SRS Contract Management
John has more than 25 years of systems
engineering and management experience in
support of DoD agencies and users, including 17
years of experience at WSMR. Serving in
multiple director-level positions, he has overseen
600+ civilian and contractor personnel, managed
and executed budgets up to $80M annually, and
also directed all planning, scheduling, cost
oversight, and administration associated with
T&E and assessment of DOD weapon systems
and materiel for Army, Missile Defense Agency,
NASA, U.S. and foreign military programs testing
at WSMR.
Anthony has more than 34 years of engineering
and management experience at WSMR. He has
a deep understanding of WSMR’s mission and
customers as well as extensive knowledge of the
range, its instrumentation, and engineering
requirements. This experience and knowledge
will enable Anthony to provide the day-to-day
field oversight of our WSMR MSS operations.
Additionally, having supported the ARTIS
program since its inception, Anthony will
effectively support ARTIS integration into
WSMR’s range operations as well as CONOPs
development.

Dr. Jimenez has more than 30 years of
engineering and technical leadership experience
spanning SE field test verifications,
electromagnetics, nuclear effects, and SVAD-
related requirements. He is uniquely qualified to
lead our engineering efforts on this program,
support WSMR future testing, and sustain and
modernize WSMR nuclear effects facilities
including the current reactor and the Large Blast
Thermal Simulator (LBTS).
Bill heads our Business Office and oversees our
financial and administrative support for this
contract. With more than 30 years of leadership
experience he ensures optimal financial
stewardship and effective support of our
administration/human resources (HR), contracts,
finance, logistics, and purchasing personnel, and
oversees our Facility Security Officer (FSO). 13+
years as WSMR’s NewTec CFO, overseeing
financial and contract administration activities, as
well as implementation of MIS and property
management tools and processes.
• 5 Years (1 Base and Four 1-year options)
• Day-One of contract is 01 December 2019
• Phase-In activities will occur from 01 September – 30 November (90 days)
• Cost Plus Fixed Fee (CPFF)
• Scope of new contract is essentially the same as current. Changes are:
• Separate Navy, Center for Countermeasures (CCM), and Air Force CLINs
• Potential for growth in Navy and CCM areas

• Contract is subject to the EO 13495 – Non-Displacement of Qualified Employees Under Service Contracts
• Requires SRS to offer all non-exempt employees first right of refusal for employment with SRS – assuming the requirement for number of employees is the same (which we believe it is)
• We also plan to offer employment to most, if not all, exempt employees
• Employees will be offered employment by either SRS or one of our subcontractors
• This will be determined over the next couple of weeks

• Your Contract Seniority date will transfer to SRS• TRAX has already provided this information to us
• The current Collective Bargaining Agreement (CBA) will be assumed by SRS
• The following benefits should not change:• Vacation accrual• Sick/Personal Leave accrual• Medical Insurance• Pension
• The following benefits may change:• Dental • Vision• 401k
• We will have another Benefits enrollment meeting in late October

• Re: 401k - After your employment ends with TRAX, you can do one of three things:
• Leave 401k balance in TRAX plan• Rollover to SRS plan• Place it in an IRA• 401k Loans can be rolled over
• Current Vacation Leave accruals will be paid out by TRAX
• You will start accruing Leave from zero with SRS• TIP: Save the money that TRAX pays out to fund upcoming vacations• SRS will support leave advances on a case by case basis
• Performance Award Program will also likely change• Contract is now Fixed Fee vs. Award Fee

• For those of you who want to take this change-over as an opportunity to scale back your working hours, we are providing you the opportunity to change to PTV status
• PTV employees will be available on a full-time basis, but onlywork when there is reimbursable, or otherwise required, work to be performed, such as:
• Test missions, maintenance activities, and technical proficiency training
• You will maintain your current hourly rate on a part-time basis while potentially still retaining full-time health coverage
