Once the paperwork is submitted, a minimum of six weeks has boon the experience before finrl disposition. During this entire period, the offender remains in hjs unit as a bed example and frequently influences others tc druf abuse durinp this waiting period. One frctor contributinf' to an apparent increase in drup abuse nay well be the influence exerted by these known offenders while awaiting administrative action,

Prior to the inactivation the two 0-1 comoenles were flyinp apnroxinately 2000 hours each per month. Both companies were scheduled for missions on a dedicated basis, Thst is to say, each supported unit was allocated one or more aircraft for a prtdetemined number of flylnr hours. The supnorted unit could require the aircraft to be available til day. This vras usually done by requiring the aircraft to be at a location away from hone br.se until the ellOMted hours were flown or until released to return to home br.se. This type of ;:iis::ion suooort had been adequrtelv orovided by the two 0-1 compinies with v. total of 56 aircraft. It soon became obvious th~t the 7iith with a total of hO aircraft could not acccmpli sh the entire mission load of the two companies. The limiting factor wis the orp^nic rmintonance caprbility to perform a meximum overall of 36 ^VP insoections/month which, in turn, limits the unit to a monthly 3600 hour progrrjn,

(c) Ttecoramcndction: That a concept for employment ^e developed which would prov.'de adequate III Corps 0-1 support, yet keep the unit's flying hours within its Maintenance capabilities,

(d) Connaud Action: An "area coverage" concept Vnf d&veloocd to provide adequate aircraft support throuphout the ITI Corps area vrithin the number of flying hours supportable by tho units maintenance capability, '■'•'his r.roa concept incorporates the use of sectors and eubsfectors. Each platoon is strategically located so that maximum "on station" flight time can be usod, thus shortening the "to and from" time, ilach platoons area of cporation (entioled a sector) is divided into sub-socbors. Each sub-soctor is flown and observ-d ovsry day for a total of t'pj*cc hours each. The time of day is varied and tho pilots stri\e to become rs farriliar with their rroas as possible. All other wlssion requests are coordinated through th( company opcrationa officer who determines which platoon can accomplish thv; nission while operating in that sector "nd sub-sector.
