlorinator.
ROŽAJE/PLAV
ROŽAJEGrad se snabdjeva iz raznih vodoizvorišta sa rezervoarima (nemaju naziv ).Hlorisanje se vrši sa gasnim hlorinatorom.
PLAVGrad se snadbjeva vodom za piće sa jednog vodoizvorišta.
Voda se često muti za vrijeme velikihpadavina i prilikom topljenja snijega.
Dezinfekcija vode do sada nije bila redovna. Krajem 2011. godine, instalisan je novi sistem za dezinfekciju.
ROŽAJECity is being supplied with water with various reservoirs (not named).
Chlorination is conducted with gas chlorinator.
PLAVThe city is being supplied with water from one water supply source.
Water turbidity is often during major rainfalls or melting of the snow.
Water disinfection has not been regular up to date. New disinfection system has been installed at the end of the 2011.
GUSINJE/MURINO
GUSINJEGrad se snadbjeva vodom za piće sa jednog vodoizvorišta, Brajovića izvora. Na ovom vodovodu postoji akumulacioni rezervoar, čije građevinsko – tehničko i higijensko stanje nije zadovoljavajuće. Dezinfekcija vode sa hlorom je samo povremena.
MURINOGrad se snadbjeva vodom za piće sa jednog vodoizvorišta, koje ne posjeduje zadovoljavajuću sanitarnu zaštitu.
GUSINJEThe city is supplied with water from one water supply source –Brajovića izvora.There is an accumulation reservoir at this water supply point, whose constructional, technical and hygienic conditions is not satisfactory. Chlorine disinfection is only occasional.
MURINOCity is being supplied with water from one water supply source, with no satisfactory sanitary protection.
ANDRIJEVICA/ŠAVNIK
ANDRIJEVICAGrad se snadbjeva vodom za pićesa jednog vodoizvorišta,Krkoti.
Hlorisanje se ne vrši redovno.ŠAVNIK
Analize higijenske ispravnosti vode za piće se vrše rijetko tj. sporadično i to radi Insitut za javno zdravlje.
Stalnu kontrolu ne sprovodi nijedna ovlašćena laboratorija.
ANDRIJEVICACity is being supplied with water from one water supply source, Krkoti. Chlorination is not regular.
ŠAVNIKAnalysis of hygienic safety of drinking water is rare, i.e. occasional, by the Institute for public health.
Regular control is not conducted by any authorized laboratory.
HERCEG NOVI
Grad i sva naselja uz obalu Bokokotorskog zaliva , sve do mjesta Kumbor, se snabdjeva vodom za piće iz sistema Plat, koji se nalazi u susjednoj državi Hrvatskoj.
U periodu remonta ovog sistema, grad se snabdjeva sa vodoizvorišta Opačica.
Hlorisanje se vrši gasnim hlorinatorom.
The city and all coastal settlements along Bay of Kotor, to Kumbor, is supplied from the Plat water supply system, which is situated in the neighboring Croatia (another country).
During the reparations of this system, the city is supplied from Opačica water supply source.
Chlorination is conducted with gas chlorinator.
REZULTATI ISPITIVANJA UZORAKA VODE ZA PIĆE U CRNOJ GORI ZA 2011. GODINU
U 2011. godini je ukupno analizirano 14.503 uzoraka vode za piće.
Na mikrobiološku analizu je rađeno 7452 uzorka, dok je fizičko-hemijska analiza rađenana 7031 uzorka.
Od ovih uzoraka 14,6 % je bilo mikrobiološki neispravno, dok je 11,3 % bilo fizičko –hemijski neispravno.
Ovo se sve odnosi na hlorisane vode.
Total of 14.503 samples of drinking water was tested in 2011. Microbiological testing was
conducted on 7452 samples, while physical-chemical analysis was conducted on 7031 samples.
Out of these samples, 14,6% were microbiologically unsafe, while 11,3% were physically-chemically unsafe.
All this refers to chlorinated waters.

GLAVNI IZAZOVI
PRINCIPAL CHALANGES
1. Obezbjediti kvalitetnu i kontinuiranu kontrolu vode za piće u svim opštinama ravnomjerno (kadrovski i tehnički ).
2. Ispoštovati sve zakonom i drugim propisima navedene zone sanitarne zaštite.
3. Nadležni organi tj. donosioci odluka da po mogućnosti u dogledno vrijeme obezbjede dezinfekciju vode za piće u svim vodovodima, na kvalitetan način.
1. Ensure quality and continuous drinking water control in all municipalities equally (with human and technical resources ensured)
2. Comply with all sanitary protection zones listed by the law.
3. Competent authorities, i.e. decision makers need to ensure in due time drinking water disinfection at all water supply systems, in a quality manner.
4. Vršiti redovnu edukaciju zaposlenih koji vrše dezinfekciju.5. Po mogućnosti i prioritetima izvršiti popravku tj. rekonstrukciju vodovodnih sistema koji su trenutno najugroženiji. 6. U turističkoj sezoni obezbjediti dovoljno higijenski ispravne vode za piće u primorskim gradovima.
4. Conduct regular education of employees who conduct disinfection5. In line with possibilities and priorities conduct repairs, i.e. reconstruction of water supply systems which currently pose most risks6. Ensure enough quantity of hygienically safe drinking water in coastal towns
7. Ojačati inspekcijske kapacitete za ovu oblast.8. Pokušati uvesti HACCP sistem, barem u većim vodovodnim sistemima, za početak.9. Takođe redovno vršiti analizu vode za piće u svim predškolskim i školskim ustanovama, shodno važećem Pravilniku.
7. Strengthen capacities of inspections in this area8. Try to implement HACCP system, at least in bigger water supply systems, for a start9. Conduct also regular drinking water analysis in all school and pre-school institutions, according to Rulebook in force.

Kao što sam u prethodnom dijeluprezentacije navela, jedan od propisa koji je korišćen jePravilnik o higjenskoj ispravnostivode za piće (“sl. List SRJ”, br. 42/98 i 44/99 ).
Crna Gora se obavezala da do kraja drugog kvartala 2012. donese novi Pravilnik o vodi zapiće, usklađen sa EU Direktivom DWD 98/83/EC.
Tu svoju obavezu je ispunila.
Like I said in my presentation before, one of the rules used was the Rulebook on hygienic quality of drinking water (“Off. GazetteSRJ”, no. 42/98 and 44/99).
Montenegro took on the obligation to adopt the new Rulebook on drinking water, until the end of the second quarter of 2012, in line with the EU Directive DWD 98/83/EC.
This commitment has been fulfilled.

In the Overview Table of Progress, page 7, there is the following data:
*EU Directive 2000/60/EC Water has been transposed to Montenegrin legislation by 64%
At page 8 of the same Overview, there is a following data:
EUDirective 98/83/EC Drinking Water has been transposed to Montenegrin legislation by 62,5%
Implementacija Direktive o vodi za pice je nasrednjem nivou napretka. Standardi za vodu zapice bice u potpunosti u skladu sa direktivom do juna 2012.
Odgovarajući nadzorni sistem će biti dovršen do kraja 2013.g.
Novi Pravilnik o detaljnim uslovima zabezbjednost vode za pice odredjuje rok zadostizanje kvaliteta vode u smislu propisa u vezisa bromatima, olovom i trihalometanima do 2017.
Stoga, rok za puno usaglasavanje sa ovomDirektivom je 2017.g.
Implementation of the Drinking WaterDirective is medium advanced in Montenegro. Standard for drinkingWater shall be fully aligned with theDirective by June 2012.
Proper monitoring system shall becompleted by the end of 2013.
The new Rulebook on detailed conditions forthe safety of drinking water provides for a deadline for attaining water quality in terms of requirements related to bromate, lead and trihalomethanes by 2017.
Therefore, the deadline for full implementation of this Directive is 2017.
