Motive:

We are dealing with a changing policy environment:• Government withdrawal from investments in urban renewal• Less grants (Investment budget for urban renewal (ISV) will no longer exist

from 2014

• And……we are facing a global financial and economic crisis

Consequences:• Multiple parties face financial difficulties• There is a creative search going on for alternative investment methods.

• Proliferation of solutions

• Lack of clarity, overview, definition and demarcation

Agentschap NL en Ministry of the Interior address these problems by developing a toolbox financial constructions. The Toolbox provides a clear overview and consist of:

- Different (financial) constructions regarding (financing) urban renewal

- One standard format per construction- The essence of the construction is reinforced with practical examples- Encourages to effective reproducibility- Is aiming at others (construction users) to contribute. Goal is a growing

dynamic model.

Toolbox is in a testing phase- We are looking for suitable websites- The toolbox will have to be tested bij municipalities and other target

groups. - We are expecting decisions on accessibility, maintanance & management

within a few months

- Appoint a manager / organisation that will be in charge of updating, monitoring etc.

- Toolbox is on the agenda of several ministerial departments- Possible pilot projects in Amersfoort and Overijssel- A manual should be attached: How to use…

Expectations• Not the solution, but an inspiration tool• Those involved select only that what is relevant (for them)• It is (hopefully) a growth model. Right now there are approximately 50

constructions defined.• It can lead to a new strategy

• It can be used as a management strategy tool voor national government (who is using what and why) (policy change)

• Fakton is working on an appendix; five most FAQ’s regarding funding/financing by municipalties
