Toondah HarbourFACT SHEET 10

Does QYAC support the Walker Corporation Master Plan for Toondah Harbour?

Was QYAC involved in the declaration of the Toondah Harbour Priority Development Area (PDA) or design of the Walker Corporation plan?

What is the Walker Corporation?

No. QYAC does not support the Walker Corporation Master Plan. QYAC believes residents and visitors to Minjerribah deserve better infrastructure and facilities at both Toondah Harbour and Goompi (Dunwich) Harbour. QYAC continues to advocate to the State Government for much needed upgrades but has not supported or advocated for any specific plan.

No, QYAC was not involved in either process. The State Minister for Economic Development Queensland (MEDQ) declared the Toondah Harbour PDA at the request of the Redlands City Council in 2013. The Walker Corporation developed their own plan and submitted it to government in 2014.

The Walker Corporation is a privately-owned, Australian-based property development company that was selected by the State Government and Redlands City Council in 2014 to develop Toondah Harbour. QYAC had no involvement in this process.

How has QYAC responded to the project?

Is Walker Corporation required to consult with the Quandamooka People?

What is the role of the Quandamooka People in approving the project?

Can QYAC approve the development?

Yes. The Queensland Government has made it a condition that the developer is also required to consult with the Quandamooka People. To comply with this condition they met QYAC to present their plans, provide updates on the projects status and gain an understanding of the Quandamooka Peoples issues and aspirations for Quandamooka Country that may be impacted by the project.

Any development that affects the native title rights of the Quandamooka People will need an Indigenous Land Use Agreement (ILUA). An ILUA must be directly authorised by Quandamooka Traditional Owners. Every Quandamooka Person over the age of 18 has the right to participate in any authorisation process.

No. QYAC is not involved in any approval process for Toondah Harbour. That is the role of the Australian Government, State Government and Redland City Council.

1. Protect the native title rights and interests of the Quandamooka People. The Quandamooka People authorised the Quandamooka Coast Claim in 2016, which includes the Toondah Harbour PDA. QYAC’s priority is to protect Quandamooka People’s rights and interests.

2. Protect the Cultural Heritage of the Quandamooka People. As the registered Cultural Heritage Body for the area, QYAC has a legal responsibility to ensure any Cultural Heritage in the area is identified and protected in accordance with the Aboriginal Cultural Heritage Act (2003).

3. After first protecting Quandamooka native title rights and Cultural Heritage, QYAC has a role to ensure Quandamooka People are included in employment and business opportunities that may arise from the project.
