So all commuters suffer: Bumper to bumper traffic, accidents, gridlock, traffic jams,tension, road rage, late for work, lost production, blockedemergency vehicles, hot sticky crowded buses and subways But most of the problems of traffic congestion and gridlockcan be solved in every city, all over the world, not byspending more money, but by reducing the number ofcommuters, the number of transfers and the length of trip We do this by removing one root cause of commutingproblems to allow local work http://www.michaelclancy.org 289-683-3442 4. Security Employers Cause the Problem The cause is in the way security employers deploy theirworkers In a big city like Toronto, you could get 30,000 securityguards off your buses and subways If security companies wont change voluntarily, they can beencouraged by law or by unions to treat their workers likehuman beings. Judging by their behaviour so far, do youthink they give a damn about how their habits affect theirworkers or the public or the transportation system? Imagine all these security guards travelling for example,from Greektown to Mississauga, from Cabbagetown toBrampton, Scarborough to North York, etc http://www.michaelclancy.org 289-683-3442 5. What would it mean to you? What if we could get just 10,000 security guards off your street or bus or subwayevery day. What would it mean to you? What about 20,000? 30,000? What are the real benefits for all citizens? There might be a seat for you. You wont have to stand You wont be so hot and uncomfortable this summer. The city will save money. (Your government pays a subsidy, every time a rider getson the bus or subway.). Your taxes wont go up for transit and road maintenance. The fares can go down. Fewer people driving on crowded streets mean traffic jams will dissolve and trafficwill move more smoothly for all drivers and pedestrians. There will be less pollution and less stress, fewer accidents and safer streets. Conclusion: Local work is very good for the tax payer in so many ways. I am talking about the women and men who maintain order and safety foryou; the professionals we call Security guards There are way too many Security Guards on the bus and on the street But its not their fault! Who created this problem? The problem is with the security industry treating workers like humanresources instead of skilled ethical professionals - human beings. Your road and transit taxes actually subsidize the security industrys poortreatment of these workers. What are the real benefits for securityguards of working close to home?Paying less for gas and transit is like a significant raise in pay for most security guards who make minimum wage. If you make 10.25 per hour, saving about 6.00 a day is like a 6% raise in pay If you make 20 per hour, it is still 3% and that is great too. Most are not paid a living wage. Thousands of security guards work fulltime in very difficult, dangerous, unhealthy jobs and are paid a belowpoverty wage. especially with the cost of commuting Less fatigue especially if working nights or 12 hour shifts More energy while you are at work You may be able to bike or walk to work and stay healthier You may be able to work in your neighbourhood if that appeals to you Less money spent on car insurancehttp://www.michaelclancy.org289-683-3442 8. What is the benefit of local workto small business owners? Security guards will spend their money in localstores and businesses. Guards are so poorly paid that they mustspend every dollar they earn. Cash Infusion from Local Work If 10,000 guards spend $6 a day in city businessesinstead of spending it on transit and gas, that adds up 10,000 X $6.00 X 365 days per year = $ 21.9 million inthe local economy for food, clothes and rent But in Toronto there may be 30,000 security guards notjust 10,000 ------- so that may put $60 million$ into the localeconomy as consumers. Im Mike Clancy. I have 10 years experience as a securityprofessional and supervisor inhospital, prison, courts, library, construction, office, andpublic hearings. Helping people and keeping them safe is ajoy. As a guard, I created a safe and peaceful environment. As a supervisor, I was a hardass. I expected my guards to beprofessional and effective. Eventually, I was forced to leavemy work protecting public safety because of disability. Myemployment insurance has run out and I am broke.Employers look at my gray hair and explicitly tell me thatthey prefer young people. Life is not easy, but I dont needyour sympathy. I am not beaten. But one of the causes is obvious andcan be eliminated ( Do I sound like a security guard now? ) I have often seen log jams while living in the north. Imaginemany logs, tangled every which way, blocking a river. But there is one key piece of wood that everything isinterlocked into. Gridlock happens when several traffic problems become tangled oneach other. We think of commuters as though they are things stuck in endlessstreams of traffic. Its annoying. All these vehicles are in the way.They drive for miles. Everyone is in a hurry. They criss-cross the cityfrom north to south, east to west, everywhere. There is so muchtension. The system is overloaded and too complicated. Whensome driver makes a mistake, there is an accident. Hundreds areheld hostage until the police clean it up. Workers are late for work.Some are late for dinner or injured or dead. Millions of dollars in lost wages and lost production and lost retailand food sales occur because of just one major traffic accident. Millions of dollars are wasted every day on gas and public transitfares that could be spent in buying groceries or other things fromstores.http://www.michaelclancy.org289-683-3442 14. So, lets change our thinking. So stop thinking of people as human resourceson the way to work or customers. (When we think of people as things to use, we allsuffer.) How the security industry makes lifedifficult for everyone The security industry sees guards as less than human, as things, as human resources: Guards look nearly identical. They wear similar uniforms. They get almost no training. They do very similar jobs. There are no benefits (or little) They all pass the same simple test to qualify. When one is absent from work, the boss sends a warm body to take their place. So most use skills that are fairly basic and standardized Most make minimum wage so their skills are not valued. A hundred thousand Canadian security guards work for just a few giant profitable corporations. If the guard makes $10, the company makes $4 per hour or more Each security guard appears almost interchangeable with thousands of other security guards acrossyour city. (Thats the way it looks, but it isnt true.) Business hire security guards to do work that is too unpleasant, or dangerous, or hazardous, oruncomfortable for their own employees and to escape the workplace safety insurance costs ofemployee illness and injury. http://www.michaelclancy.org 289-683-3442 16. Why is this a problem for commuters? guards are everywhere. And they have to get to work. ... in hotels, banks, offices, vacantlots, bars, libraries, factories, malls, departmentstores, airports, hospitals, jails, courts, prisons, hearings, government offices, construction sites, grocerystores, warehouses, casinos, recreationcentres, condos, apartment buildings, senior centres, publichousing, landfills. The city is carpeted with them. It is a fact of life. Who are the major security employers? How many are there in a major city? Lets pick perhaps the largestcongested city with major traffic headaches. You will have a similarsituation in every city in every country. Chose a few international security companies: How many work for Securitas?2000? How many work for G4S?2000? How many for Guarda?2000? What causes this problem?With direct employers, there is one work location or up to 5 in a city everyone commutes to that office or factory All the lines of commuting, radiate from this centralpoint. A worker can chose to move close to this workplace Most workers cant change place of work withoutquitting the job. You are valued and your loyalty isrecognized ..........But that is not the security industryhttp://www.michaelclancy.org289-683-3442 19. Security companies are massive international corporations Guards are just a number to them Securitas may have 200 work sites spread all over one city. There may be 10 or more security guards travelling acrossthe city to each work site. You cant chose a place close to home. There may be aSecuritas site very close to where you live, but you cantwork there Securitas decides where you work and your job assignmentcould be hours and many kilometres away from home Securitas or G4S may send you to a different place everysingle day http://www.michaelclancy.org 289-683-3442 20. Picture this on the map: 200 work sites all over the city, please correct me 10 workers at each site? 2000 lines from all over the city to work sites all overthe city but multiply that by 5 employers Imagine how nice it would be to get 10,000 peopleout of your way? Here is my solutionI have worked in human resources. The solution is easy. 1. Create a local work policy 2. Assign security guards to jobs close to theirhomes http://www.michaelclancy.org 289-683-3442 22. How? Recognize their loyalty and seniority with yourcompany. Give security guards the opportunity to work closerto home. Dont assign guards to work sites without theirconsent. Advertise every new job vacancy on your companywebsite. Provide all the details about the job. Showeach new opportunity on a map of the city so thatpeople can see where it is. http://www.michaelclancy.org 289-683-3442 23. Allow bidding on jobs Allow employees to bid on each open position in afair competition. Give them 2 weeks to apply. Select the best employee for the job with pointsallocated for seniority, skills, personal suitability, andliving within 2 miles from the job Why? Local workers are more reliable in terms ofwork attendance. It will be like a 6% pay raise for that worker to notcommute. http://www.michaelclancy.org 289-683-3442 24. Create a policy Allow workers to request transfers to jobsclose to home. Keep a record of transferrequests. Act on them. When new worksites are created, allowexisting workers to transfer closer to home.Backfill the old jobs. Each change allows 2workers to work locally. Note to Security GuardsIf your employer did one simple thing: You could walk or bike to work or take just one local bus without transferringWorking locally would be like an increase in pay, that wouldnt cost the employer a dime. The government should make them do it.The employers attitude is often predatory and they are not likely to give a damn about your health and safety and standard of living. I accept that. http://www.michaelclancy.org 289-683-3442 26. Changing Your World Your union should negotiate this. Steelworkers had areputation for effective bargaining. Many workershave chosen USW. Some of the other unions are totally impotent ortotally in the pocket of the employer. You may haveto go shopping for a union. You have very little to lose because your pay andbenefits are low. Is CEP / CAW an option? Or create your ownorganization. http://www.michaelclancy.org 289-683-3442 27. Politics Would it be more effective to work throughthe Greens or the NDP? Or both. I would like to work with you in lobbying thecity councils and I will travel to meet with youor to speak to city councils with you. Consider quitting your existingemployer, if they wont cooperate and switchto another. Client companies will be thrilled tohave a security company that hires locally andcan provide reliable staffing. City Groups Every city has a social planning council.Committees are created to advise the cityabout transit. Transit authorities haveombuds and committees to hear the publicsconcerns. Does your city have a Living Wage committee?A peace caf ? and anti-poverty group? Write letters to newspapers in every language. Join the OCCUPY MOVEMENThttp://www.michaelclancy.org289-683-3442 30. Speak Up Tell your MP, MPP and city counsellor that thisis a deal breaker and they wont get your voteunless you get local work. They get paid tospeak up for you.
