Neighbourhood Plan Update – June 2017

After the excitement of the Village Meeting at the start of April, the Neighbourhood Planning team have been

taking a well-earned rest! Well almost……..

As part of the plan submission process we are now having to collect data to back up the views and ideas

collected from the village. This last month has seen a re-run of the traffic management survey. The original

one run in April had to be curtailed as the equipment failed. Newly repaired and refreshed, the systems were

reinstalled on key access points in and out of the village. We also wanted to make sure that we were

measuring real traffic activity so the school holidays were also avoided. The results are being analysed and we

will report on them in next month’s newsletter.

We are also hoping to re-run the Botanical Survey in and around the village. This too was planned for April,

but had to be cancelled due to illness. We are planning that this will now take place during the summer

months. As we warned earlier, if you see a lady inspecting your fields and footpaths, please do not worry –

nothing sinister!

May also saw the release of the SODC Local Plan 2033 Second Preferred Options Document. A great read for

insomniacs and does require a tree if you print it! As a team we have reviewed the document, especially

regarding Thame and some of the key issues that have been raised through the village questionnaire and

survey.

The Plan discusses Housing in Smaller Villages – the classification for Towersey. These villages are required to

deliver 5-10% growth, but based upon the 2011 census. With approx. 170-180 properties at that time, the

maximum additional that the village will need to deliver is therefore 18. However, properties that have been

developed (or are in plan) since 2011 are included in that number and so the actual number required going

forward will be fewer. We are awaiting an agreed number developed or in plan from the Council, but using

the soon to be plain green back of a fag packet, we think there are probably 5 built, 4 in plan, so perhaps 9 to

go over the life of the plan?

The Plan also discussed infill development, another key area for the village. The Plan specifically states that

not every space within settlements will be developed. Many open spaces, both public and private, are

important for recreational, wildlife or amenity reasons and so are vital to an area’s character. Care will also be

taken to ensure the cumulative effects of development do not damage the surrounding area. This reinforces

the village response that only small developments of 2-3 properties maximum should be built.

Finally, the village team will be meeting with SODC during June to review progress to date. This meeting will

provide us with the specific elements of work that we need to complete prior to finalising the plan. It should

also give us a better idea of final timescales, which will let everyone know in the next newsletter report.

Until next time, your TNP Team ([email protected])

The next meeting will be a summer walk on Tuesday 13th June from Haddenham to Dinton, where members (and

those not wishing to walk) will have a meal at The Seven Stars. Cars will depart from Towersey Crossroads

at 5pm and the meal is booked for 6.15pm enabling those wishing to do so to walk back to Haddenham in

daylight. Should the evening be wet, members will go for the meal at The Seven Stars only!

Thank You!!

Thank you so much to everyone who decorated a pennant (or several!) for the village bunting

project. We have now made up our initial batch and the bunting had its first outing at the May

Day celebrations. It looked completely stunning and we had such lovely, positive feedback – it

was a real hit!

Our next goal is to send out another round of blank pennants so that we can start creating

more of our wonderful bunting – possibly in time for the Fringe in August. We would also be

very grateful to receive any remnants or unwanted fabric that we can use to make the

bunting.

Please come along to the next Pop Up Café on 3rd June to pick up blank pennants or to drop

off any fabric donations. We’d be very pleased to see you!

Alternatively, if you can’t make the café, please get in touch and we can let you have blanks or

collect any fabric donations.
