2012 Protecting Yourself When Disasters Happen Keio University On January 17, 1995, a magnitude 7.2 earthquake struck the Hanshin area. Buildings, expressways, railways, and homes collapsed, and fires broke out and spread widely, causing a catastrophe which claimed countless lives. No one can predict when and where disasters like earthquakes or fires will happen. Yet every one of us could encounter a disaster that has the potential to instantly disrupt our daily lives. What protects us from disaster is our day-to-day mentality, sufficient knowledge about disaster prevention, and our ability to act calmly in emergencies. is guide briefly lays out background knowledge about disasters, actions to take if they occur, and ways to respond after a disaster. We should be fully aware of these things in advance. DISASTER PREVENTION GUIDE Nobody can predict when and where disasters like earthquakes or fires will occur. Regarding major earthquakes, however, if anomalies are detected in the seismic data for the Tokai region, information in the form of a “Tokai Earthquake Report,” “Tokai Earthquake Advisory,” or “Tokai Earthquake Warning” will be issued depending on the degree of anomalies. If a “Tokai Earthquake Warning,” which indicates the highest risk of an earthquake, is issued, the “Earthquake Assessment Committee for Areas under Intensified Measures against Earthquake Disaster” will be convened in accordance with the Large-Scale Earthquake Countermeasures Act. If the committee concludes that the Tokai Earthquake is imminent, the Prime Minister will issue an advisory warning. In the event of a “Tokai Earthquake Advisory”, please do the following: If you are at home, stay inside. If between the university and your home, decide whether to continue to university or return home. If you are at university, follow the instructions of faculty and staff. When the Japanese government or Japan Meteorological Agency issues a “Tokai Earthquake Advisory,” when public transportation becomes unavailable due to natural disasters or large accidents, or in other times of emergency, classes will be handled as follows: 1. If a “Tokai Earthquake Advisory” is issued All classes will be canceled if a major earthquake is predicted in the Greater Tokyo and Tokai areas, and a “Tokai Earthquake Advisory” is issued by the Japanese government or the Japan Meteorological Agency. Protecting Yourself When Disasters Happen

Keio University

On January 17, 1995, a magnitude 7.2 earthquake struck the Hanshin area. Buildings, expressways, railways, and homes collapsed, and �res broke out and spread widely, causing a catastrophe which claimed countless lives.

No one can predict when and where disasters like earthquakes or �res will happen. Yet every one of us could encounter a disaster that has the potential to instantly disrupt our daily lives. What protects us from disaster is our day-to-day mentality, su�cient knowledge about disaster prevention, and our ability to act calmly in emergencies.

�is guide brie�y lays out background knowledge about disasters, actions to take if they occur, and ways to respond after a disaster. We should be fully aware of these things in advance.

DISASTERPREVENTION GUIDE

Nobody can predict when and where disasters like earthquakes or �res will occur. �ere is the possibility of �re and of injury by cutlery or broken dishware. Call out to others in the room and calmly make your way to the exits.

Cafeterias

Beware of falling objects, particularly books and bookshelves, and �rst take shelter under a desk or table. After the tremors subside, follow library sta� instructions when given.

Libraries

�e train may stop suddenly, so stay low and hold onto a strap or support rail. Do not leave the train without permission after it has stopped. Wait for and follow instructions from a member of the train crew.

Remain calm and do not rush for the exits, but cover your head with a bag or clothing. Even if the earthquake causes a power failure, emergency lighting and guidance lights will come on. Exits are situated at intervals of 60 meters or less, so please remain calm and do not rush for the exits. When you exit above ground, beware of falling objects.

When an earthquake with a seismic intensity of 5 or more is observed, operations will cease in order to con�rm safety before heading to the nearest station. Even if there is a power failure, emergency lighting will come on. Follow the instructions of the train crew.

Do not go near automatic vending machines, power poles, or brick walls. Be careful of falling objects such as glass, outer walls, signs, and roof tiles. Move to a nearby open space or safe building. Do not go near downed electric wires.

When you feel tremors, take shelter under a desk. Use bags or clothing to cover your head and to protect yourself. Open a door to secure an evacuation route. As a general rule, stay indoors unless there is an emergency broadcast with further instructions.

Press the buttons for all the �oors and get o� at the �rst �oor you stop at. Quickly exit the building using the stairs. If you become trapped in the elevator, calmly press the emergency button and use the interphone to contact outside.
