Chapter 1 General
C1-1 Purpose This manual provides requirements and guidelines for the management of maintenance and construction activities on RailCorp’s civil infrastructure.
It provides

C1-2 Context The manual is part of RailCorp's engineering standards and procedures publications. More specifically, it is part of the Civil Engineering suite that comprises standards, installation and maintenance manuals and specifications.
Manuals contain requirements, process and guidelines for the management of track assets and for carrying out examination, construction, installation and maintenance activities.
The manual is written for the persons undertaking installation and maintenance activities.
It also contains management requirements for Civil Maintenance Engineers and Team Managers needing to know what they are required to do to manage rail installation and repair activities on their area, and production managers needing to know what they are required to do to manage the renewal activity their teams are undertaking.
C1-3 How to read the Manual The best way to find information in the manual is to look at the Table of Contents starting on page 4. Ask yourself what job you are doing? The Table of Contents is written to reflect the requirements being discussed.

Chapter 2 Definition of Titles This chapter explains the generic titles that have been used throughout the RailCorp Engineering Manuals and gives guidance for the mapping of the generic titles to position titles in the current RailCorp organisation.
This has been provided to give guidance to field staff in establishing accountabilities. It must be noted that these responsibilities are only part of the full responsibilities of such positions and reference needs to be made to other documents (Position Descriptions etc.).
C2-1 Geographical Note: Changes have been made to reflect the changes in titles and organisational structures introduced in July 2009.
Term Definition Mapping to RailCorp organisation
Track Length Track section managed by a Length Supervisor. It is the smallest unit of the network in which the track examination and maintenance responsibilities are controlled by the same person
Area A collection of Track Lengths controlled by a single person. Size is generally determined by organisational design.
eg. Adamstown, Campsie.
May coincide with Track Length in some parts of the organisation
District A collection of Areas controlled by a single person. Size is generally determined by organisational design.
eg North, Central, Illawarra and West District

If people in these positions do not possess relevant civil competence, others with the competence must be nominated to discharge technical accountability.

Title is used when responsibilities are assigned to a worker’s “supervisor”, in cases where the supervisor’s position in the RailCorp organisation could be specified by more than one generic title.

Someone in direct control of a worksite.

Teams undertaking major renewals activities such Resurfacing, resleepering, rerailing.
Rail Welding Inspectors
Authorised staff with specialist skills in aluminothermic and/or wire feed welding who have responsibility for reviewing and assessing the performance of rail welders.

Chapter 3 Competencies This chapter details the competencies applying to track and structures inspection, construction and maintenance activities on RailCorp infrastructure.
The Competency acquisition/maintenance process for the civil discipline in RailCorp is generally based on National Competency standards.
The standards are broadly interpretable – they are meant to be. They include statements like “…………to meet organisational requirements……..”
RailCorp’s interpretation of the National Competency standards for key technical competencies in the civil discipline is detailed in this chapter.
The interpretation is utilised by:
• RailCorp Training - to establish Training Modules and Assessment Tools. • Chief Engineer Track and Chief Engineer Bridges & Structures - to review training,
assessment tools and to establish the competency activity relationship. • Field managers - to interpret when determining whether staff are ready to be
assessed. • Field staff – to interpret when determining if they are ready to be assessed. • Assessors when judging whether candidates meet the standards.
Provision of a single interpretation ensures that common standards apply and that:
• Competencies reflect the activities undertaken on RailCorp civil infrastructure. • Competency acquisition (Off-job training and on-job skills development) reflect the
requirements of the activities. • Assessment tools reflect the competencies.
Note: There are other competencies required by RailCorp civil staff that are not mentioned here. They include Safeworking, training and administrative tasks etc.
C3-1 Technical Competency Requirements for Civil Activities Each manual in the RailCorp Engineering Manual series specifies the competencies required to undertake track maintenance and installation activities. All of the activities and their accompanying competencies are detailed in Table 1 for Track activities and Table 2 for Structures activities.

Chapter 4 Learning pathways Competency development for staff working on RailCorp civil infrastructure generally follows a progression of skills development from lower level competencies to higher level. Since this progression involves the attainment of a set of core competencies at each level, these core competencies generally form the prerequisite requirements for achieving competencies at a higher level.

Training courses developed for training of higher level competencies do not include lessons in the basics of track maintenance and construction. Evidence of the basics of track maintenance and construction knowledge is an essential requirement for satisfactory completion of higher level courses.
Infrastructure workers gain the basic knowledge required by attainment of the competencies which includes attendance at training courses and on-job competency acquisition and assessment. Others, particularly professional engineering personnel, may gain the basic knowledge by attendance at the training courses only, since they are not expected to utilise the skills taught in the lower level competencies.
For the higher level competencies, all persons wishing to use the higher level competencies must complete the entire process of Training Course and on-job assessment in that competency.
Statements of attainment of competencies from registered training organisations external to RailCorp L&D are accepted as evidence of satisfactory attainment of the following basic pre-requisite competencies for attendance at the courses nominated in Table 5;

Chapter 5 Treatment of old competencies The competencies referred to in this manual and other RailCorp Civil Engineering manuals use the numbering system adopted by the Transport & Logistics Industry Skills Council in their 2010 Release 2 Competency Standards.
Since the TLISC 2010 Competency Standards have only been published for a short time, most civil infrastructure workers will have been trained to and awarded competencies based on earlier packages. These were, principally, the
• Transport & Distribution Training Council (competencies with TDT prefix), or the • Transport & Logistics Industry Skills Council (TLISC) 2007 Competency Standards
Whilst there were no technical content changes from the TDT competency set to the initial TLISC 2007 competency set, there have been some changes subsequent releases and in the TLISC 2010 releases.
This means that the competency or competencies required for some work activities has changed. Where persons have competencies that have changed, in most cases they will be able to undertake the tasks associated with the new competencies.
In many cases the changes in technical content from the 2007 TLI to 2010 TLI competencies brought the TLI competencies into line with RailCorp’s interpretation of the TDT competencies, against which the off job training and on-job competency assessment has been conducted. This means that there is a direct transfer of skills and knowledge from the TDT competency to the 2010 TLI competency.
Attached in Table 6 is a listing of Technical competencies referred to in RailCorp’s Civil Engineering manuals and the relationship between the new competencies and older versions.
Chapter 4 also contains a section on learning pathways that lists pre-requisite competencies required for attendance at Training Courses for higher level technical competencies. The competencies listed are TLISC 2010 Release 2 competencies . Equivalent competencies listed in Table 6 are also acceptable.
Note that whilst the competency TLIB2085A - Apply track fundamentals is a new competency, anyone who has achieved their basic competencies by attendance at RailCorp’s Track Maintenance 1 and Track Maintenance 2 courses will be deemed to have the background knowledge covered by this competency. Contractors will also be deemed to have the background knowledge covered by this competency if they have attained the equivalent basic competencies from a Registered Training Organisation. This needs to include the following four competencies or their equivalents in Table 6:
• TLIS2030A - Carry out track ballasting; • TLIS2031A - Install railway sleepers; • TLIS2044A - Carry out rail installation; and • TLIS2034A - Install and repair rail fastening systems.
Note that RailCorp Learning and Development (L&D) currently do not issue national units of competency for structures activities. If the relevant RailCorp L&D courses and assessments have been undertaken and the nominated internal Authorisation has been issued, this is deemed equivalent to the attainment of the stated national unit of competency.

Chapter 6 Recertification of Civil Competencies
C6-1 Purpose This chapter provides policy, procedures and guidelines for certification and re-certification of Infrastructure Workers for technical activities in the Civil discipline, with particular emphasis on tasks with safety importance.
C6-2 Policy Work of safety importance on track & structures infrastructure may only be undertaken by personnel certified as competent in the activities they are performing.
Competency certification for tasks with safety importance:
• is mandatory for the performance of the task, • must be renewed after a defined period, • can be suspended or cancelled in prescribed circumstances by nominated
persons, and • can be re-instated in prescribed circumstances following suspension or
cancellation.
In order to be issued with a Certificate of Competency personnel must, among other things defined in the Rail Safety Act, demonstrate their capacity to perform the relevant tasks.
Infrastructure personnel shall be competency assessed for certification and, subsequently, re-certified to perform nominated tasks with safety importance (‘Safety Important’ tasks).
Personnel in training are only authorised to perform a ‘Safety Important’ competency under the supervision of certified personnel. In these circumstances the certified worker remains accountable for the satisfactory performance of the competency.
This Policy applies to all personnel employed or contracted by RailCorp to undertake construction and maintenance work on rail infrastructure.
C6-3 Definitions Competency - Assessment by a Registered Training Organisation (RTO) Assessment that a person meets the standard of a national unit(s) of
competency as listed in a national Training Package endorsed by the Australian National Training Authority (ANTA), or where specified by RailCorp, units of competency defined by RailCorp. Units of competency are listed in the RailCorp Asset Operations Group Classification Structures and are for the most part national units of competency.
Certification - Certificate of Competency issued in accordance with RailCorp’s authorisation under the Rail Safety Act 2002. Clause 5.7 of the Guidelines for Certification of Competency states that granting of certification in respect to training is contingent on the person “…satisfying the relevant competency standards

contained in the existing Unit or Units of competency of a national Training Package endorsed by the Australian National Training Authority (ANTA) or satisfying the minimum competency requirements set down by an operator in a competency standard for its own operation.”
Re-certification - Subsequent certification of ‘Safety Important’ competencies.
Certifying Authority - Officer/s within RailCorp authorised to establish and review this Certification Procedure, and to approve, in conjunction with the General Manager RailCorp Training, Authorised Certifying Officers. (The Certifying Authorities are, currently, the Chief Engineer Track and Chief Engineer Civil.) The Chief Engineer Track and Chief Engineer Civil may assign Engineering Authority for approval of Authorised Certifying Officers to others.
Authorised Certifying - Personnel authorised by the Certifying Authority to certify Officer and re certify staff in accordance with this procedure. Suspension of - Temporary removal of authority to undertake defined certification competencies. Can be reinstated by the supervising
officer at the conclusion of an appropriate review of the circumstances. It does not affect the Certification Period displayed on the person’s certificate.
Cancellation of - Removal of authority to undertake defined competency. certification Authority to carry out the function can only be reinstated
by re-certification by an Authorised Certifying Officer. Normally, re-certification in this case will require assessment in the manner of staff gaining initial certification. Restrictions on staff with initial certification will also apply to staff regaining competencies after cancellation.
C6-4 ‘Safety Important’ Functions The ‘Safety Important’ Functions detailed below involve certification that the rail infrastructure is safe for train operations on completion of the task and require that the person performing the task must assure the integrity of work performed.
Infrastructure certification occurs either as a result of track or structures inspection and assessment on a cyclic program, or as a result of work being performed which alters any previous certification. For example, removal of a rail defect by installing a rail closure is a change to the previous condition of the track and as a result the track must be certified again as being fit for the passage of trains.
In the Civil infrastructure the following tasks are considered ‘Safety Important’. Further detail on the content of each competency can be found in 0 – Competencies.

C6-5 RailCorp Authorisation
C6-5.1 Requirements
Persons who obtain the national unit of competency from Registered Training Organisations (RTO’s) other than RailCorp Training are not normally trained or assessed in RailCorp’s standards and procedures by the RTO.
To ensure that all staff who carry out the tasks associated with the competencies listed under RailCorp Authorisations in Table 7, have knowledge of RailCorp standards and procedures, the authority to perform those tasks within RailCorp will require attainment of the applicable national unit of competency AND being issued with a RailCorp

C6-5.2 Initial Authorisation Process
To obtain a RailCorp authorisation a person MUST:
1. Have achieved the current or previous national unit of competency and any prerequisite competencies or training. (outlined in this manual), AND
2. be assessed as competent by the full “on the job” and “off the job” RailCorp assessment process for the national competency. The “on the job” component of the assessment guidelines allow for simulation when track access is not available.
C6-5.3 Certification Period for RailCorp Authorisations
For each competency that requires re-certification a defined certification period applies. These are detailed for each task in Table 10.

C6-5.4 Recertification Process
To continue to hold a RailCorp authorisation the holder MUST:
1. Complete the RailCorp recertification training course and assessment within the nominated recertification period.
The continued use of these competencies in RailCorp requires recertification at the intervals detailed in Table 10 above. This process is not a requirement of the national units and hence it is not a full assessment of the current national unit of competency. Consequently no statement of attainment for the latest national units of competency will be issued after RailCorp recertification.
RailCorp recertification is a targeted refresher training and assessment process that is used to establish evidence that staff can continue to competently perform the technical functions of the task and are up to date on current procedures and issues.
C6-5.5 Common expiry
The RailCorp authorisations have a common expiry date. The first common expiry date is 30/6/2013.
The defined recertification period will be from 1st of February until the 30th of June in each odd numbered year (2013, 2015, 2017 etc.).
Valid COC’s show the authorisations listed in Table 9. All other COC’s are invalid and will not be accepted as evidence of authority to undertake such activities in RailCorp.
Where persons first obtain their initial competency and meet the authorisation requirements between the start of two recertification windows they will be given the common expiry date of the next recertification period.
Where persons miss a recertification window they will be deemed to have no currency in the authorisation and will be required to undertake training in the current national competency and undertake the full Railcorp assessment to obtain a new authorisation.
Note. Where there are extenuating circumstances, staff who miss a recertification window may have their situation reviewed and be recertified at a later date. This would require the approval of the Chief Engineer Track for track competencies or Chief Engineer Civil for structures competencies and be subject to the availability of training resources.
Where persons fail to demonstrate the competency requirements during a recertification period, they will have their authorisation for that task removed from their COC and be required to undertake training in the current national competency and undertake the full RailCorp assessment to obtain a new authorisation.
C6-6 Certification process for other Safety Important Tasks
C6-6.1 Initial Certification Process
Infrastructure personnel will be certified after completion of appropriate competency acquisition and assessment by an Authorised Certifying Officer and issued with a Certificate of Competency under the Rail Safety Act (NSW).

C6-6.3 Re-Certification Process
Infrastructure personnel shall be assessed for re-certification by an Authorised Certifying Officer if
• The certification period is due to expire, or • The worker, in the opinion of supervising officers, fails to demonstrate continued
understanding of the requirements of the competency. When this occurs the worker's manager must arrange for an Authorised Certifying Officer to assess the worker’s competency and either re-certify or cancel the certification.
The Authorised Certifying Officer will assess the competency of the worker and complete a Recertification Checklist. The worker's immediate supervisor is also required to satisfy himself/herself of the continued competency of the worker and sign off this checklist. The supervisor is encouraged to accompany the Authorised Certifying Officer on the assessment.
Re-certification prior to the expiry of the defined period is mandatory. Extensions to certification periods may be granted by the Certifying Authority under certain circumstances. These circumstances will generally only relate to delays in the recertification process and will be dealt with on a case by case basis. Details and written approvals are to be documented.
For an individual holding more than one re-certifiable competency, re-certification of all competencies should, as far as is practicable, be at the same time.
C6-7 Authority to Certify Certification and Re-certification will be carried out an Authorised Certifying Officer authorised by the Certification Authority.
To be authorised by the Certifying Authority for a competency they must:
1. Possess current qualifications in the competency
Staff having extensive knowledge and experience in the competency, AND who are currently working in a field associated with the process e.g. training, mentoring, supervising/managing may be deemed to meet this requirement for the purposes of certification and recertification ONLY.
2. Possess a minimum of 2 years practical experience in the competency
3. Understand the processes involved in the competency assessment procedure and the certification procedure.
4. Hold Workplace Assessors competencies as nominated by RailCorp Learning and Development
Specific authorities are provided for re-certification of the following competencies:
Rail Welding (Aluminothermic) and Rail Welding (Wire Feed)
The Authorised Certifying Officers for these functions are the Senior Technical Adviser Welding & Lubrication, Chief Engineers Division and the Technical Manager Welding, Renewals Division.
Rail Flaw Testing
The Authorised Certifying Officer for this function is the Technical Officer Rail Testing from Rail Inspection Services, Infrastructure Maintenance Division.

Where management have identified concerns that an Authorised Certifying Officer has failed to demonstrate continued understanding of the requirements of the role, they may arrange for the Authorised Certifying Officer’s competency to be reviewed by the Certifying Authority and be either re-authorised or have their authority to re-certify cancelled.
C6-8 Special Circumstances Certification This policy recognises that from time to time critical shortages of certified staff will occur. In order to ensure that critical safety activities are ALWAYS undertaken by authorised staff, additional rules can be invoked in these special circumstances.
Likewise, new or enhanced skills requirements, not covered by existing competencies, may emerge at short notice. Until relevant competencies and assessment tools can be developed, Special Circumstances Certification can be invoked to allow local certification of staff.
Where no certified worker is available for a specified (or new) activity, the work may be undertaken by another person if authority has been sought and given by the Certifying Authority. This authority is in the form of an “Engineering Waiver.”
In order for the waiver request to be granted by the Certifying Authority the following requirements must be satisfied:
1. The worker has been assessed by an Authorised Certifying Officer as being competent to perform the task.
2. Where new activities are proposed, the training proposed is adequate to meet the competency.
3. The Authorised Certifying Officer must establish any limitations and controls that will apply to the waiver. (eg limitations on location, times, scope of activity, increased reporting, more detailed monitoring of activity etc.).
4. The waiver must be documented. The documentation must include a checklist of elements against which the person was assessed, any controls or limitations on the activities to be undertaken and a sign off by the Authorised Certifying Officer.
5. The waiver will have a defined expiry date. Extensions of expiry dates will require a further request to the Certifying Authority and must be accompanied by a satisfactory assessment of the performance of the worker in question.
6. The waiver is not transferable. If management wish to change any aspect of the waiver (the person undertaking the activity, where the activity is taking place etc ), a new waiver must be sought.
7. A copy of the waiver must be retained as proof of temporary certification by the person undertaking the activity in the same way as certificates in Section C6-9 below.
C6-9 Proof of Certification Certified personnel are to be issued certificates that comply with the ITSRR's "Guidelines for Certification of Competency" (January, 2004) Clauses 7.9; 7.10 and 7.11.

The certificate must be carried whenever the function is being carried out and be produced when required by supervising officers or other authorised persons.
When an extension to the certification period is granted, an interim certificate (or letter of authority) will be issued. The interim certificate will contain the same details as the standard certificate.
C6-10 Loss of Certification Certification to perform individual competencies can be suspended by supervising officers in appropriate circumstances. Certificates should be taken from suspended staff until they are re-instated.
Certification can be reinstated by the supervising officer at the conclusion of an appropriate review of the circumstances.
Suspension and reinstatement of certification does not affect the Certification Period displayed on the person's certificate.
When considered necessary, the supervising officer may arrange for an Authorised Certifying Officer to review the certification, then re-instate or cancel the certification for the appropriate competency and related competencies.
When certification is cancelled, authority to carry out the function can only be reinstated by re-certification by an Authorised Certifying Officer. Normally, re-certification in this case will require assessment in the manner of staff gaining initial certification. Restrictions on staff with initial certification will also apply to staff regaining certification of competencies after cancellation.
Any other competencies held simultaneously by personnel are not affected by removal, reinstatement or re-certification in one competency.
C6-11 Review In order to maintain appropriate re-certification periods for 'Safety Important' competencies, the Certifying Authority is required to review, at least every two (2) years, the adequacy of the re-certification periods for each 'Safety Important' task. To undertake the review it will be necessary to review the drivers that will change competency and competency requirements. The drivers may include:
• Staff performance, • How often the competency is used and at what level, • How much standards change, and • Other issues, particularly “Lessons learnt” from incidents and failures.

Chapter 7 Engineering Authority for Civil Design Activities
C7-1 Scope Engineering Authority for the various activities in Track & Structures design is held by the Chief Engineer Track and Chief Engineer Civil. These collectively are termed ‘Chief Engineers’ for further reference within this chapter. Additionally, the Engineering Authority for design of earthworks, (including excavation, fill materials, rockfalls and slips) tunnels, undertrack boring, cuttings and foundation capacity is held by the Principal Geotechnical Engineer. No other person within RailCorp has authority to perform track & structures design work unless specifically authorised by the relevant Chief Engineer or the Principal Geotechnical Engineer for the activity concerned.
The Chief Engineers and the Principal Geotechnical Engineer have assigned Engineering Authority to field personnel for nominated activities that may be considered an alteration (permanent or temporary) to the design configuration of track & structures infrastructure.
C7-2 Design authority for Professional Services and Chief Engineers personnel Staff in Chief Engineers and Professional Services divisions, and field survey staff, have been allocated Design Authority for specific activities by the assessment of their competency and the issue of Competency Certificates by persons with design authority including: the Chief Engineer Track, Chief Engineer Civil, Principal Surveyor or Principal Geotechnical Engineer. All such certificates are considered valid for a minimum of three years from the date of issue whilst the personnel remain in their nominated positions.
The Principal Surveyor is authorised to continue to issue authority to field surveyors for competencies related to Survey, Track design (RailCorp Engineering Standard ESC 210), Transit Space design (ESC 215) and Permanent Speed design (ESC 210).
The Principal Surveyor has been delegated Engineering Authority for track design, transit space design and permanent speed design by the Chief Engineer Track.
C7-3 Design Authority for External Designers RailCorp has a process for the granting engineering authority for design to external designers engaged on RailCorp projects. Allocation of engineering authority for design requires that:
• The person is competent to undertake the particular design activity • The person is in a position that requires this Authority to carry out the design tasks. • Established procedures exist for carrying out the tasks.
The external design firm is primarily responsible for identification of resources to undertake the design.
Engineering Authority for each person is assigned by the Chief Engineers in accordance with the process documented in Engineering Management Procedure EPA 241 "Engineering Authority for Design”. The Chief Engineers will only grant engineering authority in circumstances where the above three requirements are met.

On behalf of RailCorp the Chief Engineers will
1. Undertake a general review of the competencies of the design personnel nominated for the project/task (including changes to nominated designers). Where necessary they will also undertake a detailed review.
2. Sign an agreement to proceed that confers engineering design authority on the selected staff resources for the nominated technical brief/specification.
Competency certification is allocated to individuals, not companies and remains in force for the length of the engagement and while the individual maintains his/her competency. The certification only applies for the engagement for which it has been supplied.
The external design firm shall have design procedures that include systems to monitor the competence and suitability of personnel for whom they may seek Engineering Authority.
C7-4 Design Authority for Field Engineering Personnel Field engineering Design Authority is allocated to the Manager Civil Maintenance, specific Civil Maintenance Engineers, the Principal Surveyor, the Track Works Manager and Electrical & Civil Works Manager as shown in Table 1a.
These persons are termed ‘Principal Delegates’ for further reference within this document.
C7-4.1 Principal Delegates:
Principal Delegates
• MUST have a Competency Certificate covering the authorities assigned to them. The Competency Certificate shall be authorised by the ‘Chief Engineers’ and the Principal Geotechnical Engineer.
• May exercise the authorities assigned to them, as detailed in Appendix 1 as modified on their Competency Certificates.
• May sub-delegate authorities to the persons in positions detailed in Table 1b within the limits of the authorities for the positions, as detailed in Appendix 1. These persons are termed ‘Sub-Delegates’ for further reference within this document.
The Civil Maintenance Engineer (CME) may sub-delegate any of the nominated authorities for Team Managers / Maintenance Engineers to suitable persons.
The Track Works Manager or the nominated discipline expert on behalf of the Electrical & Civil Works Manager (TWM/ECWM) may sub-delegate any of the authorities he/she holds to suitable Project Engineers, but may only allocate nominated authorities for Team Managers to suitable Renewals Team Managers if the TWM/ECWM also holds the authority.

• MUST ONLY undertake designs that follow all relevant RailCorp standards and must prepare and verify designs, including calculations, construction drawings and as-built drawings in accordance with standards unless otherwise specified in the following sections. (e.g. for minor design of an emergency or temporary nature the design decision must be validated by authorised designer in writing at the earliest practical opportunity but in any case no later than 7 days).
C7-5 Assignment of Authority
C7-5.1 Requirements
The pre-requisites for assignment of authority are:
• A person MUST be appointed to the position, an equivalent position or acting continuously in the position, AND
• have experience in a position where similar decisions have been required for at least 3 years within the last five years to ten years (see Note 1), AND
• have in the normal course of their work undertaken design work in line with that specified for each competency element, AND

• have NOT had authority specifically withdrawn by any direction of the Chief Engineers or by any person superior to that person in the reporting hierarchy who has been given engineering authority for that design activity.
Note 1: This may be reduced to 12 months for persons called on for temporary relief duties not exceeding 6 weeks duration. It may also include weekend work and short term relief for illness.
Newly appointed staff may be issued “Provisional” authorities on the basis of experience in lesser positions. Provisional authorities must be reviewed after 12 months (or earlier at the discretion of the Principal Delegate).
C7-5.2 Method
