Rivarola is president of San FelipeFine Wines Inc., an American-Argentine company. Just over a yearago, he, together with Eduardo Ar-zani, vice president of the company,opened a Houston office fromwhich he markets San Felipe winesin the United States.

San Felipe shipped approximately2,000 cases of its wine through thePort of Houston’s Turning BasinTerminal during the first twomonths of the year. Rivarola’s goalis to import 15,000 cases a year viaHouston.Well-Kept Secret

wines are beginning to gain someinternational recognition: FelipeRutini won a silver medal last yearat the Atlanta Wine Competition.

Before going to work for SanFelipe, Rivarola had his own marketresearch company. He put his skillsto good use and spent two yearsresearching the U.S. wine-drinkingmarket before opening the Houstonoffice. Good market research, saysRivarola, is the key to successfullyselling a product.Understanding the Market

"I think that when you study amarket very carefully, you can sellanything in that market," he says."This way, you avoid misunder-standings, and you save time andmoney. You have to follow therules of the market you’re in. Youhave to know how people in thatmarket think."

A large part of Rivarola’s jobthese days is educating Americansabout the quality of his country’swines and how to best serve them.He plans to work with a U.S.marketing company to promote SanFelipe wines here. Additionally, acompany newsletter and person-to-person meetings keep Rivarola intouch with hotels, restaurants,stores and wine drinkers in Texasand other states.Evolutionary Process

"It’s going to take a while, butI’m happy with that," Rivarola says."It’s like evolution. When you’restarting a new business in a newcountry, you have to understandthat it’s going to take a while. Youhave to know the right people, theright time, and you have to be pa-tient. If you think it’s going to hap-pen fast, you’d better quit."

Currently, San Felipe wines areavailable in more than 40 restau-rants, liquor stores, supermarketsand hotels in Houston, Austin,

it’s also a very competitive market.We have to work very hard to behere," says Rivarola.The Port’s Role

Rivarola says the Port of Houstonplays an integral role in San Felipe’smarketing strategy. Houston hassome 6,000 restaurants, many ofwhich are potential customers forSan Felipe wines. Rivarola estimatesthat wine consumption within 1,000miles of Houston totals more than11 million cases a year.

The Port of Houston’s centrallocation also allows Rivarola easyaccess to East and West Coastmarkets. He says he’s found that in-land transportation rates fromHouston are competitive, so he canship to either coast via Houstonwhile maintaining a reasonableprofit margin.

Promoting a sleeping giant is nosmall task, Rivarola says, but hewelcomes the challenge.

"It takes time to make a goodwine," he says, "and it takes timeto market a good wine."

Le Havre Port Officials Visit HoustonOfficials from the Port of Le

Havre Authority held a briefing inHouston recently to announce thenear completion of a six-year, $2.2billion port development plan.

Le Havre has posted a 20 percenttonnage increase since the plan’s in-ception in 1986, said CharlesKnellwolf, the port’s commercialdirector. Knellwolf addressed anaudience of shipping executivesduring the briefing at the Hous-tonian Hotel. A number of Le Havreshipping officials and port represen-tatives were in town for the briefing.

Knellwolf said a favorable out-come to the pending agreementwith French dock workers will fur-ther enhance the Port of Le Havre’scompetitive position. Also, a Frenchgovernment proposal to change44-year-old port labor laws was tobe submitted to France’s NationalAssembly in April. Despite one-daystrikes at the port last fall, containertonnage at the port has risen by 4.9percent.

The Port of Le Havre is one of the few European ports capable of handling fourth-generation container vessels (4,000 TEUs).

pean port. The six-year develop-ment plan was designed to developnew inland transport routes,streamline administrative proceduresand upgrade cargo handling opera-tions. Funding for the im-provements has been provided bythe national and local governments,as well as private investors.New Container Terminal

The development plan includes astate-of-the-art container terminalbuilt in Le Havre’s deep-water tidalbasin. The terminal has made LeHavre one of Europe’s most mod-ern ports and one of the few portsthat can handle container vesselswith capacities as large as 4,000 TEUs.

To reduce turn-around time at the$200 million terminal, the facility isalready being enlarged to add 7,546feet of quay that will be serviced byseven new gantry cranes. The ter-minal expansion brings the Le Havrecommunity’s total investment in thefacility to $84.5 million.

Other ImprovementsOther enhancements resulting

from the plan include developmentof a network of new roads and theNormandy Bridge over the RiverSeine, enhancing Le Havre’s posi-tion as the first port of call on im-port and the last port of call on ex-ports in Europe. Additionally, ad-ministrative procedures at the porthave been streamlined using a high-performance computer system thatis linked to the system used bycustoms authorities.

Knellwolf predicted the newdevelopments at the port will in-crease trade between the Port of LeHavre and the United States by 25percent over the next five years.Currently, that trade totals 4.7million tons. A third of the tradebetween Le Havre and the UnitedStates moves through Gulf ports.

Le Havre handles 12 million tonsof general cargo and almost onemillion TEUs of containerizedcargo, which accounts for 55 per-cent of France’s container traffic.Energy products comprise 70 per
