You will hear from members of our Consumer Assistance Program team and Communications/Marketing team here at MNsure today. More than 700,000 Minnesotans have used MNsure to shop, compare or enroll since 2013.

This RFP is open to a wide variety of entities, some of which may be interested in conducting outreach and education, but not as familiar with MNsure. So we want to begin by providing some background. MNsure is a marketplace where individuals, families and small businesses can compare, choose and enroll in health insurance. Our mission is to ensure all Minnesotans have access to high quality and affordable coverage. Through MNsure, individuals enroll in Medical Assistance, MinnesotaCare or a Qualified Health Plan. MNsure is the only place where people can qualify for financial help, including premium tax credits and cost-sharing reductions. More than 700,000 Minnesotans have used MNsure to shop, compare or enroll since 2013. And the most recent enrollment numbers released at the March MNsure Board meeting show that from November 1, 2015 through March 6, 2016, 111,449 individuals enrolled in Medical Assistance, 45,621 in MinnesotaCare and 86,856 in Qualified Health Plans.

It’s working

In an unprecedented decrease, the MN uninsurance rate fell to 4.3 percent between 2013 and 2015. That’s a 48% decrease in just two years!

In February, the Minnesota Department of Health released results of the 2015 Minnesota Health Access Survey. This survey provides a comprehensive look at the state of health insurance coverage in Minnesota. We are excited to share that the work we are all doing is working! In an unprecedented decrease, the MN uninsurance rate fell to 4.3 percent between 2013 and 2015. That’s a 48% decrease in just two years! Of course, there is still more work to do be done. Although more Minnesotans have health coverage than ever before, the survey also finds that disparities between white Minnesotans and other races and ethnicities persist. The uninsured rate for white Minnesotans decreased from 6% in 2013 to 3.4% in 2015, well below most other racial or ethnic groups. There are also variations across ages which are typical, but show that there is still more work to be done to reach adults between the ages of 18 and 34. There are also regional variations in coverage rates you can see from the table here. For example, you can see that the uninsured rate for the North Central region is 10.2%, which is much higher than the statewide average of 4.3%. Finally, in those areas where rates are lower, we know that we need to make sure individuals maintain their coverage to keep those low rates. You can create your own table by using the MN Health Access Survey Data Tool on the Minnesota Department of Health website by following the link on the slide.

Two program areas at MNsure are particularly focused on ensuring individuals are aware of their options to enroll through MNsure and have the assistance they need to enroll. The goal of MNsure’s Consumer Assistance Program is to ensure all Minnesotans are connected to affordable comprehensive health insurance coverage. The Consumer Assistance Program works toward this goal by supporting a statewide network of consumer assistance partners. MNsure certifies three types of partners to help consumers enroll in coverage through MNsure. These types of partners are: navigators, certified application counselors and brokers. Members of the public can connect with a navigator or broker using our online Assister Directory. Our Communications and Marketing division works to reach potential MNsure enrollees through advertising campaigns, media relations and social media. Our consumer assistance partners are embedded in communities that would benefit from MNsure and they know best how to share what the benefits of MNsure are with potential enrollees. The Communications and Marketing division integrates community voices into our marketing and communications strategy by coordinating with MNsure consumer assistance partners and elevating their messages.

In order to strategically engage the most highly uninsured populations, we separated this grant opportunity from the Navigator Outreach and Enrollment Grants which closed on April 1, 2016. Applicants for this grant opportunity do not need to be a navigator, CAC or broker with MNsure. The Consumer Assistance Program is working together with MNsure’s marketing and communications area to integrate outreach and education grants into our marketing and communications strategies in order to more effectively reach those who could benefit from MNsure. MNsure is interested in considering proposals that include innovative strategies, partnerships and messages to reach populations that continue to be uninsured.

Applicants are required to submit their proposal using the online application through Foundant Technologies. We use Foundant for grant management purposes. This is the first year we are using the application option through them. John will provide more information about applying through Foundant in a few minutes. This slide shows the requirements for your proposal. Please see the RFP for specific requirements. The core components are the Executive Summary, Experience, Strategy, Implementation Plan and Budget. Applicants also must submit Letters of Support from paid partners only and Required Statements as Attachments A through E. For those of you that may have applied for a MNsure grant in the past, there are a few differences from last year we want to point out: Applicants will not upload their proposal as single PDF document. Rather, they will fill out each section of the application through the online form. The online application has character and file size limits. The online application has individual boxes with character limits attached. You will want to view these before fully writing your proposal. Letters of support are only required from paid grant partners. They are not required for unpaid partners. We are asking for a detailed work plan as part of the Implementation Plan using the required template. Please make sure to completely fill this out and attach it where required in the online application. It makes up a large percentage of how proposals are evaluated. If your proposal is selected, the work plan will be used in contract negotiation and become part of your grant contract. Please pay close attention to the budget section in the RFP. - All applicants must submit a summary budget and a detailed budget. If your proposal includes paid grant partners, detailed budgets must be submitted for each grant partner receiving funds. - The list of allowable and unallowable expenses is not exhaustive (doesn’t include everything possible), but it gives you an idea of what types of activities grant funds can be used for and what they cannot.

Our proposal review process is divided into three stages. The Stage 1 review is for completeness, compliance and eligibility. Applications that are deemed non-responsive will not be forwarded for Stage 2. Proposals must be received by 1 p.m. on May 26, no exceptions. The online application system will timestamp the proposals when they are submitted. Just because you are able to hit submit after 1 p.m. does not mean you met the 1 p.m. deadline. During the Stage 2 review proposals are evaluated on their merits and then compared to each other by a review committee that includes internal and external reviewers. Applicants that are selected to move on to Stage 3 will be asked to submit evidence of the organization’s financial management capabilities. During this stage, MNsure will also negotiate details of the applicant’s work plan and budget.

This year, we are using an online application site to submit and process applications. This will allow users to work on the application bit-by-bit, and not have to upload single documents. It will also allow for quicker and more accurate review of the applications. In order to apply you will need to create on online account with our online application host site “Foundant.” To start the process, click on the “Complete an Application” button on the grants and application page. There are two main navigation pages on the application site. This one is the dashboard. It can be accessed at any time by clicking on the “dashboard button” on the left-hand side of the site. The dashboard contains user information, organization information and the status of any applications being worked on. Text fields/character limits

The most common field to fill out are text fields. These are plain text, with no formatting allowed, aside from spacing. All text fields will have a character limit at the bottom of the text entry area. The character limit updates as the applicant enters text in the box: spaces count as characters, hard returns do not count against your character count. If the number of characters exceeds the character limit, an error message appears. The applicant will be able to save that data, but an application with fields that exceed the character limits will not be able to be submitted until that is corrected.

There are document uploads for some sections. These section require you to upload workplans, budgets and required statements directly into into the application. When you click the “upload a file” button, a window will appear that will let you upload a document from your computer. Each document upload has a file size limit; you will not be able to upload a file that exceeds that size limit. Many of the documents required for this grant have templates, which can be found on the Outreach and Education Grant Program page and in the instructions connected to uploads in Foundant.

Fax to File

For applicants who are not able to scan or create electronic copies of documents. Foundant has a “Fax to File” feature, which allows applicants to create PDF documents for upload if they have a fax machine. This can be used to combine several separate documents into one large document. For example, this could be good way to combine letters of support into one single document. Foundant only allows one user to fill out an application. However, you can share the questions or the completed work on the application by using the “application packet” or the “question list” buttons at the top of an application page. The “application packet” button creates a PDF of the application questions and the fields that you have filled in. The “question list” button creates a PDF of the application questions.

When you are finished with the application, scroll down to the bottom and hit the “submit” button. You will receive a confirmation email at the user’s address once the application has been successfully submitted. You must hit the submit button in order for MNsure to process your application. Applications with saved information that are not submitted before the application deadline will not be considered. If you accidentally hit the “submit” button before your application is finished, please send an email to [email protected], and we will be able to reopen your application for editing.

Again, we want to reiterate some critical dates in the RFP process The applicant webinars are April 5 and 14. MNsure will post responses to questions asked during the applicant webinars by April 21. The deadline for submitting questions is May 6. MNsure will post responses to questions submitted by the deadline by May 12. After the question deadline, MNsure will respond to applicants requesting technical support through the proposal submission deadline of May 26, 2016, at 1 p.m. Central Time. There are no exceptions on the deadline for proposals. You must have submitted them using the online submission process by May 26 at 1 p.m. Please do not wait until the last day to start the application process. We will have limited ability to respond to technical issues that arise that day.
