MINUTES Recommendation No. 1 Minutes The Transportation Advisory Committee recommended that the minutes of October 29, 2012 be adopted as circulated. UNFINISHED BUSINESS AND BUSINESS ARISING FROM THE MINUTES Report on Bike Lane Maintenance Priorities (TraC) – Deferred from October 29, 2012 meeting Mr. Prestage reported that the survey was still underway. This item will remain as unfinished business. Recommendation No. 2 Unfinished Business Items The Transportation Advisory Committee recommended that the following items be received:

COMMUNICATIONS Recommendation No. 3 Correspondence The Transportation Advisory Committee recommended that the following correspondence be received:

Recommendation No. 4 Sunshine Coast Senior Citizens - Our Ferries, Our Future The Transportation Advisory Committee recommended that Jakob Knaus be recognized for his work on the correspondence regarding BC Ferries’ October Statistics and that the letter be forwarded to the Infrastructure Services meeting.

Recommendation No. 5 Barging of Commercial Trucks The Transportation Advisory Committee recommended that City Transfer from Powell River be invited to speak at a Transportation Advisory Committee meeting or an Infrastructure Services meeting concerning the issue of trucks being transported by barge between Horseshoe Bay and the Sunshine Coast to avoid BC Ferries costs. Beach Avenue “S” bends Mr. Legault advised that the initial signs in this location were posted as two separate “S” bends resuming normal speed in between. The signs will now be moved farther back to span the entire distance at 30 km per hour. Director Shugar inquired if the yellow warning sign could be changed to a white mandatory slow down sign. Mr. Legault will look into this. REPORTS Sunshine Coast Speed Watch Survey Mr. Hird discussed statistics regarding speeding in school zones. He commented that he suspected the non-compliance at Beach Avenue may be related to the short school zone. Mr. Hird indicated that 50 km per hour in this location should be reduced. He thanked the committee for taking his statistics seriously. Mr. Legault noted that 50 km per hour speed limit is appropriate on Beach Avenue as Beach Avenue is a collector road. Mr. White commented that playground signs indicate slowing down from dawn to dusk 365 days per year whereas school zones are in effect for certain hours on school days. Director Shugar indicated that people in the Roberts Creek area may want to reduce the speed to 30 km per hour. She will ask her constituents and report back. Recommendation No.6 Sunshine Coast Speed Watch Survey The Transportation Advisory Committee recommended that the Speed Watch survey, Beach Avenue, Roberts Creek be received. Recommendation No. 7 Speed Watch Monthly Report The Transportation Advisory Committee recommended that the Speed Watch report for the month of October 2012 and November 2012 be received.

Recommendation No. 8 Speed Watch Report, Port Mellon Highway The Transportation Advisory Committee recommended that the Speed Watch, Port Mellon Highway report dated October 31, 2012 be received. NEW BUSINESS Transportation Advisory Committee 2013 Meeting Dates Report on Driver Education Regarding Bike Safety Mr. Webster indicated that ICBC on the Lower Mainland has a program called Bike Smarts. Director Nohr commented that vehicle/cyclist/pedestrian all need to be addressed and educated separately. High Collision Crash Locations Constable Kahng discussed high crash locations on the Sunshine Coast and the use of High Collision Location signs to increase driver awareness and slow traffic down thus reducing the accident rate in target locations. Constable Kang was thanked for the hard work on his report. ROUNDTABLE Director Tretick requested plans for traffic leaving the Langdale ferry terminal travelling through Gibsons to points farther North. Alternate Director Clegg inquired if there has been any discussion with dates for meeting with Squamish Nation. Alternate Director Clegg inquired to Mr. Legault about maintaining street lights in West Bay. Mr. Sagman will follow-up. Constable Bozak explained that there is a problem with parking on the shoulder of Sunnycrest Road in Gibsons. He is concerned about potential incidents when the police have a Code 3 or when they are driving on normal routes past this area as pedestrians are not careful in this location. Constable Bozak requested signs for people to slow down or move over for parked emergency vehicles with emergency lights on, erected at both ferry terminals. Mr. Legault will look into funding for installing signs at each ferry terminal educating drivers to slow down or move over for emergency vehicles.

Mr. Legault stated that “S”-curve signs have been ordered. Mr. Legault will contact and remind builders to keep the road clean and safe if their workers are causing temporary road hazards. NEXT MEETING February 25, 2013 ADJOURNMENT 11:58 a.m.

I understand that you have spoken to both Brian Atkins and Thomas Chhun and they havereassured you that ministry staff have not been restricted to respond to emergency situationsor to deal with immediate safety issues. We have implemented a process to ensure overtime,travel, office, and other business expenses are being utilized in the most effective way. Thisprocess has been a good opportunity to review our past practices to determine if we coulddeliver those same services in an alternative or more cost effective manner.

I can assure you that ministry staff will continue to provide the same service as always in orderto achieve a safe and efficient transportation network.
