OASTh: Urban bus public transport system

• OASTh (Organisation of urban public transport of Thessaloniki) is a legal entity with private interest (private company) which was founded on 1957 with government decree number 3721/1957 and serves as the exclusive public carrier in the urban area of Thessaloniki assisted with concession agreements (financial concessions) that are signed between the Greek government and it.

• OASTh’s capital is divided in 415 shares, 346 of which are distributed among 1900 small bus owners, 26 are owned by KTEL of Thessaloniki (the exclusive interurban bus operator at the Prefecture of Thessaloniki), 22 owned by the OASTh workers cooperation and 21 owned by the OASTh legal entity.

• On the 11th Jan of 2008 the fourth financial agreement between the Greek government and O.A.S.TH. was signed, with which the concession of public bus transport was extended up to 2 years after the completion of the underground subway construction works (METRO) and its extensions.

• The length of OASTh’s network exceeds 970.000 km (2010).

• More than 5.800 itineraries are being realised daily.

• At the Weekend the number of itineraries is being reduced by 9%.

• The mean scheduled frequency is 15 minutes in urban routes and 29 minutes in suburban routes

• Approximately 42.000.000 vehicle-kilometers are being runned every year.

• The transport capacity is 422.000.000 passengers yearly. • The transferred passengers are about 180.000.000 • And the mean completeness is approximately 42%

2600 employees. Passengers travel in 73 bus routes, using 530 buses of the 600 serviceable buses

owned by OASTh. OASTh carries 180.000.000 passengers per year. Of the 604 buses O.A.S.TH. owns 329 are standard size (2 axel units), 249

articulated units, 22 small size and 4 specially designed for the transport of people with disabilities.

OASTh: Urban bus public transport system

• OASTh operates a special demand responsive transport service that is offered free of charge for the transport of people with disabilities.

• On a yearly basis it transfers 12.000 people with disabilities (wheelchair users or people with other movement impairments) using 4 buses (3 on duty and 1 on stand by) specially designed for this aim.

OASTh: Urban bus public transport system

• OASTh has installed satellite surveillance devices on all busses for the tracking and optimum bus circulation management.

• This telematics system also informs the passengers on board via audio and visual announcements of the next bus stop as well as displays the arrival times on 200 “smart” bus stops.

KTEL (interurban bus services) • Interurban KTEL of each

prefecture (private company that has the exclusive responsibility for the interuban bus services of a prefecture) offers bus connections with the city of Thessaloniki.

• Macedonia Intercity Coaches Station is located 5km west of Thessaloniki city centre. It is easily accessible through the city centre as well as through the new west hub of the city through which it is directly connected with Thessaloniki ring road.

Taxis • Licensed Taxis that are domiciled

in Thessaloniki are allowed to offer transport services in the greater city of Thessaloniki. The service area can change by a Decision of the Prefecturer

• Taxis are allowed to run on the bus lanes during the whole METRO construction period after a political decision. The measure limits the speed of the buses (at peak hours: from 12,5 km/h to 6 km/h approximately).

Taxis

• It is estimated that 184.000 trips are being realised daily by taxis

• These trips are executed by the 1.925 taxis of the city. On a daily basis approximately 1.800 taxis are on road.

• Typically, a taxi of the city runs about 150.000 km per year, 10%-15% of which are “empty” (without any passenger).

• Taxis should stop only in special places but this is frequently violated and they stop almost everywhere.

Present interurban railway lines

• Since September 2007, interurban railway was integrated into the public transport system of Thessaloniki serving the connection with Larisa, which includes 11 intermediate stops, has one itinerary every hour (rather few) and can serve 500 people.

• A new line was also established connecting Thessaloniki with Edessa.

• However, in the case of Thessaloniki we can not refer to an already existing integrated system of interurban railway. It is more precise to name it as connections of cities of the Region of Central Macedonia with Thessaloniki of “interurban railway type”.

• It will serve mainly daily trips for work, education, shopping and sometimes entertainment

• Trip Time duration less than 60 minutes for the routes that serve the grater area of the city of Thessaloniki

• Trip Time duration less than 90 minutes for the interurban railway that connects main cities of the Region with the city of Thessaloniki

• The frequency of the service will range between 30 and 60 minutes taking into account the demand for travel, the peak hours and the passenger volumes.

• It is said that Thessaloniki is the only city in EU of more that 1.000.000 residents without an urban transport system on fixed route.

The main characteristics of the METRO station are the following:

• 13 modern stations, with a central platform

• 9,6 km of lines with two independent tunnels of one single truck

• 18 fully automated trains that will run without drivers

• Creation of a depot that will has a total surface of 50.000 m2

• Construction of underground parking spaces with total capacity of 3.700 cars.

• Commercial speed 30 km/h

• Transport capacity 18000 people/direction/hour

SASTh: Urban Public Transport Authority of Thessaloniki• The Urban Public Transport Authority of Thessaloniki is an 11-

member public administrative body of the Greater Metropolitan Area of Thessaloniki. It was established to operate as an executive board by the Law 2898/2001.

• The Board of the Urban Public Transport has members-representatives of various main government agencies and local authorities, educational organisations and workers association. Its responsibilities directly refer to the strategic planning, programming, supervision as well as operational and quality control of all public transportation modes and operators of a wider region (Prefecture) of Thessaloniki.

• The Board is responsible for the planning and study of new coverage areas, and for taking decisions about every issue related to planning, scheduling, monitoring and control the works and services of all public transport modes in the Greater Area of Thessaloniki.

• SASTh also has the functional supervision of OASTh, the sole private bus operator in Thessaloniki (operating under a contractual arrangement with the Hellenic Government).

• It should be stated that has already contributed to the establishment of the Mobility Centre in Kalamaria, which was created by the Regional Energy Agency of Central Macedonia, with the collaboration of the Municipality of Kalamaria and SASTh.

• The traffic conditions in the city of Thessaloniki are not sufficient due to the usage of private cars in the vast majority of trips

• The situation is getting worse due to the construction works for the new METRO and the absence of “real” bus lanes.

• Although there is only one PB operator in the city, there are many plans in short, medium and long term for the creation of new transport modes

• There is a pressure by the European Regulation 1370/2007 for contract tendering.

This situation has the following results: • There is a strong need to ensure that modes will be supplementary

and will not compete each other • There are a lot of intermodality issues to be considered • There is a need for an integrated public transport network that

includes an integrated fare system• There is a need for mobility management in order to influence the

current shares of transport modes

Consequently, a new Public Transport Authority should be established having a range of new responsibilities and finance options.
