REPORT BY: Senior Traffic Engineer, Sam Sathanesan SUMMARY Measures to control traffic at the intersection of Sirius Cove Road, Cabban Street and Magic Grove. OFFICER'S RECOMMENDATION The Manager Assets and Services recommends: That: A Centreline marking and "Give Way" controls be installed at the intersection of Cabban

Street and Magic Grove; B A "No Stopping" restriction and "Mail Zone" be introduced on the western side of

Cabban Street south of Sirius Cove Road; C A Road Safety Education campaign be undertaken in May 2010; D A Resident survey be undertaken regarding the introduction of a Local Area Traffic

Management (LATM) scheme in Sirius Cove Road; and E RTA correspondence dated 22 February 2010 regarding the School Zone be noted.

A. The RTA be requested to extend the 40km School Zone to include Magic Grove, Sirius Cove Road and Cabban Streets to enhance safety of school children;

40 km/h School Zone The RTA has replied to Council's correspondence dated 1 February 2010 regarding the extension of the School Zone in Sirius Cove Road at the back of Queenwood Girls School Junior Campus. A copy of the letter is attached to the members' business papers. The response was: "In general, 40km/h school zones have been provided on all roads with an active direct access point from the school, and on all roads where an RTA School Crossing Supervisor is employed. Accordingly, a 40km/h school zone has been provided along Cabban Street for Queenwood Girls Junior School. School zones are intended for close proximity to school accesses where school children's activities along the road are in higher concentrations. School zones are not intended for safer routes to school. Therefore, your request for the school zone further along Cabban Street, Magic Grove or Sirius Cove Road does not fall within the intended use for school zones and hence is not considered appropriate." Road Safety Education Program Council's Road Safety Officer will be organizing a visual speed display on Sirius Cove Road when school returns from school holidays. A specific education campaign will also go out to residents of Sirius Cove Road, Magic Grove and Cabban Streets at the same time as the visual speed display to remind motorists to slow down and also to be aware of vulnerable road users such as school children. During Term 1 the Road Safety Officer provided Queenwood School with information for their school newsletters that relates to speeding and also other road rules. They were also given information for their website. During Term 2 the school will be contacted again and asked to remind their school community to be aware of their speeds when driving around the school and to be aware of pedestrians crossing the road. Traffic investigation Magic Grove, Sirius Cove Road and Cabban Street are local roads. The major traffic movement at the intersection for vehicles travelling east in Magic Grove is a right turn into Sirius Cove Road/Cabban Street. Very little traffic turns left into Cabban Street, as this section of Cabban Street is a dead end and is only a short length. The major traffic movement for northbound vehicles in Sirius Cove Road and Cabban Street is a left turn into Magic Grove. Very little northbound traffic continues into the dead end section of Cabban Street.

RTA accident data have been checked since 1996 and there have been no reported accidents in any of these streets. Council records indicate that right of way at the intersection has been raised by residents over the last few years, however the intersection has a good safety record in terms of traffic accidents. To rectify this perceived problem it is proposed to install Give Way signs and associated line marking at the intersection.

Mail Zone There is an Australia Post Mail Box on the western side of Cabban Street (upper level) at Sirius Cove Road. There are no signs to restrict parking at the Mail Box. It is considered appropriate for "Mail Zone" signs to be erected and as the Mail Box is located near the corner of Sirius Cove Road, a "No Stopping" restriction be introduced between the Give Way line and northern most "Mail Zone" sign.

Traffic Speed Vehicle speeds were recorded in Sirius Cove Road. The mean (average) and 85th percentile vehicle speeds at the location are summarised below: Location Mean speed (km/h) 85th percentile speed (km/h)

Sirius Cove Road 50 46 61 52 Outside number 20 Note: NB - Northbound SB - Southbound The 85th percentile speed of northbound traffic is significantly above the posted speed limit of 50km/h. Some form of Local Area Traffic Management (LATM) measures are required to force motorists to slow down as they approach the intersection of Cabban Street/Magic Grove. Prior to implementing any LATM measures, it is suggested that resident survey be undertaken to gauge local residents' views on possible LATM schemes. FINANCIAL IMPLICATIONS The cost of the road markings and the "Give Way", "Mail Zone and "No Stopping" signs can be financed from the Traffic Facilities Fund. T/12 Traffic Management - Minor Investigations

Art Gallery Way - Disabled Parking Councillor Wilton is concerned about the lack of disabled parking on Art Gallery Way in the vicinity of the Gallery. Councillor Wilton noted that a number of visitors to the Centre are disabled and a disabled parking space is needed. Currently there is a disabled car parking space near the Gallery in Vista Street. Site inspections indicate that there is demand for additional disabled car parking spaces. Currently there is a 2P parallel parking space on Art Gallery Way that is considered appropriate to convert to a disabled space. It is approximately 40 metres from the access ramp to the Gallery. It is considered there are suitable parking spaces for other vehicles and users of the Gallery in the Vista Street car park and surrounding streets. 2. Myahgah Road - Cenreline marking Council engaged a consultant to undertake an independent Road Safety Audit of Mosman Public School. The audit recommended that BB centreline on Myahgah Road be extended to discourage U-turns by parents. It is recommended that the existing BB centreline be extended north by another 200m. 3. Hordern Place - Pedestrian Safety Bollards Priceline Pharmacy is concerned about pedestrians especially mothers with prams when exiting their shop on to Hordern Place due to the fact that they step directly out into the line of traffic when exiting the shop. It is proposed to install safety bollards to allow for some space for pedestrians to see cars but also to be seen by cars safely. Priceline Pharmacy will also be asked to place some signs at the exit to warn pedestrians of cars.

T/13 Belmont Road - Pedestrian crossing and parking

REPORT BY: Senior Traffic Engineer, Sam Sathanesan SUMMARY Belmont Road pedestrian crossing upgrade and parking restrictions. OFFICER'S RECOMMENDATION The Manager Assets & Services recommends; That: A. “5 minute, Monday to Sunday, Wedding & Funeral Vehicles Excepted" be introduced on

the northern side of Belmont Road in front of Scots Kirk Church; and B. Parking issues associated with Mosman High School be investigated and reported to the

That the Officer's Recommendation be adopted. CARRIED UNANIMOUSLY REPORT In 2008, Council engaged a consultant to undertake an independent Road Safety Audit of Mosman High School. As part of the audit, both traffic and pedestrian counts were undertaken, as well as an audit of the pedestrian crossing on Belmont Road which services the school. As a result of this audit, the existing level pedestrian crossing was identified as being substandard and it was recommended in the safety audit report that the crossing be upgraded to a raised pedestrian crossing to provide improved safety for students, awareness of student activity to drivers and reduce vehicle speeds. On 20 August 2008 the Local Traffic Committee considered the safety audit report and resolved that engineering measures identified in the audit be investigated further and the final designs for the possible engineering treatments be submitted to the Local Traffic Committee for further direction. During 2009, the Local Traffic Committee approved the design for the Belmont Road pedestrian crossing upgrade subject to RTA approval. Approval from the RTA was obtained and the project is now complete. The project was partly funded by the RTA. The original pedestrian crossing required an existing No Stopping restriction in front of the Scots Kirk Church in Belmont Road. Given that the new pedestrian crossing has been moved, this No Stopping restriction is no longer required and it is proposed to convert this to "5 Minute Parking Wedding and Funeral vehicles excepted".

In addition to the above, a representative from the P&C Association of Mosman High School has contacted Council and has raised the following issues.

Parents are stopping on the Bus Stops in Gladstone Avenue to drop off/pick up children There are no school drop off / pick up zones in the vicinity of the school.

It is proposed that these matters be investigated further and a report be submitted to the Committee in due course.

T/14 Mandolong Road - School Zone and Pedestrian Refuge Island Update

REPORT BY: Road Safety Officer, Rebecca Thomas SUMMARY Update of the extension of the Mandolong Road School Zone and implementation of pedestrian refuge on Lavoni Street. OFFICER'S RECOMMENDATION The Manager of Assets and Services recommends: That:

B. When completed, design drawing for the proposed pedestrian refuge on Lavoni Street at Mandolong Road be submitted to the next available Traffic Committee Meeting.

CARRIED UNANIMOUSLY REPORT On 21 October 2009 the committee approved a report (Item T/51) regarding approaching the RTA regarding the extension of the school zone, instillation of No Stopping signs in Lavoni Street and investigations into the installation of a pedestrian refuge. The RTA has replied to Council's correspondence dated 1 February 2010 regarding the extension of the School Zone in Mandolong Road outside Queenwood Girls School Senior Campus. A copy of the letter is attached to the members' business papers. The response was: "The school zone on Mandolong Road associated with Queenwood School for Girls Senior Campus has been reviewed and instructions have been issued to extend the zone approximately 70 Metres west of Lavoni Street." It has been observed that the new signs and pavement markers have already been installed by the RTA. "No Stopping" signs have been installed to show the 10 metres of no stopping in the intersection of Lavoni Street and Mandolong Road. Investigations and preliminary designs are still underway regarding the pedestrian refuge at Lavoni Street and a report will be submitted to the Committee during 2010.

T/15 Mini-Mosmarathon 2010 - Special Event Traffic Management Plan

REPORT BY: Senior Traffic Engineer, Sam Sathanesan SUMMARY Special Event Traffic Management Plan for Mini-Mosmarathon 2010. OFFICER'S RECOMMENDATION The Manager Assets and Services recommends: That:

A. The Traffic Management Plan for Mini-Mosmarathon 2010 be received;

B. A temporary road closure be approved for Myahgah Road, The Crescent; Gouldbury Street , Belmont Road between Myahagh Road and Cowles Road on the morning of 20 June 2010 subject to the event organiser providing revised Traffic Control Plans (TCP) which has been prepared by an authorized person for Council, RTA and Police approval;

C. All affected residents, businesses and emergency services shall be notified in writing by the applicant of the proposed temporary road closure at least 10 days in advance of the proposed closure;

D. Notification signs advising of the event and temporary road closure to be strategically installed at least 7 days prior to the event;

E. Necessary barriers and traffic signs are to be installed by the applicant in accordance with Australian Standards and RTA Traffic Control manual; and

F. The cost of implementing the TCP and Traffic Management Plan be borne by the applicant

That the Officer's Recommendation be adopted. CARRIED UNANIMOUSLY REPORT The Mini‐Mosmarathon is an annual fund raising fun run event consisting of a 2km / 5km / 10km running events. This will be the 28th running of this community event. The proceeds from this event benefit the Mosman Public School. The 2km fun run is restricted to only primary school aged children Kindy through year 6, while both the 5km & 10km events are open to all ages. The day will commence with a 7:30am start on Myahgah Road. for the 10km, while the 5km will start at 8:45am. The 2km event will start at 9:45am. Temporary road closures and parking restrictions are required for this event.

During 2009 a near miss traffic incident was reported to Council. Further review of Traffic Management Plan and Traffic Control Plans are required. Mini-Mosmarathon event is classified as a Class 2 Special Event. The event impacts local traffic and transport systems but does not impact major traffic and transport systems. It also disrupts the non-event community in the area in close proximity to the event. The Traffic Management Plan for this year's event submitted by the applicant is attached to the members' business papers. Full road closures will occur in:

Myahgah Road -from Belmont Road to The Crescent. The Crescent - from Myahagh Road to Gouldsbury Street. Gouldsbury Street - The Crescent to the dead end . Prince Albert Street - from Queen Street to Whiting Beach Road. Belmont Road - from Myahgah Road to Cowles Road.

Traffic Control Plans submitted by the applicant show that some of the road closures points will be manned by volunteers, which is not recommended for safety reasons. It is noted that thoroughout the three events, the race routes will run on either footpath only, footpath or roadway or roadway only. In case where roadway is utilised (except where there is a total road closure) runners will be on the road along with other moving vehicles. This is considered unsatisfactory. Runners on the road must be separated using water filled barricades or similar devices approved by the RTA. In light of the matters highlighted above, the applicant will be requested to submit revised Traffic Control Plans for Council, RTA and Police approval. T/16 Rosebery Street - Angle Parking

REPORT BY: Senior Traffic Engineer, Sam Sathanesan SUMMARY Investigation of angle parking in the section of Rosebery Street between Ourimbah Road and Earl Street. OFFICER'S RECOMMENDATION The Manager Assets and Services recommends: That: A. No further action be taken to introduce angle parking in the mid-block section of

Rosebery Street; and B. Further consideration be given to install angle parking on the western side of Rosebery

That the Officer's Recommendation be adopted. CARRIED UNANIMOUSLY REPORT At the meeting of Council on 3 November 2009, Councillor Yates asked the following Question Without Notice:

"Are there any streets in Mosman where residents have alerted Council to a shortage of street car parking in evenings? If and when this occurs would it not be appropriate to investigate whether angle parking was an acceptable solution to the residents in the street. I am thinking in particular of Rosebery Street."

A letter was also received from a resident regarding parking problems in Rosebery Street. To determine the current occupancy and availability of car spaces in Rosebery Street, on street surveys were undertaken at different time of the day. These surveys indicated that there was always available parking spaces during the day but very few parking spaces available at night. In order to determine resident opinion to the introduction of angle parking, a letter and questionnaire were sent to affected residents and property owners in the above section of Rosebery Street.

The questionnaire asked whether angle parking was favoured, whether it should be on the eastern or western side of the street and whether the parking angle should be 45 or 90 degrees to the kerb. Twenty responses have been received and are shown in the table below. Proposal

The results of the public consultation varied. Fourteen favoured the introduction of angle parking and eleven were against. One resident did not express an opinion as they requested further information regarding the benefits of having angle parking in Rosebery Street. Rosebery Street is straight and the width of the road is thirteen (13) metres. Two parking spaces in front of the paint shop (east side) are restricted to 30 minutes. All other spaces on both sides of Rosebery Street are unrestricted (all day parking). There are twelve (one double garage and eleven single) driveways on the eastern side of Rosebery Street and fourteen on the western side of Rosebery Street. Most of the driveways on the western side of Rosebery Street are either combined or the length of the kerbside space between these driveways is just less than a car length. The length of the kerbside space between driveways on the eastern side of Rosebery Street ranges from six to twelve metres. It is considered that the location, width and number of vehicular crossings in the eastern side of Rosebery Street will provide problems with spacing of angled parking spaces and may not lead to efficiency in car parking spaces. Given this and in view of the significant objection to the introduction of angle parking in this section, no further action is recommended to introduce angle parking along the eastern section of Rosebery Street. However, on the western side of Rosebery Street opposite the paint shop there is a forty metre long section that could be further considered and additional investigation should be undertaken along this section. It should be noted that this area received little objection in the resident survey. During the consultation process one resident raised the problem of some traffic speeding south in Rosebery Street to reach Military Road when there were delays in Ourimbah Road. Upon further investigation by staff this does not appear to be significant. The introduction of angle parking without some other form of traffic control would be unlikely to have any effect on traffic speed. This section of Rosebery Street has no accident history.

The plan proposes the construction of a narrow traffic island about 1 metre wide at the eastern end of the angle parking section. A hazard marker would be placed in the traffic island to alert motorists travelling west in Killarney Street to the change in the parking angle and the narrowing of the road. The proposed traffic island would be at right angles to the kerb and would be about 4 metres long. Killarney Lane Killarney Lane has been inspected on a number of occasions and no vehicles have been observed parked in positions that impede access to properties in the lane. No further complaints have been received concerning this matter. FINANCIAL IMPLICATIONS The cost of the erection of the right angle parking signs can be financed from the Traffic Facilities Fund and the cost of the construction of the traffic island to be submitted to Council for funding. Council has issued a Deferred Commencement Consent on the erection of a carport at the rear of the property at 24 Bray Street with access off Zahel Lane. The consent holder is required to seek approval through the Local Traffic Committee for the loss of on-street parking and associated sign changes in Zahel Lane. There are "No Stopping" restrictions at various locations on the southern side of Zahel Lane to assist residents of Bray Street in obtaining rear access to their properties. There are currently two car parking spaces on the southern side of the lane opposite the location where the carport is proposed. These spaces are not available on Wednesdays between 7am and 10am as a part time “No Stopping” restriction applies along this section of Zahel Lane. It will be necessary for one of these spaces to become a permanent "No Stopping" restriction to enable vehicular access to be obtained to the proposed carport. This will involve the relocation of an existing "No Stopping" sign on the southern side of the lane at the rear of No. 181 Ourimbah Road. The sign will need to be moved easterly a distance of 17 metres.

CARRIED UNANIMOUSLY REPORT Council has received complaints about the safety of pedestrians when crossing the driveways at both 7-11 service stations on Spit Road at Punch Street and also at Bickell Road. The concerns relate to cars turning at speed into the driveways and not giving way to pedestrians when even though they legally should. As the driveways are wider than normal to allow for easier ingress and egress into the service station, pedestrians feel more at risk when crossing the driveway. Cars also feel pressured to move out of the traffic lane quickly due to the speed and high volumes of traffic on Spit Road. Both driveways are also the same colour and type of concrete as the footpath so pedestrians are not formally made aware that they are at risk and have to look for cars. The Bickell Road service station only has an entrance on Spit Road and drivers have to exit via Mitchell Road. There is also a bus stop located outside the service station and pedestrians have to cross the driveway to access the bus stop. The Punch Street service station has pedestrians travelling to Spit Junction and also is in close proximity to a retirement village.

In an attempt to minimise the vehicle and pedestrian conflict at these locations the service stations will be approached and asked to install speed humps at the entrance and exit to their service stations to slow traffic and also place warning signs stating drivers to watch for pedestrians. Look stencils can be applied to the footpath either side of the driveway exits/entrances for pedestrians to be made aware to look for cars. In addition the RTA will be requested to install warning signs on Spit Road to improve the safety of pedestrians at these locations. Given the existing length of this space it is currently not considered a legal parking space. It is noted that motorbikes parked at this location are required to comply with the "2 Hour" parking restriction that applies to this part of Lower Almora Street as the space is not marked for motor bike parking. It is Council's practice not to apply hourly restrictions to motor bike parking spaces in Mosman. Therefore the existing 2 hour parking restriction along this short section of Lower Almora must be removed. A review of signage requirements to implement the motorbike parking at this location has ascertained that it will be necessary to erect two (2) new posts and two (2) new motorbike parking signs and two (2) new 2P signs. Local residents have previously raised objections to the installation of additional posts and signs in their streets. Residents believe that parking signs are detrimental to the aesthetic value of the street. In order to overcome this situation, it is proposed to mark the space "Motorbike Parking Only" and no signs will be installed. FINANCIAL IMPLICATIONS The cost of markings can be financed from the Traffic Facilities Fund.

That the Officer's Recommendation be adopted. CARRIED UNANIMOUSLY REPORT On average, Spit Junction has over 78,000 vehicles travelling through it daily. It is also at the centre of Mosman’s commercial centre and generates high volumes of pedestrian activity. During the course of most days the phasing of the traffic signals at Spit Junction are altered and additional phases are introduced into the cycle. Pedestrians that use the intersection are sometimes unaware of the new cycles and also appear to take more risks when the cycles change by running across on the red signal. This matter was taken up with the Signals Section of the RTA in previous years and Council was advised that there had been no change in the traffic signal cycle. Residents are concerned in regard to changes in phasing of the pedestrian cycles and that they get stranded in the middle of the island because of the separated phasing of the lights when no one on the other side of the road has pushed the button. Occasionally, this results in a large number of pedestrians being stranded on the small centre island with moving traffic passing in both directions or pedestrians taking the risk and running across on the red signal. The existing pedestrian island is constructed with mountable kerbs and provides very little protection for pedestrians standing on the island. These pedestrians, many of them elderly, are

extremely vulnerable when standing on the island and any driver error could result in a serious pedestrian accident. In addition the island is small and people tend to spill over onto the road Pedestrian crossings are usually installed perpendicular to the kerb in order to minimise the crossing distance. The pedestrian crossings on Spit Road and Military Road (west) are not perpendicular to the kerb and are staggered which requires elderly and less mobile pedestrians to walk a longer distance than required. The current pedestrian cycle provides insufficient green crossing time for elderly and mobility impaired residents to cross safely. Previous reports to both the Traffic Committee and Council meetings have resolved to approach the RTA in regards to the signal timings and pedestrian safety at Spit Road and Military Road Intersection. As this strategy has not achieved any significant changes to date, it is considered appropriate at this time to investigate the traffic signal design at this location as part of the RTA's Spit Road /Military Road corridor traffic flow improvement project. Council applied for Black Spot Funding in 2005 for the 2006-2007 National Black Spot Programme and the application was unsuccessful. The application will be resubmitted this year.
