The Transportation Advisory Committee recommended that the meeting minutes of November 02, 2015 be received.

Recommendation No. 2 Sunshine Coast Speed Watch

The Transportation Advisory Committee recommended that the report titled “Sunshine Coast Speed Watch Reports, October and November of 2015, and Daily Operations Report of September 4, 2015” be received.

Recommendation No. 3 Correspondence Follow-Up

The Transportation Advisory Committee recommended that Staff review the status of the letter sent to the Ministry of Transportation and Infrastructure requesting clarification of their policies on engineered solutions to traffic issues in rural areas.

COMMUNICATIONS

Recommendation No. 4 Speed Watch at Gibsons Elementary School

The Transportation Advisory Committee recommended that the correspondence from Jon Hird, Sunshine Coast Speed Watch regarding the results of Speed Watch radar unmarked deployment on February 02, 2015 and December 14, 2015 at Gibsons Elementary School, School Road, be received.

Mr. Cavens distributed an excerpt from the Request for Proposals for the Sunshine Coast Fixed Link, and emphasized the importance of the consultant hearing all the issues and needs of the people on the Sunshine Coast. It is an opportunity to plan and make sure our future is protected in the long term. The RFP is available on the Ministry website.

Recommendation No. 5 Sunshine Coast Fixed Link – Public Engagement

The Transportation Advisory Committee recommended that the verbal report and handout from Barry Cavens, Southern Sunshine Coast Ferry Advisory Committee, regarding Sunshine Coast Fixed Link – Public Engagement be received.

Recommendation No. 6 Sunshine Coast Fixed Link – Consultation

The Transportation Advisory Committee recommended that staff send a letter to the consultant through the Ministry, requesting clarification and a summary of the governmental, public, and institutional engagement opportunities happening on the Sunshine Coast with regard to the Sunshine Coast Fixed Link study;

AND THAT this recommendation be reviewed at the next Planning and Development Committee meeting.

Recommendation No. 7 Sunshine Coast Fixed Link – Consultation

The Transportation Advisory Committee recommended a representative of the Ministry of Transportation and Infrastructure and the selected consultant, be invited to speak to the Transportation Advisory Committee at its next meeting on February 29, 2015.

Recommendation No. 8 Sunshine Coast Fixed Link – Consultation

The Transportation Advisory Committee recommended that the SCRD inform the Islands Trustees of the Area F Islands’ of communications through the Ministry of Transportation and Infrastructure regarding the Fixed Link Study consultation process.

Discussion ensued around drainage issues at several of locations with clarification of responsibilities provided by MoTI and Capilano Highways.

Recommendation No. 9 Ditching Stewart Road

The Transportation Advisory Committee recommended that the correspondence from Mike Mannion, Sunshine Coast Resident, regarding ditching Stewart Road, be received.

Recommendation No. 10 Intersection at Reed and North Roads

The Transportation Advisory Committee recommended that the correspondence from Mike Mannion, Sunshine Coast Resident, regarding the intersection at Reed and North Roads be received.

Director Winn will follow up with the SCRD building division regarding moving the structures located within the setback area that are blocking sight lines at the corner of North Road and Reed Road.

Recommendation No. 11 Dangerous Culvert on Reed Road

The Transportation Advisory Committee recommended that the correspondence from Alun Wooliams, Transportation Choices (TraC) Sunshine Coast, regarding a dangerous culvert on Reed Road, be received.

Mr. Paris announced that Capilano Highways will install a delineator (white picket marker) and ensure the culvert is well-marked. It was noted the TAC was promised a delineator in 2014.

ROUNDTABLE

Points raised in the roundtable discussion included:

Colin Midgley has assumed Mr. Legault’s position as Area Manager with the Ministry of Transportation and Infrastructure. Handling of Sunshine Coast issues can go either through Mr. Midgley or Mr. Legault. Mr. Midgley can be contacted at [email protected].

A bicycle stakeholders meeting will be held the first week of February with stakeholders TraC, District of Sechelt, Town of Gibsons, SCRD, Sechelt Indian Band, and MoTI, where an agenda will be developed for a public meeting to be held in late March or early April.

The 2016 work plan for the Planning and Development Division includes review of the Integrated Transportation Study to identify priorities for implementation.

Installation of a barrier at Hill Road will be put forward as a potential project next year if it meets the warrants. Micro-surfacing has been done, and signage installed.

Icy road conditions on Central Avenue and Harvey Road in Granthams Landing: there is a need for salt boxes (one has gone missing), and signage indicating blind intersections on Marine Drive, as well as signs at the top of the hill warning of slippery conditions when frosty. Mr. Legault will review.

Crossing on Sunshine Coast Highway at Davis Bay: MoTI awaits a response from the District of Sechelt regarding options for a crosswalk.

BC Bike Race will go through the Sunshine Coast on Sunday, July 10 this year. Traffic issues are expected on the bypass that day. A letter will be forwarded from BC Ferries.

BC Ferries has been working with TraC regarding cycling road markings within the Langdale Terminal, and should have new markings in place by spring.

There was a request for signage at either end along the Trout Lake area regarding icy conditions; suggestion that MoTI continue the barriers further along that curve.

Marine Drive bikeway/Walkway is out for tender, closing at end of January.
