TORIN D. TOGUT, JD, practiced for more than 25 years in special education, disability, and civil rights law for Georgia Legal Services Program in Atlanta, where he provided advice and assistance to other attorneys, advocates, professionals, families and individuals in the area of disability law, and directly represented clients. He has a private practice that is devoted to civil and criminal practice and appeals. From September 2008 until June 2012, Mr. Togut served as an adjunct professor at the University of Georgia, School of Law and taught special education law as well supervised law students in a clinic to assist low-income families of children with disabilities. He has spoken at many national, regional, state, and local conferences and seminars on the rights of children and adults with mental, developmental, and physical disabilities. Mr. Togut has also written two law review articles on the over identification of minorities in special education and racial disparity in school discipline and on response-to-intervention and identification of children with specific learning disabilities. He is admitted to the federal district courts in Georgia and Vermont, the Eleventh Circuit Court of Appeals, and the United States Supreme Court. Speaker Disclosure:

ELIZABETH (BETTY) BENTLEY WATSON, JD, is the privacy officer for the Georgia Department of Behavioral Health and Developmental Disabilities. She was the first in-house attorney for the Georgia Mental Health Institute and has practiced in mental health law for 27 years. Ms. Watson has served on the executive committee of the Legal Division of the National Association of State Mental Health Program Directors (NASMHPD) since 1999, including a term as chair. Ms. Watson received her undergraduate degree at Yale University and her law degree at the University of Georgia School of Law.Speaker Disclosure:
