Essex County Fire & Rescue Service is devoted to instructingprofessional Breathing Apparatus Trainers, in the highly specialisedskill of Compartment Fire Behaviour Training (CFBT).

Through the utilisation of our dedicated and experienced instructorswe can ensure that the highest level of knowledge and skills areimparted to students in an ever evolving subject improving thequality and ability of both those attending and those who willultimately receive instruction from the newly qualified instructorswithin their own service or organisation.

Course AimsThe CFBT course is designed to develop the delegate’s knowledge of fire behaviour and how conditions canbe controlled effectively by fire service personnel. The BTEC level 3 accredited course prepares the delegateto deliver the newly acquired information when they return to their respective service or organisation.

Course ObjectivesThe dedication of the course instructors ensures the delegate’s development and incorporates improvedtactics, techniques and teaching styles.

The CFBT Course is two weeks in duration with accommodation and meals provided.

From the third day of the course, delegates begin to complete the various roles required to run a safe andeffective session. They will encounter various procedures and unsafe practices all demonstrated by operationalpersonnel and will be taught methods to identify errors, take the appropriate corrective action when requiredand develop the students in a safe and effective manner.

Course attendance is limited to a maximum of six delegates to two instructors. This ratio ensures the requiredBTEC elements are covered by attending guests and that all relevant health and safety requirements arecomplied with.

This course is assured by QA Associates.

The course is a 60 hour qualification consisting of two units of 30 hours each.

To achieve the award, a delegate must successfully complete the two core units.

Large Animal Rescue Course(AR2) Writtle College (4 days)Who should attend?This four day course is designed to educate UK fire and rescue specialist crews with basic large animal rescue

(LAR) techniques. Although the course focus is on horses, farm animals and other large animal information will be

available.

LAR is highly specialised and the skills gained on this course can only be taught safely and effectively within the college

environment.

Writtle College with lecturers with BSc honours degrees and PhD’s in Equine Science and veterinary Surgeons

Fire InvestigationLevel 1 CourseWethersfield TrainingCentre (1 day)Essex County Fire & Rescue Service currently attend upto 2,000 fire investigations every year, with nearly 80%determined at Level 1; Cause and Origin of Fire Determinedby Incident Commander.

Fire events, when properly, methodically and thoroughlyinvestigated help significantly in the detection and reportingof crime and often reveal significant information andintelligence for future preventative fire safety work.

In 2012 ECFRS invested in a purpose built, multi compartment fire investigation training facilityon our site at MDPGA (Ministry of Defence Police & Guarding Agency), Wethersfield.

The purpose of the facility is to use a number of original cold fire scenes, including compartments, vehicles andstatic caravans to train crew and watch managers in Level 1 fire investigation and other agencies.

Supporting this facility are a number of specifically designed products, including a Level 1 contemporaneousnotebook.

Course overviewWe have designed two training courses; a one day fire investigation Level 1 course for experienced crew andwatch managers, and a two day Level 1 Fire Investigation course for newly promoted crew and watch managers.

Both courses cover the scientific methodology to determine cause, origin and fire spread.

Training is delivered by experienced fire investigation officers.

Road Traffic Collision InstructorsCourse (10 days)This course is designed to provide delegates with the skills and knowledge required to deliver Road Traffic Collision(RTC) training.

Course AimOn completion of the training, delegates will have gained the necessary skills and knowledge to be able to plan, prepareand implement RTC training scenarios.

Course objectivesAt the end of the course, the delegates will have developed a practical and theoretical understanding in:� Officer in Charge (OIC’s) responsibilities at RTC’s (legislation, command and control).� Glass management and stability techniques.� Casualty care, long board stretcher, cervical collar, airway management, mechanics of injuries and oxygen

Assessment ObjectivesThe assessment process is designed to ensure the delegate demonstratesan understanding of the relevant theoretical and practical knowledge as detailedwithin the subject objectives.

Course CriteriaThe course has been designed to introduce the delegate to all aspects ofRoad Traffic Collision Procedures and progress them onto instructor level.

Delegates attending this course should be physically fit. It is also advisablethat they contact their doctor or occupational health department for aphysical check up, as this is a physically and mentally demanding course.

Level 1 Incident CommandTraining Courses (3 days)Essex County Fire & Rescue Service provide all crew and watch managers with incident command training at its trainingcentre in Laindon, Basildon.

This purpose built Hydra and Minerva suite was opened in 2006 and can offer development and assessment courseswith ILM accredited staff.

These courses can be offered to other fire services who require this type of training. The facilities can also be hired.

The facilities at Laindon allow the delegates to experience developing scenarios in a safe and user friendly environment.

ECFRS also offer a theory based course and bespoke training to suit your needs.

Fire safety measures in buildings

This section looks at preventative and proactive fire safety measures. It will provide delegates with an

overview of the various fire safety features in buildings and what arrangements must be in place to

ensure compliance with legislation and ensuring persons at risk remain safe.

Emergency fire plan checklist

This part of the course looks at a manager’s emergency fire plan checklist. The checklist will assist

managers in ensuring that they have appropriate fire safety measures and procedures in place

when carrying out fire safety checks within their buildings.

Understanding fire risk assessment processes and undertaking fire safety audits

This session looks at the Fire Risk Assessment (FRA) process and details how fire risk assessors

carry out FRAs. This session is not designed to help a delegate undertake an assessment, but will

assist them in understanding the methodology employed. The session will provide guidance on

how managers can carry out self-audits using the FRA produced for their premise.

Fire evacuation overviews

This part of the course provides an overview of fire emergency procedures. It will look at various evacuation strategies

and accounting methodologies. It will also examine the need to have robust procedures for those personnel who

present/carry an additional risk.

Fire emergency plans

This session looks at the specific requirements of a fire emergency plan. An organisation’s fire emergency plan is

a requirement of the Fire Safety Order and should detail all of the arrangements in place to ensure occupant’s

safety in the event of a fire.

All delegates will receive a certificate of attendance and various manager’s handouts.

Fire Safety in Licensed Premises (1/2 day)Course overviewThis half day training course is for employees with a responsibility for fire safety in public houses,

clubs, restaurants, premises providing public entertainment and similar premises.

The course covers the requirements of the Regulatory Reform (Fire Safety) Order, 2005:

plans and the training of staff.

Who should attend?Nominated competent persons, who have a responsibility for completing a suitable and

Providing delegates with an understanding on how fires start and spread throughout buildings. This session examines

large fires that have occurred in the UK.

Classes of fire

This session looks at the different classes and types of fire that delegates may

face in their workplace. This includes the various risks associated with each

class of fire.

Fire extinguisher theory

This section of the course looks at Class A (solids and textiles etc) fires, Class

B (liquids and liquefiable solids) fires, Class C (gases and LPGs) fires, Class

D (base metals) fires, electrical fires and Class F (cooking oil) fires.

Fire extinguisher general information

This part of the course looks at the sighting of extinguishers, quantity required

in a workplace and maintenance requirements. It provides delegates with an

understanding of the importance of ensuring that fire extinguishers are kept

readily available for use in the event that a fire occurs in their building.

Safety tips when using a fire extinguisher

This session looks at the simple rules that should be applied when using a

fire extinguisher on a small fire in the workplace.

Practical exercise/Use of fire extinguishers video

This part of the course provides delegates with the opportunity to tackle small fires in a safe and controlled environment

using our LPG fuelled fire training rig (subject to meeting our practical fire training area risk assessment). Alternatively

delegates can view a video showing how fire extinguishers are used on a range of small fires.

Fire Safety for Managers (1 day)Course overviewThis one day course is for managers who have a responsibility for fire safety measures in their buildings or place of

work. The course covers the Fire Safety Order, 2005 and details arrangements managers should make with regard

to all fire safety measures in their workplace or other non-domestic building.

Course objectivesDelegates on this course will have a greater understanding of the manager’s legal obligations under the Fire Safety

Order, 2005. Those attending should understand the process of fire risk assessment, recognise the importance of

legal compliance, understand the need for carrying out a suitable and sufficient fire risk assessment, understand

the need for a fire emergency plan and understand the need for an appropriate evacuation procedure for all persons

in a premise.

Course AimTo introduce the students to Hydra/Minerva and the Command Support vehicle (simulation).

ObjectivesAt the end of the session, the students will be able to:� Identify the need for the Incident Command System� Implement the Incident Command System� Implement a tactical plan to achieve the strategic aims and objectives of the incident commander� Identify the need for Spans of control� Implement Spans of control� Practice radio messages� Practice radio discipline.

The instructor delivering the course will be an ECFRS accredited ILM trainer with an Incident Command Trainingbackground.

General Staff Fire Training (1/2 day)Course overviewThis half day training course is suitable for all employees, volunteer and long-term contractors.

The course covers a range of fire safety issues detailed in Home Office and Health and Safety Executive (HSE)

guides.

Who should attend?All persons employed are required to receive fire training initially, as appropriate and

when there is a change of circumstances that may impact fire safety.

It is recommended that all employees receive this training at least once a year.

Course objectivesBy the end of the training session, delegates will have:

� A greater awareness of the dangers of fire and smoke.

� Awareness of all fire safety measures in their workplace.

� An understanding of evacuation systems and staff accounting measures

during an emergency or fire drill.

� Awareness of potential fire hazards in a building.

� Action on discovery of a fire � Fire fighting equipment

� How to activate fire alarms � Escape routes

Fire Extinguisher Training (1/2 day)Course overviewThis course is for all members of staff and is available in half day or two hour sessions. The course covers classes

of fire, types of fire extinguishers available, general information as detailed in Government guidance and safety tips.

The course is available at our training centres or at an organisations own site.

Subject to specific safety requirements, a practical session can be included and delegates may have the opportunity

of fighting small fires with extinguishers.

Course objectivesDelegates on this course will have a greater understanding of different types of fires that they may face in their

workplace. By the end of the course delegates should be able to identify different types of fire, select an appropriate

fire extinguisher for a small fire and implement simple safety measures to reduce risk when attempting to tackle

a fire.
