To: Cache County Council We, the citizens of Cache County, petition the County government and city governments to join in a Cache County Library system. Since 1976, when Cache County turned down the opportunity of having a County Library, each municipality has been left to either support their own library or go without adequate library access. This situation is inequitable, with each County resident having various levels of access to books and library material depending on where they live. This configuration is not efficient, with each library expending resources to have their own set of books, their own card catalog system and their own websites. The situation we now have is also confusing. For example, Hyde Park residents don't know if they can get a library card at the North Logan Library, and Providence residents wonder how much it would cost to purchase a Logan Library card. It is also not always clear who has access to the Hyrum City Library. A single Cache County Library system providing equal access to books and library materials to each county resident at many locations around the valley would be more efficient, and equitable for all county residents. All library patrons would benefit from access to a broader selection of materials. Also, larger library systems often have an easier time obtaining state and federal government funding. We, the citizens of Cache County, petition the County government and city governments to join in a

Cache County Library system.

Since 1976, when Cache County turned down the opportunity of having a County Library, each

municipality has been left to either support their own library or go without adequate library access.

This situation is inequitable, with each County resident having various levels of access to books and

library material depending on where they live. This configuration is not efficient, with each library

expending resources to have their own set of books, their own card catalog system and their own

they can get a library card at the North Logan Library, and Providence residents wonder how much it

would cost to purchase a Logan Library card. It is also not always clear who has access to the Hyrum

City Library.

A single Cache County Library system providing equal access to books and library materials to each

county resident at many locations around the valley would be more efficient, and equitable for all

county residents. All library patrons would benefit from access to a broader selection of materials. Also,

larger library systems often have an easier time obtaining state and federal government funding.

It is now time for the county and city governments of Cache County to institute a Cache County

Library system.

I appreciate the use I have of the Hyde Park library. However, I find it very unfortunate that the leaders of our cities and county cannot set aside differences and form a county wide system. It is now time to do so.

Although North Logan is terrific, we regret that everyone does not have access to a quality library.

I would love to be able to go to Logan library without paying outrageous fees to have their card!

I have lived in number of cities in Cache Valley and have experienced the frustration of not being able to go to a favorite library because I no longer lived in that city as well as having to adjust to the different selections and services from library to library. A county library system would solve so many of these problems!!

Great idea! I'm a student and would like to have access to both the Logan and North Logan Library.

Cache County is all one community. Consolidation of services, when possible, is a good idea.

Confuses say: Read at least 20 minutes a day from the day born to the day you die. Read good books.

I'm always surprised at how many Cache Valley people I meet who haven't read a book in years. Limited/poor library access is part of the problem.

Isn't it TIME to consolidate ?? Doing so would allow exchange of materials like other large libraries & museums. Ever see any of the 22 Colorado libraries, or the 41 Hennipin County Minn Library System ?? It seems to work for them !!

This has been needed for years. I pay $155 dollars a year to go to a library 2 miles from my home. That is ridiculous.

The fact that we have county residents without access to library services is reason enough to support the formation of a county system. Where is that pioneer "barn raising" attitude that invites us to help our neighbor in need?

I have been annoyed since I moved here that my family is unable to check books out from the North Logan library, which is not only closer to my house, but has a nicer selection.

I assume the countywide system would continue to make use of the existing libraries in North Logan, Lewiston, etc. (but provide the ability to request/loan books from/to the county system)

I grew up in Logan, and was fortunate to have access to the library. County-wide acces would be incredibly beneficial to all it is available to. Question though. How/where would it be set up? Would there be "branches" throughout the county, and the books would rotate? Is something like this realistic?

It would seem that by creating a county library system that the pooling of money would allow for a greater selection of titles and a even more services and would improve our community as a whole.

We need to learn to share as communities. It is not about what are we going to get in return but how can I contribute to the greater good.

There is so much to love about Cache Valley, but the lack of a county wide library system is a major drawback about living here, for me, and for others I know. I hope people can think about the big picture, plan for the future, and do something that will benefit us now and benefit generations to come.

I moved here from the Salt Lake County Library System and I can only see this as a great benefit to the community. I miss the opportunities larger libraries have.

I have lived in many places with state-wide library systems. They are a benefit to all who use them. A county library in Cache Valley would be a great start here.

Everyplace else we have ever lived has a county-wide library system, and it makes the libraries much nicer -- there becomes so much more material available!

I've always lived in places where there was a county library. I was fairly suprised when I moved to Logan to see the county not working together as a whole, but instead leaving libraries up to individual cities. So much more could be gained from coming together and having a country library!

A county library would provide many more resources for all library uses in the county. Many of the books that I would like to access at the North logan library are unavailable. I would like access to all county libraries to find the materials I want to access.

We moved to North Logan from Providence ... Rhode Island. There we had a library system that reached as far away as New Jersey. There was never a book that I could not read because it was somewhere in a library with in the system

We use Hyrum library quite regularly. Since moving to Cache County 3 years ago, I have strongly felt a countywide library system is what we lack!!

It is time for all city governments in the county to play nicely in the sand box together!!!

We need a library. I just moved back home from Az and we are 10 years behind. Time to get caught up. I moved here with the intention of staying so please make it worthwhile.

I love and appreciate our North Logan library. But its time to raise the bar and share all resources with our neighbors.

Countywide library is best way to go to give equal access to county residents. Small town libraries cannot sustain themselves on their limited budgets.

What is equitable about limiting learning opportunities according to geography? We are one county and should have the same library benefits and privledges. I was once denied a job at the Hyrum Library because I was not a Hyrum resident. That is nothing less than discrimination. Not allowing all county members to access all libraries is also discriminatory.

Any goal of increased literacy requires a county-wide library facility. Any opposition to this is opposition to increased literacy. Internet surfing is not book reading.

This petition is like talking to winter winds however I do applaud the effort of this worthy subject.

A rising tide lifts all ships. A county-wide library system is one of those basic services that "lifts" the entire Cache Valley community.

I grew up in Bear Lake County over the hill. We had a county wide library system and it still works today. I loved going to the library then and i think all county residents need the same opportunities when it come to a library. Get it together people and make it work!

Dear Friends: I use the library often. I find it well attended and appreciatively used by a large number of patrons . It seems incredible to me that this valley does not share its library resources . Surely there is some way to make all the satellite libraries a part of an integrated system so that residents of all Cache Valley towns and cities could use any library in the system.

I lived in the Salt Lake Valley while attending the U of U, and loved the countywide library system. It would be great to have the same thing in Cache Valley!

The two places I have lived in my adult life, Bear Lake in Idaho and Washington in Utah have both had county wide libraries and were accessible to me throughout the counties, which I appreciated tremendously.

Thank you for initiating this petition. I have lived in Cache Valley for five years, and it has galled me that Logan's library wanted such an outrageous fee for using its library system. I moved here from Weber County and was a user of its county wide library system. You cannot imagine my shock when I came to realize that Cache County didn't have a county wide system in place.. I am 100\% open to to a county wide system here in Cache Valley. T

I once lived in Yamhill Co., Oregon, where they had what they called the Chemeketa Community College Library System, which included all the city libraries for the two counties served by the community college. It was very nice. One library card was good in any of the towns, and you could easily get on-line in any of the libraries and see the entired collection of books for the region, and order one if it was not available in your library. It was very nice, and made books readily available to school children in rural areas.

I've lived in Logan my whole life and I know that when my parents thought about moving to Providence I wasn't sure I wanted to because I didn't know what their library was like. I don't see drawing boundary lines when we all live so close together. Everyone should have equal access to all the resources available here.

I'm not very sure on the reasoning of exempting the rest of the county from the Library. Maybe when the larger building is established in 3 years, and there is more space we would not have issues with parking. But, even other libraries(stanislaus county) provide opportuinties for the whole county, although I realize they may be facing different situations due to the fact they are quite a bit bigger.

I was very disappointed when Logan Library stopped offering it's services to everyone, even though I've always lived in Logan. To me, libraries are about knowledge, and the current system withholds that from those that don't live within certain boundaries. That's just ridiculous.

We moved here a year ago from western Washington and were stunned to not be able to check out books in Logan. I am 63 years old and have never lived in an area that doesn't have a county library system.

Forming a Cache County Library system would be a great benefit to our children and it would bring county residents of all ages more access to important resources. I wholeheartedly support such an endeavor.

Thomas Jefferson's well known comment, "I cannot live without my books," is worth noting as we consider a county-wide library. What better cost-efficient way to bring books to everyone in Cache Valley than a library usable by all residents of the valley?

I think it's dumb that we don't have a county library/library card. Everyone in the other counties in UT can use whatever library within the county they want. If you live in Layton, you can check out books at the Farmington Library. Only in Cache Valley are the people segregated because of where they live!!

Having moved into Cache Valley recently, the library situation has been one of the greatest disappointments. We came from Ithaca, New York where the county public library offered an extensive music collection as well as an excellent reference section, not to mention a myriad of books on any subject you could imagine. The library was valued by the community as an important piece of life-long learning. Enabling a county library system in Cache County would be good for obtaining funding for expanding services for all.

I've lived back East where this was in place and it was AWESOME. Our current library is just so small and inadequate. I would love access to other "local" libraries within the county.

We all fund public education, whether we have children in school or not, on the basis that it benefits society for us to do so. I think that the same argument applies to funding an accessible library system for the ENTIRE county.

I had no idea when we looked all over Cache Valley for a house that it would be critical to live in Logan City to have access to a larger library. I check out many books for my mother who is home bound. What if I only had access to a bookmobile. It is grossly unfair.

Even though we have a Logan address, we live in the county and do not have free access to libraries.

Why can't we all share in the wealth of knowledge? I would hope that Logan City would also enter into such a collaboration. Let's tear down the fences and allow more access. I am unaware of what tax changes would occur, but I would hope that they would be reasonable since most towns have pre-existing library tax allowance....

Having lived in Sacramento for several years where a coutny library system was in place, I didn't realize how good I had it until I moved to Providence, Utah. I work in Logan and it is acutally more convenient for me to go to the Logan library. The library in Providence is small, the hours are inconvenient (closed at lunch time), and resources are extremely limmited. Having access to other libraries, as well as more funding, would be tremendous!

It seems to me that this program would lead to the greatest efficiency in providing access to a quality library program.

When my children were young, we drove all the way to Hyrum to visit the library despite the fact that we live less than one mile from the Logan library. Five years ago, when I became employed, I 'broke' down and purchased a Logan library card. It was against my concerted belief that libraries should be free. Libraries strengthen communities and should be accessible to all.

Finally we can have the type of library system that the people in Cache Valley deserve. It's about time and long overdue.

We lived in Corvallis, OR and Benton County had an excellent county wide library system. It amazes me that some residents of Cache County are not in agreement with a county wide library system. It makes sense, and it makes materials more accessible to more people. Isn't that the whole idea of a library system? What isn't to love about this?

This new system would make it easier to find books and we would have a wider selection.

An article in February in the Herald Journal indicated that a dialogue on this topic has taken place among representatives of various cities. Much of the opposition came from smaller cities in the form of not wishing to lose control or similar superfluous arguments. There was a time in this world when knowledge and information was controlled by few at the expense of many. Those individuals also desired control. As a citizen of a small city, I plead with those representatives to acknowledge the desires of those they represent and do what we have asked! Allow knowledge to spread!

We loved this concept in Colorado Springs. If our neighborhood library lacked a book, we just requested it from another!

Much needed. Where else does the governments role lie if not in providing the opportunity for furthering the individuals pursuit of a better way of life. A library that is central to all, would be that very thing.

Let's work together and provide equal opportunity for library services for everyone in Cache County.

We were shocked to move here from small-town Montana with a big, beautiful county library and NOT find a county library here. It does everyone a disservice.

It would be a nice change if we could all work together; combining our efforts to enhance and benefit everyone, cut out some costs and remember that we are all a part of Cache Valley. I think this would be an even better community to live in and be a part of.

Why hasn't this happened before now. I think we need to stop being territorial and start working together.

Look to the examples of other counties who fund libraries within their boundaries. The local libraries manage their own budgets and programs, but access is equal to all.

We moved here from Salt Lake where the County Library system works very well. We would like to see a county system in Cache Valley.

We need a new library building that can serve as a library and community place for all residents of the area! A library should be a warm, comfortable, and cheerful place to read and gather. Logan's city library is none of these - "a dump" most aptly describes it. Good luck with this.

For those of us who have lived somewhere with a county library system, this is a no-brainer. Please work through the issues and provide better library service to all the citizens of our county!

The present system is an absolute travesty holding people hostage merely because they want to read and obtain a library card. What message are we sending to our youth whom we constantly preach the fundamentals of reading and then not providing them with a simple avenue for obtaining a library card. Library usage results in an asset to the entire community. Library usage was a privilege and is not an expense nor was it ever designed for monetary gain. I have lived in many communities where a countywide library is an accepted practice; when I was a student at USU many years ago we had a countywide library, so I know it can work here. Let's give it a try again!

A county library system seems like a no brainer if the various entities can bury the hatchet and do what's best for the citizens at large.

A strong library system is essential to a well informed and educated society. A county wide library system is a fiscally responsible and rewarding way to expand the many small libraries in Cache County.

It is time that Cache County grows up. If a county wide system can be done in both smaller and larger counties, we need to put aside our petty differences and start providing better library services at ultimately, a better price. Stop duplicating services where combining would benefit everyone.

The Logan library serves my family well. It is nearby and library cards are easy to obtain. Still, I believe a county-wide system is a good investment in our future. I am willing to spend tax dollars for the betterment of ALL in this area, not just my own family interests.

We use to live a few blocks away in the Cliffside neighborhood of Logan and enjoyed the use of Logan City Library for close to 18 years. We have greatly missed access to the resources of the Library caused by our move. How sad that location currently determines access to literature....these things ought not to be! A shared county wide library would provide equitable opportunities to all the citizens of Cache Valley making it an even better place to live for one and all!

Citizens of the county in favor of the county-wide library system must realize they will be paying higher taxes to support the system. :)

County-wide library systems have seen a great deal of success in many other counties. It is an efficient and sensible approach to providing library access. There is no good reason why such a system should not be instituted in Cache.

After this...let's all start a petition to get the gov't to pay for a bungee jumping park! Think of the benefits a free theme park would bring! It's great to increase taxes for whatever a small group wants! This way, everyone pays the same for what just a few of us don't want to pay a larger market driven price for!!!

I moved here from Bellevue WA where there is a countywide Library system. The resourses available were exponentially greater than the hodge-podge system here in Cache Valley. Some argue that their city has more money and deserves exclusive rights to their library. This argument is fundimentally flawed in this small comunity. I live in Smithfield and work in logan and shop in all cities. I pay taxes in ALL cities but am limited to one small library in Smithfield. I was amazed at how many "cities" were in such a small area when I first moved here. There are so many waisted resources in this valley because everyone is worried that if they share, they might not get their fair share. They are so wrong. If services were combined and all the waisted duplicated resources were eliminated, EVERYONE would get more from their tax dollars. Fell free to contact me for help in pushing this project forward.

I drive to Smithfield twice a month to access their books. This would save me time and gas.

My children should have access to decent educational resources. The current Cache County library is not adequate.

Many hands make light work creating a learning resource to help each other be more valuable.

This is truly needed for Nibley residence. Having used botht the Logan library and teh Hyrum library, there is no comparison between the two. The resources available at the Logan Library just can't be beat!

I believe that no city can claim to be interested in the welfare of its citizens if it does not provide broad access to a library. I also believe the low and fixed income citizens of the city deserve the same access to library materials as those that are most well off. A county-wide system is the most equitable and cost effective way to achieve this.

We have lived in 5 states over the past 30 years, and everywhere we lived, the library was county-wide, and available to all its citizens, with no user fees. When we lived in Virginia, we lived close to the line separating Fairfax County and Loudoun County and our whole family had library cards in both counties, with no user fees. Everywhere we have lived we have had access to great libraries, at no cost other than our tax contribution in our home county, until we moved here. If it is possible to provide library access to non residents like Loudoun county provided to us, then there is no reason that a community and a people that pride themselves on their love of learning can not provide educational materials to all its citizens. Additionally, a county-wide system would provide economies of scale and greater "buying power" when acquiring resources. It just makes good economic sense to have a county-wide system.

My children are aching to use this library.I keep making excuses to them and I am embarassed for their sakes. Not having a countywide library is shameful for all READERS!

I think any time you can have access to a library the whole community becomes more educated and makes this an even better place to live.

Books and additional materials available to all residents of our county are an important link to the education of all citizens.

We lived in two other states in counties with county wide systems. It was very nice to be in any community in the county and pickup or return books.

It costs a lot less to build and buy books for one library that everyone can use than 10 libraries that only a few can use. It is not real feasable for some smaller towns in the area to build a library.

A countywide library system makes sense for our valley and years from now, we'll be so glad we have it!!

Some things are worth a few extra pennies- glad to relinquish mine for this needed amenity
