Friends of Multilevel Action at UNFCCC • Concept: Multilevel action - collaborative action - vertically integrated action

• Background

• 2015 Paris Agreement preamble para.15 : The Parties to this Agreement recognize the importance of the engagements of all levels of government and various actors, in accordance with respective national legislations of Parties, in addressing climate change

• 2017 Bonn-Fiji Commitment Enhance the active engagement of the LGMA Constituency in official global climate bodies and Parties. This includes engagement in the work of the UNFCCC Secretariat, the COP Presidencies and their High Level Champions, as well as the relevant UNFCCC negotiation bodies. We will leverage our collaboration with the Parties through a revamped ‘Friends of Cities’ at the UNFCCC, all in light of an inclusive and renewed United Nations.

Operational

approach

- Regional Climate Weeks should catalyse participation of local level stakeholders for the Technical Expert Meetings on

mitigation and adaption.

- The local solutions and policy approaches brought by cities and other subnational governments should be aligned with the

MPGCA and amplified through the COPs.

- The Yearbook draft process should be transparent; Parties and NPS should be well in advance consulted on how to develop the

content and structure the Yearbook.

- NAZCA should provide more accurate aggregation of data presented; tracking progress through NAZCA should include not just

commitments but also the impact, and the results-oriented outcomes for stocktaking.

- The SG Summit should be informed by outcomes of the Regional Climate Weeks and should encourage scaling up of best

practices at the local and regional level.

Looking ahead - The Champions should play a key role in further enhancing the Parties-NPS cooperation while broadening the stakeholder base

in post-2020.

- Facilitating NPS input for the Global Stocktake could be a key task for the Champions. In this context, the Champions may

consider convening an open-ended dialogue to discuss post-2020 climate action.
